Second, the big surprise was how much its costing us. Surprise was how much its costing us. Im in this because i want to lessen human suffering. Its misery for the human beings who have long term or short term Mental Health conditions, but to have found that its costing the economyjust under 100 billion a year is astonishing and it just under 100 billion a year is astonishing and itjust adds up to a perfectly sensible case. We have got to invest in sorting out it and we have a motive. Yes, we want to make people happier, but we at a time when were preoccupied by productivity, its a way of improving our productivity. How easy do you think it is, not necessarily for big business, but for smaller businesses, to deal with the problem of supporting employees who need it when resources are not as extensive . After all we have quite formal health and safety regulation and we made one or two suggestions, but we have not gone very far along the way. Social media is replacing the Street Corner as a place where Young Offenders incite and plot crimes, according to a report by the chief inspector of probation. Dame Glenys Stacey says youth offending teams should be given more help to understand, and potentially monitor, the social media activity of young people who pose a risk to others. She joins us now from our birmingham studio. Thank you for your time this morning. I wonder if you can explain what evidence youre seeing of this kind of activity . So, we looked at 115 cases. These were 16 and 17 year olds who had committed serious or violent crime. And we found that crime is changing. So, rather than just meeting on Street Corners and perhaps looking at a car that they might have been sitting in the past, now a lot of crime is being plotted at home, alone in bedrooms, using all sorts of different social media, not the facebook or common medias that we all know, but really much more private things and what youre finding then is that perhaps an argument on social media can escalate when these people meet in the street and then youll have a serious assault. Yes, to what extent, youre using the word scwt plotted to what extent is there is a separation between banter and the stuff that goes on social media that, you might separate out from something which is a plot to carry out a crime . So, we found a range of things. Sometimes simple exchanges could escalate into violence when people met particularly if there is a knife involved. Secondly, people we re a knife involved. Secondly, people were using social media to plan crime. Thirdly, sometimes people we re crime. Thirdly, sometimes people were using social media to commit crimes. So for example, blackmailing people who put unfortunate images of themselves on that media. So given you have seen this and you have seen the evidence, what can be done . So, weve made a number of recommendations. Certainly, we did find some very skilled youth justice workers working carefully with these young people. Ishould workers working carefully with these young people. I should say that a good number of them had had extremely traumatic lives. 0ften exposed to all sorts of things in their childhood that most of us would find extremely difficult. So, certainly those youth justice workers are doing a good job, but doing it intuitively. They need more help and guidance in what works for this difficult group of people, but they need guidance and support to know what they can do to monitor these young peoples use of social media. 0ur these young peoples use of social media. Our lawyers tell us thats that is possible as long as the month tory partying is promorgues nat and it would help those workers doa nat and it would help those workers do a good job with those young people if they knew what they were up. You raise an issue about privacy and what right does the probation officer have to look at someones social media accounts . Our lawyers tell us that social media from those young people can be monitored as long as its proportionate. But the point here is that local youth Justice Boards need to work now with the central youth Justice Board to get proper guidance out to agree a position on monitoring and get it out to these youth justice workers. I have been away, struggling with depression on and off for over 17 years. I had my depression when i first started with royal mail. At first it was difficult to talk about it, because i wasnt sure how it would be perceived, but i have had some very good support in general from managers along the way and especially since weve come here to warrington seven years ago, ive been very lucky to have some brilliant support from both immediate managers and managers higherup in the immediate managers and managers higher up in the company. I suppose for a lot of people, the biggest fear is how do you take the first step of talking to your boss, talking to your line manager and saying, im struggling. It is difficult. It is nerve wracking to talk about something that a lot of people dont understand, but i was luck that, you know, they have an environment that means you do feel safe and secure to talk about these things and you know, its not going to affect the way they see you as a worker and on the shop floor. We have appointed mediators, but the really interesting and exciting thing about Mental Health is, there is no plit siding of it, regardless of what is happening, we work closely with our unions on this and were committed to improving the Mental Health and well being of our people. Its all very formal. 