WEST LEBANON Upper Valley municipal managers say the loss of a state grant program that helped New Hampshire towns and cities pay for costly wastewater upgrades will translate to higher tax and utility bills as they work to cover the funding shortfall.
The state’s two-year budget, signed into law last month by Republican Gov. Chris Sununu, reinstates a moratorium on new projects eligible for wastewater state aid grants.
The program, administered by the New Hampshire Department of Environmental Services, is intended to offset the multimillion-dollar costs that municipalities can incur while improving their sewer systems and thereby provide an incentive to curb pollution. ....

Lebanon officials parse new ‘divisive concepts’ law

LEBANON City officials are trying to determine whether their plans to create a Diversity, Equity and Inclusion Commission could run afoul of a new state law that critics say limits discussions about systemic racism.
Gov. Chris Sununu last week signed into law a two-year budget that includes prohibitions on teaching children that they’re inferior, racist, sexist or oppressive by virtue of their race, gender or other characteristics.
His fellow Republicans have argued the so-called “divisive concepts” measure strengthens anti-discrimination laws, while Democrats say it could prevent implicit bias training and halt efforts to educate people about structural racism and sexism. ....
