Ruling in San Diego could have statewide effect on housing development


SAN DIEGO —A San Diego Superior Court ruling that invalidates an Oceanside referendum could boost efforts to meet a statewide housing shortage, but it also may imperil the increasing use of citizen ballot initiatives to stop development projects.
Judge Richard S. Whitney based his decision on Government Code 66300, also known as the Housing Crisis Act of 2019, which was written to “maximize the development of housing” as California works to solve its problems with rapidly rising rents, homelessness and real estate costs.
Whitney said the act invalidates the Nov. 3 citizen’s ballot initiative that overturned the Oceanside City Council’s 2019 approval of the 585-home North River Farms project by a 2-1 margin. If the decision is not appealed and the developer overcomes other litigation, the project could proceed. ....

Voters will weigh in on 3,000-home Fanita Ranch housing project on the 2022 ballot


The fate of the 3,000-home Fanita Ranch development now rests with voters.
The Santee City Council, with Mayor John Minto absent, unanimously voted Wednesday to place a measure on the November 2022 ballot asking whether the project should be built.
But pending legal challenges
by HomeFed Fanita Rancho, LLC, the project’s backer, and possibly others, may alter the council’s decision and the ballot measure’s future.
The City Council gave its green light in September for the housing in the hills beyond Santee Lakes. Shortly thereafter, residents collected enough signatures, 3,854, to force the council to either rescind its approval or put the measure on the ballot. ....

They did it again. San Diego County s lame-duck supervisors recently approved yet another massive new sprawl development in the ecologically rich Proctor Valley.

The Board of Supervisors signed off on Otay Ranch Village 13, which will bring thousands of new residents to a fire-prone area while paving over critical habitat for endangered wildlife. The board even shrugged off the California attorney general s warning of the increased risk of wildfire that the project will create.
But the board s three newly elected supervisors have the chance to take the county in a much-needed new direction.

The Otay project is just the latest in a long line of destructive and deeply unpopular sprawl developments greenlighted by county supervisors in recent years. It s particularly disturbing that most have required special amendments to the county s general plan the constitution for development in the county. ....

Referendum to stop Fanita Ranch project approved by county


SANTEE   
A referendum filed with the county Registrar of Voters in late October seeking to reverse the Santee City Council’s September approval of the Fanita Ranch housing development has received official approval.
Santee City Clerk Annette Ortiz on Tuesday received a letter from the San Diego County Registrar of Voters showing that 3,854 signatures of Santee residents were verified as valid in trying to stop the development that looks to put about 3,000 homes in the city’s hills off Fanita Parkway.
Now the Santee City Council must either repeal its decision or submit the plans for Fanita Ranch to the voters at either the November 2022 election, or have a special election for the development at another time. ....