0utside, we are a few hundred yards from the site but we cant see it well here, people cant get into the inner sanctum. People have waited here for days to come and pay their last respects to the king. They would go to replica shrines where they will lay sandalwood fires which will be burnt at the same time his body will be cremated at 10pm local time. Weve had gun salutes going off every minute. They are saying goodbye to a king they believe is credited with a modern development and stability of their country who had a personal touch who devoted himself to personal development and will almost now has godlike status. This is a ceremony bound up with personal feelings, a big National Historic moment, because he defined modern times and hes bound up a mystical almost religious monarchy and that image of the monarchy has been emphasised strongly through this elaborate ritual. Just looking at some of those people behind you, many generations represented there. Can you give us a sense of the mood amongst people who turned out to be there . It is respectful, very quiet at the moment. It will certainly become more emotional as a moment of the cremation approaches. This is a long goodbye. Its a family like moment. People have been here a long time, sharing space, sharing food, it has been hard in the tropical sun that people feel a duty this is the moment they must come and say goodbye to a man who they felt a personal affection for. Would you turn your spare room into a sickbed to a stranger . An nhs trust and ethics is considering a scheme which does that, involving paying £50 a night of people who do offer their spare rooms. The idea comes as a report published today suggests the number of patients discharged from hospital, who are re admitted within 30 days, has risen by a fifth in england. So, this idea of bed and brea kfast accommodation for patients who hospitals think could be discharged, dont have to be occupying a hospital bed. What do you make of it . Its an interesting idea for the better longer term scheme called shared lives which works well where people do adult fostering but thats for a long period of time because theres quite a big investment required to make sure you have the right people and the right environment. To be honest, the right environment. To be honest, the overall impact schemes like this could have will be relatively small evenif could have will be relatively small even if they can get past the quite significant regulatory and legal hurdles i suspect they will face. Take a slew what some of those might be because common sense dictates there will be issues around whether there will be issues around whether the location itself or the people involved are appropriate for the needs of the person who was with them. Yes, theres quite a large Legal Framework particular about safeguarding Vulnerable People that will need to be complied with. Actually, quite a lot of logistical issues about just making actually, quite a lot of logistical issues aboutjust making this work. I dont see anything against it in principle. Just set against the context of the bigger problem is that the nhs and social care is facing at the moment, its likely to be an interesting idea that, if they can get into work, certainly help, but there are bigger things at play at the moment to be honest. When you say bigger things at play, this is to do with a general pressure on hospital beds . Yes, we have seen this report today talking about an increase in readmission to hospital s. Summer that is due to changes in clinical practice where more patients are treated on a day basis, and the consequence of that is some more will come back. More people are avoiding going hospital which, on balance, is a good thing. The readmissions also reflect the growing pressure pressure on social ca re systems, growing pressure pressure on social care systems, shortages of staff in Community Services and this relentless pressure the hospitals have been under false relentless pressure the hospitals have been underfalse its not relentless pressure the hospitals have been under false its not a simple story of hospitals not doing theirjob very well simple story of hospitals not doing their job very well and simple story of hospitals not doing theirjob very well and patients coming back a consequence and some of this is just due to the way the population is changing, there are more people with a types of diseases which, while you may sort out the initial reason they have come to hospital, they are likely to come back because of the nature of their condition which is often a long term and deteriorating one. Isi is i suppose it comes full circle, because given the situation you describe there, you think how do you free up the beds, why not go through a system like this company are suggesting . It does square the circle. There is a lot of other services. If you look at the people who are in the hospital who could be cared for elsewhere. There is a group of people who need help with their activities of daily life. Eating, being able to go to the toilet and perhaps people to help them get dressed. These are important, but not necessarily very technical elements of care, but there is a lot of other people who need nursing and they may need specialist rehabilitation and more intensive types of health care. It is not a single group of patients. I suspect we will see a range of Different Solutions to try and take people out of hospitals, which are not very good environments, particularly for older people, they tend to deteriorate. Getting people into environments, they are less likely to fall and will get up and dressed. A number of Housing Associations offered a Similar Service successfully. We need a lot of mix and the more innovation and experimentation that we have, as long as it is done prop erm and carefully evaluated, the better. The headlines are saying that someone could earn up to £1,000 a month doing. Is there a danger it would just attract people who are after the money, and not interested in the care . Well, if the money, and not interested in the care . Well, if i was running one of these companies i would want to be careful that i was getting