The attention will then move to the cabinet re shuffle. Supporters says mrjohnson will form a team for modern britain. We all have to put our shoulder to the wheel, support our leader, our Prime Minister, and absolutely give him the support thats required to deliver brexit. Elsewhere on mrjohnsons team hes expected to appoint the Campaign Director of vote leave, Dominic Cummings, as a Senior Adviser. Its a day of comings and goings here in downing Street Follow every development here on the bbc news channel. Im lukwesa burak. Also this morning. after yesterdays heat, heavy rain and thunder storms hit parts of the uk on what was a warm and uncomfortable night for many. And the warm conditions are set to continue with temperatures forecast to reach 38 degrees later this week. Good morning, and welcome to downing street theresa may is emerging to leave number ten for her final Prime Ministers questions. Within a short time after that, she will then head to Buckingham Palace to formally tender her resignation as Prime Minister to the queen. And then borisjohnson will then move to the palace where he will request permission from the queen to form a government, and will formally become the uks next Prime Minister. A day of choreography around this handover of choreography around this handover of power here from one Prime Minister to the next. We are watching the shot as theresa mays car makes its way to the palace of westminster. With me here is our assistant Political Editor, norman smith. As we watched the result may emerge, i thought, when she gets in a car to go to the palace, a few minutes after, she will no longer be in the Prime Ministerial car, it will she . No, its a huge emotional moment. She has batted away for the better pa rt she has batted away for the better part of two and a half years to try and crack the brexit deadlock but it has basically come to nothing. Close to disaster, she was defeated three times by a huge majority in the commons. Now, her successors times by a huge majority in the commons. Now, hersuccessors has times by a huge majority in the commons. Now, her successors has to somehow pick up the pieces in a very short time scale. The other thing for theresa may, which came into downing street, she very clearly set out her ambition which was to tackle what she called the burning injustices. That was an agenda which was praised by many at the time, issues which had never really been at the forefront, shall we say, of tory thinking about the proportion of working class, the impact of policing on the black community, things like that. Things which ive never really been on the tory radar, i should put it right up there as oui i should put it right up there as our core task. Yet, you have to say, all that was completely shunted to one side by the enormity of brexit, which frankly sucked the life out of her premiership. In the end, you feel that she and others had almost run out of energy, they were physically and emotionally exhausted with the wear and tear of brexit, the constant battles at westminster, the constant battles at westminster, the minutiae of negotiations, the difficulty in europe. I do thatjust drain her premiership of any momentum and any space to do anything else. When she comes back here, she will properly talk about here, she will properly talk about her at legacy a bit, im sure she will reference this race disparity audit, the industrial strategy, the review of workers rights. You have to say, it is quite a thing legacy. We have just seen to say, it is quite a thing legacy. We havejust seen her go into the palace of westminster ahead of Prime Ministers questions. She has had three years and ii ministers questions. She has had three years and 11 days as Prime Minister, in a time, she tried and tried as you say, to get her a deal through. Much less time for Boris Johnson. The same conundrum but must watch time for borisjohnson to try and sort it out. Itjust as to the sense that this is a very difficult task borisjohnson sense that this is a very difficult task Boris Johnson now faces. Sense that this is a very difficult task borisjohnson now faces. But really the same pack of cards theresa may had, nothing has fundamentally changed in terms of oui fundamentally changed in terms of our negotiating position. But what makes it harder for borisjohnson our negotiating position. But what makes it harderfor borisjohnson is at the time factor, so little time to crack this. Lets get some thoughts on the day from sir alan duncan, who quit as Foreign Office minister the day before yesterday. In his resignation, he talked about a country that was dominated by the dark clouds of brexit. Thank you for joining us. I would like to get your reaction to what we understand will be the appointment of the director of the vote lead campaign, Dominic Cummings, asa of the vote lead campaign, Dominic Cummings, as a Senior Adviser to borisjohnson when he comes prime is the latest. What does that say to you . Forgive me ifi dont pass judgment today because i really do think it is a special day for two very special people. The outgoing Prime Minister and the incoming one. When i first remember when i was a boy was Alex Douglas Hume in 1964 so i have seen many come and go through that door. I have got to know some of them personally. I know the two main characters personally, i pay enormous tribute to theresa may as she leaves, i have known her for well she leaves, i have known her for we ll over she leaves, i have known her for well over 40 years. I also extend my very best wishes to Boris Johnson as he assumes the great responsibilities as our Prime Minister, andi responsibilities as our Prime Minister, and i hope he is able to solve the insoluble, reconcile the irreconcilable, and make a success of the very difficult political situation we find ourselves in. This is one of those days that is a huge day in national history, but may i say, time is short and perhaps that isa time say, time is short and perhaps that is a time for the sort of niceties you are talking about, the sort of honeymoon period, less than 100 days until the october 31 deadline. We are told borisjohnson is appointing Dominic Cummings is a Senior Adviser. It says that he is coming ha rd adviser. It says that he is coming hard on this Campaign Promise of delivering brexit one way or another, does it not . I do hope we give him at least one day as a honeymoon. What he needs to appreciate is that the sensitivities and the balance of the Parliamentary Party is very finely balanced and very critical. So if his appointments appear unduly factional, he risks pushing some people over the edge. Sol factional, he risks pushing some people over the edge. So i think she has to be extremely careful. One of the things i think its fair to say about borisjohnson the things i think its fair to say about Boris Johnson is the things i think its fair to say about borisjohnson is that he has not, so far, as id been a parliamentary figure, he is much more a national figure. We cant really think of any great big speech or occasion that he has made in parliament. He hasnt been an it very much at all. What he needs to understand from the start is parliament. Throughout this whole brexit process, everything has actually been less about opinions, it has been about parliamentary arithmetic and procedure. That is going to matter as soon as we are back on september the 3rd, because i think that is really going to become the brexit, constitutional, and governmental crunch point which is looming. This thank you forjoining us. Looming. This thank you forjoining us. The former the former International Development secretary and an ally of borisjohnsons, priti patel, was asked whatjob she though she would get in the new cabinet. Well, look, iam not speculating aboutjobs or roles in government, because that decision rests with the Prime Minister. How important is it that women are at the top table . Well, look, i think it is important, and borisjohnson said this during his leadership contest, that he wants to see a modern conservative party. And i recall from his days when he was running london, as mayor of london, he had a very diverse and dynamic team, and that was good for london, and i think hell do the same in government now. It is rumoured that this will be the most diverse cabinet, what do you think of it . I think it is important that we have a government that reflects modern britain, but at the same time the modern conservative party so, you know, a party of all talents, but importantly a party that will unite with me here is our assistant Political Editor norman smith. Interesting from sir alan duncan smith, a very gracious and sensitive warning to Boris Johnson smith, a very gracious and sensitive warning to borisjohnson about the appointments he might make not appearing to be unduly factional. A very important point is that he needs to understand parliament. Would you make of those comments . I thought the parliamentary point was a very good one and one that people dont often recognise. Borisjohnson is not a creature of parliament, i cannot recall him making a major moment in parliament, it is not really his arena. It is going to have to become his arena very quickly, starting tomorrow when he is going to deliver a statement in parliament. For the first time, he will really have to sell himself to parliament. Never mind the fight to get a brexit deal through, he is have to schmooze mps, which he will have to schmooze mps, which he will have to schmooze mps, which he will have to look and youll suck them, he may have to threaten some. He will have to walk the corridors and parliament. He is now in is a Great Parliament. He is now in is a Great Parliament in the country, can he do parliament in the country, can he do parliament question mark. The second question is can he sway parliament . He isa question is can he sway parliament . He is a very funny speaker outside parliament but when he comes to the really big moments on the big decisive issues, can he bring mps over to him . That is a rare gift, we do not know whether he has it. On the point of Dominic Cummings, former director of vote leave, as a Senior Advisor we are told. That will please some people but get to the backs of others, isnt it . A hugely combustible appointment to will think that he is a true brexit here alongside borisjohnson, the mastermind behind the vote leave campaign. Others will think that he isa campaign. Others will think that he is a maverick, a loose cannon. He will upset people, ruffle things up. Maybe that is what borisjohnson wa nts. Maybe that is what borisjohnson wants. I suggest to me that when it comes to brexit, he is going to adopt a very aggressive, it may be unconventional, approach. Maybe that is what is needed. Maybe if you go ona is what is needed. Maybe if you go on a same set of timelines that theresa may went on, you wont get anywhere. If you have Dominic Cummings, you have potential to do something a little differently that might affect brexit. We are just watching these images from the last few minutes off theresa mays Prime Ministerial card making her way to westminster for what will be her final Prime Ministers questions, it will be her 95th before that hand over of power and those before us. At Buckingham Palace and here in downing street. We will be with you throughout the day. But now we say goodbye to viewers on bbc two. Thanks forjoining us. Continue here with our coverage of a momentous day, by anyones standards, in downing street and around westminster as theresa may left number ten to head to the palace of westminster for her final Prime Ministers questions. We can probably expect a lot of tributes to her, an acknowledgement of whatever the differences between her and political opponents, she certainly put a lot of energy into the last four years or so put a lot of energy into the last four years 01 so as put a lot of energy into the last four years or so as you try it again and again to get her deal through parliament, failing each time. Now borisjohnson, her successor, throughout his campaign, he argued that his personality could make the difference, unlock changes. But lets see how that plays out over the next few months, because of course, that october