Celsius recorded in surrey. The queen pays tribute to the Scottish Parliament, with a speech to mark holyroods 20th anniversary. I have no doubt that, for most of these last 20 years, this striking chamber has provided exactly that a place to talk. But, of course, it must also be a place to listen, one, two, three, four. Storming it stormzy makes history by becoming the first black british solo artist to headline glastonbury. Pakistan are looking to jump ahead of england in the race for a semi final spot at the cricket world cup. And coming up at half past two Nick Robinson talks to conservative party voters about the contest to become party leader and the next prime minister. Good afternoon. The Trump Administration is to allow Us Technology companies to resume selling their products to the Chinese Telecom firm, huawei. The move is seen as a major concession both to china and to us businesses which had opposed the ban when it was introduced last month. President trump announced the change of policy at a News Conference following a meeting with chinas president , xi jinping, on the sidelines of the 620 summit in osaka injapan. From there, nick bryant sent this report. This was the day when the 620 summit essentially became a 62. These high sta kes talks between donald trump and xijingping, the most consequential meeting of this global gathering. It ended with a fragile ceasefire in the trade war, an arrangement to restart talks which fell apart last month. But the us made concessions on a major stumbling block, its blacklisting of huawei, the chinese tech giant at the heart of what has felt like a commercial cold war. We had a very good meeting with president xi of china, excellent, i would say excellent, as good as it was going to be. We discussed a lot of things and were right back on track. Prior to his round of meetings the president made news on twitter with an impromptu invitation to kim jong un ahead of his trip to the korean peninsula. If chairman kim of north korea sees this, he wrote, i would meet him at the border dmz, the demilitarised zone just to shake his hand and say hello. The president of the United States, donald] trump. After striding into a News Conference, mr trump told reporters he would even be happy to step foot in north korea. Kim jong un was very receptive and he responded, so well see. Tomorrow we are going to the dmz, i said i would shake his hand while we are there. We get along. Another face to face with another autocratic leader, Saudi Crown Prince mohammed bin salman. Mr trump could hardly have been more complimentary, and he ignored questions about the murder of saudi journalist jamal khashoggi, which Us Intelligence believes was ordered by the crown prince. Reporter mr president , jamal khashoggi, sir . Thank you very much. This summit has highlighted a stark global divide between those who believe in the rules based liberal order and nationalists like vladimir putin, who describe it as obsolete. It is getting harder to tell which side the United States is on. From joking with president putin about russian meddling in this years president ial election to his cosiness with the Saudi Crown Prince, this has been yet another International Summit where donald trump has shown more respect and admiration for authoritarian leaders than americas traditional allies. Nick bryant, bbc news, osaka. North korea has not yet said whether its leader, kim jong un, will meet donald trump when the us president visits the border between the two koreas on sunday. The bbcs Stephen Mcdonell is in seoul. The motorcade of donald trump has arrived here in seoul, south korea. From here, he says he will be travelling to the demilitarised zone, where he is hoping to meet north koreas leaderfor zone, where he is hoping to meet north koreas leader for a handshake. 6iven north koreas leader for a handshake. Given the short notice, its not clear yet whether kim jong un will in fact travel down to his side of the heavily militarised demilitarised zone for that symbolic handshake, but many analysts think that he probably will, because there is nothing much for him to lose. North korea has always craved equality with the United States, and for those two leaders to come together to shake hands across that frontier, i think both sides might think it is an opportunityjust also make good to lose. Just too good to lose. Theresa may has urged World Leaders to follow the uks target of cutting Greenhouse Gas emissions by 2050 as donald trump was again left isolated on the issue at a global summit. She also addressed the issue of brexit, saying it was up to her successor to deliver an orderly deal for britain to leave the European Union. Heres our deputy political editor, john pienaar. Nothing sentimental about theresa mays last day at her last global summit. She met leaders often attacked over human rights briefed saudis Prince Mohammed bin salman on a court case that halted british arms sales, and met turkeys president erdogan, too. Critics would rather britain kept its distance. The uk is trying to reshape old relationships, and its not easy. Brexit wasnt on the agenda when mrs may met european leaders. She still seemed, somehow, out of place, no longer part of the in crowd. So where does britain sit in the world . I continue to believe that we are stronger when we work together. The