And we should invest a lots more in degree apprenticeships. I would like to see 50 of our students doing degree apprenticeships, no loan, you are and while you learn, and you climb out of that opportunity to help our country out. So you do not think tuition fees deduction is the answer . I think a blanket reduction is not the right answer. We need to incentivise. We have spent money, incentivise. We have spent money, incentivise the money to go to the court as well. We need to build our skills base, particularly in science, engineering, manufacturing, coding, health care. That is where the money should go, and if doing the money should go, and if doing the skin of courses, then you should ajewish in the skin of courses, then you should a jewish in the production. Do you think that the universities should do that, when they say that 50 of what they get in tuition fees is nothing to do with the specific courses, but is needed for other areas of University Life . We have a very good system in our country, and yet a third to a fifth of stu d e nts country, and yet a third to a fifth of students going to university are not getting good jobs at the end, good skilled jobs, and are still coming out with a loan. So universities need to take more responsibility. We need to change the system in terms of funding, so you get the finance of your offered degree apprenticeships, the people and will they learn and get a skilled job by the end of it. We need to make sure that universities area need to make sure that universities are a lot better at getting more disadvantaged students in the university. Many of the so called elite universities actually have less disadvantaged people going to them than before. A couple of other points, maintenance grants, do you think that maintenance grants should be introduced for students from less well off backgrounds . Because it is not just about what they are paying back after a degree, it is about the cost of living going to university as well, isnt it . Cost of living going to university as well, isnt it . In the short term, we need to reduce Interest Rates, which are way too high and unfair. And we need to look at the maintenance grants in terms of the poorest students. But all the incentives should be about building up incentives should be about building up our skills base. We should not just look at funding universities, we should look at funding further education colleges, for example, providing higher degrees. We need to put a lot more money into further education. So if there were billions to spare, it should be about three things, employability, skills, and are we helping those from the most just punched backgrounds climbed the education ladder of opportunity . The most disadvantaged backgrounds. Why can the Interest Rate notjust be brought down to the cpi immediately . It is not stick a year, is it . Going to take. Immediately . How concerned are you the Prime Minister might focus on the cost of tuition in all of this and perhaps push back on to university is the idea they should be doing something to reduce tuition fees for at least some courses . The main thing to start off with is we have a world class thing to start off with is we have a World Class University system. We have a funding system which is broadly sustainable, a number of challenges are coming up around that system and the review provides an opportunity over the next 12 months to explore those issues and challenges. In terms of the benefits of the system, it is progressive, you dont have to pay having upfront but should pay based on what you earn as a proportion of your salary when she graduated and then in the above £25,000. If you dont pay off your debt, it is written off over your debt, it is written off over your lifetime. And if youre from a less well off background, you may say, well, i cant afford to go to university. I knowi say, well, i cant afford to go to university. I know i will have time to pay off a student loan but i cant afford to go in the first place because of living costs. From the universitys perspective, that is more something for the government to address. Absolutely and we have pushed for the reintroduction of maintenance grants particularly from those from poorer backgrounds. When you say the system as it stands is broadly sustainable, explain more what you mean. It provides a sustainable income for universities, they are able to maintain the world class they are able to maintain the world class system, second only to the us on a number of indicators and a popular destination for international students, universities widen social mobility in their regions, so the funding they get tuition fees allows them to do all those things, so we need to make sure whatever comes out of this review, we can secure a sustainable system whilst addressing some of the challenges. Its not a perfect system. But i think what we dont wa nt system. But i think what we dont want is cutting of University Funding and diminishing our international standing. When the government has raised tuition fees to over £9,000 a year, it was god some universities would choose not to charge that full amount for some courses and in fact very few did that. Most charged it for all. Do you think needs to be some readjustment of the case . What you must remember is that for some courses, particularly those more expensive, the fees represent only a proportion of the total costs and theres quite a significant public subsidy to support additional costs, sometimes up to £16,000. I think its important universities demonstrate for money, i think. Have they done that enough . demonstrate for money, i think. Have they done that enough . I think there are more things we can do and we would be open to exploring, certainly we have work on the way thinking about how we can get better to explain and demonstrate value for money to students. 