deadline is fast approaching. The first order of business for him today after he meets the queen and formally asks to form a government will be to make cabinet appointments. Lets take a look at some of the key moments of the day ahead. Theresa may will take part in her last Prime Ministers questions at midday in the house of commons. Shell then travel back to downing street for a lunch and a staff farwell before making a short speech outside number 10. She will then go to Buckingham Palace to meet the queen and tender her resignation. Then, a short time later, we expect borisjohnson to arrive at Buckingham Palace where he will be invited to form a government by the queen formally making him Prime Minister. Hell then travel to downing street and make a speech outside number 10 before entering the building as Prime Minister for the first time. And then later hell begin announcing his most senior cabinet appointments. And of course all eyes on who those people will be. Joining me now is alok sharma, employment minister and Boris Johnson supporter. Gay thanks mac have you had a conversation of some sorts i have not had any i have not had any sort of conversation with the Prime Minister elect. Welljust have to wait to see how things pan out. When borisjohnson talks about appointing a cabinet for modern britain, what do you understand by that . a cabinet for modern britain, what do you understand by that . I think what he plans to do is to get talent from across the Parliamentary Party, and have those people in ministerial positions. I think thats going to be very important for him, the key issue here is to deliver on brexit by the 31st of october. Then to move on all the issues important to us,. He spoke at the 1922 committee yesterday to parliamentarians about his vision, and it is very much a one vision one nation vision for the country. It really reflects the sort of thing is that he did when he was in london. He may chalk more Affordable Homes were built, he ensured crime came down, he ensured he tackled poverty, he championed the london living wage. I think youll see those sorts of policies come to the fore in his administration. But undoubtedly, the first eight months will be dominated by brexit. In terms of the cabinet, do expect it to be heavily weighted towards brexiteers or do you think there will be the sort of sensitivity and balance that sir alan duncan was calling for . sensitivity and balance that sir alan duncan was calling for . I think the Prime Minister elect will decide who he wants in his top team, is not for me to advise him on that. You must have a thought on what would be the best way forward in terms of the make up of the cabinet, the sort of town that would set . As Boris Johnson tries to unite parliament, unite the country. I think of unity and at the party and the county will be very important, but the way you do that is to first deliver on brexit but the 31st of october. I expect he will have people on his tea m expect he will have people on his team who are committed to making sure that we leave the eu by the 3ist sure that we leave the eu by the 31st of october. As i said, we are all speculating, welljust have to wait. I think everything will become clear in the next 24 hours. What do you make of the apparent appointment of Dominic Cummings, former director of Dominic Cummings, former director of vote leave, as a Senior Adviser to mrjohnson. That will be a pretty devices appointment might want it . |j dont want to get into commentary on things i havent looked at. Boris johnson will appoint people he thinks will help him deliver on brexit and atlas domestic agenda, which we sampled it for our country as we go forward. Do you think over the next few days, it will be a case of reality bites as borisjohnson moves from the container to the Prime Minister. Throughout his campaign, he suggested that by force of his personality, he will be able to make the crucial difference to unlock the problems with brexit. Do you truly believe that to be the case, or it will there be a hefty dose of reality going through the door of number ten at later . dose of reality going through the door of number ten at later . If you look at Boris Johnson door of number ten at later . If you look at borisjohnson pours my career, it has always defied expectations. No one expected him to lead the leave campaign, the referendum ended in a league lead. In london, early by city for a period of time, he won twice, again concerning expectations. I would say that Boris Johnson concerning expectations. I would say that borisjohnson needs to be given time. I want to see unity in a party across the country. Lets get brexit done by the 31st of october and focus on all those big domestic issues tackling crime, money into education, money into the nhs, the sort of issues that matter to people on the doorstep in my constituency and across the country and thats what i think borisjohnson will deliver. Thank you forjoining us. He says he hasnt had the conversation with borisjohnson regarding appointments. Well im nowjoined by chris morris, news correspondent for bbc reality check. I was talking about reality bites out there and that is the case. That isa out there and that is the case. That is a huge difference between someone campaigning and then actually assuming the role of Prime Minister and the powers that come with it. We know if we look at the time line, parliament goes into recess for a few days but it will obviously be no rest for no wicket with the new government. Two things on the agenda, one is to make those diplomatic contacts, meeting other european leaders, particularly over brexit. But also ramping up the preparation they say they want to do for a potential no deal brexit, that means within government and business. There were hundreds of Civil Servants made from different departments onto brexit no do planning in march, they will probably have to be made back again to do those things. Businesses in march spent money preparing for a no deal that didnt happen will be asked to make the same preparations in october. Businesses which didnt make those preparations in march will have to be persuaded this time it could really happen. So all of those things are going to have to happen, at the same time as diplomatic contacts need to be made. We know august is the Summer Holiday but the first big diplomatic event isag7 but the first big diplomatic event is a g7 7summit in france towards the end of august were european leaders will be. I think before that, borisjohnson will be wanting to lead on an individual basis to see if his candid optimism, surge of energy, will make any difference. One wonders where he will go first, a meeting with eu leaders, or maybe even a meeting with President Trump . There could well be. I dont think it will help much of all the details of brexit. One of the issues is that if he somehow, against expectation, makes a few tweaks here and there, the only time it is actually in the diary when he will be together with the eu leaders will be in the schedule of eu summits in october. So just schedule of eu summits in october. Sojust a schedule of eu summits in october. So just a couple of weeks before the current brexit deadline runs out. The timetable is extremely tight. Just talk to us in a little bit more detail about that timetable. Also about the parliamentary arithmetic which remains as difficult for him as it has been for theresa may, that is one thing that is not changing. Two things dont change, number one the position of the eu so far. Number two, the numbers in parliament. There will be a recess throughout all this and then Parliament Comes back for just throughout all this and then Parliament Comes back forjust a few weeks in september. We expect there to be another recess during Party Conference season in september to october. If you look at the number of poorly meant two days, what if you need to push through any sort of legislation either for a deal or no deal, those days are in very short supply. Of course he faces the same problems theresa may faced. If you move in we a same problems theresa may faced. If you move in we a consensus same problems theresa may faced. If you move in we a consensus based brexit, he may alienate those on in the er g. On the other hand, if he tries to move towards them, we now a significant number of tory mps have said they are prepared to put that down. So, at some stage, if the 31st of october is a really do or die deadline, he will have to face that one of those two grips. He will not be able to keep everybody happy. I think we can see some images now of the defeated conservative leadership candidate, jeremy hunt, leaving home earlier this morning. We have been told that he has been offered the job of defence secretary but has turned that down. Does that mean that he will be given anotherjob or asked to express an interest in anotherjob . Asked to express an interest in another job . Or does that asked to express an interest in anotherjob . Or does that mean he is in fact out of the cabinet . That is not clear right now, but he has turned down the job of defence secretary. One could argue that if borisjohnson was to keep him in the cabinet, keep him in his cabinet, then that would certainly be a nod to balance with mr hunt having voted to balance with mr hunt having voted to remain in the Eu Referendum. But his position is unclear as yet. Joining me now isjoeyjones, former spokesperson for theresa may, and rosa prince, theresa mays biographer. Generally, what do you think will be going through theresa may ins mind right now as she stepped out of that door. Obviously, she has practicalities to focus on but so many emotions i imagine going through her mind. I would imagine she will be trying to block all of that art. One of the ways in which she has endeavoured to deal with the ups and downs over the time in which she has been in downing street, critically through the tunnel of the negotiations she was locked into, was to try and block everything out and keep things in that tunnel vision. What is the next thing i have to do . Who is the next question is . What is the brief . So on and so forth. Because otherwise, the danger is that the magnitude of these moments kinda crowd in on one, and i would imagine that would only make things tougher. I would speculate it will be step by step, moment by moment, as far as possible. Rosa, in the last weeks of her Prime Ministership, she has been trying to secure her legacy. Will she feel she has achieved some of what she has set out to do, apart from brexit . Well, you mention brexit, it did suck the life out of her administration, there wasnt much else going on for her other than brexit. I think that will be a disappointment for her. There will be things that she wanted to achieve. On a day like today, she was stocking in downing street about burning injustices that she wanted to write and she never got around to dealing with them. I think she will leave downing street with a few regrets on that front. Joey, give us a sense of what a day like today is like as one by mr lees and another one enters . Youre right. I went in the Cabinet Office entrance as theresa may was going in as Prime Minister. I meta theresa may was going in as Prime Minister. I met a bunch of David Cameron has my advice is coming the other way, and some of them were in tea rs, other way, and some of them were in tears, it was clearly very tough. I think they had had much less time to prepare themselves for what was happening because the whole leadership contest between theresa may and Andrea Leadsom just collapse. In the space of two days, they were all turfed out. In this case, i think youll be a much smoother process. I think people in the building, whether they are excited will have time to get their emotions in check. Browser, i mentioned you were theresa mays biographer,. What do you think the longer it you will be of her time as Prime Minister and what she tried to do . I think she will hope that history will be kind to her. I think no one seriously examines her life and time in office as i have done cant think anything but she was a Public Servant that wanted to do the best for the country. If you look at the legacy, there isnt much to take away. I think any