The Milwaukee Fire and Police Commission on Thursday voted unanimously to completely ban the use of chokeholds and neck restraints, removing an exception that allowed their use as a last resort in life-or-death situations. The move will further tighten the Milwaukee Police Department’s use of force policy after the commission in December first placed restrictions on the use of chokeholds and required officers to use de-escalation techniques when possible and provide to aid to civilians immediately after using force on them.