0n to explain and demonstrate value for money to students. On your point about reductions for certain subjects, we need to look at carefully, we cant rush into that. There isnt necessarily a correlation. We need to explore these things in detail and come up with sustainable solutions. Absolutely and i think that has been good for universities and has made them think more about what theyre doing, making sure they invest in infrastructure, Sustainable Resources for students, thats one of the challenges, that we do not undermine their ability to be able to do that. Just before christmas the European Commission triggered unprecedented Disciplinary Proceedings against poland which it argued was flouting the rule of law by attacking the independence of polish courts and judges. It is unacceptable and illegal for an employer to questioning women on whether she is pregnant or planning to have children during an interview and also illegal to discriminate on women withinjobs if and also illegal to discriminate on women within jobs if they become pregnant or require time off to care for children. This practice is not a cce pta ble for children. This practice is not acceptable and can be challenged through the courts. Yet, these questions are asked, arent they . If a woman is any topic interview and has asked Something Like this, i guess the impulse is to provide some sort of answer what would your advice be to someone in that situation . 0r advice be to someone in that situation . Or my advice would always be to contact a union orjoin a union because we know that unionised workplaces are the least likely place for this practice to happen. There was no reaction from Matthew Falder, theres been no reaction throughout todays hearing on the previous three days of sentencing. He just sat impassively in the dock, staring ahead. Some of us many victims have come to court today, its been difficult for them. Some were visibly upset and interiors. Judge Phillip Parker qc described Matthew Falder as an intranet highwayman, somebody who was cruel and manipulative and want to assume total control of victims and was somebody so much in love with blackmail and being in control that he considered him somebody dangerous and he would have to go to prison for a very long time. There are several types of offending, the first involving victims who he targeted on the website gumtree, often teenagers advertising as baby sitters or dog often teenagers advertising as ba by sitters or dog walkers, often teenagers advertising as baby sitters or dog walkers, who then posing as a women interested, asked them to send nude or topless pictures and used as part of blackmail to engage them in decreasing the sickening acts. He also filmed women and spread pictures around the internet, there was a particularly awful case in america with a young victim he persuaded to carry out some terrible a cts persuaded to carry out some terrible acts against other young victims and also offences involving the dark web, some of the most extreme websites for paedophiles where they share imagery of the most depraved nature and in this case, encouraged one another to carry out some truly horrendous acts. Matthew falders family was in court today, the pa rents family was in court today, the parents have said they will help him when he comes back out, essentially standing by him. And i know for his victims, one of two of whom have had impact statements read out in court, this has been a horrific ordeal. Many were very vulnerable and young and asa many were very vulnerable and young and as a result of what has happened, they are still having nightmares and suffering, relationships have broken down and in some cases they have even considered suicide. 0ne in some cases they have even considered suicide. My colleague has the full background. What is that im supposed to have done . Doctor steven bayes being arrested at his workplace last year. He spent years posing as a female artist online. Doctor Matthew Falder. He then researched their profiles on social media. He then use that information to blackmail them into sending more images. Even installed secret cameras and peoples home. He contacted more than 300 people worldwide, offering them money in exchange for photos. His youngest victim was just 13. You exchange for photos. His youngest victim wasjust13. You have a victim, you might have an e mail contact, that is it. It is a tricky starting point, and what you have then god is people like him using all the tools in the tool box available to him to stay hidden. Last year, he guilty to 137 charges, including encouraging the rape of a child and possessing a paedophile manual. Falder was under surveillance for several months during a four year investigation. The cambridge graduate was then identified by the National Crime agency. For the first time, it worked with Partner Agencies across the world, such as the fbi, the Australian Federal police, and Europol Europol to find the man behind the messages. There were contacts made with people in slovenia, australia, victims and the United States, and victims all over england and wales and scotland. And we then have to try and piece together information across many Different Police forces relating to lots of different victims that had reported contact from the person online. Falder lived in these block of flats. He worked at birmingham university. 