historian has to look at the fact that she came to office promising to deliver brexit, she did not achieve it i didnt get round to doing much more. Looking back on her, i think there will be personal admiration and respect. But perhaps on a political level, not much there. It is a brick cruel to say she is a failure but it didnt amount toa say she is a failure but it didnt amount to a great deal when it came down to it. Thank you for your thoughts on this historic day. People may ponder in the future, would someone else faced with the same set of circumstances as theresa may be able to do a differentjob to the one she did in her three years and 11 days as Prime Minister. We are going to have a summary of the rest of news in a moment. Including the effect of the heat wave hitting the uk. Pretty warm here in downing street. With just a gentle breeze. Before that lets get the weather with simon king. You talk of a historic day, in terms of temperature records, tomorrow could be historic, with record breaking temperatures expected across the south east of england. Last night, you may have noticed there were a few thunder storms. Around 45, 50,000 lightning strikes, with the storms moving north and eastwards. A very warm night last night as well. We had the highestjuly temperature night last night as well. We had the highest july temperature recorded night last night as well. We had the highestjuly temperature recorded in jersey yesterday. But over the next few days, as i mentioned, record breaking heat expected. For the rest of this afternoon, still a bit of cloud in Western Areas and scotland. Showers moving northwards here. Some showers in Northern Ireland and western scotland this afternoon. But not as hot today. The mid 20s in scotland. The high 20s in the south east of england. Tonight, we will continue with a bit of cloud in Western Areas. Otherwise some clear skies. Not as hot or as sticky as last night. But still temperatures staying up about 13 to 16 degrees celsius. Then into thursday and record breaking heat at the moment across france, the low countries and germany and throughout thursday with the air coming in from the south east, we drag in that heat from the continent and it will push across the uk and so a hotter day on thursday. A lot of sunshine in england and wales. Some showers in Northern Ireland and we are areas. Otherwise, with that sunshine, temperatures will build. So widely getting up into the high 20s in the north. Into the 30s in england and wales n the south east, potential for reaching 39 celsius to the west of london. If we get that, that will break the all time record for the United Kingdom, which was last set in 2003, 38. 5 celsius. Friday, we have a cold front moving east that will introduce some fresher conditions. By friday we are going to see temperatures coming down significantly. But still quite a warm day with sunny spells. Temperatures 21 to 26 celsius. At the weekend, some heavy rain, especially in northern and eastern areas and cooler. But tomorrow we could see a few records going. This is bbc news. The headlines borisjohnson is to become the new Prime Minister of the uk, following his victory yesterday as the leader in the contest to become leader of the conservative party. Mrjohnson will meet the queen at Buckingham Palace, to get formal permission to form a government. Theresa may has left no 10 for herfinal session of Prime Ministers questions, shell also meet with the queen later, to formally tender her resignation. The attention will then move to the cabinet re shuffle. Supporters says mrjohnson will form a team for modern britain. We all have to put our shoulder to the wheel, support our leader, our Prime Minister and absolutely give him the support thats required to deliver brexit. Elsewhere on mrjohnsons team, hes expected to appoint the Campaign Director of vote leave, Dominic Cummings, as a Senior Adviser. Sport now and a full round up at the bbc Sports Centre with will. Well start with the cricket because englands only warm up match before the ashes is under way, they re playing ireland in a four day test at lords. Play started half an hour ago, england won the toss and decided to bat. Joe wilson is there for us. Joe all the talk was about how jason roy would get on on his test debut . But it has all gone wrong . Yes, a Beautiful Day at lord is. This is about opportunity, status and recognition for irish cricket. For england, this is about vital ashes preparation and lets see what happened to jason roy. Remember, he walked out here as a bit hitting hero of the world cup so many times during that tournament he made batting look easy. Here was tim murtagh bowling. He is 38 years of age and played most of his career for middlesex at lords. What a different game cricket felt to jason roy as he trudged back, dismissed for five. So england roy as he trudged back, dismissed forfive. So england are 27 1. They have rory burns at the crease. Not much experience there. In a week or so, those those are two of englands bats men who will be facing australia. We can see this game in that context. But now england have a job on their hands against ireland. Of course that is the way it should be, this is a test match in its own right. Next to some tragic news from the world of boxing. Russias Maxim Dadashev has died from the injuries he suffered in a fight last weekend. The 28 year old was unable to to walk in the dressing room after his light welterweight bout in the us which was stopped by his trainer. He had emergency surgery for bleeding on the brain but failed to recover. The Russian Boxing Federation say theyve opened an investigation. Britains adam peaty goes for his second gold medal of the world aquatics championships this afternoon. Hes already won gold in the 100 metres breaststroke in south korea and will hope to add the 50 metres title to his collection. He won his semi final comfortably, in a time that was just shy of the world record. Thats all the sport for now. Ill have more for you in the next hour. The met office has recorded temperatures in excess of 30 degrees celsius in england and its expected to be even warmer today. Parts of europe have already seen record breaking temperatures and previous highs could be surpassed in the uk before the end of the week. Leigh milner reports. Lots of families waking up this morning will no doubt be heading to a beach like this. Here in bournemouth yesterday, temperatures reached 30 degrees. The sea was almost as crowded as the sand. With the jet stream drawing heat up from africa, youd expect this fella at longleat safari park to be used to it, but that ice lolly wont last long on thursday, with temperatures set to soar above 38 degrees, making it on record for the uk. And it wontjust be the hottest day on thursday either, we are also expecting the hottest night as well. Forecasters record that by measuring the lowest temperature before things start heating up again in the morning and on thursday it could reach above 23 degrees. Elsewhere, throughout the night, thunder storms kept many awake. This was the scene in the lake district. And over in cardiff. Meanwhile, overseas, france and germany are also expecting scorching heat. In the netherlands and belgium, its expected to top 40 degrees for the first time. Fortunately in portugal, firefighters say the wild fires have finally been brought under control, but right across europe the advice being given by Health Experts is to stay in the shade and keep hydrated. Sarah ransome is in polzeath in North Cornwall for us. Sarah, the skies looking a bit ominous. But i take it a bit cooler on the coast . It is a little cooler here. Around 21 degrees here. This isa here. Around 21 degrees here. This is a beach that is popular with families. You can see the sand castles are already being made. The ice cream vans castles are already being made. The ice cream vans are castles are already being made. The ice cream vans are already here. Theyre hoping that it will hot up a bit so, they can do the kind of business that they like to do in the summerand business that they like to do in the summer and already in the water this overcast morning has not put off any surfers who brought their boards down, hoping to catch a few waves before maybe the wind drops, or the surf disappears. But this is a place which attracts all these families and of course like some of those pictures that you have been seeing in the report had a tremendous light show last night with the thunder the lightning that swept across the uk. Here, and across the south west, temperatures are a little lower today, we are on the coast and there isa today, we are on the coast and there is a bit ofa today, we are on the coast and there is a bit of a breeze around the place. Tomorrow though these temperatures are set to rise. They wont be quite as high as they will be, orare wont be quite as high as they will be, or are predicted to be in the south east. But they are high and the yellow warning from the met office applies also here. In other places, there have been concerns about houses that have been hit by lightning. Network rail says if temperatures reach the record breaking numbers, they will have to bring in some speed restrictions on some lines. So theyre saying keep an eye out for that. But here in the south west, the sun cream is out and the ice cream is being bought and no one seems to mind that although it is a little overcast, the sun probably will come out tomorrow. Thank you. Immediate improvements are being ordered at a Young Offenders institution in west london. The move comes after a report found thered been a collapse in standards of care and safety at feltham. The site holds more than 100 boys aged between 15 and 18. The operator of a british flagged oil tanker has made contact with the 23 crew members for the First Time Since the ship was captured by iran in the strait of hormuz last week. A spokesman for the swedish based tanking operator stena bulk said the crew was safe with good cooperation with the iranian personnel onboard. The detainment of the stena impero comes amid tensions between the uk and iran, just weeks after britain helped seize a tanker carrying iranian oil off gibraltar. Police divers have been seen recovering a body from the river thames at shadwell basin, in wapping. A 22 year old man failed to resurface while swimming in the area with friends yesterday evening. Police divers are also searching for missing people elsewhere along the river thames. Officers are searching a stretch of the river near waterloo bridge, after reports of a person in difficulty while a third person was reported to be in the water at kingston upon thames. Lets return to downing street now and my colleague annita mcveigh. Welcome back to downing street, where theresa may today will be handing over power to borisjohnson. There is a car outside no 11. I dont know if thats going to be Philip Hammond leaving no 11 to head to the palace of westminster for Prime Ministers questions. We know Philip Hammond has said he will resign, he said before borisjohnson was elected that he would resign if borisjohnson was elected that he would resign if Boris Johnson became prime was elected that he would resign if borisjohnson became Prime Minister. He has not formally do that yet. I think we can see some pictures of mr hammond in westminster earlier today. But he wasnt saying anything, despite questions being thrown at him of course from the media. He wasnt saying at that point. But he has said ahead of the leadership result being announced yesterday that he would resign, if borisjohnson yesterday that he would resign, if Boris Johnson became prime yesterday that he would resign, if borisjohnson became Prime Minister. So one assumes that he is intending to do that in the next short while. Although most probably once Prime Ministers questions is over. Around the uk people are looking on with interest to see what this means for the uk. Lets get the view from around the uk with our correspondents in Northern Ireland, scotland and wales. Tyres first to store month. People in Northern Ireland and the republic of ireland will be wanting him to listen, wont they chris . Yes if borisjohnson is a divisive character, the reaction to news of him becoming