The college of royal psychiatrists describes the figures as deeply worrying. Our special correspondent, ed thomas, has more. I think it is going to take the death of a child before people start taking it more seriously. I think the government needs to decide whether it wants us to be social workers and Mental Health workers or educators. The bbc has been hearing from schools across the country about the Mental Health of their children. When you have a child in year 4 who is talking about self harm or suicide, that has shocked a number of staff. Regularly talking about suicide, wondering what it would feel like, and having those conversations quite regularly. Freedom of information responses from 46 health trusts across the uk indicate the number of referrals made to child Mental Health services by Primary Schools for those aged 11 or under increased by nearly 50 over the past three years. Some head teachers say securing support for pupils can be a challenge. External resources are reducing rapidly because of financial constraints. It has taken two years and we are still waiting for an assessment for a child who has experienced extreme Mental Health distress. Primary schools cant solve everything, we need help. The department for education said it was determined to improve Mental Health services, and by 2024, 345,000 more children and young people will have access to specialist care. It raises so many questions. Why it is happening and what can be done to sort it out, this crisis in Mental Health. At around 8 11am well be talking to the head teacher of a Primary School about her experience of this issue. I think that is what brings it home, when it is such Young Children who are feeling such extreme emotions. As young as four, the teacher said. The younger brother of the man who bombed the Manchester Arena is due to appear in court today, charged with murdering the 22 victims of the attack. Hashem abedi, who was detained in libya two years ago, was extradited to the uk yesterday. Simonjones reports. Back in britain hashem abedi. Born in manchester, he is now facing charges relating to the Manchester Arena bombing. Escorted to a south London Police station yesterday afternoon after being flown in from libya. This extradition is a very important step in the investigation into the Manchester Arena attack. This awful terrorist attack that took place two years ago, it led to the murder of 22 innocent people, including an eight year old girl. My thoughts at this time with the families and friends of those victims. The bomb was detonated by salman abedi. He was caught on cctv moving bomb parts in the days before the attack. At this time his brother was out of the country, but hashem abedi has been detained on an arrest warrant for the murder of 22 people, the attempted murder of those injured, and conspiracy to cause an explosion. Hashem abedi is expected to make his First Court Appearance here and manchesters magistrates court. He will be the first person to be charged over the bombing. There is likely to be a brief hearing before the case is transferred to the crown court. But the lawyer representing the families of some of the victims says the trial must not delay the inquests, which are due next year. The inquest should take place as soon as possible, because the families, the bereaved families, should be at the heart of the process, and it shouldnt be derailed for criminal proceedings. Two years after the attack, for the families nevertheless an important day in the quest for answers. The outbreak of ebola in the democratic republic of congo has been declared a Public Health emergency of International Concern by the world health organization. Yes, the Firefighters Union is against us wearing body cameras because we have a different role from the police and it is important for us to have the trust of the community. We believe that that can create a barrier between us and the community. If you are talking about gathering evidence to bring about prosecutions that might add to your personal protection, maybe that would help. In our case, it was dark, it was from a distance, we didnt really see the people. Im not sure there would be any evidence gathering on the camera for us. What do you make of the new law . Is it helpful, is it useful or preventative . I think in my case i was very lucky, i had cctv and the body camped, so he was bang to rights, there was no way we could not get a conviction out of it. A lot of my colleagues across the police and other services do believe that minimum sentencing is a bigger issue thanjust that minimum sentencing is a bigger issue than just the police and the fire brigade, and basically we think rather than good behaviour, if you do assault and emergency worker, it should be six, 12, 18 months of solid time. I should say the Police Federation has said that they would like the maximum sentence increased further but the bill sends a clear signal that assaults against First Responders will not be tolerated. Do you think the law is helpful or preventative . We are supportive of anything that reduces attacks. We wa nt anything that reduces attacks. We want our members to come to work and go home safely. Have you seen any evidence of it . Im not sure how much of an effect it has, it is quite different from the fire service and the police. Personally im not convinced that sentences and punishment is really going to deter people, i think the kind of communities we have problems with probably have a lack of opportunities, a lot of deprivation, and many of these people have nothing to lose, really. That is why they do this kind of thing. Do you feel safer than you did before the law came in . I dont feel any different, really. Carlos, do you feel safer . A little bit, but i know the community quite well in york, and the gentleman involved is going to be out soon potentially on good behaviour, so arguably he got a seven month sentence and he could be out within four or five, so that is a frustration for a lot of people. River steamers launched a tourism boom during the reign of Queen Victoria and also saw military service. The connaught was called up as a hospital ship during world war ii. In the event the air raid is over, it will be the