uk has never been afraid to stand up for the global rules that underpin our values and our way of life. How important is leaving the European Union with a good deal to britains future as a Global Player . Ive always said that i think its best for the United Kingdom for us to leave in an orderly way, and that means leaving with a good deal. I believe that we negotiated a good deal, but parliament has not come to a majority supporting that deal, and it would be up to my successor to find a way of delivering. I believe that conservative Party Members, as with the majority of the public in the United Kingdom, want us to deliver on brexit. I believe they want us to deliver notjust what that means in terms of leaving the eu, but the Brighter Future that we believe the uk can have outside of the European Union. Thats what i was working on, it is what my successor will work on. By the end of the month, mrs mays successor will have taken her place on the stage. But for the next leader, the challenge of managing the british economy, maintaining britains place in the world and wrestling with the defining problem of brexit will be no easier than it is now, and may be much harder. John pienaar, bbc news, osaka. The uk is experiencing the hottest day day of the year so far. The met Office Confirmed a high of 30. 8 celsius near 6atwick airport with temperatures expected to rise further still they could hit 3a celsius in london later. Our reporter Michael Cowan is in sunny southend on sea this afternoon. Michael, it is a long time since i think ive seen southend quite that busy. How is it down there . think ive seen southend quite that busy. How is it down there . I know. Can you believe how packed it is . It has just can you believe how packed it is . It hasjust gone 2pm, can you believe how packed it is . It has just gone 2pm, near the peak of the heat. It will get to around 29 celsius. If you look behind me, it is jam packed. The tide has gone out, and i dont know if you can see, but very far out, people are walking, paddling, very far out. We will get to around 29 celsius here, but that is not the hottest place in the uk. Our hottest temperature peaked at over 31 celsius in surrey, following on from yesterday, where we saw parts of scotland and wales hitting around 30 celsius. Today, it is very much the turn of the south east. Here, its going to get to around 29,30, south east. Here, its going to get to around 29, 30, but south east. Here, its going to get to around 29,30, butin south east. Here, its going to get to around 29,30, but in london, they will really bear the brunt of todays heatwave, topping off at around 33, 30 four celsius, incredibly hot. Whilst for many people it is fun to have a day at the beach and revel in the heat, for more vulnerable people, it can be a dangerous time. It is just worth reminding people that there is a very high uv rating today, so everybody should be wearing lots of sunscreen, everybody should be wearing lots of sunscreen, keeping out of the hottest son, and make sure vulnerable relatives are hydrated. Keeping out of the hottest son. France yesterday recorded its hottest temperature of all time, just below 46 celsius. We are away off that. There was some thought that today in britain we might reach oui that today in britain we might reach our hottest temperature ever for june, but we havent quite made it. That was 35 celsius, in southampton in 1976. But it is still exceptionally hot out today, so it is obviously much worse in france, but here today it is very hot. Experts are saying, absolutely, enjoy the sun, but do it in a sensible way. The summer of 76, i remember it well standpipes and queueing for water. I dont think it will reach that today. Apart from the fact that people are enjoying it there, do you get a sense that people are conscious down in southend of just people are conscious down in southend ofjust the need to be a little bit extra cautious . We had the rnli last night on the news channel telling us to slip, slap, i cant remember splash, splash, splash. 6et cant remember splash, splash, splash. Get the sunscreen on, get the t shirts on. Lots of water, fruit juice. The t shirts on. Lots of water, fruitjuice. How the t shirts on. Lots of water, fruit juice. How many the t shirts on. Lots of water, fruitjuice. How many ice creams have you had so far, michael . |j have you had so far, michael . havent had one yet. You havent had one yet . No, were going to have one 110w. One yet . No, were going to have one now. It is the peak of the heat and we thought wed wait till the middle of the afternoon. Around me, literally hundreds of people are having ice creams, ice lollies, some of ourdrinking having ice creams, ice lollies, some of our drinking water. I think about half the people here have got that message, keep your top one if you can but there are a lot of people enjoying the sun today, enjoying the weather, and as you can see behind me, this beach, it is a long time since ive seen at this pact, and i spoke to a cafe owner and it is without a doubt the busiest day they have had here this year. Over the summer, they will host 5 million people. This is an incredibly busy day, and people in their scores are enjoying this magnificent beat. Michael karen, i hope you get a chance to enjoy it, too. The two contenders to become the new