Prime Minister in Northern Ireland seems to bear that out. Very contrasting words about mr johnson. Unionists broadly speaking welcoming him and saying theyre looking forward to working with him. Irish nationalists using words like catastrophic to describe the path he will take the uk on. Sinn fein said they will stand against his reckless pro brexit agenda. The democratic unionists are one of the most important parties that mrjohnson will be dealing with, it is their ten mps who keep the minority government in power at westminster. Arlene foster spoke with mrjohnson, withins of his winning the contest and the dup have been on the airwaves emphasising three priorities that they will emphasise in their discussions with mr johnsons. The first is securing the union. Second delivering brexit and thirdly restoring the devolved governments here in stormont. Bearing in mind the power sharing administration collapsed. Now to scotla Nd Administration collapsed. Now to scotland and lorna gordon. Nicola sturgeon has said she has profound concerns about a Boris Johnson premiership. Let me interrupt you, Philip Hammond just getting into his car. Walking out through the door of no 11. We do expect his he signation. Resignation to come within hours. Lorna, apologies, you we re within hours. Lorna, apologies, you were saying that Nicola Sturgeon has said she has profound concerns about a borisjohnson said she has profound concerns about a Boris Johnson premiership. Said she has profound concerns about a borisjohnson premiership. Tell us more about what she has been saying. When borisjohnson more about what she has been saying. When Boris Johnson assuming more about what she has been saying. When borisjohnson assuming the title of Prime Minister today, he has also said he will assume the title of minister for the union. When it comes to scotland, there will as you say be challenges about borisjohnson the person and about borisjohnson the person and about boris when it comes to brexit. His opponents here in scotland, not least the snp, will be pointing to his sometimes intemporate remarks about scotland in the past to suggest a lack of seriousness when it comes to the devolved nations. Borisjohnson has said he will protect the barnett formula and set up protect the barnett formula and set upa union protect the barnett formula and set up a union unit. But Nicola Sturgeon has concerns. It is notjust scotlands first minister who has concerns, ruth davidson, the leader of the scottish conservatives was lu kewa rm of the scottish conservatives was lukewarm in her congratulations on borisjohnson winning the conservative Party Leadership contest. But of course it is brexit thatis contest. But of course it is brexit that is the real key issue, a majority of people in scotland voted to remain as part of the European Union and Nicola Sturgeon has said it is more important than everfor the Scottish Government to plan for a second vote on independence, now that Boris Johnson a second vote on independence, now that borisjohnson is about to become Prime Minister. Thank you very much. What about the view from wales . Very much. What about the view from wales . A by election is due in one area in eight days. Thomas morgan is there. If an Opposition Party wins that seat, that would reduce the new Prime Ministers working majority to the finest of margins wouldnt it . Yes, you mentioned the by election, that will be the first test for the new Prime Minister next week. One of the first to congratulate Boris Johnson was the welsh secretary, calling a borisjohnson johnson was the welsh secretary, calling a Boris Johnson a johnson was the welsh secretary, calling a borisjohnson a bridge that will unite the two sides in this brexit debate. The first minister in cardiff also congratulated the new Prime Minister, calling for Strategic Thinking for the challenges ahead on brexit. Mark dray ford has in the past brexit. Mark dray ford has in the pa st ca lle d brexit. Mark dray ford has in the past called for a second referendum on brexit. The Welsh Government have campaigned for making sure there wont be a no deal, which they say would be disastrous for wales. Wales asa would be disastrous for wales. Wales as a country voted to leave the eu, but the majority in the building here have been campaigning for a second referendum or for a no deal. Thank you. The view from around the uk of the Prime Minister elect. In a moment, ill be speaking to the filmmaker and political journalist Michael Cockerell about todays events. But first lets take a look at an excerpt from michaels newsnight profile of Boris Johnson from yesterday, in which he recounts the soon to be Prime Ministers decision to back leave in the Eu Referendum. When David Cameron called the brexit referendum, he desperately wanted Boris Johnson on his side in the campaign. Butjohnson was now calculating whether to reverse the stance hed ta ken three years earlier. So, how would you vote tomorrow, if there was a referendum . Id vote to stay in the single market, im in favour of the single market, i want to be part, i want us to be able to trade freely with our european friends and partners. I rang boris and said, boris, you cant do this, you know, you cannot come out for leave, you cant. I said, if you dont, boris, ill run your campaign to be leader. I have to say i did say that to try and bribe him into not doing that and he immediately went the other way, naturally. Well done, everybody, thanks a lot brilliant. Many people thought that johnson chose to back leave to endear himself to pro brexit tory members in a future leadership contest. That was the view of the senior remain minister amber rudd, as she faced johnson in the tv referendum debate. You need to look at the numbers, although i fear the only number that boris is interested in is the one that says no 10. But the fact is he is the life and soul of the party, but he is not the man you want driving you home at the end of the evening. As he left home, the morning after the leave campaigns shock victory, johnson had become simultaneous think most hated and the most loved politician in the country. And michael is with me now. I want to pick up on that point from your film i want to pick up on that point from yourfilm for i want to pick up on that point from your film for newsnight, is i want to pick up on that point from yourfilm for newsnight, is it i want to pick up on that point from your film for newsnight, is it your view that Boris Johnsons decision to back leave in the Eu Referendum which set him on the path to no ten was a strategic one, his view of how he could get into no ten, rather than a decision based on conviction . Well i think he made a calculation, which side he would support in the referendum campaign. And in fact as i revealed in my programme about him some years ago, he wrote two articles for the sunday telegraph. One saying to remain and the other saying to leave and he decided which one. Someone who told me about the two articles said the one about remaining was actually more persuasive than the one for leaving. But he decided to go for the leave article and led the leave campaign with the result that he, as Prime Minister, will have to deal with now. I cant hear you. Ok. Oh, i hope you can hear me. |j now. I cant hear you. Ok. Oh, i hope you can hear me. I can hear you now. You suddenly disappeared. Fantastic. Listening to what you we re fantastic. Listening to what you were just saying, i wonder with that duality of approach, will that come back to play as we look towards the october 31st deadline . Because with certain appointments that we are being told are going to happen, he perhaps is going to film his cabinet with film fill his cabinet with lots of brexiteers. Will that practicality come back into play . Yes that is one of night mare problems that are in his in tray. It will be very difficult to deal with all the scars that have been since the whole Brexit Campaign and the scars of trying to negotiate a deal and on one side are. Is boris himself, who claims he is a liberal, one nation tory, but he is hand in glove with the hand line brexiteers who made life so difficult for theresa may. Which way will he jump . My theresa may. Which way will he jump . My feeling is, although he said in one of hustings that he would not have remainors in the cabinet, you had to have people who believed in brexit, i think the reality is you have to balance your cabinet in order to represent the whole of party and more than that much of the country. I mean one of the things about writing the two letters is interesting for him as he becomes, writing the two articles, as he becomes Prime Minister, the first thing when he goes into no ten, he will be asked to write a letter to the commanders of Nuclear Submarines, the commander would have to ta ke submarines, the commander would have to take the decision if the government was in some way wiped out, whether to fire a Nuclear Submarine and maybe boris will write two letters, one in favour of firing a trident missile and then another again and the commander will to decide for him or hirst. Or herself. When someone assumes a position of power, we always look to their background to tell tell us about what kind of Prime Minister he would be. You talked to Boris Johnsons sister, who said when he was a child, he wanted to be a world king, what does your research tell you about sort of Prime Minister that he will be . There are two borises. There is the one who makes people laugh, who has become a kind of public entertainer. The other is quite a serious figure, very bright, got a scholarship to balliol from eton, where he also had a scholarship. He hides that learning with latin quotes and so on. But he. Which side he will go on, is very difficult to say. Will he go on the rather liberal side of, from his family, or will he be the tory and ally himself with the hard line brexiteers . Its a connumdrum that he himself is wrestling with just at this moment. Ok. Thank you. Lets briefly show you the house of commons, where, there we are, where we will be shortly. Absolutely packed. It has been a little sparser in the last few weeks. But for this final Prime Ministers questions for theresa may, those green benches are packed. We will be there shortly at midday. Let me tell you about an interview given to the bbc. From from eus chief brexit negotiator, who says he looks forward to hearing what the new Prime Minister wants and he is ready to work with him in and he is ready to work with him in a constructive way. It is an important moment for the brexit and we look forward to hear what the new Prime Minister, Boris Johnson, wa nts, Prime Minister, Boris Johnson, wants, what are the choices of the uk. Is it an orderly brexit. That is the choice of the eu and we worked for that along the last two years. Is it no deal brexit . The no deal brexit will never be the choice of the eu, but we are prepare id. And foran the eu, but we are prepare id. And for an orderly brexit we will work all along the next few weeks and months with the new uk government in the best possible way, in the very constructive spirit, to facilitate the agreement. Do you have any idea what borisjohnson the agreement. Do you have any idea what Boris Johnson wants to do . No. Noidea what Boris Johnson wants to do . No. No idea at all . We are ready to listen and work with him and in a constructive way. Do you think he wants no deal . We will wait for the new decision, the new declaration of the uk government. I met Boris Johnson once. We spoke once. In the past. And . It was a very particle moment during the Opening Ceremony of the olympics of london, fantastic games. So we are waiting now. What did you think of him, did you like him . We are ready to work. Did he seem intelligent reliable. |j him . We are ready to work. Did he seem intelligent reliable. I think he is clever. Will you stay in your job. Im at the disposal of the union. Will you go on holiday or are you working through august . Im ready to work. Thank you very much. The eus chief brexit negotiator there. Lets just take another quick glimpse inside the house of commons, where we are waiting to see theresa mays final Prime Ministers question. Her 95th and final pmqs. Norman smith is on