Angling take early wickets in the first ashes test, but australia are rallying at edgbaston. And Helen Willets has the weather. Still the risk of showers. Ill tell you more about thatjust still the risk of showers. Ill tell you more about that just after still the risk of showers. Ill tell you more about thatjust after half past, well talk a little bit about theice past, well talk a little bit about the ice melting in greenland as well. Thanks, helen. Also coming up hows that for a renaissance . A painting attributed to a minor north italian artist is being upgraded to titians workshop and even to the grand master himself. Hello, everyone. This afternoon live im simon mccoy. A countdown clock has just been delivered to downing street and, with just three months to go until the uk is scheduled to leave the eu, it will be displayed in the Prime Ministers office. If its next to a tv thats all borisjohnson will need to see just how much the pressure is building on his brexit planning. The bank of england has cut its forecasts for uk growth to 1. 3 this year, down from a previous projection of i. 5 . Its also warned that a no deal brexit would hit the economy and trigger a further drop in the value of the pound. The bank left Interest Rates unchanged at 0. 75 against a backdrop of weaker Global Growth and trade tensions between the us and china. This is the bank of england governor, mark carney, talking a short time ago. In the event of a new deal, its probable that cpi inflation will rise and gdp growth will slow. For example, our agent surveys of businesses find that most companies now report that they are largely ready for no deal. However, just a fifth described themselves as fully ready, while three quarters say they we re ready, while three quarters say they were as ready as they can be, i quote. And despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 next year in the event of no deal. Our economics correspondent, Dharshini David, is here. He has talked about problems of brexit in the past, why should we listen this time . People are saying he is talking the economy down, being too gloomy. That man is responsible for setting our Interest Rates so we do need to worry about what they think because it affects oui what they think because it affects our cost of borrowing. They are saying that even with a deal, we are still talking about a one in three chance of the economy shrinking over the next year. Because of the weight of uncertainty. That has hit Business Investment and some forms of spending as well. There have also been concerns about a no deal pushing the value of the pound down, pushing the value of the pound down, pushing up the cost of living. Even the bank of england says they are thinking of it realistically, looking at all the scenarios, what happens if that is a no deal . They say that in their own Research Shows that businesses are more prepared, they know what theyre doing to a greater degree. But there is only so much more you can prepare for. When you hear what mark carney had to say, he said that we will see growth taking a bit of a knot, inflation will be higher in other words. Should we believe the words . Thats the question. Even if we dont and they turn out to be right, it does highlight an issue. What do you do with Interest Rates at all of that happens . If prices go up with inflation, you would want to put them up. On the other hand, if activity goes down, you want to reduce them. Like the rest of us, they just have to reduce them. Like the rest of us, theyjust have to wait and see what happens next. But batman finishes hisjob in happens next. But batman finishes his job in january. Happens next. But batman finishes his job in january. It was put to him that at least we wont know what we are dealing with. At least we will know what we are dealing with. You are right. That is what we are looking at now, the bank of england we re looking at now, the bank of england were saying a few months ago that the outlook is looking a bit rosier than we are talking about now. But more uncertainty has happened in the incident companies dont know what to invest, they dont know what kind of stockpiling to do, consumers are confused as well. All that uncertainty does have a cost. As no deal perhaps better than prolonging this even further . That is one for the politicians. The government is setting aside an extra £2. 1 billion to prepare for a no deal brexit. The money will be used to recruit hundreds more border staff, improve infrastructure at ports and carry out a Public Information campaign. Labour has described the plans as an appalling waste of taxpeayers cash. Helena wilkinson reports. As time ticks away towards that october deadline, the government today ramped up preparations for a no deal scenario. At a port in essex this morning, the chancellor sajid javid said they had to be ready. In 91 days, we will be leaving the eu. We want to leave with a good deal, something that abolishes the undemocratic backstop, but if we dont get that good deal, we will be leaving with no deal, and since i arrived at the treasury, i have turbo charged our preparations, both at the treasury and helping across government to prepare for no deal, not because we wanted, but because we have to be prepared because we will be leaving on october the 31st. The chancellor has announced £2. 1 billion to go specifically on no deal planning, on top of the £42 billion of brexit preparation money already allocated when theresa may was in charge. From the money announced today, £3; million will be spent on upgrading border and transport infrastructure. More border officers, 500 of them, will be recruited. Another £434 million will be spent on making sure vital medicines are available, and £138 million will go on a Public Information campaign. Exactly how much of the 2 billion announced today is new on top the previous chancellor has already committed £4 billion to brexit, but it was a deal or not. I think the current counter is buying an insurance policy. If we do it with no deal at the end of october, we do need to have made preparations. In the end, if we do need it, we will be glad to have spent it. How much we can actually achieve in three months has to be open to serious question. The money announced today comes despite borisjohnsons suggestion that the chances of a no deal exit from the eu are vanishingly small. The shadow chancellorjohn mcdonnell says preparing for a no deal scenario is an appalling waste of taxpayers money. And the watchdog which looks into Parliament Spending says it will look into whether todays cash announcement is value for money. Weve got to call it out for what it is, it is bluster, megaphone diplomacy to brussels, spending taxpayers money like water to do so and we will be looking very closely to see what the taxpayer gets from this, if it is just money, you have to prepare for no deal, if that is still on the table. That is a Political Choice, so it is responsible to prepare for the Political Choice but it is a lot of money and i am yet to be convinced this will deliver anything long term and meaningful for the british taxpayer. With three months to go to the deadline, the new Prime Minister and his team are once again sending a clear message to brussels that they are serious about leaving on october 31, with or without a deal. Helena wilkinson, bbc news, westminster. Labour have described the governments announcement as a appalling waste of taxpayers money heres the shadow treasury minister, clive lewis. I think most people listening to this news will wonder where that £2 billion comes from. We just had nine years of austerity, swingeing cuts to the health service, to Mental Health, to elderly social care, childrens services, and all of a sudden we havejust found 2 billion to prepare for a no deal brexit that should never be happening. I know that no one voted for a no deal brexit back in 2016 in the referendum, and yet that is where this government is now trying, deliberately, to take us, and it is completely unacceptable. Lets speak to the liberal democrat mp Christine Jardine whojoins us from edinburgh. The government says it wants to turbo boost preparations for a no deal brexit, this is the right thing to do . Day. You can go back to just about everything this covenant has done in the past three years and is very difficult to find anything that they have done right, this is another thing they heard getting wrong. £2 billion added on to what already has been set aside. That is money and that Public Services in this country need. Instead of this reckless, potentially cataclysmic, no deal brexit which boris seems intent on now. Brexit is bad enough but with no deal, its even worse. That money should be going into Public Services. The only party giving as an option that would mean putting them back into Public Services and be able to have the medicines we are now so worried about the liberal democrats. We just want to see enough and stop it. You talk about cash plastic no deal departure, this is why the comet is putting in new money, to prevent the harder aspects of that moment. This isa drop harder aspects of that moment. This is a drop in the ocean. A former chancellor said it would cost £90 billion if we leave with no deal. The economy is also smaller already smaller. We are now getting to the stage where this £2. 