A bipartisan group of lawmakers is asking its colleagues to co-sponsor legislation to fully fund a new $42 million juvenile prison in Milwaukee County to replace the scandal-plagued Lincoln Hills and Copper Lake facilities in Irma.
The Legislature voted in 2018 to close Lincoln Hills and Copper Lake by July 1 of this year and transfer its residents either to a new Type 1 facility, which houses serious juvenile offenders, or to secure residential care centers that would be built in different areas of the state. ....

Wisconsin youth inmates' attitudes worsening, staff feels 'defeated'

Children held at Wisconsin s troubled youth prison are growing more frustrated with their treatment and staff seem defeated, according to a court-appointed monitor s latest appraisal of conditions at the facility.
The state Department of Corrections released Teresa Abreau s latest report Monday. Abreau was assigned to visit the prison outside Irma periodically as part of a 2017 settlement resolving a federal lawsuit from civil rights and youth advocates demanding improvements at the prison. The agreement called for guards to stop using pepper spray and prohibited the use of solitary confinement for children who don t pose an imminent threat to others. ....

IRMA, WI (WSAU-WAOW) A staff member is recovering after being injured in an incident at Lincoln Hills School, Thursday evening.
According to WAOW-TV, the Department of Corrections says of the incident, “Three youth were involved in an incident at Lincoln Hills School (LHS) Thursday evening which was isolated to a single housing unit. As a result, the youth are now in the Lincoln County Jail and each was given a $100,000 cash bond at their initial court appearance this afternoon.
“One staff member was injured and taken to a local hospital for treatment and released. He is expected to return to work on Monday. No youth sustained injuries. Lincoln County authorities, including a K9 unit, came to assist and the youth complied. DOC is grateful to Lincoln County Sheriff’s Department for their assistance.” ....

Republicans to vote next week on $87.5 billion GOP-authored budget

The state Legislature next week will vote on the $87.5 billion GOP-authored biennial budget, which falls almost $3.7 billion short of Gov. Tony Eversâ original proposal.
Republicans on the budget committee made use of an estimated $4.4 billion surplus to work more than $3 billion in tax cuts into the proposed 2021-23 biennial budget, but also stripped away several of Eversâ high-profile measures like Medicaid expansion and drastically reduced other proposals like the governorâs call for $1.6 billion in K-12 spending.
Republicans, who plan to take up the GOP-authored budget in the Assembly on Tuesday and the Senate on Wednesday, have said they donât anticipate any major changes to the document before the budget is sent to Evers. ....

Republican lawmakers on the state Legislature’s budget committee voted Tuesday evening to approve $1.5 billion of Gov.
Tony Evers’ $2.4 billion plan for state construction projects, including roughly $629 million of the governor’s $1 billion plan for the University of Wisconsin System.
The plan passed the committee on a party-line vote of 11-4, with Republicans voting in favor and Democrats against. ....