stand by as well in the lobby of the palace of westminster to watch that as well. Norman, have been many days here that have been far from ordinary. What can we expect . |j that have been far from ordinary. What can we expect . I think it is going to be a much more reflective pmqs, there is no mileage in people trying to score political points. I dont thinkjeremy corbyn will try and unsettle theresa may. It is not that sort of moment. Im sure you will hear plenty of tributes, including from those who spend a good deal of time trying to bring mrs may done. It reminded me of the old not the news sketch, where they play two politicians, cracking into each other and then one has a heart attack and the other says he was a great man, he will sorely missed. There will be tributes to theresa may and her diligence and sense of public due ty. I dont imagine she will get the applause that tony blair got. Mrs may has been respected. I dont think she has been warmly liked by the house of commons. I dont think we will see that moment of applause. For her, a very emotional moment. This is how it all ends. This is the end effectively of her premiership. We will get a few words from her in downing street, before she goes to see the queen. This is her grand end toa see the queen. This is her grand end to a protected depart xhur. We have had a few moments when she has said goodbye. Lets cross over now because it is blast off time. Mr speaker, this morning i had meetings with ministerial colleagues and others. Following my duty is a nice house, i shall have an audience with the queen this afternoon. I shall then continue with my duties in this house from the backbenches where i will contain to be a member of parliament for maidenhead. |j profoundly disagree with many of the decisions the Prime Minister has made and many of the things she has said. But made and many of the things she has said. But i do recognise that she does have a respect for Public Service and for the future of our country. How does she feel about handing over to a man, country. How does she feel about handing overto a man, who country. How does she feel about handing over to a man, who a month many things, is happy to demonise muslims . There is prepared to talk to our loyal Public Servants and diplomats under a bus prayers and promises to sell our country out to donald trump and his friends . |j promises to sell our country out to donald trump and his friends . I am pleased to hand over to an incoming leader of the conservative party and Prime Minister, who i want to when he was in my cabinet. That who i worked with. And hugh is committed asa i worked with. And hugh is committed as a conservative, who stood on a conservative manifesto in 2017, to deliver on british people in 2016, and to deliver a Bright Future to this country. I rise to not only thank my right honourable friend for her Loyal Service as Prime Minister over the last few years, but also for her 33 years in a Public Service, but also to thank her for her depression support and helping me get my private members bill onto the statute book. Thats my right honourable friend agree with me that it is far better to help people, to prevent people from becoming homeless, to use the taxation system to combat obesity, and to prevent people from smoking in at the first place, does she agree that prevention is far better than a cure . First of all, can i thank my honourable friend for all the work it out on his homelessness reduction act. Crucially, we are also thing that have an impact, and that is so important for the people who benefit from the work he did. He is also built a lot of work in regards to smoking, and i do agree that we do need to start looking at health as an asset to protect throughout our lives, which is why we are taking bold action on smoking and childhood obesity. I am bold action on smoking and childhood obesity. Iam proud bold action on smoking and childhood obesity. I am proud that we have delivered the biggest cash boost and history of the nhs. Also, plans which will focus on prevention, also on cancer care and Mental Health, making sure we try to ensure that people do not get into the situation where they are in that ill health in the first place. Prevention are key parts for a lives for people in the future. Jeremy corbyn today marks the final day in office for the Prime Minister. I pay tribute to her sense of public duty. Public service should always be recognised, the mp or indeed a Prime Minister as an ornament which brings with it huge pressures and responsibilities, both personally and are those very close to us, who are often not able to a nswer to us, who are often not able to answer back for the criticisms made against them. So i hope she has a marginally more relaxing time on the backbenches, and perhaps, like the chancellor, giving him point me to oppose the reckless plans of her successor. oppose the reckless plans of her successor. Helping me oppose the reckless plans of her successor. Laughter. Ifi laughter. If i may continue. Laughter. Im glad the Government Party is in such good heart today, mr speaker. For tomorrow, they want to be. In the last three years, Child Poverty has gone up, pensioner poverty has gone up, in work poverty has gone up, Violent Crime has gone up, nhs waiting times have gone up, School Class Sizes have gone up, homelessness has gone up, third bank use has gone up. Thus the Prime Minister had any regrets about any of those things i just said . Third bank. It is very good to see the conservative party in such good heart, which is more than i can say for the labour party. But let me just tell the right honourable gentleman about my record over the last three years and how i measure it. It is in the opportunity for every child who is now in a better school, in the comfort for every person who now has a job for the first time in their life, in the hope of every disadvantage a young person not able to go to university, and in thejoy of person not able to go to university, and in the joy of every couple who can now move into their own home. Because, at its heart, politics is not about exchanges across these dispatch boxes, not about eloquent speeches or media headlines. Politics is about the difference we make every day to the lives of people up and down this country. They are our reason for being here, and we should never forget it. Jeremy corbyn politics is about real life, about what people suffer in there ordinary lives. I didnt mention at per pupil School Funding has gone down, Police Numbers are down to my gp numbers are falling. In the 2017 conservative manifesto, the the promise that no school would have its budget cut and they will protect tv licences for the over 75, and have a rough sleeping. Which of these pledges is the Prime Minister most sorry has not been achieved . am pleased to hear the right honourable gentleman spent some time reading the conservative party ma nifesto reading the conservative Party Manifesto in 2017. Had he properly. He has not been known for always reading the documents. Had he read it properly, he will know we did make a pledge to have roughly things by 2022 this up at to stop it by 2027. Im pleased to say, in the last year, we have seen rough sleeping going down, particularly in those areas where this government has been taking action. those areas where this government has been taking action. I dont quite know where the Prime Minister gets herfigures from on rough sleeping. All i know is, i travel around this country, just like other members of this house, and i talk to people who have had a disaster in that lies and end up rough sleeping. We are the fifth richest country in the world, it is surely wrong that anyone should end up sleeping on the streets of this country. We can and should do something about it. I have often disagreed with the premise that i had many criticisms of her policies. However, iwelcome that i had many criticisms of her policies. However, i welcome the reduction on the state or thick salt for betting terminals, the scrapping of the child funeral fund. Which of these policies is that the Prime Minister most proud of . these policies is that the Prime Minister most proud of . I am proud of all the policies we have introduced that have improve peoples lives. I am introduced that have improve peoples lives. Iam proud introduced that have improve peoples lives. I am proud of the pack for the balance management of the economy that we have done, we have now seen more people in work in this country than ever before. I am proud of the fact there are more children in good and outstanding schools, the fa ct in good and outstanding schools, the fact that the attainment gap between the advantaged and disadvantage has been narrowed under this government, the fact that we are putting the biggest cash boost in its history into our National Health service. We are ensuring that the nhs, the most beloved is in this country, will be there for people into the future. This is a conservative government, my government, delivering to people the things that matter to their day to day life. The things that matter to their daytoday life. The Prime Minister may have noticed that none of those things that i mentioned were actually in a new conservative party ma nifesto for actually in a new conservative Party Manifesto for 2017, but every one of them was a labour pledge in a 2017. On brookside, the Prime Minister was my own red wine ruled out any sensible deal. Only after she missed her own deadline to lead that the primary step are going to shift her position. By then, she no longer had the authority to deliver. Her successor has no mandate at all. Does she have confidence in is that the right honourable memberfor oxbridge will succeed where she has not . I worked tirelessly to get a good dealfor the not . I worked tirelessly to get a good deal for the uk, not . I worked tirelessly to get a good dealfor the uk, and also worked hard to get that deal through this parliament. I voted for this deal. What did the right honourable gentleman do . He voted against a deal, voted to make no deal more likely, and when there was a prospect of reaching consensus across this house, the right honourable gentleman walked away from the talks. At every stage, his only interest has been playing party politics. Frankly, he should be ashamed of himself we have had three years of bungled negotiations, and we now have the spectacle of a Prime Minister coming into office with no electoral mandate, looking for a brexit deal that has been ruled out by the eu, or in the case ofa ruled out by the eu, or in the case of a no deal, built out by a majority in this house, and by anyone who understands the dangers to the british economy of a no deal. Their next primer stuff at the isle of man was in the eu, and the eu made rules about kippers, that when in fact made by the government he was part of. He also said the uk could secure tariff free trade through article 24 on the general agreement on tariffs and trade. Despite the trade secretary, attorney general, governor of the bank of england all confirming that is not possible. At the start of 2018. Is not possible. At the start of 2018. Its is not possible. At the start of 2018. Its coming, dont worry. At the start of 2018, the Prime Minister herself set up a new unit to counter fake news, minister herself set up a new unit to counterfake news, charged minister herself set up a new unit to counter fake news, charged with combating this information. How successful does she think that has been . Disinformation. successful does she think that has been . Disinformation. Ifear successful does she think that has been . Disinformation. I fear our success hasnt been so great with all the fake news that he uses that dispatch box. Maybe she can have a word with her success out on the way out. But let me conclude by welcoming some. Cheering. Let me conclude by welcoming some of the Prime Ministermet notable u turns over the last couple of yea rs. U turns over the last couple of years. The cruel dementia tax was scrapped, plans to bring grammar skills were ditch, the threat to the page and triple lock was abandoned, with all of the winter fuel payments we re with all of the winter fuel payments were dumped, the pledge