'It's absolutely necessary': Advocates reaffirm need for new police reform laws

The changes are part of a package of police reforms that passed the legislature this year.
Law enforcement agencies across Eastern Washington came together Wednesday to express their concerns about the new bills, which they say will limit them.
There were 13 laws passed during legislative session this year. One of those laws include banning the use of military equipment. Choke-holds and neck restraint will be banned, and tear gas use will be limited.
With all the police reform laws, advocates say it was done to help reduce violence in situations.
“You never hear the thousands of times we come in and calm things down and make things better, but you focus extreme points on the very rare times things go badly,” Spokane County Sheriff Ozzie Knezovich said. ....

New police reform laws raise concerns for local police departments

SPOKANE, Wash. 13 laws passed during the 2021 legislative session will directly affect law enforcement, when a majority of them go into effect on July 25.
Across the state, concerns are already being raised by local police departments because of their impact on public safety.
For example, military equipment of weapons 50 caliber or greater cannot be used, eliminating current shotguns and the less lethal beanbag shotguns used in situations of de-escalation.
Tear gas, which was used during the protests, can only be used for barricades, a hostage situation, or for riots outside a correctional facility. However, before law enforcement can use it, they have to get permission rom the highest jurisdiction. For local police departments, this will mean the mayor. ....

SPOKANE, Wash. You may have heard the startling statistic: activists for police accountability have said that the Spokane Police Department is the third-deadliest police force in the entire United States. 
But where does that figure even come from and is it accurate?
The statistic comes from a website called Mapping Police Violence. The site compiled data on people killed by police across America s 100 largest cities, between 2013 and 2020.
Spokane had 17, an average of 2.125 police killings per year during that span. ....

SPOKANE, Wash. Law enforcement leaders in the Inland Northwest said they experienced a variety of emotions after seeing former Minneapolis police officer convicted on all charges for the murder of George Floyd.
Chauvin has been condemned by law enforcement nationwide for his conduct; several officers testified for the prosecution.
Pullman Police Chief Gary Jenkins told KREM he has watched the video of the murder and was horrified by it. He said the verdict was the right one for everyone, including law enforcement.  ....
