The movement that kicked local police reform efforts into gear last May is far from over. For many activists who invested months into organizing in 2020, the past year’s wins aren’t satisfactory.
“We’re not even remotely close to where we should be,” said Darren Golden, a former member of the activist organization Rose City Justice, which led many of the early summer marches. “But that’s expected. I think a lot of people believe that it is easy to change the system of policing, and you can just tear it down. It’s not that easy that investment takes time. If you remove a support system and don’t support the system you removed, it’s going to fall. And the people that are hurt most are the ones that need the most help.” ....

Oregon House approves 9 police reform bills

 SALEM, Ore. (KTVZ) The Oregon House on Monday passed nine bills aimed at tackling police reform and holding law enforcement accountable. This slate of legislation was championed by Rep. Janelle Bynum (D- Clackamas) and the Oregon legislature’s BIPOC Caucus. 
The legislation sets statewide expectations for behavior and character of police, offer training in life safety and community safety, and set Oregon on a new path forward to greater transparency, department management and community inclusion on public safety efforts, according to Oregon House Democrats, whose news release continues below: ....

Oregon Lawmakers Say Police Oversight Shouldn’t Be Up for Bargaining To create a new police oversight board, Portland has to change state law.

WHAT IT WOULD DO: Senate Bill 621 amends state law regarding labor negotiations with public employee unions so that voter-approved police oversight boards could operate in full force and effect without being subject to mandatory collective bargaining.
THE PROBLEM IT SOLVES: SB 621 is inextricably linked to Measure 26-217, which Portland voters passed in November by a 4-to-1 margin. The measure, championed by Commissioner Jo Ann Hardesty, enshrined in the city charter a police oversight board that has the authority to investigate officers, compel officer testimony and ....