0fficers of flats. He worked at birmingham university. Officers say his motivation was power and control. He wanted his victims to feel embarrassed and he related, and he was confident he could outwit the authorities. He reached out to Vulnerable People seeking work on websites such as gumtree with the intention of blackmailing them. He used names such as 666devil to community with other paedophiles on the. Net. Community with other paedophiles on the. Net. Community with other paedophiles on the. Net. Net. He said, iam not sure if she lives or dies, to be honest. Darknet. Sure if she lives or dies, to be honest. Darknet. He would have beena honest. Darknet. He would have been a social misfit, a loner, someone who has difficulty interacting with peers and sort out to children because he found them less threatening. One of falders victims said he she felt like dirty, used goods. He showed no remorse throughout the proceedings. Falder has now been taken down to the cells, but the hearing continues inside Birmingham Crown court, because thejudge is now praising and making commendations to some of the officers who worked on this case, both here in the uk and overseas as well, because this has been an incredibly distressing case for them. In some cases, they have had to look at the most disgusting and disturbing imagery, and film, that in many of their careers, they have ever had to see. Just a reminder, Matthew Falder has been jailed for 32 years, and an extra six years on extended licence. Some relief, one hopes, for the many victims both here and abroad who have had to suffer at the hands of a man they called one of the worst offenders of this kind that the agencies have ever encountered. The hope of mrs may and her advisers is that if they give potential students the information about the sort ofjob prospects they have from different courses, they will be much more picky about what courses they do, and therefore courses they do, and therefore courses which do not have great Career Prospects will become less attractive, and so universities will have to cut the fees for those courses if they want to keep attracting students. But you have to say, that has been the thinking for quite a number of years so far, and today, but a much older universities charge the maximum the fall pretty much every course. But in the last few minutes, mrs may has again reiterated her ambition to try and do something about those fees. I wanted a review of post 18 education, and there are two aspects to it. 0ne as we realise how concerned people are about the fees students pay, the debt that people build up through their time in university. And looking at that issue and the funding issues. But thes something wider as well. For a long time, ive worried about the fact that, in this country, we are very good at seeing academic education is good and for everybody, but we have never put sufficient emphasis on technical or vocational education. Interestingly, the man behind the the policy, as many see him, andrew adonis, says that they should now be cut back. The Prime Minister has tried to kick the controversial issue of fees into the long grass by setting up a review. She knows that fees of £9,250 and 6. 1 interest on the student debt is no longer sustainable. She is in search of the Silver Bullet which will give lower fees but not lead to escalating costs for government. Im afraid there isnt a Silver Bullet, there are choices to be made, and i suspect she has tried to put those choices off until after brexit. And the building you perhaps for mrs may is that she ends up with a much more limited set of reforms which are pale in comparison to the big, expensive offer from Jeremy Corbyn of scrapping tuition fees altogether and reintroducing maintenance grants. But it is not building up more debt. But it is not just about future people get into university, it is about not getting into debt in the first place. What level of maintenance is out there for students from less well off backgrounds . Out there for students from less welloff backgrounds . We have maintenance loans, but that is a loa N Maintenance loans, but that is a loan which is contributing to the average £50,000 debt when you finish university. So it is not a grant support, it is a loan. That will be off putting to some students. Definitely, if youre thinking you will have £50,000 worth of debt, you are going to be put off going to university. Some think there is a thing of making sure that we can go to university as students, which i will admit, there is a rise in poor and disadvantaged students go to university, but are they getting the degree out of it . Unable to continue to the economy right now . And the a nswer to the economy right now . And the answer is no. Tuition fees, do you think that universities should be producing the fees for certain degree