Essex Westford School District's Proposed Equity Policy Prompts Heated Debate

An equity policy proposed for the Essex Westford School District has galvanized members of the suburban community in recent weeks, drawing hundreds of people to both virtual and in-person meetings.
Critics of the policy say it is divisive and difficult to parse, and supports teachings that might make white students feel shame and guilt. Supporters, meanwhile, argue that grappling with issues of race and equity will help kids become critical thinkers and improve education for all students.
Essex Westford school leaders assert that there is nothing that should be controversial about the proposed policy, which likely will be put to a school board vote on June 15. Instead, they say, the district s commitment to equity is part of its overarching vision and aims to make school a place where all of its 4,500 students 14.6 percent of whom are nonwhite can succeed. This, they argue, is the f ....

This legislative update from Rep. Austin discusses the proposed literacy and pension bills

We are in the home stretch of the 2021 Legislative Session. COVID-19 cases are on the decline, Vermonters are lining up for vaccinations, and spring has arrived in Vermont. It’s hard to believe it was only a year ago that we were resigning ourselves to the reality that our somewhat predictable way of life had become uncertain and unpredictable. Schools went on line, businesses shut down, travel halted, and family members sheltered in place. The spigot, as Governor Scott would refer to during his weekly press conference, was closed. The decisions that were being made focused on saving lives and preventing the spread of this unknown virus. Mandates to socially distance, wear masks, and only venture outside the home when essential, became embedded in our psyches. No more family get togethers, going to sporting events, attending your child’s school performance, attending a religious service, visiting a family member in the hospital or a nursing home. For the majority of us, ....

Partridge | Notes from Montpelier: Revealing the roles of agriculture and forestry in climate change mitigation

It was my great pleasure and privilege to participate in another Council of State Governments Eastern Regional Conference (CSG ERC) webinar on Friday and Saturday, this one titled “Carbon Sequestration from the Ground Up: Opportunities in Northeastern Farms and Forests.” This is a topic the Vermont House Agriculture and Forestry Committee has been working on for several years that excites me because it reveals the roles that agriculture and forestry can play in climate change mitigation that, at the same time, may benefit our farmers and forest owners.
The panel that I moderated on Friday was the Roundtable on State Healthy Soils Legislation/ Programs. We heard presentations from speakers from Vermont, Maryland, and New York. Given that Earth Day was the day before the webinar and having watched a PBS special program on Greta Thunberg’s work the night before, it was very interesting to hear what other sta ....

Pension governance and task force plan voted out of Government Operations Committee

MONTPELIER — A proposal to expand the committee overseeing the state’s retirement investments and create a task force to address the pension system’s multi-billion dollar unfunded liability was voted out of the House Government Operations Committee on Wednesday.
The bill, which as a committee draft has yet to be assigned a number, proposes changes to the Vermont Pension Investment Committee, expanding its membership and changing its name.
It also establishes a Pensions, Funding and Design Task Force, which will study how the state will reduce its unfunded liabilities and annual payments. The proposed fiscal 2022 budget allocates $300 million in pension amortization payments, also known as ADEC (actuarially determined employer contribution). ....