1 billion. Remember, this is for essential medicines, insulin, heart medicine for people who will not only be inconvenienced, it threatens their whole life. That is not good enough for the government to bow to a population is completely unacceptable a population is completely u na cce pta ble to a population is completely unacceptable to me. They have been accused in the past for dragging their feet, they cannot win. Like i said, they have got this wrong from day one. This has all been about an internal row in the conservative party which has got us to the stage where we are now talking about spending money on building up stockpiles of essential medicines. Ina stockpiles of essential medicines. In a country where we have always been proud of the fact that if you need medicines, if you have a life threatening condition, they are three at the point of delivery. We all have friends and family who have life threatening conditions who are now seriously concerned that they cant get to the medicines that they need to because of the actions of this government. Its not good enough. The fact that they are having to do it at all shows that they have at it so badly wrong. The real message is to the eu saying that they are serious about it, it isa that they are serious about it, it is a strong hand . No, its not. Why would a responsible politician and government play poker with the welfare of the people, which is what they are doing. I have no time for they are doing. I have no time for the labour party either, they are doing exactly the same. They are all playing poker with the welfare of the people of this country and all of us, saying, if you dont go for a deal, then we go for no deal. To me, thatis deal, then we go for no deal. To me, that is just reckless. You do what is best for the country, you put the countries interest and the welfare of the people first. You ensure you have vital medicines, and you ensure that the farmers will not have to face 40 tariffs on lamb. That is just something that this government has got completely wrong. Thank you for joining has got completely wrong. Thank you forjoining us. Voting is taking place in the brecon and radnorshire by election in mid wales which was triggered by a recall petition. Six candidates are standing. The polls will remain open until ten oclock tonight and the result is expected in the early hours of tomorrow morning. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. Heres our correspondent, Andrew Harding. Well, theres a lot of speculation. The police this morning have confirmed to me that, yes, alana did definitely open the door of this small cessna style plane herself between five and ten minutes after it had taken off from a fairly remote airstrip in the north of the country. Theyre investigating multiple theories as to why she may have done that. There were at least two other people on the plane, including the pilot. Theres speculation, of course, that this might have been some sort of suicide act. There is also speculation. And, of course, her body is currently still missing, and so its hard for police to do much in terms of forensic investigations. But the other theories theyre working on was that this was some sort of mental crisis and also that this crisis could have been triggered by, its thought, anti malarial drugs that she may have been taking. We know that some of these drugs particularly lariam have been connected to psychotic episodes and there have been reports in some papers that she had in the days running up to this incident last thursday been having some sort of psychotic episodes or Mental Health troubles in that period. Youre watching afternoon live, these are our headlines the bank of england cuts its forecasts for uk growth over the next two years, and warns that a no deal brexit would hit the economy and trigger a further drop in the value of the pound. An extra £2 billion to prepare for a possible no deal brexit labour says its appalling waste of taxpayers money. Flood warnings are still in place across yorkshire and the north west of england after heavy rain caused damage to buildings, roads and rail lines. In sport, england make an early statement at the first ashes test at edgbaston. They claim early wickets against australia. Charlie hollow leads the way for the brits so far with a run of five. The murray brothers, andy and jamie, have the chance to make the final four in washington after beating an experienced duo in the doubles. Two people have been injured as scaffolding from a large building collapsed onto a main road, in reading. Firefighters are using thermal imaging in the search for anyone who may be trapped in the rubble. South Central Ambulance service say they are at the scene and assessing two people with non life threatening injuries. From reading, our reporter, charlotte winfield, has been speaking to witnesses at the scene, and sent us this update. There are Emergency Services all across here, i can see three fire engines, several police cars and an ambulance and members of the Emergency Services staff have been going to and from inside from the site. They appear to still be assessing what is going on. We know the Ambulance Services has tweeted to say they are treating to make people at present. People in the area are clearly concerned, there are lots of offices around this area and people are congregating outside of the office building, talking about what is going on, what they see. I have spoken to one of the people who are out here at the time who works in one of the Office Buildings and he said because demolition workers happening here at the moment, theyjust assumed it was part of that and quickly realised, actually, something wasnt right here when they saw the scaffolding start to topple from the top of the building and fell with an almighty crash, fell to the floor. And quickly they saw people running from the area of the building of the street towards where i am standing now, just outside one of the office blocks. Theres been a significant increase in the number of older children going into care in england over the past five years. A report from the childrens commissioner found that the rise is putting a strain on services. It said teenagers have much more complex needs and were more likely to be vulnerable to sexual exploitation, gangs, trafficking and drug misuse. The government said it had created a £2 million fund to address some of the issues. A sixth person affected by listeria as a result of hospital food contamination has died. The bug was linked to sandwiches and salads supplied to eight hospitals in england. Its understood the latest patient to die was treated at the western sussex trust. Public Health England say there have been no further cases reported and the chances of more emerging are receding. A mobile phone app is speeding up the detection of a potentially fatal kidney condition in hospital patients. Staff describe the technology as a potential lifesaver, providing diagnoses in minutes instead of hours. Acute Kidney Injury is caused by Serious Health conditions, including sepsis, and affects one in five people admitted to hospital. 0ur health editor, hugh pym, reports. Whether its the pager or the fax machine, there is no shortage of Old Technology across the nhs. But are we on the verge of a big leap forward . 0ne hospital which has trialled an app for staff says its a potential life saver. This is the kidney function that we were talking about. Edgar is being treated for Different Health conditions and mary, a lead Nurse Specialist at londons royal free hospital, is able to show him the result of blood tests on her mobile. She is on the lookout for acute Kidney Injury most often found in older patients. Warning signs from blood tests can take hours to come back, but mary will get an alert on her phone within15 minutes or so, if there is any cause for concern. Health care is mobile and real time. And this is the first device thats enabled me to see results in a mobile, real time way. Consultants involved in the project, which is being independently assessed, say it saves money on treatment, as well as helping patients. Potentially, it is life saving. We need to gather a lot more information about this technology and we need to look at it over a longer timeframe. But it is certainly the case that some patients are very unwell, information comes to the correct team very quickly and then we can put measures in place to try to make that patient safe and to reverse the impact on their kidney function. The royal frees collaboration with deep mind was criticised by the Information Commission over the use of patient data. The Commission Said the hospital had now completed all the required actions. Health analysts say there are exciting possibilities, but the nhs must take care in moving ahead with private sector partnerships. The potential is to develop technology that can be used to detect Health Problems much more quickly. To do this we need to make sure that the surgeons can access the data they need, that patients can contribute towards decisions about what is an appropriate use of their data, and to make sure the nhs gets enough in return when it shares data with external parties. The hope is that in the fast paced world of the modern hospital, giving nurses and doctors information at their fingertips can make a big difference to the way patients are diagnosed and treated. Negotiating teams from the us and china have held talks to try to end their trade war. Theyve agreed to meet again in september. The two countries have imposed a series of tit for tat tariffs on each others goods, affecting trade worth hundreds of billions of dollars. In the United States, there are fears those high import taxes will force up prices and hurt some of the worst off families as Chris Buckler reports from maryland. Right across rural america, there are times where people are struggling to put food on their tables. And families who have no choice but to put their faith in the goodwill of neighbours and strangers. That one. Yes, fresh bread tabathas table is a food bank in western maryland. Many who come here rely on whats handed out to feed not just themselves. Because the grandkids stay at my house most of the time. But also those who depend on them. You still want to be able to give them breakfast, lunch and dinner. And when you cant, and the child is telling you they are still hungry, that hurts. That hurts a lot, because thats the part that makes me cry. That i cant give to them. Ive done, and as a single parent, ive done without so that my kids would have. Its just hard. Its just hard and they are making it harder. Americas economy is doing well. Thats not always obvious in places like smithsburg. And a recent report warned that families should expect to pay another 800 a year on everyday items, because of tariffs on products from china. And even more if they are extended to goods from mexico. President trump has repeatedly claimed that it is the countries who will pay for these import taxes, but that is simply not true, and members of his administration have been forced to admit that