river Emergency Service, the rems that will come into action with its personnel of trained nurses, stretcher bearers and complement of doctors. This is a statue of a gentleman by the name of william. They were designed to carry passengers in comfort and some style. The 1960s, the river was buzzing with traffic. But now, modern Safety Standards are about to catch up with the last survivors from the original fleets. For vessels like this, the new regulations could mean a virtual rebuild. The connaught, for example, would lose one of her most distinctive features, this saloon at the rear of the vessel. It would be cut off, the deck would be re plated with bulkheads put underneath and the family who own her and two other vessel sail will cost them half a Million Pounds per boat. They simply cannot afford it. Dan adams is the skipper and tour guide. He says the safety review threatens his livelihood. It is not practical to do it and it would send the company out of business. And in turn, if they go out of business i would go out of business because i would no longer have a job. Outside there was sympathy amongst his passengers. If these boats are good enough for dunkirk they are good enough for us. I think it would be a terrible shame. It has managed all these years and it is perfectly safe. Why change it . The reports authors say there is room to manoeuvre but they have to stay on course. Where there is room for discussion is on whether at different parts of the thames, say further upstream, where there are fewer hazards. In the tidal stretch, if you like, that survivability is really important in bringing those older boats up to the same standards that new boats are constructed to. Its also published its price review for the next five years with tough targets for how much firms need to invest and what level of service they must provide. Rachel fletcher, the chief executive of the water regulator ofwat, joins me from our london newsroom to talk about their plans. Good morning, rachel. Iwonder if you could run through these proposals this morning. Proposals that could mean that we consumers see a cut in our bills. I think this is really good news for customers. When looking at the next five years, we are showing that we are expecting £12 billion of extra investment in the water sector to improve the environment, but also to make sure that a growing population gets a secure water and waste supplies. We are talking about tougher Service Standards for all customers, and also bringing down bills by about £50 on average over the next five yea rs. £50 on average over the next five years. I speak to a lot of regulators on this programme, for energy or water or other public services, and they come up with plans and proposals like this, but in many cases they dont have the power to hold companies to account. I wonder how you can make sure companies are held to account. Companies will have to report and there will be tougher penalties for companies that fail on them year and year. There will be annual targets with annual penalties and the opportunity to earn a reward if they outperform them. Also as you have seen recently, where companies are performing so badly that it is clear to us that they are not meeting their legal commitments, we will ta ke their legal commitments, we will take tough action on them, holding them to account. We are able to impose high penalties and put orders on them to improve service. What you are referring to is that record sign for southern water that you imposed last month. How confident are you that you can penalise the firms that dont comply . In that case there we re dont comply . In that case there were some shocking examples of waste and pollution, pollution into the countryside, that was really devastating. That example was shocking, which is why we took tough action. £126 million of penalty on the company. And some pretty tough, legally binding requirements on them to improve their service. But as we look across to the next five years, we are expecting companies to improve across the board, and indeed we are already seeing Companies Really stretch themselves to improve on pollution and service interruptions, to improve Customer Service satisfaction as well. And i am saying to the sector as a whole, look at the best performers, learn from them, and set your site on these new targets, because the new targets we are setting to 2025 are only part of a trajectory that is seeing year on year improvements, because that is what is needed in the context of climate change, thats whats needed in the context ofa thats whats needed in the context of a growing population, and ultimately that is what customers expect. The Consumer Council for water last week saying that customers dont feel they get a fair dealfrom the customers dont feel they get a fair deal from the water company. It is a common complaint, because it is a monopoly in all but name. You dont have a choice about who we go do to get our water as we can do for electricity and other services. Should regulators will be working together with Energy Countries as well to make sure consumers are getting a fair deal . I agree iagree and i agree and im committed to working with other regulators to make sure we are creating the best deal possible for customers. And for those particularly in vulnerable situations. That is something we have begun work on already. The announcement today involves extra support for 1. 