A sign on the hoarding surrounding the site, bearing the Chinese backer’s name, Nanjing Dadi Construction Group, includes two telephone numbers. The first is a mobile number for a man who claims to be unconnected to the development or the company, the other an 0800 number which connects to a computer store.
