Answer Man: Cane Creek landfill legal? How many Amazon vans out there?

Question: For the last 18-24 months, what appears to be a landfill has been growing exponentially right next to Cane Creek Road just up from Turgua Brewery. It is now 20-30 feet higher than the base. It is within 5-10 feet of Cane Creek Road and is very close to the creek itself. It seems to consist primarily of construction debris and fill dirt. Is such a use legal so close to a busy road and waterway, and, if so, have the necessary permits been filed? Is it periodically inspected?
