A report issued Wednesday found lacking oversight and systemic failures – not willful disregard – within the Pennsylvania Department of State resulted in a botched constitutional amendment.
The Office of the State Inspector General’s probe of the incident found no evidence of “deliberate or intentional malfeasance” at play when department staffers forgot to advertise a proposed constitutional amendment that would open a two-year litigation window for survivors of child sex abuse after the Legislature passed its authorizing legislation, House Bill 963, in November 2019.
“On behalf of the Department of State, I apologize to the victims of abuse for the additional pain and distress we have caused them,” said Acting Secretary Veronica Degraffenreid during a news conference on Wednesday ....

Why Delaware may add new LGBTQ protections for gender, sexual orientation

Lawmakers are planning on updating protections for the LGBTQ community to make the law more inclusive.
Democratic lawmakers and advocates consider Delaware s non-discrimination laws, which include definitions of sexual orientation and gender identity, to be outdated and not inclusive of certain LGBTQ identities.
House Bill 155 by Rep. Kendra Johnson, D-Bear, cleared the House on Thursday and awaits a vote in the Senate. It would amend the law, written in 2009, which says that sexual orientation exclusively means heterosexuality, homosexuality, or bisexuality.
The bill replaces the phrase exclusively means with includes in order to include other sexualities.
The bill also strikes out the section of state law that says gender identity is demonstrated by consistent and uniform assertion of the identity or evidence that it is sincerely held as part of a person’s core identity unless it s asserted for any improper purpose. ....

Charter change legislation allowing the Rehoboth Beach city manager to delegate all supervisory authority, including oversight of the beach patrol, has been introduced.
House Bill 156 was introduced April 20 by Speaker of the House Rep. Pete Schwartzkopf, D-Rehoboth Beach. It was assigned to the House Administration Committee, of which Schwartzkopf is a member. Sen. Ernie Lopez, R-Lewes, Sen. Bruce Ennis, D-Smyrna, Sen. Dave Wilson, R-Bridgeville, and Rep. Ruth Briggs King, R-Georgetown, have all signed on as bill sponsors.
General Assembly approval and the governor’s signature are required for all of the state’s municipalities to change their charters. The last time Rehoboth went through this process was in 2019 – one change made sure the people who should be voting in town elections are; a second change created a lodging tax on hotels, motels and tourist homes. ....
