Jennifer glasse al jazeera, kabul. The u. N. Security council is expected in a short while from now to adopt a draft resolution as i say within the next couple of minutes, possibly as you can see the Council Members are assembling there. This is a resolution which will help identify people or parties who used chlorine gas attacks in syria. There is the American Ambassador Samantha Power talking with colleagues. Now all of the 15 members, obviously have to take up their positions in this chamber before proceedings can begin, but its widely expected that this resolution is going to pass unanimously, largely because we have been assured of that by john kerry and Sergei Lavrov who met earlier this week in malaysia on the sidelines of the that meeting. Lets listen to nigeria now, current president of the Security Council. The 7,501st meeting of this council is called to order. The agenda for this meeting is the situation in the middle east. The agenda is adopted. In accordance with rule 37 of the councils rules of procedure, i invite the representative of the Syrian Arab Republic to participate in this meeting. It is so decided. The Security Council will now begin its consideration of item 2 of the agenda. Members of the council have before them document s 2015 602 the texts of a draft resolution submitted by france jordan lithuania, malaysia new zealand, spain, the United Kingdom of Great Britain and Northern Ireland and the United States of america. I wish to draw the attention of the Council Members to document s 2015 138 a letter dated february 2015 from the secretary general addressed to the president of the Security Council. The council is ready to proceed to the vote on the draft resolution before it. I shall now put the draft resolution to the vote. Will those in favor of the draft resolution contained in document s 2015 602 please raise their hand. The draft resolution received 15 votes in favor. The draft resolution has been adopted unanimously as resolution 2235, 2015. Ill now give the floor to members of the council who wish to make statements after the vote. I give the floor to the representative of the United States. Thank you, madam president. Today the u. N. Security council has taken another step aimed at stopping the use of chemical weapons in syria. Okay. So the u. S. Ambassador there addressing the chamber following the unanimous adoption of this resolution. Watching events with us is our u. N. Correspondent, and gabriel it is a rare occurrence that we see something passed unanimously in the Security Council, especially when it comes to syria. Thats absolutely right. The u. N. Is a body that is very good at saying what the problems are, but oftentimes doesnt point blame at who is responsible. In this case its very significant that the u. N. Security Council Adopted this resolution unanimously, because it will now be referred to ban kimoon to set up an ainvestigative body that would assign blame. Its important to note the organization for the prohibition of chemical weapons has already said that all signs point to chemical weapons were used in syria in 2013, but that body which is works very closely with the u. N. Does not have the mandate to assign any sort of blame on who was responsible, and so thats why the u. N. Security council has been working very hard over the last several months and top diplomats from the u. S. And russia primarily to reach some sort of agreement on this resolution that was just now unanimously adopted by the Security Council. So a very significant move here. Because once blame has been assigned to one party or the other in terms of its use of chemical weapons, then what . Because then that is a clear breach isnt it of international law. Absolutely chemical weapons use of them are taken very seriously and are against international law, and what this resolution then could trigger is sanctions, but the key word is could. There is nothing in this resolution that would automatically assign any sort of punishment or sanctions to whoever is assigned the blame. However, it could then lead to sanctions. However, the u. N. Security council would then need to reconvene again to take up the issue of sanctions or punishment. So it lays down the ground work for potential sanctions against any group that is assigned blame. However, that does not automatically mean that it could trigger sanctions once it happens. All right. Gabriel thank you for now. Well leave Samantha Power addressing the u. N. Security council for now. Well keep an eye on developments in the chamber, and well get back to it a little bit later on in the program. In the meanwhile well look at other developments regarding syria. Isil fighters have kidnapped 260 people including christians. They were taken in a town in Homs Province.