leader of the conservative party are taking place in two hustings today. Jeremy hunt and borisjohnson are currently in carlisle, taking questions from local Party Members before a similar event in manchester this evening. Earlierjeremy hunt was pressed on whether he would be willing to take the uk out of the eu without a deal. We are a democracy, and the democratic risk of not delivering brexit, what people voted for, is higher than the Economic Risks of no deal. Why do you use that language . It will indicate too many people that actually you never would leave with no deal. I dont think it does at all. I couldnt have been clearer that i am prepared to leave without a deal, from the start. But i am also being honest with people that there will be some disruption. Borisjohnson has Boris Johnson has taken borisjohnson has taken his seat and is taking questions. Lets listen in. Whatever you say about referendums, they do divide people, one from another, families, societies, and we all want now, overwhelmingly in the country, is for us to come together and unite. That goes for the uk. It was in the manifesto when they won like the la st manifesto when they won like the last Scottish Parliamentary election, so that does give them a mandate for another referendum, does it not . Well, actually, i think one of the interesting things since my time in coming back to westminster has been the extraordinary rebirth of the conservative party in scotland, and i pay tribute to Ruth Davidson and to everybody working on that agenda, and it shows to me the strength of unionism north of the border as well. The strength of support for the union that people are voting now for the sensible Unionist Party which is the conservatives. I dont, Unionist Party which is the conservatives. Idont, i Unionist Party which is the conservatives. I dont, i really dont think that there is a case for another referendum on scotland. We had one in 2014, it was absolutely clear that it was a once in a generation event. I dont think we wa nt generation event. I dont think we want another one. Do you think there isa want another one. Do you think there is a case for more english devolution, for an English Parliament and the english now feel there is a bit of a democratic deficit . I have often thought about that, and actually i do think there isa that, and actually i do think there is a case for devolution in england. There are things you can do, but im not convinced of the case for an england only parliament. We have an england only parliament. We have an england parliament, its in westminster and its been there for a very long time. Im not disposed to invent another parliament. I think what you can do, and obviously we have devolved powers to cities and to major mikes in a way that i think has been successful. What you can do is, you could look at inspiring more local initiative and more local control. And as conservatives, we should be interested in this, i think, conservatives, we should be interested in this, ithink, by conservatives, we should be interested in this, i think, by more fiscal devolution where that is sensible and where the tax base supports it and where it can be made to work. In my experience, when people are able to spend locally more of the taxes that are raised locally, you will tend to find that voters go for politicians who are scrupulous in their spending, who do not put up local taxes and who have an eye to taxpayer value. In other words, they tend to vote for conservative representatives. That isa conservative representatives. That is a good thing. Siam and what do you mean by that . 6iving councils the power you mean by that . 6iving councils the power what do you mean by that . Giving councils the power to raise more locally . You have to be careful because there are always parts of the country that will require a very substantial support grant from central 6overnment. Require a very substantial support grant from central government. The tax base differs very widely over the whole of the uk, and what i said earlier is that i want to bring the country together and unite it. Within that framework, there may be ways of devolving taxes that are levied locally so that they are spent locally as well. So that there is more powerfor people running our towns, people in rural areas, to spend funds locally on local priorities so as to suit the needs of their electorate. You have to be extremely careful about how you do this, but it does work. I believe it works in london, and we have had considerable devolution in the other great cities. We are one of the most centralised states in the whole of europe. You know, the huge numbers of decisions are made in london and in westminster about spending that could be made locally, and we should be thinking about ways of doing that. Dozens of your colleagues have signed a letter asking you and jeremy hunt to commit to ordering an independent review of the loan charge, independent of hmrc and government, and it is affecting hundreds of thousands of people, many of them conservative voters will stop would you commit to doing that and suspending the loan charge while the independent review goes on . I would certainly commit to. I saidi on . I would certainly commit to. I said i think we should look at it and review it. The real culprits in this matter, if i