to bring back fox hunting was stopped, and they bend their plan to edit universal Free School Meals for 5 7 year olds. The Prime Minister has dumped her own manifesto. Given that her successor has no mandate from the people, no mandate in which to move into office, doesnt she agreed that the best in the right honourable member for oxbridge could do later on today when he takes office as to call a general election and let the people decide their future . Cheering. My my first answer to the right honourable gentleman is no. And if he wants it up about people ducking ma nifesto he wants it up about people ducking manifesto commitments, and commitments made during a general election campaign, can we remember what the Labour Party Said about student debt . Abolishing is the debt after the election . Now, student debt . Abolishing is the debt afterthe election . Now, he student debt . Abolishing is the debt after the election . Now, he rowed back on that promise. What did he say during the general election . He was committed to trident. After the general election, now he is not committed at all. He has broken promise after promise to the people of this country. But i say to the right honourable gentlemen, this is the last time we will have this exchange across these dispatch boxes. I was going to say it is the strength of our british democracy that the Prime Minister and the leader of the opposition have these exchanges across the dispatch boxes every week to sort life. Now what it is sort and none is as it should be in our democracy. But he and i are two very different people, two very different politician. I think we approach things in different ways. I have spent all but one of my years in this house on the front bench trying to implement the policies i believe in. He has spent most of his time on the backbenches, campaigning for what he believes, often against his own party. We will have in common a commitment to our constituencies. I saw that after the Finsbury Park attack. Perhaps i can finish by saying this, as a party leader who has accepted when her time was up, perhaps the time is now for him to do the same. Cheering. Jeering. Dont be shy, mr davies are set for yourself, man, we must hear from you. I first met the honourable member for maidenhead when she came campaigning to me in the very difficult and dark days of the very difficult and dark days of the late 19905. She has been a great friend to wales ever since then. Only recently, her government has approved the end of the tolls on the m4 the number of great issues for wales. Can i ask the right honourable member, the Prime Minister, to encourage her success out to bring forward a bill to extend the general election franchise through all british citizens living overseas, a wide diaster of welsh. Can i thank my honourable friend for his remarks, and also for highlighting the work the government has done in wales. I would add to our there are over 95,000 people in wales who had a pay ri5e this year as a result of National Living wage. We have seen employment in wales ri5e National Living wage. We have seen employment in wales rise by 160,000 from 2010. We have seen conservatives delivering for wales. I know that are franchise issues for overseas vote rs , i know that are franchise issues for overseas voters, im sure that is something that my successor will wish to look at. Ive discovered a new part of my honourable friends passed recently, which is, i believe he was once the bodyguard to the legendary hollywood actress, lauren bacall. Laughter. I have to say, i think his red face tells us all. Ian blackford. Prime minister, it is fair to say that we have had our differences. It has not often been a shared meeting of minds. However, with the Prime Minister standing down today, the time for holding the Prime Minister to account has passed. The burdens of office are considerable, the loneliness of leadership can be stark. They have been times we have clashed on points of political difference, equally, we have stood together when it has been like to do so, over salisbury and threats to uk National Security. The Prime Minister has major opposition leaders were informed rightly at key moments of National Security. In particular, her chief of staff has a lwa ys particular, her chief of staff has always sought to make sure that i was kept informed of important developments. Prime minister, i wish you all the best for the future. As the Prime Minister departs, it is she confident that the office of Prime Minister can be upheld by her for successor . By herflagrant successor . First of all, i thank the gentleman for his remarks. He is absolutely right, he and i highly difference of opinion on some key issues but i have been grateful for the position at the snp has taken on some of those key issues of National Security, when it has stood alongside the government as we have faith that the actions of our enemy. Cani faith that the actions of our enemy. Can i also say to the right honourable gentleman, i understand the point he has made about keeping opposition leaders in touch with things that have taking place. I would also like to take this opportunity to pay tribute to my chief of staff who was a first class member of this house, a first class minister, and has been an absolutely first class chief of staff. In a nswer to first class chief of staff. In answer to the right honourable gentleman but my question, i congratulate my right honourable friend for winning the conservative leadership election. He will take over as Prime Minister, and i look forward to a first class conservative government under his leadership, delivering for the whole of the uk. The Prime Minister elect has no mandate in scotland, he has no mandate from the people, the government he is busy forming has no mandate in scotland. Mr speaker, scotla nd mandate in scotland. Mr speaker, scotland deserves better. A recent poll shows 60 of people in scotland are dismayed and disappointed about the new Prime Minister. We on these benches have tabled an early day motion with friends from parties across this house rejecting this house are being shut down before november. Following parliament was my overwhelming message in last weeks vote, can i invite the Prime Minister, in one of herfirst actions as a backbench mp, to sign our early day motion and joint effo rts our early day motion and joint efforts to stop the suspension of parliament under any circumstances. Asi parliament under any circumstances. As i said in answer to the right honourable gentlemans first question, i accepted that we do have a number of differences on issues is not i think we both had passion for delivering for the people of scotland. I want to do that. He wa nts to ta ke scotland. I want to do that. He wants to take scotland out of the uk. What we do have in this government as a mandate from the people to form a government of this country, that is how we run things in the parliamentary democracy that we have here in this country. We also have a mandate from the people to deliver on the result of the 2016 referendum. If he is so interested on delivering on mandate, he should have voted on at the deal and taken as out of the eu. There is a cycleway, an aspirational project, through my constituency. It would provide an alternative commuting route, encourage tourism, encourage cycling among the young and improve the health of the population. Does the health of the population. Does the premise that agree that more funding should be available to support this and other similar projects . Can i recognise the importance of increasing cycling and walking, this is important for peoplemy health, the local environment. Schemes are also a benefit to the local economy and environment so we have doubled other spending on walking and cycling in england. Our infrastructure plan allows local authorities to take a strategic approach to planning improvements in their local cycling and walking, and to integrate those into whether plans for transport and economic development. Im sure this is an issue that will continue to be supported by conservatives in government. In newcastle, the Prime Ministers departure and looks neither the despair of Rafael Benitez nor the joy of mike ashley and she might take comfort from that. But as she considers her choices, house of lords, to retirement, working with her successor. Can i ask you to work to bring dignity and choice to others . She is a wash be women, will she dedicate her retirement to justice for all was be women. First of all, we have put £1 million extra into the Pension System recognising experience chopped or concentric spread by women in the system. For the future, i thought i made it very clear. I will be continuing in this house is a member of parliament for maidenhead. Question 14. Im sure my underfriend would maidenhead. Question 14. Im sure my under friend would drive maidenhead. Question 14. Im sure my underfriend would drive me in exposing how pleased we to see the economic developments. Employment has increased 2011. I think the West Midlands combined authority shows what a local visible innovative leadership could do, and how it can be locatable to a Strong Economy and afair be locatable to a Strong Economy and a fair society. With the Prime Minister was like active encouragement, the mire of the West Midlands was elected in may 2017. She has supported him and the region ever since. Over £2 billion has been given to the region by the Prime Minister in the form of grants and guarantees, for transport and so many other worthwhile project. So on behalf of the people of West Midlands, may i thank her. And may i also asked that she continues and parliament as a strong advocate for local devolution . I remember the conversation i had with andy street, andi conversation i had with andy street, and i was encourage him to stand as many are for the West Midlands and im very pleased that he did. He has been delivering for the West Midlands since the election. We have done excellent work for the West Midlands, government working with that local authority, shows the benefits of the very devolution that my honourable friend has referred to. I think it is a very good example of what that innovative and Visionary Leadership can do at a local level in improving the lives of people. Outgoing american presence get to pardon anybody they wa nt presence get to pardon anybody they want president s. If she could come out with chi parting her successor for sabotaging her own premiership purely for his own ambition . My successor will continue to deliver the conservative policies that have improved the lives of people up and down this country since we were elected into a Coalition Government in 2010. There isa Coalition Government in 2010. There is a long list of improvements that have taken place in peoples lives, andi have taken place in peoples lives, and i look forward, on the backbenches, to give out my full support to the next Prime Minister as he takes us forward, delivering on brexit, i continue to deliver on those conservative policies. Can i thank my right honourable friend for the way in which she has conducted herself as Prime Minister of this country . For the dignified way in which she has approach the job and her responsibilities . Can i ask her to look on the fact that when we both first joined the to look on the fact that when we both firstjoined the government in 2010, for every £4 the government was spending, we were borrowing £1. As she leaves office today, for every £34 the government spends, we are borrowing one pound. She has left the economy any much more sta ble left the economy any much more stable position. To do that, she has had to make some very difficult choices, some that we may not have wa nted choices, some that we may not have wanted to make. But we have got the economy on sound footing and i thank you for it. Can i thank my right honourable friend for pointing out that fact on government borrowing and highlighting the work we have done on economy, delivering that balance approach. Id like to thank the chancellor for the work he has donein the chancellor for the work he has done in delivering that. That means borrowing is at its lowest level for 17 years, the lowest unemployment since the 