subjects, is that not the a nswer to degree subjects, is that not the answer to this . I do not think it is the answer. The Younger Generation needs to be providing to the economy, we need to be able to do that without doubt, studied to be free, supported education. This is something that labour has capitalised on in terms of to students, so do you think there is any possibility of the conservatives going anywhere close to producing fees, let alone getting rid of fees . Yes, and we know thats Matthew Falder offended, certainly a terms of the most extreme offending, for at least four mag years, and in the case that was brought to trial, there were a6 victims. Every chance that there may be others out there as yet unidentified, that is partly because of the things he made his victims do. So some of them will have been feeling the most intense shame and disgust at themselves for having to undertake the tasks that he set them. These really were quite depraved and degrading acts, humour waiting, and some of them so upsetting that, in some victims cases, they considered taking their own lives. As you heard from the nca there, if there are other offenders out there, stop, they will get them eventually. It took a long term in this case, but despite all of that encryption that Matthew Falder was able to use, a clever man, a cambridge graduate and a University Lecturer, who really knew what he was doing, they managed to get him in the end. So, in terms of agencies trying to keep up with people using the dark web for illegal purposes, for horrendous crime such as the ones we have seen in this case today, how difficult is it for them today, how difficult is it for them to access that information or even to access that information or even to get a step ahead of these users . So, any regular old investigative techniques will be futile in these cases, you cannot rely on ip addresses and these users are certain not to post their addresses or real names. They are highly trained by themselves and each other to avoid revealing too much about themselves and they will use technology to get ahead of the police in anyway they can. So, the best the police have often be to try to infiltrate his communities and get the trust of the people who are active there and try to have them in that sense reveals some sort of personal information, let are hints here and there, perhaps send a file with some revealing information in it and over perhaps months or even years, be able to build enough information to detect and find one single user. Earlier i spoke to nicola smith, the head of equality at the tuc, who told me the survey results are no surprise to them. It continues to take place on an industrial scale and is unacceptable, no woman should have to choose between a career and a family and yet we know in workplaces up and down the country that is still what is going on. Spell it out for us, what is the law if an employer is interviewing a woman and asks about her intentions to have children, whether she is pregnant or any questions of that nature . It is unacceptable and illegal for an employer to question a woman on whether she is pregnant or planning to have children during an interview and also illegal to discriminate on women within jobs if they become pregnant or require time off to care for children. This practice is not acceptable and can be challenged through the courts. Yet, these questions are asked, arent they . If a woman is in an interview and is asked Something Like this, i guess the impulse is to provide some sort of answer what would your advice be to someone in that situation . My advice would always be to contact a union orjoin a union because we know that unionised workplaces are the least likely place for this practice to happen. If someone finds themselves in this situation, they can write to the employer after the incident asking for information and although the employer is not legally bound to respond, they should respond because if not, it may be used against them in a future tribunal claim. If someone is being asked this in the heat of the moment in an interview, do you offer advice on what they should say . Thats a difficult one. I am not here to advise individual women, im here to say this as an illegal practice and employers should not be doing it. We often hear from employers that it brings additional costs, employers and the survey tell us that it is an unacceptable cost for their business to bear. We have often heard from employers that costs are too much to bear, we had this before the minimum wage, we had before a vital health and safety protection was introduced and lo and behold, employers continue to put this forward. The cost of modernity are not significant for employers but the costs of discrimination are high and it is not acceptable in a modern society. Putting the law to one side for one moment, does more work need be done on research to show employers the value of women, having mothers in the workplace . The Business Case is pretty much made, wejust need employers to Pay Attention and follow the law. It is obvious to me that if youre going to run a Business Model that means youre firing potentially half your workforce at any one time, that youre putting yourself open to the cost of litigation and having to continually recruitment costs as well as lose the expertise from the female workforce.