may say so, are perhaps not so much the individuals themselves who have decided to use themselves who have decided to use the loan charge as a way of minimising their tax exposure, its the people who advised them that that was a sensible thing to do. And in my view, we should find a way of going after them, because they have not covered themselves with glory, to put it mildly. But an independent review . Yes, obviously, something fast that gets to the bottom. Its a very complicated ethical issue, because after all, what these individuals were doing was clearly a pretty clever way of minimising their tax exposure by treating income as a loan. On the other hand, they were encouraged to do it and they were encouraged to do it and they were encouraged to do it and they were told that it was an a cce pta ble they were told that it was an acceptable thing to do. It seems superficially unjust, to me, that they should then be retrospectively pursued for what they were told was an entirely legal option. They definitely need a proper independent review, as i have said in the letter. What is your opinion of john bercow . Its not like you know, i dont see why i should damage my chances of being called by the speaker any further. All i will say is, look, hes pretty good at tennis, you know. Despite his. You know, hes not the most colossal chap physically, but he has a pretty mean first serve. Have you played him . Yes, and im afraid i was very roundly defeated, im sorry to say. I respect his ability to play tennis. And generally, his return of serve, as speaker, is pretty fast. He is good on his feet. I hope. Perhaps i could put it diplomatically by saying i hope that john, the speaker, will take his responsibilities as a parliamentarian is seriously and soberly as we all do, and well make sure that he uses his good offices to reflect the overwhelming will of the people that we should get brexit done, whatever people voted. And he will help parliamentarians to recover the trust that they have currently lost by getting us out of the eu on the 31st of october. I think thats probably the most useful thing thatjohn think thats probably the most useful thing that john bercow think thats probably the most useful thing thatjohn bercow could do. Boris johnson there, talking to iain dale at the conservative Party Hustings before an audience of Party Members in carlisle, ending with, as he put it, a diplomatic, polite message to the speaker not to stand in the way of brexit. There is another hustings event this evening in manchester, and of course, they continue throughout the country. The key date, really, is injust over a week, when the ballot papers go out. They are due to be issued, i think, on the 9th ofjuly. That is why jeremy hunt would have liked to have had a head to head debate with Boris Johnson before that date, because he fears that once people have the ballot papers, they will fill them in and send them off immediately, and when the debate eventually comes, it will be too late. Over the next week or so, we will have more from the various hustings events on bbc news. This the british iranian woman Nazanin Zaghari ratcliffe, who is currently serving a five year jail sentence in iran has ended her Hunger Strike. Shes been convicted of spying a charge she denies. Her husband richard ratcliffe, also ended his Hunger Strike outside the Iranian Embassy in london where he has been for the last 15 days. Heres what he told the bbc radio 4s today programme this morning. Good news this morning, she has decided to stop a Hunger Strike, which means i will be stopping it, so which means i will be stopping it, soiam which means i will be stopping it, so i am relieved. Good news for yourself, but particularly of course for her. It was getting hard for me, but im sure it was much harder for her. She said she had had breakfast this morning, a bit of porridge with some apple and banana in it. Im relieved, because i didnt want to have to push it much longer. What has it achieved . We will know after it is finished. What we have had is lots of media attention. Weve had more than 100 mps who have come to visit and show solidarity. Media from around the world have certainly been aware of her case. I think, in iran, we have become a much bigger story, and there is an awareness that this needs to be solved. You got under the skin of the iranians, particularly iranian diplomats here in london. More cross than i was expecting. They try to block us off in the early days, and they were trolling us on social media, various articles claiming that i was breaking the vienna convention. We got there more cross than we intended, but part of the aim was to bring the problem to their doorstep, so bring the problem to their doorstep, so im glad that happened. The politicians you mentioned who visited you, a wide variety, including jeremy corbyn. What was your conversation with him . He stayed for about 40 minutes, brought his wife, talked about his own experiences of protest, suggested he would try to liaise with the Iranian Ambassador to see what could be done. Did he . Thats interesting, because in the past, he has worked for press tv, the propaganda arm of the iranians regime. He has potential ability to talk directly to them. Do you expect that to happen . Certainly, he has been to iran as part of a parliamentary