Utah has some of the weakest landlord-tenant laws in the country, leaving renters vulnerable to predatory practices

Over the past several months, Eric Peterson and a team of reporters from the Utah Investigative Journalism Project, have been digging deep real deep into Utah’s eviction laws.
What they’ve found paints a grim picture of a system that is stacked overwhelmingly in favor of landlords with penalties and fees and interest rates charged to renters that can only be described as predatory and abusive.
The work is too exhaustive to summarize, but some highlights of what their investigation revealed include:
• In Utah, renters are only required to receive 72 hours notice before being evicted, the shortest notice in the nation, leaving little time to arrange to move belongings and line up a new place to live; ....

Tenant, homeowner protections heading to Northam’s desk after General Assembly passage
A bill that would expand Virginia renters’ right to settle outstanding balances and keep their housing and another measure that would expand foreclosure protections are headed to Gov. Ralph Northam’s desk.
Thrust into housing insecurity with the clock ticking toward the expiration of federal protections related to the COVID-19 pandemic, thousands of households around the state remain at risk of losing their shelter. State lawmakers from both political parties supported the measures aimed at ensuring residents have every opportunity to avoid eviction.
The Virginia Senate on Thursday passed HB 2014, legislation sponsored by Del. Cia Price, D-Newport News, on a 25-14 bipartisan vote. The measure would allow tenants facing eviction to pay all due balances and remain in their homes. ....

Oregon landlords can apply for relief


SALEM — Landlords in Oregon whose tenants have fallen behind on rent during the coronavirus pandemic can now apply for relief from the state.
Applications for Oregon’s new landlord compensation fund opened Wednesday, nearly two months after state lawmakers allocated $150 million to seed the program.
Landlords can apply for relief to cover 80% of the rent they are owed by tenants dating back to April 2020. However, they will be required to forgive 20% of unpaid rent.
Nicole Stingh, a spokesman for Oregon Housing and Community Services, which is administering the fund, said her agency will make $50 million available during the first round of funding. The agency expects to offer at least three rounds of funding before the end of June. ....

Luzerne County receives $9.5M in rental assistance


Luzerne County has received nearly $9.5 million in federal funding to assist people struggling to make rent due to hardships created by the COVID-19 pandemic, according to the Luzerne County Office of Community Development.
The funding, which originated from the Consolidated Appropriations Act, is channeled through the U.S. Treasury Department and will allow tenants as well as landlords to seek relief.
“It can be used for rent and utilities for people who were adversely affected by the pandemic,” Executive Director Andrew Reilly said. “We are in the process now of putting together a program.”
The Commission on Economic Opportunity will assist in administering the program once the application process has been set up, he said. ....

Federal stimulus sends $524 million to Virginia for rent relief

RICHMOND — Virginia’s pot for rent relief has grown by more than half a billion dollars, Gov. Ralph Northam announced Tuesday.
A $524 million infusion of federal funding will bolster the state’s effort to aid tenants who have fallen behind on rent or utility payments during the COVID-19 pandemic. Thousands of households around the state owe back rent with a federal moratorium on evictions for nonpayment scheduled to expire at the end of next month.
“There continues to be an overwhelming need for additional relief to help those struggling to make ends meet,” Northam stated in a release. “This new federal funding will provide an important lifeline to individuals and families, and bolster our ongoing work to address housing affordability in the Commonwealth.” ....
