HANOVER Bids for a technology upgrade for Hanover and Norwich schools have come in so far under estimates that school officials plan to pay some of the cost with surplus funds and take out a much smaller loan than anticipated.
Last winter, cost estimates to improve cabling, switches and other digital hardware at the three schools totaled $1.3 million.
But bids came in at $592,000 for Hanover High School and Richmond Middle School, $165,000 for Hanover’s Ray School, and $142,000 for Norwich’s Marion Cross School, for a total cost of a little more than $899,000.

HANOVER After years of effort, school officials in Hanover have changed how they account for the town’s sixth graders.
Both the Hanover and Dresden school boards on Wednesday night ratified an agreement that voters in the two districts approved at Town Meeting in March that will turn Hanover’s sixth graders into Dresden students.
For decades, the Hanover School District has paid tuition to the Dresden School District to send the town’s sixth graders to Richmond Middle School, which is part of the Dresden system.
That arrangement made both districts susceptible to the volatility of large swings in enrollment. If the number of Hanover sixth graders rose substantially, the district’s tuition bill would rise and inflate the district’s budget. Proposed Hanover budget balances need for services with needs of taxpayers
At the business portion of Hanover’s Town Meeting on Tuesday, voters will face a bevy of appropriations-related warrant articles, $30.6 million in total, for fiscal year 2022. After revenues, the levy to taxpayers is $14.1 million. Tax rates, incorporating the Fire Fund, would increase just under 3% (17 cents on a base of $5.92 per assessed value of $1,000 prior to the increase). The Hanover Finance Committee voted unanimously on March 8 to support the town budget.