delegation withjack iran as part of a parliamentary delegation with jack straw and others. I will speak to him next week once i have had a meal and been to a e. Week once i have had a meal and been to me. Your expectation when you follow u p to me. Your expectation when you follow up with him is what . M to me. Your expectation when you follow up with him is what . It will be to go and meet with our mp and see what we can do in parliament in the next few weeks. The speaker came down and said, if there is anything we can help with, let us know. The queen has addressed the Scottish Parliament to mark 20 years of devolution. Members of the public stood on the royal mile to catch a glimpse of the monarch and the duke of rothesay, prince charles, as they arrived at holyrood. They were greeted by the first minister and other party leaders. In her speech the queen highlighted the importance of the parliaments role in scotland. I have no doubt that, for most of these last 20 years, this striking chamber has provided exactly that a place to talk. But, of course, it must also be a place to listen, a place to hear views that inevitably may differ quite considerably one from another, and a place to honour those views. Our correspondent Alexandra Mackenzie has been at holyrood for us. Really, people just came really, peoplejust came here really, people just came here to celebrate 20 years of devolution, and also i think for many people, they came and waited on the streets here to get a glimpse of the queen and of the duke of rothesay as they pass and went into the Parliament Building behind me. This Parliament Building behind me. This Parliament Building wasnt even here 20 years ago. This wasjust building wasnt even here 20 years ago. This was just a wasteland at that point. The Parliament Sat in a temporary building initially full stop but as weve seen, the celebration and events have been taking place in the building here today. We heard from the queen there and all the other leaders of the parties in scotland. They were also able to address msps, so a significant day for the people who work here at the Scottish Parliament today. We also heard from nicola sturgeon, who is the first minister of scotland, and she said she has been an msp since 1999, the whole time of the Scottish Parliament, and she was in her early 20s at that point, and today, what she did say, there have been times when a sense of challenge outweighed that sense of challenge outweighed that sense of optimism. She has previously said that there was a steep learning curve when they first moved into this building, because it was all very new. She also talked about the 200 acts of parliament that have been passed, specifically land reform, where communities have been able to buy their own land. And then she started looking to the future, to the next 20 years and beyond, and the buzzword seemed to be unity, but unity in terms of the parties working together within this building. She also quoted donald dewar, who was the labour leader and first first minister here in scotland. He sadly died a year after the parliament opened. And she was quoting something he said. He said, continue, we must continue striving to do the right thing by the people of scotland. Now, most people have gone, and we just look over to the parliament across the road here and wonder what the next 20 years are going to bring. Stormzy has made history as the first solo black british artist to headline 6lastonbury festival. As he took to the famous pyramid stage, wearing a stab vest emblazoned with a union jack, the 25 year old also became the second youngest headliner in the events history. Stormzy used his set to highlight what he describes as inequality in the Justice System and the arts. Paul hawkins reports. A historic moment, and it wasnt wasted. First, the unionjack stab proof vest, with a nod to knife crime. Glastonbury, this is one of the most. Not one of the most, the most iconic night of my life. Then there were crime statistics, plus a sample of a speech from labour mp david lammy on injustice in the criminal Justice System. David lammy on injustice in the criminalJustice System. 4696 black men. Something isnt working. The mp tweeted later that he was humbled and inspired. Labour Leaderjeremy Corbyn called the performance political and iconic, sane, it wont just go down in glastonbury history but in our countrys cultural history. There was also a nod to ballet shoes which only recently we re ballet shoes which only recently were made available for all skin tones. And a guest appearance by coldplays chris martin. Every night, every day. This morning, festivalgoers were digesting last nights fusion of politics and pop. What a show. Something amazing to watch. Everyone got really behind it. Tonight, the killers are headlining, with support from liam 6allagher and janet jackson, perhaps another opportunity for politics on the pyramid stage. Lets talk to our entertainment correspondent lizo mzimba, whos at glastonbury. That set made quite an impact is the rest of the day living up to those expectations . It is. People are hoping to have a good weekend of music air. The weather is hot even by 6lastonbury standards. People arent looking after themselves and keeping hydrated. The sun is shining and there is great music variety on all the stages going