19705, wages grew at the fastest rate in a decade and debt falling. That is what my government has delivered. Morejobs, healthier finances, and an economy fit for the future. The Education Select Committee is published a report on friday stating that the government should urgently address underfunding in further education by increasing the £4000 amount to present to £4760. With the friends i agree that raising the rate would benefit those in my constituency, as well as many others which are under severe financial pressure . Some of which are actually going under. I always look at select Committee Reports with care. I commissioned a review about post 18 funding in education. That review has been clear that more needs to go into further education and into six forms. I want to see that happens. I think thatjust as forms. I want to see that happens. I think that just as my forms. I want to see that happens. I think thatjust as my government has give an priority to the nhs, the next government should give a priority to education, so we can see that money going in and make sure for every young person there is an and you that suits them. The Prime Minister has always been a great champion of victims of Domestic Violence, as Prime Minister and as home secretary and directed many millions of pounds during her time into improving those support services. But does she agree with me there is still much more work to be donein there is still much more work to be done in terms of prevention and Early Intervention and the ongoing scepticism that still greets many victims when they report violence . Cani victims when they report violence . Can i thank my honourable friend for raising an important issue and for the work she did in her Legal Practice prior to coming into this house for the victims of Domestic Violence. It is an important issue and im proud of bill that has been introduced and i look forward to the debates on that bill as it goes through its time in parliament. But my honourable friend is right, we do need to continue the focus to continue making sure what we are working on prevention and continuing to raise awareness. We must ensure that Domestic Violence is seen for what it is. These are criminal acts that are being perpetrated. And they should not be brushed under the carpet. People should notjust say it is just carpet. People should notjust say it isjust a carpet. People should notjust say it is just a domestic. Carpet. People should notjust say it isjust a domestic. We need carpet. People should notjust say it is just a domestic. We need to ta ke it is just a domestic. We need to take the appropriate action in relation to the he perpetrators and that the victims are given support. Any constituency the wife of captain dean sprouting, who was with the uk military. He was killed while serving in iraq, believed by a fork lift driven by us soldiers. 18 months later his family have still not had an answer as to how he came to his death. His death has not been fully investigated and those driving the truck have not been brought to justice. Can the Prime Minister ensure there will be a continuing investigation into the cause of his death . Can i say to the honourable gentleman, he has raised an issue of great concern and it will be a concern to members across this house and to the family of his constituency. I will ensure that the mod provides a response to him on this issue. Could i thank my right honourable friend for her work in supporting and overseeing the Global Health programme that the United Kingdom delivers overseas, particularly vaccination and polio eradication vaccination for which she has been internationally recognised and which has saved and safeguarded millions of childrenss lives. Does she agree the need to combat misinformation about vaccination is important and would she in her memo to the her successor note the importance of this programme and the need for a department for International Development. Can i thank my honourable friend for his reference to the work on polio, enables me to congratulate and commend the work done by my constituency with rotary international in their work against polio. Can i also say to him, it is important that we do combat the disinformation about vaccinations and ensure that people have vaccination that ensure they can have healthy lives rather than having disease that impact their lives. Im proud of the fact that we have a department for International Development and that we have legislated for 0. 7 of gni development and that we have legislated for 0. 7 of gm to be spent on aid, that is an important element of britain and our standing in the world. Thank you. Last friday, i had the honour of witnessing the presentation of the legion d honour to a constituent for the work she did at Bletchley Park in world war two. She played a Critical Role in defeating the most disgusting fascist ideology. Will the Prime Minister on her last day at the dispatch box join the Prime Minister on her last day at the dispatch boxjoin me in saying that all politicians should remember the common goals which United People like helen and they must never resort to, nor fail to call out, nationalistic rhetoric which paints others as enemies, victimises minorities or espouses racism and if they do, theyre neither fit to be a president , racism and if they do, theyre neitherfit to be a president , nor a Prime Minister. Can i say to the honourable gentleman that as i have said on occasions, it behoves all of us as said on occasions, it behoves all of us as politicians and all in pub like life to be care public life to be careful about the language we use and make sure there is no place in society for racism or for hate crime and and we should all act to deliver those sentiments. I would like him to thank helen for her work at Bletchley Park. That. They played at Bletchley Park. That. They played a crucial part in our ability to defeat fascism in the Second World Warand we defeat fascism in the Second World War and we should be proud of work they did. Can i start by commending they did. Can i start by commending the Prime Minister and her term of office for her stamina and her courage, whatever our views on brexit and other issues and the support she received from her husband, philip, for many of us are husbands, wives, partner are the unsung heroes. She is going to the palace this afternoon and we assume she is going to recommend that the memberfor uxbridge she is going to recommend that the member for uxbridge succeeds her as Prime Minister. Can she tell the house one piece of real, hard advice that she would like to give him on being Prime Minister . Mr speaker, can i say a number of my honourable friends are suggesting to read my honourable friends Summer Reading list. Can i say he has given me an opportunity for doing something which i suspect many on my side may not thank me for, im taking a lead from you, mr speaker, in saying im pleased to be able to see my husband in the gallery today. Thank you mr speaker, i disagree with the Prime Minister on many aspects of policy and the work she has done, but it would be wrong not to commend the Prime Minister on the phenomenal work she has done on bringing forward the issue of modern slavety and hue slavery and human trafficking. In doing that, there are still many challenges with respect to this that face us. Can i just ask the Prime Minister, last year, as part of government policy, we locked up 507 potential victims of modern slavery as immigration offenders. That cant be right. And surely we need a change of Public Policy to treat them as victims, not as criminals. Can i thank the honourable gentleman for his remarks and thank him for the work he has done on this issue of modern slavery. It once that he and i have spoken over the years and he has been a champion of this issue. In the modern slavery act that we passed in 2015, we did take action in relation to those individuals who could find themselves as the at the receiving end of criminal charges as a result, but effectively because they had been forced to act in that way, because of modern slavery and that was dealt with in that issue. We have been looking at how we deal with victims and the referral mechanism and it is important that we had an independent review that made a number of recommendations for improving the way victims are treated and we will be taking most of those recommendations on board. Further to the honourable gentlemans mention of modern day slavery, it is right to record that my honourable friend has long and distinguished service in this house, before in government and in opposition, but her commitment to Public Service has been outstanding. Her vision and determination to bring forward legislation against modern day slavery led the world. So i hope that my right honourable friend will continue her fight against slavery with us from the backbenches, so we stamp out this evil scourge together. Can i say to my honourable friend i look forward to joining my honourable friend i look forward tojoining her on the backbenches and continuing to campaign on this and continuing to campaign on this andi and continuing to campaign on this and i also would pay tribute to her for the work she has done on this. It is an absolute scourge, we must continue to fight it and we must continue to fight it and we must continue to fight it and we must continue to raise awareness of it, because there are too many people today in this country, not trafficked into this country, but british citizens, who find themselves taken into effective slavery. We must raise awareness of this and constantly work to combat it and to end it. The Prime Ministers often spoken about the need for an industrial strategy. But the st rollocks Railway Works in springburn will be closed by its german owner on friday, ending 163 years of engineering excellence and the jobs of 200 workers. The scottish and uk governments have failed to save this site since the closure was announced, while the workforce has been left devastated. Although the Prime Minister is losing her ownjob, is not too late to act and instruct the government to act and instruct the government to do everything it can to save this jobs, will she at least commit to doing that. I recognise his concern for her constituency and the worry and concern there is for those employed in the business that he has referred to. Of course, when ever we see closures of factories, or industrial site, the government does act to ensure that support is available for those who do find themselves losing theirjobs should that be the case. But can i also say to the honourable gentleman, he says that i said that we, i talked of having a modern industrial strategy, we have a modern industrial strategy, it is setting the background and the framework to enable the economy of the United Kingdom to be the economy for the 215t kingdom to be the economy for the 21st century. You are in no doubt that i think the Prime Minister is a good egg and it has been a privilege to serve on the back benches with her. Mr speaker, this Prime Ministers commitment to Mental Health has been simply fantastic. It was fantastic when she was home secretary and fantastic as Prime Minister. The stevenson farmer review, the wesley review into the 1983 Mental Health act and her commitment to reducing the tragedy of suicide and the introduction of places for safety for people. We have been filling the Prime Ministers diary up, but can she find space for a few more paragraphs on Mental Health . Can i thank my honourable friend for his question and thank him and my honourable friend the member for chesham for the dignified way in which they conducted the conservative Party Leadership election. He has been an advocate for this issue and championed the need for us to do more on Mental Health. I want to continue to insure that we take forward and we have set the record in putting that record into Mental Health, in having the essential reviews, we now need to ensure that we implement the proposal, if we do so, we will make a significant improvement in the lives of those people with Mental Health problems. Thank you. Professorjohn snowden has received a top nhs award for work on stem cell transplantation for ms sufferers. I would like