it is American Companies who will pay the tariffs and they are likely to pass the cost on to their consumers. This is just one of the warehouses for the Maryland Food bank. Its size gives a sense of their need. And while millions on a low income also get government help, through a Food Stamp Programme known as snap, the Trump Administration is looking at changing the way poverty is measured, which would reduce access to that support. That small change really affects thousands of families, thousands of individuals and, ultimately, thousands of families who are now no longer going to be eligible for some assistance. They now have to find some other way to feed their families. As it is, in the state of maryland alone, there is said to be more than 650,000 people who dont know where their next nutritious meal is coming from. Most of our clients were either a pay cheque away from going under or disaster has hit their family. The need is great. And the danger for mr trump is that his policies and trade wars abroad could have an effect on fortunes at home after american home. Give me some love. I appreciate everything. God bless you. Chris buckler, bbc news, smithsburg in maryland. Some breaking news from police in derbyshire who have ordered the evacuation of the town of Whaley Bridge. This is because they have been an Environment Agency issuing a Flood Warning after serious damage to the dam at Whaley Bridge. The agency says evacuation plans are under way, and the dam flood could cause water levels to rise rapidly. The police are saying that Whaley Bridge is being evacuated, if you have been asked to leave your home, at end of the chapel on the fifth where further direction will be given. Residents are being asked to make alternative arrangements to stay with friends and family, and also to ensure that any children and pets are taking with them, as well as medication for a number of days. They say if you are unable to leave your own home, contact the number 101 and ask for the police. Some breaking news coming in the from Whaley Bridge, we will be getting pictures, our helicopter is on the way, we will bring you more from that throughout the afternoon. 0ur correspondent fiona lamdin has been to a farm that was badly Flood Warnings are still in place across yorkshire and the north west of england. 0ur correspondent fiona lamdin has been to a farm that was badly damaged by an overflowing river. Im at a hill farm just outside reeth, and you would be forgiven in thinking im standing next to a river bed, but if youd been here on tuesday morning, this was still a field, with sheep grazing on it. But as you can see, the boulders have come through, the horsebox, the bales, literally the trees have been picked up and taken through this farm. Its taken out all the walls. Whats it like, doug . Whats it like . Just utter devastation, i have never seen anything like it ever, you know, and i hope we never will again. Its been unbelievable. Give us an idea of how much youve lost. In the background, i can see people retrieving the hay bales. Weve lost 250, 300 bales, and at least 80 sheep, many miles of walling and much debris across the fields, so theres a huge amount of work, and its going to take many months and years to get it back to what it should be like. As you can see behind me, the work has already started. Theyve been here early, trying to make this farm look like it used to at the start of the week. Heres helen willetts. Just touching on what we had a front leaflet warning at Whaley Bridge . Yes, danger to life from leaflet warning. Evacuations have started already, there is still in aid of his warning in the area. We will talk about that as we go through at the forecast. I hope things will improve come tomorrow. |j the forecast. I hope things will improve come tomorrow. I touched on this earlier and a lot of people responded on twitter to this, the extent of the damage to the ice in greenland . It is really quite scary. This picture shows that its quite warm and sunny. That in mind, we have a really has some exceptional heatin have a really has some exceptional heat in greenland already at someone. Heat in greenland already at someone. Ben talked about the jet streams meandering around the world. We are looking at the globe from the top . That is the uk on the far right . Because it is a weakerjet stream, it has buckled slightly. It has allowed record breaking temperatures heading into green wing. Already, imaging, we have had nine very one days, that resulted in 80 billion tonnes of ice melting. That is 32 million 0lympic full sized bills of what and nothing in it just sized bills of what and nothing in itjust a nine day period. I think what we are going to be looking at is whether that will reach the same level of melting as 2012, that was the record noting. This graph behind me shows you the arctic ice across the last 40 or 50 years, and incredibly rapid now taking place in the last 20 to 30 years. Its also interesting that if greenmans i sheets completely mounted it would raise our global sea levels by six metres. However, even if it didnt melt, because we are seeing global warming, oursea melt, because we are seeing global warming, our sea temperatures are warning. Just from the effect of warming the sea, the water expands thermally which actually attributes to 70 of sea level rise. The two factors combined is very worrying indeed. Is there a point at which recovery is impossible . That is a lot of Research Going into that particular area. At the moment, for green mind, if you think about how this ice is formed. It doesnt quite melt in the summer, the layers of eyes filled and compact which ta kes yea rs of eyes filled and compact which takes years and years to happen. Whilst we have seen 52 million 0lympic size pool is going injust nine days. It is not a very stable situation at the moment. 32 million. There is a lot of Research Going on, as we know more, we will inform. 0k, going on, as we know more, we will inform. Ok, that is the wider picture but we better look at what is going on closer to home. We have a severe Flood Warning in derbyshire at Whaley Bridge. There are further showers to come throughout the rest of the afternoon and they are quite intense when we look at the radar picture and the reason we have a slow moving area of low pressure that has been around, this is why we have seen such Copious Amounts of rain. It is slowly drifting out into the north sea, so come tomorrow we should see fewer showers. U nfortu nately sea, so come tomorrow we should see fewer showers. Unfortunately that has not been the case today, it is quite close to edgbaston as well. They are pestering the Peak District around manchester come into cheshire as well. Still feeling warm if you are not in the showers, but any showers at all in that part of the world in derbyshire are not going to help at all. And there could be a shower at edgbaston, as i mentioned. It isa shower at edgbaston, as i mentioned. It is a lesser risk tomorrow. The showers dont diminish very quickly, they will continue going through this evening before they finally ease for most areas overnight. The moisture leaves us with a legacy of low cloud for the east coast, perhaps fog, and quite a close, close night. It will feel quite humid once again and that does not change much of the next couple of days and nights. Tomorrow, still showery, the low pressure still sat in the north sea, so still feeding and moisture giving us the risk of showers. Similar hours those being effected today, but it looks like there will be fewer of them around. More warm sunshine, a mostly dry day from Northern Ireland, up to 25 degrees hour high. A roundabout where we should be at this time of year fuzzed up the brief respite does not last long because we have the next area of low pressure coming in as we head towards the weekend. Yet more rain. At the moment, by the 2 part story, saturday looks drier, if anywhere gets the showers, it is likely to be Northern Ireland later on, having had some dry days here, whilst in england and wales and scotla nd whilst in england and wales and scotland the showers most likely to arrive on sunday. Still warm at 25 degrees and a little warmer, if it humid in the south, but you can see most of the show is coming to the north and west on sunday, but across the southern and eastern areas, we may stay mostly dry on sunday, but actually it is looking a more u nsettled actually it is looking a more unsettled as we head into next week. So it is a much more unsettled picture. There are weather warnings out and they are on our website including the Flood Warnings and the severe Flood Warnings. If that is your area, please stay up to date. I will have more later. This is bbc news our latest headlines. The first day of the ashes and its been the hosts in charge. Yes, theyre doing very well. We have into the afternoon session for the test at edgbaston. One of the oldest rivalries in sport between two bitter enemies england and australia. It started incredibly well for england. Lots of attention on this test in birmingham because of the aussie trio david warner, Cameron Bancroft and steve smith in test action, together, for the First Time Since the ball tampering scandal last year. Lets go to the start. Things couldnt have got off to a better start for england. The home fans making life tough for opener warner, for his part in the scandal which saw him banned for a year. Warner was bowled forjust two, from stuart broad, who also took their other opener, Cameron Bancroft. He went for just eight. So a terrible start for the aussies. Usman khawaja didnt fare much better. Chris woakes claiming his for 13. Woa kes went on take travis heads wicket too, after australia lost a review. Perhaps some news to take the edge off those wickets for england James Anderson who had been struggling with a calf strain coming into the test has been forced to go for a scan. We await news on that there. So thats how things have gone so far. 1095 109 5 for australia after an hour since land. That is how they are getting on at the moment. And it is the second golf major in a week and the hosts are doing 0k . Its the fifth and final major of the year, in the womens golf calendar. The british open at woburn. There is a strong field in it, including one golfer chasing another major. It is going well for charlie hull at the moment. She has gone high up the leaderboard after her first. They were unto my condo, but hull feels she is confident in her ability to keep up with the leading group on her home course. I feel like ive been playing well all year, i have struggled to trust myself sometimes, so that is sometimes where i have not been scarring, but i went out there and i trusted myself and i trust myself and i feel like i am in a good mindset the moment. 