Lebanon residents demand answers in Duncan child abuse case


The Duncans allegedly tortured the children in calculated and prolonged ways. This included physical punishment, depriving them of food and water and heat and bathroom privileges, and trying to cover up their crimes.  
Each child provided statements which also illustrated the disturbing experience of watching S. Duncan and R. Duncan physically attack his or her siblings, according to a news release from the district attorney s office. Even minor misbehaviors, such as taking too long to consume water or complete a chore, resulted in horrific, violent abuse.
On Jan. 15, the Lebanon County Children and Youth Agency obtained a court order granting the agency custody of the children, who were then removed from the Duncan s home. ....

The Lebanon County Detective Bureau has charged a North Annville Township couple with “prolonged assault and abuse” of their five adopted children, who range in age from 6 to 15.
Criminal Complaints filed on Feb. 2 against 44 year-old Robert J. Duncan and his 42 year-old wife, Stephanie A. Duncan, allege that the abuse took place over at least a two year period. The couple face multiple felony and misdemeanor charges that could result in decades in jail, if they are convicted.
The children are now in the protective custody of Lebanon County Children & Youth Services.

According to documents filed before Magisterial District Judge John Ditzler, the couple’s 11 year-old son was taken by ambulance to Hershey Medical Center’s Emergency Room on Jan. 12. ....

The Duncans’ 11-year-old son was rushed to Penn State Health Milton S. Hershey Medical Center in mid-January after he was found to be unresponsive and hypothermic.
Medical staff determined bruises to the child’s neck, shoulders, back, abdomen, hip and genitals were not consistent with accidental injury and reported in injuries to authorities. ....
