Pets are freezing to death in Texas: Cops slam residents for abandoning dogs, cats and pigs in the cold without food or water with cruelty cases surging
Six dogs were left outside of unnamed auto body shop in Southwest Houston on Monday, including one that was found dead and partially covered in snow
The five remaining dogs were placed in the care of the Houston SPCA veterinary team while a hearing for their owner was scheduled at a later date

HOUSTON, Texas (KTRK) Did you know that Texas law requires pets to be brought inside during severe weather?
As a major winter storm is expected to dump freezing rain and bitterly cold temperatures over many parts of Texas this weekend, officials are reminding people about the risks of leaving your pet outside.
It is illegal to restrain your dog under these conditions, wrote Harris County Sheriff Ed Gonzalez on Twitter Friday afternoon.