people who had the right motivation and we re who had the right motivation and were going to provide really High Quality Service because your reputation in this area is so fragile, but they will really need to be careful. These types of forms of care are pretty extensive. Think they were talking more than £1,000 a month. I think the money, the people who do shared lives and other things are not doing it for the money. The money helps, but i think we probably would want to see people who feel that they want to make a difference rather than just that they want to make a difference rather thanjust doing that they want to make a difference rather than just doing this to make the money and the companies and the regulators, like the care quality commission, are going to have for careful to make sure they keep an eye on this sector because people are out of sight, you know, we do worry sometimes about what might happen to them. One woman who knows all about that is caroline. She works here at the royal mail. You normally deal with first class. Tell us a little bit in terms of your own experience, you told your bosses about your own Mental Health difficulties. How has that changed the way your day to day life works . Itjust makes it so much easier because when im having a bad day i dont have to explain the whole situation of why im having a bad day. I canjust come in and say im struggling today for the bay know why i am struggling and, because of that, they are just my job to suit me. It is not every day and obviously the job does come first, but where they can accommodate me, they will do and it just means i dont have to think about my Mental Health the same as i would do if they did not have that understanding with me. Does that meana understanding with me. Does that mean a time out for what changes . M allows me to have a job where i can work on my own for a bit, to give me time to calm down, have a breather from having to interact with people, which is the bit i sometimes find difficult, so that having a time out for a few minutes to do Something Different really. Those are some of the things the workforce here are doing. Big recommendations from the government to all workforces, all employers, to try to get people to make a plan in their workforce. Samuel is from the institute of directors, one of the big business organisations. It sounds very good in theory, samuel, but its difficult for businesses to actually put this into practice . But sunshine this afternoon across Northern Ireland and also across Northern Ireland and also across much of scotland with temperatures more or less bang on where they should be at this stage in october, but still, the blustery showers. Through this evening and overnight, our weather front will really weaken as it sinks southwards taking its cloud with it and spots of drizzle. I had to be coaxed in and the supporting team that were training me at that stage werent sure if id make it through or not, although they could see that there was potential there. And work has a great benefit. It has a normalising effect. The government ordered review which covers the whole of uk suggests what is being held up as Good Practice is yet to catch on. It concludes, poor Mental Health costs businesses £42 billion a year in lost work days and low productivity. The costs to the uk economy is put even higher at £99 billion. That takes in nhs costs of caring for people, the payment of benefits and lost taxes. The government says it welcomes the report and says big employers like nhs england and the Civil Service, who have 2 million workers, will now be guaranteed tailored in house Mental Health support. And it will encourage Small Businesses to implement the recommendations. Rob sissons, bbc news. Colletta is at a Royal Mail Sorting Office in warrington for us this morning, looking at how businesses are reacting to this report. Many people are asking how, actually, this can be implemented in the workplace. Good morning. It is a difficult one. The recommendations in the report are varied. A big one is for managers to make a plan in the workforce, to make sure workers know who they can talk to if they have difficulty. I am at this Royal Mail Sorting Office because they are trying Different Things here, safe rooms people can go to if they need a break, one of the really controversial things is that employers, according to the report, should make an assessment of the workforce, they should know where are up to in terms of Mental Health. That is easier said than done. A lot of people are concerned maybe about it being difficult to spot as a manager, difficult to work out who might need help. Mostly this report is talking about creating a culture of honesty so that people know if they talk to their manager, they will not get in trouble and in fa ct they will not get in trouble and in fact they will get the support they need instead. Nhs patients recovering after an operation could be moved from a hospital bed to a strangers spare room under radical plans being considered by health trusts in essex. Just explain how this idea might work. Good morning. Last year, the nhs lost 2. 