to declare my own personal interest in this, john snowden and his team were responsible for my own transplant last year for a form of blood cancer. Will she give an assurance as she steps down as Prime Minister, but remains an mp, he wont support any form of brexit that prevents john snowden continuing to work with his eu colleagues on the board of the European Society for blood and marrow transportation that will continue this treatment for patients with ms, leukaemia and other conditions. Can i say, first of all i commend the individual that he has referred to for the work he is doing. Im not aware of particular organisation he has referred to of which the consultant is a member he referred to is a member. But i i do wa nt to referred to is a member. But i i do want to see a relationship between the eu and the uk to enable scientists to work with those in the eu and around the world to do the work which has the honourable gentleman has said from his own experience, is changing peoples lives and improving those lives for the better. The Prime Minister and i i first encountered the light of life together in 1997 and since then over many tests have endured some defeats and enjoyed many victory. As she reflects on her innings on the front bench, will she count among her achievements, the falling number of workless households, which through her responsibility and nurture communal pride. Will she continue that work and unite the whole house in that mission . Can i thank my right honourable friend and thank my right honourable friend and thank my right honourable friend for the work that we did together when he was a home office minister. He worked very hard to ensure that what i believe is an extremely important and pioneering police of legislation went through the house and im happy to welcome the fact that we now have that low number of workless households and we all know that children brought up in a household where there is work are more likely to do better at school and succeed further in their own lives. It is an importantaim and further in their own lives. It is an important aim and one i would have hoped could have been championed across the house. Can i associate myself with the final answer the Prime Minister gave to the leader of the opposition about his need to consider his future and tell her this as well. Hold on. It is clear to me that the vast majority of labour mps agree with her too. I hundreds of people. Hundreds of people have come to my Community Meetings in the last few weeks and theyre worried about anti social behaviour and car crime and burglaries and Violent Crime. They wa nt burglaries and Violent Crime. They want more police on the streets and they want more criminals locked up. So will she urge her successor to make sure West Midlands police gets all the support it needs to keep people in dudley safe . Can i first of all congratulate the mp on his appointment as trade envoy to israel and he has done a lot of work on anti semitism and should be congratulated for that and if i may, we have been ensuring that we have been putting more into Police Forces and around a billion extra is available to Police Forces this year. And many Police Forces around the country are recruiting more officers. In the theme that the honourable gentleman started, it is i would wang imagine to others a matter o sadness that the leader er of the opposition voted against extra numbers for the police. Mr speaker, 31 people were killed in idlib yesterday and thousands displaced again. I would like to thank the Prime Minister for her personal commitment to syria and for International Development more widely and i would like her tojoin with me in reassuring the people of syria that all of us here will continue to remember them. Can i say to my honourable friend, is, first i commend what she did in setting up singing for syria and the commitment she has shown to the people of syria. We remain and the conservative government will remain committed for working for a political solution in syria that can provide the security they need. Can ijoin with others in thanking the Prime Minister for her years of Public Service as home secretary and Prime Minister and the decent and dedicated way she has carried out her duties and the courteous way she has had in her dealingses with us. We have ensured there is a conservative and unionist government that will please many in the house and will please labour members by ensuring there is no early general election. Now that the Prime Minister has more time on her hands with her dear husband philip, i urge you to come to Northern Ireland and avail of many walking opportunities there. She will have seen the wonderful open champion this weekend in royal portrush. A credit to Northern Ireland. A credit to the United Kingdom. The warm hospitality of the people of Northern Ireland show and it is very open to her as well. Can i thank the honourable gentleman and thank him for the discussions that we have had and the support he has continued to give to the conservative and unionist party, so there is a conservative and unionist government. Can i thank him for the warm welcome he has given to me and philip to Northern Ireland. I have enjoyed my visits to Northern Ireland. I would congratulate all those in Northern Ireland involved in put ing on the open championship, with the slight issue of weather, that may have favoured those who came at the top. Many people will have seen the delights of Northern Ireland when they attended that event. Thank you mr speaker. As somebody who has not seen eye to eye with the Prime Minister, may i thank herfor her with the Prime Minister, may i thank her for her remarkable Public Service and for showing. For showing the highest of virtues, a sense of duty and on top of that, being willing to deal with people who must on occasions have been annoying to her, with enormous courtesy. On behalf of many people, may i thank the Prime Minister . Thank you. Can i thank. The honourable gentlemans voice carries. I was able to hear his question. But im at least as interested to hear the answer. Can i thank my honourable friend for his remarks and say to him the point of this place is about debate and argument and discussion, about the issues that we all believe and that matter to us all. So passionately. Those debates are best held when theyre held with respect and courtesy. I thank my honourable friend for the courtesy he has shown to me in our discussion and i look forward to probably continuing them when ijoin him on the backbenches. When i think of girls growing up in east dunbartonshire, it is inspiring to see women in positions of power, whether as first minister of scotland or Prime Minister of our United Kingdom. Can i ask the Prime Minister what advice she has for women across the country on how to deal with those men who think they could do a betterjob, but are not prepared to do the actual work . Laughter. I think my advise to all women is actually be true to yourself, persevere, keep going and be true to the vision that youre working for. Cani the vision that youre working for. Can i congratulate the honourable lady on her election as leader of her party. Im pleased that we have a member representing a scottish constituency who is the leader of a United Kingdom party. Ithink it goes to show we are one United Kingdom and mp5 from the four nations of our union sit in this house on the basis of equality and canii house on the basis of equality and can i i congratulate her on becoming the first woman i believe to lead the first woman i believe to lead the liberal party and im pleased to hand the baton on to another female leader. As you look around the chamber, we almost have a full set. She referred to and my partys had two women leader. The liberal party has a woman lead, the snp as do the dup, plaid cymru and the greens even. Dup, plaid cymru and the greens even. Wait for it. Even. Even the independent group, whatever theyre calling themselves this week are now on to their second woman leader. There is only one party in this house letting the side down. The labour party thank you mr speaker. Can i thank my honourable friend for all she has done for woman in parliament and in this country. From co founding women to win, to tackling Domestic Abuse and modern slavery and legislating to make our society more equal. Will she urge her successor to build on her work and make britain the best place in the world to be a woman . Im happy to urge that commitment for the future. But i thank my honourable friend for raising this particular issue and im very pleased that under my government we have seen the gender pay gap at a record low and female employment at a record high and a Record Number of women on executive boards and we are seeing with our womens empoweredment road map, we are looking at how we can empower women. I want women to feel there are no limits to how far they can go and what they can do with their lives. We have disagreed on many things, but the Prime Minister knows i have long respected her resilience, her commitment to public duty and her seriousness. And also her work on the National Security and i can reassure her there is much to be done from the backbenches. But she will also know that i said to her once that i believed she was not the kind of person who would take this country into a chaotic no deal, not least because of the advice she had had on the risks to our National Security. I am fearful about her successor. So security. I am fearful about her successor. So can she reassure me that he really thinks in her heart that he really thinks in her heart that her successor will take those National Security warnings as seriously as she does and if she doesnt, will she speak out. Can i say fist, i have every confidence that my successor will take all the issues he needs to look as as seriously as they need to be taken. Cani seriously as they need to be taken. Can i also say and im sorry i will say this, she is right that ive said it is better to leave with a good deal. I voted three times in this house for a good deal and spoke to the the honourable lady about this issue. If she was so concerned about the security aspect of no deal, she should have voted for the deal. Mr speaker, the Prime Minister in every aspect of her public life has put her heart and soul into giving people the best chance in life. Without understanding autistic people and their family, which number2. 8 people and their family, which number 2. 8 Million People and their family, which number2. 8 million in people and their family, which number 2. 8 million in the uk, are all at risk of being isolated and developing Mental Health problems. In thanking the Prime Minister, for all the work that she has done in furthering the issues surrounding Mental Health and removing the stig marx cani Mental Health and removing the stig marx can i stigma, can i ask her after she has left the front bench to spend more meaningful time with her husband if she willjoin the group on this and become a champion and advocate for autistic people . Thank you. I thank herfor and advocate for autistic people . Thank you. I thank her for the work she did with the autism act in 2009 andi she did with the autism act in 2009 and i think that it was that act helped to raise Peoples Awareness of the issues of people on the autistic spectrum and a greater understanding of what we needed to do to enable people to lead fulfilling lives. Can i also say i will, there are many issues i want to ta ke will, there are many issues i want to take an interest in when im on the backbenches, this is one and, along with the wider issue of Mental Health i will continue to look at. Ive committed to taking the autism training that has been made available for members of parliament. Its always a historic moment when a Prime Minister leaves office, especially when the country faces such difficult times as we do ahead. But her departure marks another milestone. Now we are onto our 77th brightness that now, she is always only the second woman ever to hold that office. She put tackling them in trafficking out of the horrors of Domestic Violence as a priority at the heart of her government. In that respect, her legacy is secured because everyone in
