Well in the studies that we have carried out under the mike program which monitors the legal killing of elephants we have noted that in some sites particularly in Southern Africa the populations have grown because they have put in the measures necessary measures. Vigilance of the sites in some other parts of africa particularly in the north in the central and western eastern parts of africa we have noted that still is increasing and continues so there are fears of course that the elephant population cannot be maintained that this continues and this is why theres difficulties between various countries in africa to come to an agreement on the sale of ivory and whether to keep the illegal the ban on the sale of ivory in insight hes. Well of course there is of course the parties come together here they try to make a decision that strengthens in the one place whatever this is that they have made in terms of compliance and this is what were trying to do here with the proposal and with the documents we have a full slate of proposals and documents talking about life in general. And for a species that are in danger of extinction or close to endangerment. And dangers because of the overexploitation so here they come to use this Regulatory Framework to talk if compliance measures need to be strengthened and what kind of well lets say measures can be taken against some of the countries if they are found to be noncompliant and this is what we try to see if maybe the measures such as trade suspensions have to be put in place but of course we always try to help the countries to come into compliance by working with them superpower building but when that doesnt work then the parties take decisions related to what kind of mechanisms can be put in place so that they have a disincentive to continue with the try that with illegal trade briefly theres always been talk that has been taught for a year or 2 now about strengthening the permit system surrounding the people who do what they do in the countries where its not illegal and where theres a healthy and indeed youve mentioned a growing elephant population isnt there a risk though that organizations such like yours such as yours are always playing catch up because the technology is moving on and evolving all the time if it isnt a good place to do this to indulge in this illegal trade that the people who are doing this the criminals just move to another country. Well that does happen that when you cut down in fact weve been talking about that today that when you shut down one market or one track what we would call a destination country or transit country we have problems because the International Criminal organizations will move somewhere else so the permit system as far as we know of course are issues of corruption is not really the problem in this case because its illegal trade and therefore they trade without any type of says any type of permit any type of site is permitted of course we are now looking more into doing what we call these which are electronic permits and using the chain to be able to strengthen that but at this at the same time this will not help with illegal trade because there is really a matter of corruption in many cases of turning a blind eye to what is going on because of the millions even billions of dollars that are part of this trade and that criminal organizations are benefiting from so its Something Else that has to be compliance and political will at the number at the level of those source countries and help from the transit countries to catch and seize these consignments that are full of i read a full of to stop them so that its a disincentive because of the investment of the of the traders realizing that they would not be successful in transferring these stocks anymore ok.
