Scappoose cop accused of stealing drugs from evidence locker
Authorities say Scappoose police officer Troy Gainer stole drugs from evidence collections for personal use.
A Scappoose police officer has been indicted on charges alleging he stole drugs from police evidence for personal use.
Troy Gainer, a 17-year employee of the Scappoose Police Department, was indicted on 13 charges, including eight counts of official misconduct and one count of tampering with physical evidence.
According to prosecutors, Gainer allegedly took the drugs from the Columbia County Sheriff s Office and St. Helens Police Department s evidence collections between 2019 and 2020. Instead of taking them to be destroyed, as was intended, Gainer allegedly kept the drugs. ....

Adam Graham faces first-degree bias crime charges for allegedly threatening Asian and Black customers of a Scappoose Fred Meyer.
A St. Helens man was arrested after he allegedly mouthed racial slurs while threatening to cut the throats of customers of a local Fred Meyer.
Adam Christopher Graham, 35, now faces two counts of first-degree bias crime, the legal term for a hate crime, as well as a second-degree bias crime charge and two counts of fourth-degree assault. He is accused of using racial slurs that target Asian and Black Americans.
Officers with the Scappoose Police Department arrested Graham around 9:20 a.m. April 24 following reports of an assault in progress at the Fred Meyer store, 51501 Columbia River Highway. ....
