SUNBURY – A Northumberland County man has lost an attempt to clear himself of a 1986 murder for which he claims he was wrongly convicted.
Specially assigned Lycoming County Senior Judge Dudley N. Anderson ruled Monday that Scott R. Schaeffer failed to make a prima facie showing that the DNA testing he requested would establish actual innocence. ....