0n bbc news you may have seen the story of khadijah mellah, the 18 year old riding at goodwood races, and the first uk jockey to compete in a hijab. Well, this afternoon, shes won her race in the all female magnolia cup. You can see her here in the white helmet coming up right on in the inside track, she took the win by the narrowest of margins. But look how much it meant to her. Khadijah trains at the Ebony Horse Club in brixton, which gives inner city youngsters the chance to train as jockeys, and she hadnt even sat on a horse before april this year. Andy and jamie murray made it through to the second round of the mens doubles in washington last night. They beat the french pair of Nicolas Mahut and Edouard Roger vasselin in three sets. Its the first time that andy and jamie have played together since 2016. Andy is still considering a return to singles in two weeks time. Physically, ijust feel so much better. I have no pain, its not restricting me or any of the shots that im hitting. I feel a little slower, i hope that some of that will come back in time. Look, i didnt know how much more i was going to be playing after last year. To come back and be competing pain free is brilliant. The wickets are tumbling in england are doing very well the stuff you can catch up on the bbc sport website. You know what pride comes before, dont you . We will keep an eye again. Lets get more now on the governments announcing an extra £2. 1 billion pounds to prepare for a no deal brexit. The money will go towards extra Border Patrol officers and upgrading infrastructure at the uks biggest ports. The funding is on top of the £4. 2 billion allocated by the treasury since 2016. Part of the £2. 1 billion set aside to prepare for no deal is just over 100 million to ensure businesses are prepared for brexit. With me to discuss this is sonali parekh, head of policy at the federation of Small Businesses. Thank you for coming in. As smaller businesses prepared . We know that the government is doing a lot and spending a lot on preparing itself for a new deal scenario on the 31st october. 0ur evidence suggests that many smaller businesses across the whole of the uk are simply not prepared for aint no deal cliff edge brexit on the 31st october with no transition period. So for example, 66 of our smaller businesses that are currently exporting to the eu believe that a no deal scenario with no transition period would have a negative impact upon their short term Business Continuity and their growth. Ifi growth. If i was a business owner, i would be asking you, so on 31st october, if you leave without a deal, what will happen . Why do i need to do that i didnt have to do the day before . For example, if you are a Small Business right now that is exclusively cleaning it back trading with the eu, you do not need an economic registration number, however in the event of a no deal scenario, you would need a number to be able to continue with the eu and to be able to access some of the easements that we think the government would put in place for Small Business in parties such as transitional simplified procedures. What we are calling on the government to do is to automatically issue these numbers to vat registered Small Business traders that exclusively trade with the eu to ensure that they can continue to trade most any no deal brexit scenario. And not all vat registered presumably . There is a challenge and how to reach those businesses knows and working to work with the government to see how we can reach there smaller traders. In terms of a deal, in presumably there has been no further Small Businesses to get ready. Ideally we would want to see a deal with a standstill transition period to give Small Businesses the time they need to be able to prepare for whatever the eventual outcome will be in terms of the future of trading relationships with the eu. However at the moment given the uncertainty around how the Brexit Process is going to play out, we think it is with the important that the government provides more funding to support smaller businesses to be able to prepare for a no deal brexit scenario. The 108 million is a welcome first out, but it is unlikely to be anywhere near enough to be able to cope with the challenges that many smaller businesses will face because the average Small Business will not have in house legal departments or hr departments that they can rely upon for the advice and support that they need. Now we have mentioned uncertainty and we have heard about that word foran and we have heard about that word for an awfully long time. If there isa no for an awfully long time. If there is a no deal exit, there is no more uncertainty, we know what were going to be dealing with. Is there an element of that is at least some sort of positive or not . Certainly a form of certainty, but it could lead to a shock for many smaller businesses that are currently trading with the eu. The sudden introduction of Customs Declarations could pose a challenge, they recognise there are easements in place, what we call upon the government to do gusty no scenario remains a possibility, we call upon them to introduce brexit support vouchers to help smaller businesses that could be impacted by such a scenario to prepare and be able to access these specialist advice and support they need. We also call upon the government to think about export vouchers to support the smaller businesses that are currently exporting to a particular Country Market and might want to think about expand their export into another market. And we would also call upon the government to think about the overall cost of doing business with many smaller businesses that theyre contending with and struggling with, whether in relation to Business Rates are other things, they can do to ease the pressure is on smaller businesses so that they can divert resources and provide the bandwidth that they really need to be able to plan for a potential no deal scenario. Thank you very much. The sale of single use plastic bags in england has fallen dramatically since a five pence charge was introduced four years ago. Government figures suggest that the seven biggest retailers including asda, sainsburys, and waitrose sold 90 fewer plastic bags than in 2015. John mcmanus reports. Theyre the scourge of our streets and often of our oceans. Trillions of plastic bags used globally every year. Now new data for england shows that single plastic bag use has dropped significantly since 2015. The information relates to englands seven major retailers asda, marks spencer, morrisons, sainsburys, the co op, tesco and waitrose. Theyve recorded a staggering reduction of 90 since the 5p charge was introduced. And in the last year alone, theres been a 47 decrease in single bag use. That means the average person now buysjust ten single use plastic bags a year, compared to 140 five years ago. Plastic bag use has also dropped in scotland and the holyrood government is now pushing ahead with a Deposit Return Scheme for some plastic and glass bottles and cans. Some critics say ditching single use plastic bags means shifting to heavy duty bags for life, which can often contain more plastic. But at a time when consumers are being urged to go green, this is one issue that campaigners will probably feel has been all wrapped up. John mcmanus, bbc news. A painting believed for more than a 150 years to have been by the minor italian artist alessandro varotari, has been revealed to, in fact, have been created by the workshop of the renaissance painter titian. English heritage say conservation work on the 16th century painting 0rpheus enchanting the animals, revealed it could have come from the workshop, and was possibly even partly painted by, titian himself. Josephine 0xley, art historian and the curator of the wellington collection, studied the newly cleaned work and is with me now to share herfindings. First of all, this is incredibly exciting, defined, if he has any involvement. Absolutely. Four of us, just for it to even to be titians workshop is fantastic, for it to not be a minor artist is great. It has great provenance, it comes from the Spanish Royal collections. We have done some amazing research. 