Winona council defers to county on juvenile detention (5/5/2021)
An advisory group’s resolution that would voice opposition to the idea of a juvenile detention facility was flatly rejected by the Winona City Council on Monday. The Human Rights Commission (HRC) submitted a resolution for the council that would “reject any and all efforts to build, renovate, and/or in any other way support the development of a juvenile detention facility in Winona County.” The HRC is an advisory board that serves both the City Council and the County Board. On Monday, the vote was five members in favor of a motion to deny the resolution, with only one member, Eileen Moeller, voting to support the resolution. Council members Michelle Alexander, Steve Young, George Borzyskowski and Mayor Scott Sherman all voted down the HRC’s request. Council member Pam Eyden was absent from the meeting. ....