5 million households struggling to pay their bills. It talks about getting information on to 3 talks about getting information on to 3 million customers who may need extra support when there is difficulty getting water interruptions for example. And we are talking about, on average, a £50 cutting bills. So, yes, these are monopoly services, you are right. Customers have no choice, but we ta ke customers have no choice, but we take our responsibility to customers seriously and that is why you see us today pushing the company s hard to improve efficiency, to improve performance but also to make the investment that is needed for the future. I dont think it is a very constructive attitude to say that if we are going to solve this problem it is the deal we have, ta ke this problem it is the deal we have, take it or leave it. Especially when that deal has a ready been rejected by Parliament Three times. I look forward to working with her in a constructive way and i think she will bring a constructive approach to this issue. But in this country, people want to resolve this as quickly as possible. I think the outstanding issue, really in the deal that we have, is over the Northern Irish border arrangements. What we need to do is come up with a plan that guarantees the Peace Process , plan that guarantees the Peace Process, the belfast good friday agreement, one of the biggest achievements of the last two decades andi achievements of the last two decades and i think we can be very, very proud of that. But one that allows britain to pursue an independent trade policy. If we go with constructive ideas as to how to resolve that problem. Can you tell me one of those ideas that you may have for the backstop . In layman s terms. Because many people find this difficult to understand. It is a complex issue but at the heart of it is when goods go from one country to another, and you do not have a free trade agreement, then you have to have customs checks. And thats why at heathrow we have different channels, the red, the green, the blue channels, depending on whether or not those checks are needed. And what we need to do is find a way of having those customs checks without having those customs checks without having physical border infrastructure that could be blown up infrastructure that could be blown up by infrastructure that could be blown up by terrorists, people who are seeking to disrupt the good friday agreement. I think the government needs to decide whether they want us to be social workers and Mental Health workers or educators. The bbc has been hearing from schools across the country about the Mental Health of their pupils. When you have a child in year 4 who is talking about self harm or suicide, thats shocked a number of staff. Regularly talking about suicide, wondering what it would feel like, and having those conversations quite regularly. Freedom of information responses from 46 health trusts across the uk indicate the number of referrals made to child Mental Health services by Primary Schools for those aged 11 and under increased by nearly 50 over the last three years. Some headteachers say securing support for pupils can be a challenge. External resources are reducing rapidly because of financial constraints. Cams was urgent and needed. It has taken two years and we are still waiting for an assessment for a child who has experienced extreme Mental Health distress. Primary schools cant solve everything. We need help. The department for education said it was determined to improve Mental Health services, and by 2024, 345,000 more children and young people will have access to specialist care. Ed thomas, bbc news. In a few minutes well be talking to the headteacher of a Primary School about her experience of this issue. She has been dealing with children as young as four, which is heartbreaking. The younger brother of the man who bombed the Manchester Arena is due to appear in court today, charged with murdering the 22 victims of the attack. Hashem abedi, who was detained in libya two years ago, was extradited to the uk last night. Simonjones reports. Back in britain hashem abedi. Born in manchester, he is now facing charges relating to the Manchester Arena bombing. Escorted to a south London Police station yesterday afternoon after being flown in from libya. This extradition is a very important step in the investigation into the Manchester Arena attack. This awful terrorist attack took place two years ago. It led to the murder of 22 innocent people, including an eight year old girl. My thoughts at this time are with the families and friends of those victims. The bomb was detonated by salman abedi. He was caught on cctv moving the bomb parts in the days before the attack. At this time his brother was out of the country, but hashem abedi has been detained on an arrest warrant for the murder of 22 people, the attempted murder of those injured, and conspiracy to cause an explosion. Hashem abedi is expected to make his First Court Appearance here at westminster magistrates court. He will be the first person to be charged over the bombing. There is likely to be a brief hearing before the case is transferred to the crown court. But the lawyer representing the families of some of the victims says the trial must not delay the inquests which are due next year. The inquest should take place as soon as possible, because the families, the bereaved families, should be at the heart of the process, and it shouldnt be derailed for criminal proceedings. At least 12 people have died and dozens have been injured in a suspected arson attack at an Animation Studio in kyoto, japan. Police say a man broke into the studio on thursday and threw an unidentified liquid, starting a fire. The suspect, who has not been named, has been detained and was taken to hospital with injuries. There has been a sharp rise in the number of young people being diagnosed with skin cancer. Cancer research uk says rates have gone up by more than 70 since the mid 905. The increase is being linked to a surge in cheap flight offers, which means more people are going abroad more often. Primary School Children in the uk are waiting nearly three years for access to Mental Health services and some have been repeatedly rejected for treatment, bbc news has learned. The Royal College of psychiatrists described an increase in referrals as deeply worrying. Dani worthington is a headteacher in halifax, West Yorkshire, and shejoins us now. What do you see any young kids as evidence of Mental Health issues . can manifest in many different ways but a change in behaviour, and what were seeing on a regular basis is children in high of distress, whether they are self harming or hurting other people, or they may be just going into themselves, very quiet and subdued, lets work ethic, and we have got to pick up on that and we have got to pick up on that and make the necessary referrals and that the necessary support in place for those children. I think what most people will find most shocking about this is that we