0ne Spanish Royal collections. We have done some amazing research. One of the things that has really convinced us, one of the many things is being able to see what is under the pigment, so by using the right kind of technology, our conservatives are able to see the sketched out i outline, what is underneath. We know it is not a copy and that later titians dated to around 1560 to 1565, that was often what they did was that there are very fluid lines underneath. We have seen pediment a in there,. We have seen no changes in there,. We have seen no changes in the finish composition, so often see them through the pain. And that is what someone has spotted has made people go, hang on a minute . That is one of the things. Also because it had a good pedigree and end until the late 19th century it was classed as a titian and then it was classed as a titian and then it was downgraded, probably a lot to do with the condition it was in, it was in bed bad condition. It is not a startling before and after in no way, you will see it has a dull sky and that is because they used this pigment that doesnt last, it degrades. If it was a high quality titian, the sky would still be blue, it would be ultramarine. We do not think it is an important commission for titian but we feel it is his workshop. The problem with the workshop. The problem with the workshop is that titian tart these people and his workshop so well it is difficult to tell the difference. If he even touched this painting with a brush, what does that due to the value of it . We never talk about values. To us it is always priceless. But it is important for the study of titian, in by the history of the collection at apsley house, so for us, even if it comes from his workshop, we will be delighted. That has the wellington collection, it is in hyde park corner. But you are going, this could be really hysterically and pardon . Absolutely and we are waiting for the tisch and we are waiting for the titian experts to gather and for some discussion. Will they agree . They never agree. There are lots of experts and they will all, and their opinions will be all noted. But i think at some point we will have to decide and make a decision about whether we class it as titian and workshop or titians workshop. But my gut says titians workshop. It is fascinating. Do let us know the result. Thank you very much. We arejust we are just hearing the evacuation is under way, and people putting sandbags in the area around the dam at Whaley Bridge that is under threat and this follows days of recent significant rainfall. This is the picture of the reservoir and Evacuation Order has been made. This is the toddbrook reservoir and anyone watching this who is watching in the area, the advice is to ring 101, and police will advise you on where to go and what you need to do. And if you cant leave your home, ring them and alert them of your presence. We will bring you more as we get it. Jamie is here in a moment he will be telling us whats hot and whats not in the business news. First a look at the headlines on afternoon live. In the business news. First a look Whaley Bridge in derbyshire is being evacuated after the Environment Agency issued a severe Flood Warning indicating danger to life following damage to toddbrook reservoir. The bank of england cuts its forecasts for uk growth over the next two years, and warns that a no deal brexit would hit the economy and trigger a further drop in the value of the pound. The government will spend another £2 million to prepare for a no deal brexit including the recruitment of more by the staff. By the staff. Heres your business headlines on afternoon live the value of the pound has fallen against the us dollar again, making overseas holidays and imports more expensive. Its dipped below1 dollar 21 cents in trading this morning. A month ago it was worth 1. 26, but has fallen as fears grow that britain will leave the eu without a deal on october 31st. The slowdown in british manufacturing continued injuly. Its the third month in a row that output has shrunk. The economists behind the ihs Markit Survey said that factory orders were falling because customers were using up materials they had stockpiled for a march brexit. Meanwhile european businesses have been buying products elsewhere ahead of the uk leaving the eu. Pilots at British Airways say they want a share of the companys profits to resolve their pay dispute. But they are still talking, trying to avoid strikes, which could disrupt tens of thousands of peoples Summer Travel plans. Management has offered pilots an 11. 5 pay rise over the next three years. So no change in Interest Rates here. So no change in Interest Rates as expected . Possibly what was a surprise, a pessimistic outlook, and the windings of the effects of no deal. There is the reducing of the forecast for growth down from 1. 5 down to 1. 3 this year and that is, there is so much uncertainty over what the effect of us leaving the European Union is going to be because we dont know what style we are going to do it. Theyre going to keep Interest Rates the same. Some people say they shut bring them down a bit further because of the uncertainty being so great and the effect could be really quite severe. That is what theyre doing in the usa. But it is interesting because a lot of the Corporate News were getting out of the usa is a very strong growth, so it is interesting that they are letting Interest Rates to go lower to stimulate the economy because they are worried about what is round the corner. We can talk to Samir Hussein about theirs. It does seem strange. We have got some very good results coming out, the economy seems to be growing reasonably strong, perhaps not as strong as six months ago, but they are taking to the attack bring down Interest Rates . You are not the only one that has made this observation. As a people we re made this observation. As a people were making this observation, including the chair of the central bank here. He said, if you look at the fundamentals and numbers of the labour market, you see unemployment is at one of the lowest rates ever, we see consumers are spending money, but you are Still Deciding to cut Interest Rates by 25 basis points, and the reason for that is what could be happening around the corner that we are seeing there is a bit of a slowdown happening in the Global Economy and they pointed to some of the impact of these trade was that the impact of these trade was that the United States is waging notjust with finer but with others too. So because of that they wanted to keep the momentum up in the us economy as it has been and they decided to cut Interest Rates to make sure it continues. To accentuate the positive, we are getting some good company results, we are in the middle of the corporate reporting season. We have strong reports from gm. Not only did gm report strong earnings, it bucked the trend of other auto makers, auto makers like fat have abided their earnings earlier this week and they werent very good. But gm actually reported strong earnings and that has to do with their sales in the United States, they had this new bigger pick up truck and suvs, priced it in a way that gm was able to make a bit of profit and they were able to offset the slowdown that they are seeing in finer which. They are not bringing as many cars and that is hurting American Auto makers was thereby am i wrong in thinking that companies generally, what we have seen them a parting of the last week or so have been fairly good, there have been fairly good figures . Yeah, they have lots of people were looking towards these Company Earnings wanted to see especially if other companies that are exposed to china, how much of an impact the us trade bar with china was going to have on their bottom line and the outlook they were putting forward for the next several months and if you look at gm, their outlook, they are saying that there outlook for the next six months is Even Stronger than they reported in the first six months. Thank you very much indeed. Thank you very much. Now looking at the Weather Forecast and with that, we have helen. Thank you very much indeed. 0ne and with that, we have helen. Thank you very much indeed. One a severe Flood Warning in fast now, thatis severe Flood Warning in fast now, that is at Whaley Bridge, the dharma here, and it is connected to the reservoir, there is a severe Flood Warning and there is still a yellow whining from the met office, a weather warning for more showers today. But it is not raining in our places. We have very fine weather out dressed with a ridge of High Pressure in here, but the low pressure in here, but the low pressure has been responsible for lots of rain in the last couple of days and tomorrow as it drifts out to the north sea, it will feed in moisture on the northerly breeze coming into central and eastern areas, but they are migrating quite far west, so the western side of scotland, Northern Ireland, western fringes in the best of the dry weather. We may have showers popping up weather. We may have showers popping up in the south, but they are around quite prevalently across Northern England and parts of scotland and the midlands, so it is a risk, quite a high risk of a shower at edgbaston before the end of play today, less risk tomorrow as the low pressure continues to dressed into the north sea was doubly showers keep coming into this evening, so not great news, exacerbating any Flood Warnings, and it remains quite warm and humid with mist and low cloud for the north sea coast, perhaps some of are inland. Fine days for many, it looks quite dry, warm and sunny, lighter winds away from the far east of england, so east anglia seeing the moderate breeze. The showers braking out in similar areas, but hopefully not as many, but any amounts of rain are not going to be very welcome. 22 to 25 celsius, about where we should be. A quick look ahead to the weekend, because the brief high ridge of pressure, it dampens the shower activity, we have the next band of rain. Here it is on saturday, mostly for Northern Ireland. For many, saturday is the drier half. I will have more later. Hello, youre watching afternoon live im simon mccoy. Today at three police are evacuating thousands of people from Whaley Bridge in derbyshire where a dam has partly collapsed. The Environment Agency warns lives are at risk. It follows heavy rain in recent days which caused damage to toddbrook reservoir. These images yesterday show the sheer scale of water. The bank of england cuts its forecasts for uk growth over the next two years and warns that a no deal brexit would hit the economy even harder. We have found uncertainties over the future of the Global Trading system and a form that brexit will take weigh in on uk economic performance. The government is to spend another £2 billion to prepare for a no deal brexit including the recruitment of more border staff. The wickets are tumbling in at the first ashes test. Stuart broad now has four wickets for england with a shot of failure in trouble at edgbaston. Thanks, gavin. And Helen Willets has the weather. That severe Flood Warning at Whaley Bridge. There are more showers in the vicinity so i will talk more about that later. Thanks helen. Also coming up. Cassette sales have hit a 15 year high well be finding out why the resurgence has been driven by mainstream artists. Hello, everyone. This afternoon live im simon mccoy. Hello, everyone. This afternoon live im simon mccoy. We start with breaking news. In the past hour, police have announced the evacuation of thousands of people from the town of Whaley Bridge in derbyshire, afterflooding caused the partial collapse of a dam wall at a nearby reservoir. Emergency