Acting Police Chief Andy Penn Tapped for Permanent Role After Search

Andy Penn, a 29-year veteran of the Arlington County Police Department and its current acting chief, has been named as the county’s new permanent chief by County Manager Mark Schwartz.
“Andy embraces the values and important work that is needed around issues of equity, justice, and safety and will work to advance racial diversity and inclusion in all of our public safety efforts.” Schwartz said in a statement Friday afternoon. “He will bring a balanced approach to leading and understanding the issues of today and their implications for the Department’s areas of growth and opportunity.” ....

WOODBRIDGE, VA – As public outcry for transparency and police reform has continued across the country since the death of George Floyd last summer in Minneapolis, several local police departments across Northern Virginia are collaborating on a multi-agency committee that will investigate incidents involving the use of force by law enforcement.
The formation of the Northern Virginia Critical Incident Response Team was announced at a news conference Tuesday in Woodbridge, where homicide detectives and other investigators from various police agencies will provide criminal investigations into incidents in which force leads to death or serious injury. Northern Virginia Police Departments Join Forces to Police Themselves

Currently, police use of force is investigated by detectives within the same department. Soon, it will be investigated by a team of detectives from multiple agencies except the agency involved in the shooting.
Once the investigation is complete, the process remains the same. The facts of the case are given to the prosecutor in the county where the officers involved in the shooting work, and the prosecutor will determine if the shooting was justified or criminal. ....
