Pa. woman charged after her 8-month-old daughter nearly dies from fentanyl, meth overdose

WILLIAMSPORT – A Lycoming County woman has been charged after her then 8-month-old daughter nearly died from a drug overdose in February.
State police Friday charged Alexandria Victoria Martinez, 31, with endangering the welfare of children and possession of drug paraphernalia.
Toxicology test results showed the infant had methamphetamine, fentanyl and hydrocodone in her system when hospitalized Feb. 16 and her condition was near-fatal, the arrest affidavit states.
Emergency personnel was dispatched to the trailer home on Back Street in Upper Fairfield Twp. east of Loyalsockville after Martinez called 911 saying the baby was unresponsive, police said. ....

For children and teens who have been the victims of abuse, the pandemic has added to the trauma of their situation.
In the early months, when schools, child care facilities and churches were closed, the shutdown cut off this at-risk population from people who are tasked with reporting suspected abuse, but as the pandemic extended through the months, it presented added trauma when at times people have been reluctant to open their homes as foster parents.
“I would say that the volume of calls that I get from people who are interested in foster parenting has definitely decreased since the pandemic,” said Heather Wood, a resource family caseworker at Lycoming County Children and Youth who works in foster care. ....

Lycoming County Commissioners voted to accept several agreements for youth and family services during their meeting Tuesday.
A contract approved with Adelphoi Village, Inc. covers foster care and residential care services.
The costs, which have been increased by 2 percent from 2020, range from $78.79 per day to $315.21 per day, according to Lycoming County Children & Youth Services Director Mark Egly.
No youths are presently in the program, he noted.
Contracts with Justice Works YouthCare, Inc. and Dwell Lycoming County were also approved.
Justice Works provides community based in-home services and Dwell offers trauma training and support services for foster families. ....

Parents charged with endangering the welfare of children
Two Mill Hall parents are accused of allegedly neglecting their three children by providing filthy living conditions for them to live in.
Colton Styers, 25, and Jessica Hughes, 28, both of 280 Mountain Lane, are co-defendants in a case that charges them with endangering the welfare of their children, as well as in a separate animal cruelty case, at a Jersey Shore apartment they formerly lived at: 1316 Allegheny St., Apt. 2, according to Justin Segura, an officer with the Tiadaghton Valley Regional Police Department.
Styers and Hughes allegedly allowed garbage and filth to accumulate in the home to the point where Jordan McGill, a caseworker from the Lycoming County Children and Youth Center, could not walk from room to room, according to an affidavit filed by Segura. ....