services are working to secure the dam, and members of the public are being warned to stay out of the area around the Environment Agency says there is a danger to life. Flood warnings remain in place across parts of Northern England. Simon perry lives in Whaley Bridge and is currently on his way home from work in manchester. Hes on the line now. What have you been told . The information i got today from friends and neighbours was that there was an advisory thing this morning for the businesses and houses in the village to start preparing for an evacuation, i believe that has now happened. I am at the banks of the reservoir now, it country at the farm where i live it comes to the farm where i live it comes to the farm were out live, it really is right up to the limit. They seem to be patching the dam with sandbags at the moment. At the moment, there is clearly damage . Yes, yes. U nfortu nately, clearly damage . Yes, yes. Unfortunately, i currently do that side of things because there is a recording around there so i cannot see the extent but i do believe it has got worse since last night. How long have you lived in at Whaley Bridge . About six years now. This dam looks to be a prominent part of this area, have you ever looked at it and wondered, what if . Usually during the wondered, ive seen it spilling over. But i have never seen it anything like last night. We had about two or three hour torrential downpour in the afternoon, all the roads were flooded, homes nearby that like it really came down thick and fast last night, about tea time. What action are the police taken throughout the village . They have just established a recording around the dam, obviously, if you passer byes are quite interested in whats going on. My understanding is that most premises in the village have now been evacuated. Most notably, the ones below the height of the reservoir. Have you seen people with their pets and everything time to get out . I havent. Im on the other side of the reservoir which isnt that populated. I dont have access to the village, the rows are cordoned off. What sort of impact do you think the sort of Evacuation Order has, panic or People Fairly casual about it . The people i have seen have been fairly sanguine. I know people have been offered temporary accommodation at a high school a couple of miles away. But i have not seen any panic, no. Our helicopter has just arrived at the scene, it looks fairly calm from where we are. We can see the engineers on site, just examining the damage. The rest of the village is just the damage. The rest of the village isjust hoping at the damage. The rest of the village is just hoping at this stage, i guess . Yes, its pretty much deserted at the moment. I have seen jones, whether that is a camera or engineers assessing the damage, im not entirely sure. It does look as though that is a bit of debris were at the looking, where part of the dam does seem to have already collapsed. Thats right. Its quite a deep wall and quite a shallow slope, actually. It is kind of capped with huge concrete blocks. About three or four of those have been dislodged, exposing the foundations underneath in one corner. I suppose the concern is that if those caps across the rest of the dam go, there is not a great deal holding all this water back. We are looking at the far end of the reservoir, water is flowing out of there as well. Is that where you are . I am and i shall at the slips we re are . I am and i shall at the slips were the stream that fills the reservoir runs parallel to it. The access water usually takes it away into the river, but of course, the river is filled from all the rain from the last few days. Im not sure how quick it is keeping the levels down, and of the reservoir service. I believe that as more rain forecast for later so we will have to wait and see. We are looking one of the relief areas they are, the water is flowing very fast. Have you ever seen it like this . Occasionally in the winter but is usually very short, doesnt last very long. Stay safe, simon. Im joined short, doesnt last very long. Stay safe, simon. Imjoined by sarah campbell. The helicopter hasjust arrived. There are remarkable pictures showing the water pressure. All eyes on the dam at the moment. Yes, Emergency Services have been looking at the toddbrook reservoir since that hole appeared sometime over the last few hours. Obviously, to do with the heavy rain that this area has experienced over the last couple of days. Just in the last hour and couple of days. Just in the last hourand a couple of days. Just in the last hour and a half, the Environment Agency issued a severe flooding threat to life, that is the most serious situation. In that official release, they see the river levels say the river levels could rise rapidly as a result of the water coming from the toddbrook reservoir. But was then accompanied by the police Evacuation Order. Earlier today, police have been advising local businesses to close but around two oclock this afternoon, they issued an evacuation. The advice they are giving is obviously because of this ongoing situation, they are sent to local people, if you are being asked to leave your home then attend the Chapel High School within the direction will be given. There are 6500 people who live at Whaley Bridge, not an inconsiderable side of town. They say Police Officers and staff will be at the school to provide for their direction. They do not know how long the evacuation will take and residents are being asked to make alternative arrangements to stay with friends and family, and to ensure that any pets and medication are taken with them because they dont know how long it might be. They say it might be needed for a number of days. They say if people do not have anywhere to go then they will be accommodated, however, there is limited capacity to do for. And if you are unable to leave your home and require your assistance, contact 101 and ask what the police so a serious and ongoing situation. We we re serious and ongoing situation. We were just hearing there from simon perry who lives nearby says the town isa perry who lives nearby says the town is a ghost town. That is quite deliberate, police want everybody out. Absolutely, look at the situation there. The town at the bottom of this reservoir, the river between the reservoir and a town itself sort of a huge amount of water comes over, if the dam does break, then clearly a lot of properties will be out severe risk of flooding. This is a preventative measure, they want the people out if there is any danger of it happening at all, which clearly, the Environment Agency believes that is. We have heard from those in charge of the water in the area, they are saying that they will need to work out very quickly how much damage has been done. Yes, lots of social media pictures seem to be showing comparisons of this hole getting bigger. The former conservative mp, Edwina Currie, is a local resident as she spoke to bbc bbc radio derby early today. She said that it would seem that a chunk of the slope has come away during the night, what it is getting in, it looks to be undermining the earthworks. The reservoir is extremely full, normally when you would expect to be at this time of year, the wind has been living water over the top, that has been all that heavy rain happening as well, so all these forces coming together to provide a situation that the Emergency Services are very situation that the Emergency Services are very worried about, clearly. On stories like this people tend to turn on the tellies to find out what is going on, can you update us on out what is going on, can you update us on what the are saying . The evacuation advise that Derbyshire Police have issued is, if you are a resident, then attend Chapel High School and buying Police Officers and staff will be there to provide some further information. At the moment, they do not know how long this evacuation vocational take, prefera ble this evacuation vocational take, preferable for people to make arrangements with their own friends and family, making sure they take pates and medication they might need with them. They take pets and medication with them to stop the police say that if people dont have anywhere to go, they will be accommodated, but you are talking about a town of 6500 people, that isnt limited capacity to do that. Really, the advice is, if you are unable to leave your home, contact the police. Some stills are being published on social media by lots of people. Releasing head to the Chapel School in a long line. Police saying. 0n the phone is Stewart Hughes who works in Whaley Bridge. Just tell us what you are doing and what you have been told. Around morning time, there was a provisional evacuation of the village. What we are actually based, we are about 800 yards from the actual centre. What i understand, it is not really what we are. But it has been quite worrying, we do have a few staff who live in the local area who have had to go home and get theirfamilies area who have had to go home and get their families and whatnot area who have had to go home and get their families and what not to take them to safe places. That is as much as we really know. The police are stopping any traffic coming in and out of the village, more as a precaution. As i say, we are in the dock at the moment, though more information that night. When did you first hear there were problems . It was roughly around 11 oclock this morning, we heard there were some structural damage. A lot of local people who work here were saying there were issues last night from there were issues last night from the really bad weather. We kind of knew that was an issue, as the hours have come by, it is gradually getting worse. The information we have been hearing is from a local Radio Stations in the area, trying to keep everybody in form. We are just looking at live pictures from the dam right now, there does seem to be quite a lot of structural damage to it but no water coming through at this stage. That is obviously the concern . Yes, i think so. There have been a gathering of police. Where i am, i cant actually see if there is still anything in the area. I am probably seeing the same pictures as you guys, it does look like that is quite structural damage. From what i understand, these shops have been evacuated in these shops have been evacuated in the area because it is in a sort of canal basin so if it is going to go, they will be the properties that will be in direct path. We are just looking at the overflow at the side of the reservoir, they are all full. The water has nowhere to go. And the forecast is great either, is it . No. Around two oclock, we had a good 40 minutes of heavy rain again, obviously, but will not help with the people out there trying to make things better. I dont know how long you have worked in Whaley Bridge but have you ever seen anything like this . Not as bad as this. We get it quite bad in the winter with the snow so we have had struggles with that but never seen anything on this scale. There are an awful lot of houses and offices that you seem to be right below where the dam is. Yes, Whaley Bridge is sort of in a valley a nyway. Yes, Whaley Bridge is sort of in a valley anyway. 