Medical marijuana is legal in New Hampshire, but patients have to buy their therapeutic cannabis at one of a handful of Alternative Treatment Centers. Now, legislators are considering allowing patients to grow their own marijuana at home.
The law as it stands
Back in 2013, New Hampshire legalized the use of marijuana as a medical treatment. Under that law RSA 126-X patients with certain symptoms can be prescribed the use of cannabis by their healthcare provider. Some of these include:
■suffering from chronic severe pain;
■diagnosed with a qualifying medical condition such as cancer, glaucoma, or HIV; ....

Medical cannabis patients targeted by bill, opponents claim

CONCORD –A bill intended to make cannabis use in a vehicle a violation similar to an open alcohol container ran into a buzz saw of opposition Wednesday.
Senate Bill 60 supporters said it is intended to make the state’s highways safer, but many more people said it targets and discriminates against the more than 11,000 state residents in the medical marijuana program.
The bill passed the Senate on a 21-3 vote last month, but opponents to the bill in the House Criminal Justice and Public Safety Committee hearing outnumbered supporters 95 to 33. ....

New Hampshire may soon join the growing number of states that keep a comprehensive record of how police interact with their communities, but leaders of the state’s law enforcement community have cited several obstacles to collecting and reporting better data.
State arrest data and incarceration rates already show Black and Hispanic people face disparity from the criminal justice system. On average, each group is arrested and incarcerated at higher rates than their relative populations.
Senate Bill 96, an omnibus bill, would implement a number of policy recommendations made by the state Commission on Law Enforcement Accountability, Community and Transparency last August. Portions of the bill would require law enforcement agencies to collect, analyze and publish race, ethnicity and gender data for all police stops, citations and arrests. ....