talk about Mental Health problems among teenagers that you are a Primary School headteacher. How young are we seeing these issues . As young as four and five, right into reception. How does that manifest . Generally three behaviours, aggressive behaviours, and through key stage one, we see children being violent towards themselves and others. You have seen a four or five year old self harm . Yes. It is shocking, isnt it . How do you deal with that . With great difficulty, if i am honest. We have a fantastic team of staff at school and we are very supportive of one another. We are very professional and we deal with a child and the family, and then at the end of the day we cry together. I used the word heartbreaking earlier. Absolutely, without a shadow of a doubt. But also there is the Emotional Trauma that this baby, really, is going through. The Emotional Trauma that you are experiencing, as you explained, crying at the end of the day. And you also have got to help the pa rents you also have got to help the parents as well and address that relationship. Do you have the time to do this and the resources . relationship. Do you have the time to do this and the resources . It is very difficult. I do have the time because i make the time because for me that is one of the most important things is part of myjob. But i have got to do all the other things at another time. They dont go away. The pressures on schools are still huge. It is very difficult because of the lack of funding that we are getting in schools to be able to juggle getting in schools to be able to juggle everything that is being put on to schools and placed in schools to deal with. On to schools and placed in schools to dealwith. Obviously on to schools and placed in schools to deal with. Obviously every child, every case is different and every area of the country is different, but what do you think is behind this increase . What is going on in this country for our young people . Why are we seeing this . There is a number of reasons. An increase in the number of children living in poverty and the pressures that brings on families and the children themselves. Obviously online. Children are having access to online social media at a younger age. Screen time . Yes. They are not supposed to have online accounts for the Different Social Media sites until they are 13 that they do. It isa until they are 13 that they do. It is a recognised fact. Maybe more needs to be done about that. Through that they are exposing themselves to online bullying and wanting to conform, to fit in, putting internal pressures on themselves. One of the issues we are talking about this morning is that some Primary School pupils, according to bbc research, are being reported that repeatedly refused Mental Health support, regardless of the reasons coming through for the help. What happens . Take me through the scenario. You are concerned about are people in your Primary School, where you are the headmistress. You go to the system and you say this child needs help. How quickly does that ill get help . Not very quickly at all. We put ina help . Not very quickly at all. We put in a referral form. Help . Not very quickly at all. We put in a referralform. We help . Not very quickly at all. We put in a referral form. We discuss with parents and get their content to put in the form. It goes off to cams, the child and adult Mental Health service, and they will look at it and assess it and decide whether the child sits on a waiting list or is rejected at the point of seeing the form. They never actually seeing the form. They never actually see the child. What happens to the child if they are rejected for treatment . It is just left child if they are rejected for treatment . It isjust left for schools and families to continue managing that child and supporting their Mental Health issues. Thank you very much indeed for coming in. I should read this. The department for education says they are determined to improve Mental Health support for children of all ages. We are transforming services for a new plan and introducing a new nationwide task force of experts who will go into schools. But it sounds like in some places that is still some way off. Are you still optimistic that you can help children . We do the best that we can but putting the pressure back onto schools to solve this Mental Health crisis is just not appropriate. We are trained to educate children and we havent got the funding to be able to provide those services. We are not trained professional Mental Health workers. We need professional workers to be able to come in and support these children. Have you seen evidence of these changes yet . Not yet. I have seen more training coming through for Mental Health first aid coming through for Mental Health firstaid is, coming through for Mental Health first aid is, which is very welcome. It is going to be good in terms of identifying. But many schools are already good at identifying the issues and what we need other services to back up that support. Thank you so much. The reason we are here is because this weekend is the annual summer opening of the state rooms. Queen victoria of course 200 years ago was born here and she brought the palace to lie. A special exhibition celebrating her life, and lots of Amazing Things and artefacts from her times, including lots of artwork and little trinkets and things from her children. A ballroom dress, her coronation gown, can be seen as well. An amazing exhibition that is well. An amazing exhibition that is well worth seeing opens on saturday and will go through to the end of september. Weather wise it is dry and the rain had stopped but across the uk it will be a day of sunshine and some showers. The showers will be most noticeable later in the north and west. This morning it is across parts of Eastern England. A zone of wet weather pushing towards the east coast with some cloud and eastern counties through to the middle parts of the morning and even the early afternoon, but then the sunshine comes out. Showers on the go in Northern Ireland, and we have seen them in portrush. The showers come and go throughout the day for the golfers input rush and a breeze to go with it meaning challenging conditions