0nce yes, Whaley Bridge is sort of in a valley anyway. Once it goes, there are only three or four directions you can get our. Like i say, we are ina you can get our. Like i say, we are in a valley so that it is only one way for the water to go so its quite worrying for people time to get in and out of the area. Yesterday, there was an attempt to try and get as much water out of the reservoir as possible. They have now had to stop that process because of this damage . I have heard news from other colleagues who have other hard working in the village that some of the shops have been told to get out with a matter of urgency. That is what has been filtering in the last 20 minutes. It is quite a bad time at the moment. The police are telling everybody that they are evacuating the area due to this ongoing situation. People have been told to go to the Chapel High School. Im just looking at what the police are advising. They are saying to go to the Chapel High School in long line, and for direction will be governed. Nobody will be for the elderly and others who count themselves get out of the area. Our understanding is that police are not going door to door to make sure everybody is safe. I believe so. It is quite a Close Knit Community in the village, i imagine everyone will be helping each other out. Its quite a worrying time for everybody, and obviously, everybody will be making sure that everyone is safe. That is what you have been doing with your staff . Yes, if you people have gone home, if you people have young children. They went home when we first got a brief mid morning. Just went home to try to make things as safe as possible and get out of the area. Give to that show you some of the tweets from Derbyshire Police. The Environment Agency has issued the danger to life warning, saying that everyone outside of the cotton should to Chapel High School in long lane. There will be concerns about not being able to return home but our priority is to make sure that people are kept safe and well and we will keep an eye on that twitter feed, there are other twitter feed as well. The Environment Agency also to think about this. We will return there as soon as we hear any more. If you are in the area and watching, get hold of us and let us know what is happening, particularly those of you who have perhaps been at that school, you have had to evacuate your home is, we would like to hear from you. We will return to that story as soon as there are in emotive elements on that. A countdown clock has just been delivered to downing street and, with just three months to go until the uk is scheduled to leave the eu, it will be displayed in the Prime Ministers office. If its next to a tv thats all borisjohnson will need to see just how much the pressure is building on his brexit planning. N a press conference this lunchtime the bank of england outlined its projections for the uk it cut its forecasts for uk growth to 1. 3 this year, down from a previous projection of 1. 5 . Its also warned that a no deal brexit would hit the economy and trigger a further drop in the value of the pound. The bank left Interest Rates unchanged at 0. 75 against a backdrop of weaker Global Growth and trade tensions between the us and china. This is what the bank of England Governor Mark carney had to say. In the event of a new deal, its probable that cpi inflation will rise and gdp growth will slow. For example, our agent surveys of businesses find that most companies now report that they are largely ready for no deal. However, just a fifth described themselves as fully ready, while three quarters say they were as ready as they can be, i quote. And despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 next year in the event of no deal. Earlier i spoke to our economics correspondent, Dharshini David who explained more about the banks projections. That man is responsible for setting our Interest Rates so we do need to worry about what they think because it affects our cost of borrowing. They are saying that even with a deal, we are still talking about a one in three chance of the economy shrinking over the next year. Because of the weight of uncertainty. That has hit Business Investment and some forms of spending as well. There have also been concerns about a no deal pushing the value of the pound down, pushing up the cost of living. Even the bank of england says they are thinking of it realistically, looking at all the scenarios, what happens if that is a no deal . They say that their own Research Shows that businesses are more prepared, they know what theyre doing to a greater degree. But there is only so much more you can prepare for. When you hear what mark carney had to say, he said that we will see growth taking a bit of a knock, inflation will be higher in other words. Should we believe the words . Thats the question. Even if we dont and they turn out to be right, it does highlight an issue. What do you do with Interest Rates at all of that happens . If prices go up with inflation, you would want to put them up. 0n the other hand, if activity goes down, you want to reduce them. Like the rest of us, theyjust have to wait and see what happens next. But that man finishes his job in january. It was put to him that at least we will know what we are dealing with . You are right. That is what we are looking at now, the bank of england were saying a few months ago that the outlook is looking a bit rosier than we are talking about now. But more uncertainty has happened in the interim, companies dont know what to invest, they dont know what kind of stockpiling to do, consumers are confused as well. All that uncertainty does have a cost. Is no deal perhaps better than prolonging this even further . That is one for the politicians. Lets go back to the news that town of Whaley Bridge in derbyshire, after flooding caused the partial collapse of a dam wall at a nearby reservoir. We can speak to Edwina Currie who lives overlooking topic reservoir. What are you seeing right now . We have seen helicopters flying over for a while, the rain has at least cleared. Its a big part of damage. The canal system was built in 1830, it was renovated and out with some yea rs it was renovated and out with some years ago. We thought this was extremely safe. But what happened yesterday was that the rain was torrential, the reservoir south rule, let it out overflowed and not a couple of the concrete plates of cover the main sloping part of the dharma. That has opened up a whole which holy water has been getting into. That is serious, an emergency. About 11 oclock this morning, the Police Closed the main street in Whaley Bridge which is right in the path of the dam, and have now been evacuating local people to the next door village in the chapel and telling them to go to Chapel High School. It is a battle of great concern, it is the area where our local businesses, shops and restau ra nts. Local businesses, shops and restaurants. People coming home from work today have been coming to the station, it still seems to be open, they are going to find it very hard to get home. Looking at these pictures from our helicopter what on earth can they actually do . They damage has been done, the water is still piling up behind that wall, they fear must be that itjust colla pses . They fear must be that itjust collapses . 0r they fear must be that itjust collapses . Or as i say, it has been there a long time. Our victorian a ncestors there a long time. Our victorian ancestors know how to handle the power of water. The obvious thing to do is to try and empty at the dam but given that the river downstream has been flooding areas in bramall and manchester already, you really do have to be a bit concerned if a lot of water was let go. In the meantime, i dont think police have got any choice, i think evacuation is absolutely necessary. People are being advised wisely i think do not ta ke being advised wisely i think do not take any risk. People have been wandering around, trying to take pictures please dont. Its not very safe at the moment, we are generally witty about it now. There area large generally witty about it now. There are a large number of houses and businesses in the direct path of any water that has come down. It is all pa rt water that has come down. It is all part of the canal system which was developed here 200 years ago, which has been the prosperity behind Whaley Bridge and neighbouring towns for a great deal of time. It is now mostly at leisure. I was walking along the canal this morning, it looks safe, not too high but it wont take an enormous amount of water. They will have to empty the reservoir in order to empty at the dam, but we have to hope that this will happen as the rest of the flesh water goes down elsewhere. There are a lot of businesses affected, its a commuter area for airports around the area as well. We are definitely concerned. Realistically, all you can do at the stage is hope . You realistically, you leave it in the hands of the police, the canal trust, the agencies responsible who know their business, at least we have to hope so. The fishing have to worry about is of course a loss of life. Evacuation is the only answer to that. The second thing is loss of business. You really dont want to be trying to look after your business or home when lives are in danger. I know that sounds pessimistic and a bit alarmist. The dam has not collapsed, it has not happened, it is part of the facing of the dam which has opened up a big hole, therefore, it is a potential beginning of a dam holding many millions of litres of water. If anybody in the area is watching, what is your message to them . anybody in the area is watching, what is your message to them . If you live in the immediate area and you have been told not to go back to your house, house, please be sensible, take your dogs, your medication and head for Chapel High School, the local high school in Chapel En Le Frith. Otherwise, dont bea Chapel En Le Frith. Otherwise, dont be a nuisance. Dont go and gawk, dont start presenting yourself as a helper of any kind. The best thing you can do to help the police is out of their way. Thank you forjoining us. Youre watching afternoon light. Well, the government is setting aside an extra 2. 