Makes changes to the forest/fruit tree property tax credit
In addition to an agreement on tax cuts, the legislature must reach an agreement on a budget and number of outstanding policy issues (e.g., renewable fuel and ‘Back the Blue’).  The Senate also needs to wrap up work on Governor appointments.  The Senate adopted SR6 Appointment Confirmation to allow it to delay action on appointments after the April 15 deadline until the end of session.  Governor appointments need the approval of two-thirds of the Senate, which allows the opportunity for Democrats to block appointments.
Debate was limited to Tuesday and Wednesday this week. Iowa legislators seek tort reform

Iowa legislators are currently considering three bills related to tort liability and negligence: HF772/ SF537, SF557/ HF592 and HF745.
Sen. Zach Whiting, R-Spirit Lake, is the floor manager for SF537 and SF557, which limit recovery for noneconomic damages for personal injury or death in civil action cases to $1 million – SF537 for commercial motor vehicle owners and operators in case of an employee’s negligence, punitive or exemplary damages; and SF557 in medical malpractice.
Whiting told The Center Square the current law on damages for medical malpractice includes a “pretty broad” soft cap. Recent cases have caused concerns about medical malpractice insurance rates increasing, making it difficult to recruit physicians, especially specialists, to work in Iowa, he said. Iowa Legislature: Where 'school choice,' policing and gun bills stand

Differences among Iowa s Republican lawmakers have set back major policy proposals from Gov. Kim Reynolds on education and public safety this year, causing some to miss the first legislative deadline for bills to move forward.
Friday marked the first funnel deadline of the 2021 session, which requires bills to pass through a full committee in either the House or Senate to move forward.
The cutoff does not apply to tax-related and spending bills, so issues like COVID-19 relief, tax cuts and additional funding for schools are not affected.
But other major measures, such as Reynolds proposal for a ban on racial profiling and a publicly funded school choice scholarship program, have faced setbacks. ....

I touched on bipartisanship last week and wanted to follow up a bit this week on why that is so important with the work we do in the State House. We are here four months out of the year from January through early May, so there is not a lot of time to get things done, and more importantly, get things right the first time.
This week we passed over 40 bills in the State House. The overwhelming number of bills had bipartisan support. We worked hard on a lot of issues together, because these issues matter to Iowans. ....