on the coast. In portrush. They could even be thundering meaning interruptions to play. White spread across northern scotla nd play. White spread across northern scotland and the far north of england. Widespread showers. Showers cant be ruled out for the rest of england and wales but the majority will be dry. This outran will be pleasant once it gets to you. Up to 23 further south and in the teens further north. Heavy rain along the coast in the west during rush hour. It breaks up the west during rush hour. It breaks up as it travels east, meaning rain off and on, and murky with little in the south and very windy in southern areas on friday with whence macro touch and gale force along the coast. Have you heard of the little ships on the river thames . The department for transport is looking at them. The oldest boat in Service Dates back to 1892, while another took part in dunkirk. However, the department for transport says new safety regulations could mean they have to be rebuilt, but owners say the costs involved will force them to scrap the boats. Robert hall is onboard one of them for us this morning. I nearly mispronounced the word ships you had me on the edge of my seat frida was launched on the isle of wight in 1926 and she has been going up and down the river and down to Hampton Court and kew gardens, that popular tourist route. She was also among the little ships at dunkirk. She and her sister ship went over and she carried 100 soldiers back that her sister ship was lost on the beach during that operation. That is the past so what about the future . It is looking very uncertain so i took a trip on another of this fleet to find out why. And the weather is fine and you know its a sign for messing about on the river. Welcome aboard the connaught, a passenger vessel built a century ago and like her sister ships, still plying her trade on the 24 mile route from Central London to Hampton Court. They are actually a unique design and built for the thames. When the tide is out and there is low water they can get under the bridges which are low in this part of london. And they allow passengers still to have access to these historic route which, as anyone who has been on them, are actually quite magnificent. River steamers launched for a tourism boom during the reign of Queen Victoria also saw military service. The connaught was called up as a hospital ship during world war ii. In the event of air raids over the thames, it will be the river Emergency Service, the rems that will come into action with its personnel of trained nurses, stretcher bearers and complement of doctors. This is a statue of a gentleman by the name of william. The old river boats were designed to carry passengers in comfort and some style. By the 1960s, the river was buzzing with traffic. But now, modern Safety Standards are about to catch up with the last survivors from the original fleets. For vessels like this, the new regulations could mean a virtual rebuild. The connaught, for example, would lose one of her most distinctive features, this saloon at the rear of the vessel. It would be cut off, the deck would be re plated with bulkheads put underneath, and the family who own her and two other vessels say it will cost them half a Million Pounds per boat. They simply cannot afford it. Dan adams is connaughts skipper and tour guide. He says the safety review threatens his livelihood. It is not practical to do it and it would send the company out of business. And in turn, if they go out of business i would go out of business because i would no longer have a job. Outside there was sympathy amongst his passengers. If these boats are good enough for dunkirk, theyre good enough for us. I think it would be a terrible shame. It has managed all these years and it is perfectly safe. Why keep changing things . The reports authors say there is room for manoeuvre but they have to stay on course. Where there is room for discussion is on whether at different parts of the thames, say further upstream, where there are fewer hazards. In the tidal stretch, if you like, that survivability is really important in bringing those older boats up to the same standards that new boats are constructed to. The recommendations go before Parliament Later this year. The future of these river veterans hangs in the balance. Robert hall, bbc news, the river thames. At the moment i am not sure we are getting there. They are talking about being flexible but i have not seen much flexibility really. It does seem extraordinary that these marvellous craft, and there are about eight of them, which are part of the heritage trail really from westminster all the way up really from westminster all the way up to kew gardens and richmond, they have shallow draft and they are perfect for operating in that upper thames area, and depending on whatever the tide is, they can do it. It seems to be dreadful to be instituting rules to effectively get rid of them because it would cost so much to make the changes necessary to them. And why are we doing it . This ship, princess reader, she has been operating for 94 years or so and she has never ever lost a passenger. She went to dunkirk and rescued hundreds of troops. To suddenly apply quite draconian rules on an old ship like this, which is a heritage vessel, seems to me unnecessary. We do have a blame culture, sadly, but please, lets not do it. People will lose their livelihoods. A dreadful loss. I have got tojump in and to be fair to the mca they say that safety is paramount and many people will remember the mountainous tragedy not 1 million miles away from here. They have got to apply a blanket rule. dont believe they have got to apply a blanket rule. I understand that they are nervous and we have got a blame culture and if one person dies, they will be to blame, but sometimes you have got to apply common sense. It does seem to me that rather like the old Railway Lines which we have been discussing, these heritage things should have special rules. The amount of traffic on the upper thames area is much less tha n on the upper thames area is much less than further down. I really do think we should be able to apply sensible rules which would allow them to keep operating and they are wonderful.