2 million bed days because of delays transferring people out of hospital. It is often not the fault of the patient, but if they do not need to be in hospital but they are not quite well enough to live on their own, you can end up with bed blocking. This idea has come from a doctor in an a e department, taken forward by a private company, suggesting households with Spare Capacity could have a room and a private bathroom for a patient, providing them with three meals a day, and would be paid £50 a night for that. Some people say it is an interesting idea but one Health Charity told us that while it is an interesting thought, it does not address the real problem. Quite a lot of logistical issues about making this work. I do not see anything against it in principle but set against the context of the bigger problem is the nhs and social care are facing at the moment, it is likely to be an interesting idea that if they can get it to work would certainly help but there are bigger things at play at the moment, to be honest. Report has revealed hospital emergency readmissions have gone up bya emergency readmissions have gone up by a fifth in the last five years. There are suggestions that could be because hospitals are under increasing pressure to clear beds when patients not quite ready to be sent home. You. Thank you. The six week waiting time for universal credit should be cut, according to the work and pensions select committee. Mps say the current wait is leaving people facing acute financial difficulties. How important is it that this is now addressed and with the recommendations coming out for employers to do more to offer support . Very important. We all have Mental Health, it exists on the spectrum. We move up and down it for any number of reasons. The workplace can have a significant impact. James, one of the things that has emerged, you took part in a film we have done today about your experience, the first point, the point at which you first talk to someone in the workplace, as opposed to it within your family, saying, this is me, this is what i am going through, can you remember those times . I can. When i first started telling people, it was not usually very well received. It was not that people were unsympathetic, but they did not know how to deal with it. You were a lawyer . I was a solicitor. So people get an inkling, you say to someone, i am struggling a bit at the moment, is that a boss, coley, how does it work . Eventually, i started talking to my boss. If i was not well enough to go to work, you have no choice but to explain why you are not there. But their real concern at the Small Business like that, making sure that i built enough money to keep myjob and ultimately if i am not there enough or not coping with the workload, goodbye to the job. |j or not coping with the workload, goodbye to the job. I was going to ask how big the company was because this is one of the problems that has been thrown out. When you are a big company, you have resources, hr, steps to take. I work for aviva these days and they are very good, systems in place, as you saw in the film. It is different in a small firm. They do not tend to have the resources. To be honest, if all a it if all resources. To be honest, if all a it if all affirmed did was say, it is fine to talk about, that would be a huge start. Clearly there are practical issues, in a small organisation, who is going to do the work . Do you think it is a bit of a copout . What people need someone saying, we are hearing you, maybe we can be part of the process that helps. What keeps people well is good work life balance, people having a say, any employer can implement stuff around that, making sure people are supported in that way. When someone is struggling, it is just about having a conversation, what support can we put in place to help you manage a difficult period . How do you know when someone is starting to struggle . There is a line between, you come to work, do your job, line between, you come to work, do yourjob, you line between, you come to work, do your job, you want line between, you come to work, do yourjob, you want your own line between, you come to work, do yurjb, you want your own life, outside of work. Not wanting to be interfered with, by your bosses. There is a line on both sides to be measured. I knew the people i work with well enough, i can tell, if they become introverted, there are signs, partly i can pick up on that from my own fragility is, but i think everyone can spot them, if they are trying to empathise with their colleagues. Yeah, you can spot changes in someones behaviour or mood. Iam changes in someones behaviour or mood. I am quite happy and chatty, but if i am feeling the pressure, im quite businesslike. In the workplace, once you say it, you cannot take it back. Sometimes people are good at hiding. It is for employers and managers to ask people routinely, how are things going . Hopefully, the conversation will open up. James, you clearly have empathy with people who are suffering because you know what it feels like, ongoing thing. Do you think that there are widely still issues about people getting their head around what it can mean to be in that place . I am out and proud as a Mental Health sufferer, if you like. I a Mental Health sufferer, if you like. Lam a Mental Health sufferer, if you like. I am struggling at the moment, family issues. I found it difficult to say that to my boss. Who is really sympathetic and helpful. If i am like that now, despite having been used to it for however many years, then it is going to be so much harder for someone coming into it for the first time. It makes you sitting on the sofa saying these things all the more remarkable and people will take something from that. The thing to take is providing you get the right help, you can get through it. I dont want to be negative because it is wonderful to talk about what is going on and to be compassionate with fellow workers, was there ever a point you thought, if i say seven, myjob is at risk . Certainly in the past as a lawyer. That attitude has to change, employers making it clear you are allowed to be not 100 . The spectrum, we all move up and down it, if you invest in a staff member, you build up their knowledge, contacts, clients, if they hit a wall, you save, not in my workplace, you lose that. The next person you recruit, they might hit that same wall. For me, employers need to acknowledge all staff have Mental Health, you want to do stuff to keep people well and respond if they are struggling and not lose them.