1 billion pounds to prepare for a no deal brexit. The money will be used to recruit hundreds more border staff, improve infrastructure at ports and carry out a Public Information campaign. Labour has described the plans as an appalling waste of taxpeayers cash. Julianne Ponan founder and ceo of creative nature a Healthy Snack company which exports to portugal, hungary, sweden with supplies coming in from around europe. She joins me now from south west london. Im just wondering, if there is a no deal brexit, what does it mean to you . What no deal brexit, what does it mean to you . What preparations no deal brexit, what does it mean to you . What preparations are you having to me . I think its more the uncertainty and thats the problem, asa uncertainty and thats the problem, as a Small Business at the moment, we do not know what is happening. The fact we dont have the resource to put someone in charge of dealing with a free scenario brexit or even a no deal brexit. We arejust with a free scenario brexit or even a no deal brexit. We are just having to ta ke a no deal brexit. We are just having to take it by ear. At the moment, the preparation we have done is take on more stock, take on more warehouse space, also, forward contracts with some of our stock as well. After the brexit vote, your business picked up considerably, didnt it . It did. We have actually increased export by 17 . We have been able to pick up on some of these larger contracts that bigger businesses havent actually wanted to go after because of the uncertainty. You get ingredients from peru, hawaii, as well as europe that has to be a concern that is huge concern, particularly ones from europe. We dont know what will happen is with customs either. With perishable product, if it is stuck in customs for longer than even a couple of days, it will be an issue for us. Also, the pound becoming wea ker for us. Also, the pound becoming weaker moment help us in times pricing eli. How does that work . Presumably, you are under pressure now . Yes, we are. Customers are asking for 18 months holding cost business which is actually impossible for a Small Business to do. We do need to have some sort of certainty to be able to give these prices out. If the premise that is watching right now what is the message . Prime minister. Id say its time to get your act together, we do need answers, Small Businesses need to know if there is funding available for this period if we are going to go for a no deal brexit as well. Thank you forjoining us. Now lets return to the weather. Helen willet is here with me now that stubby welcome to the picture behind you in a moment, but explain what is happening in derbyshire. We have the severe Flood Warning that its danger to life, as we heard there is an evacuation taking place. There has been lots of rain over the last week. We have had over 100 millimetres of rain in one area of is that it some of the exceptional rainfall we sell 50 millimetres in just an hour in some places yesterday. However what we have is the Peak District. All of that rain falling there is all filtering down through the River Systems and into the reservoirs and because it has been so wet, the ground has saturated so it will run straight off. And unfortunately we have a more showers to come, still a yellow whining in vast for further showers for the local area around manchester in derbyshire, staffordshire as well. I know you will come into detail on that, but lets have a look wider, it is all things, people would say, because we are looking at green land there. Bennett touched on this early in the week, but i think it is in this picture was sent in a few days ago of green and looking one. Injune, we had unprecedented heat in europe and it also spread into greenland. Let me explain why. This is the jet strea m let me explain why. This is the jet stream is that we are looking from above here and what were in our latitudes and that the jet stream has become a bit weak, we have about the same temperature differentials we have been used to because of the warming. But we find is the heat what we have had across europe, the record breaking heat in several countries, not just here record breaking heat in several countries, notjust here in the uk, thatis countries, notjust here in the uk, that is headed up into greenland, it has affected iceland in the last few days, so we will have several days of really intense heat. Asi of really intense heat. As i mentioned earlier injune, in nine days we had temperatures that we will see for the next few days, above 9 degrees average in greenland, which led to millions of tonnes of ice melt. That is 32 million 0lympic sized swimming pools worth. Huge, absolutely incredible offers of this graph shows me sea ice melt across the actor, notjust greenland, but across the arctic. And it is quite worrying in the last 30 years was up we have seen this increased melt and thatis we have seen this increased melt and that is very worrying because it is increasing the sea levels. What happens . Is that because it is winter, the dip in 2012 . The 2012 was the record melt year. What we see at the moment is something close by 2012 when they had their record melt. However the weather conditions where in that year, it meant over the summer in greenland they had exceptional melting, so in the winter it comes back up again, you get the snow forming under it doesnt quite melt in the summerso forming under it doesnt quite melt in the summer so you get the ice compacting and that is how sea ice builds up, so that is how that is a lot slower, that process, for it to clear away, 80 Million Tonnes of ice melt, which has happened injust nine days and we are getting that sort of scenario again at the moment. Even if we didnt melt all thatice moment. Even if we didnt melt all that ice across greenland, if we did it would add six metres to the worlds oceans, but. We dont want to get into and how to go, but six metres for the Greenland Ice sheet. If we didnt melt at all, we would still get thermal expansion which is all about our temperature rises because of climate change, so the temperature is rising in the air and in the sea because they are coupled together, it is an engine that works altogether in the atmosphere and the ocea ns altogether in the atmosphere and the oceans and the thermal action accou nts oceans and the thermal action accounts for 70 of the sea rises. And as there a moment of no return where you dont get that . That is the concern and there is lots of scientific Research Going on about that at the moment. Again that is something that we will be reporting on as we find out a more was about we can say is as we mentioned earlier, the amount of ice thatis mentioned earlier, the amount of ice that is created each winter is a lot slower than we are losing currently with the accelerated melting in the summerand with the accelerated melting in the summer and that is showing you in this graph as it depletes, it shows you the greenland and arctic ice is not stable which means we are losing more than we are gaming. When do we reach the Tipping Point . That is something that we will be looking at. It isa it is a very worrying. Tell us what is on staff r us. We have had exceptional rainfall amounts in the past few days, around the Greater Manchester area across the Greater Manchester area across the Peak District, we have the severe Flood Warning at Whaley Bridge. The weekend but a lot of rainfall in this area and misses slower moving rain in the area. That one being dealt with, evacuation is taking place, there is more rain to come, but i hope that things will be slowly improving. The reason for the rain is the area of low pressure that has coming from the north sea that has coming from the north sea that feeds another maestro to give us some that feeds another maestro to give us some heavy showers this time of year, not much wind to move the showers, so when they are coming along they are coming along the lasting some time. You can see the latest rainfall chads, they are right across the manchester Peak District area, it is quite sunny in between, but the showers are heading southwards across the midlands, heading to edgbaston, a risk of an interruption with showers here. But hopefully it is a lesser risk tomorrow because the low pressure has moved further out into the north sea. But unfortunately with the light winds and the fact we are in the height of summer comedy showers continue this evening for some time before they fade overnight and we get some drying, although it is still quite moist, warm air. Were talking about fighting in the Central Lowlands by the low, fifteens and sixteens in cities. Misty potentially at dawn. The showers will be few and far between but then they get going through the day because you add the august sunshine into the mix, still the most around and against in the areas affected by showers, but hopefully diminished amounts. Still warm between the showers, still dry across Northern Ireland, western fringes of the uk and going into the weekend, it is a tale of two tabs. Already, look, we have the next area of low pressure and the attendant where fans waiting to come in later in the weekend. At the moment it looks as though it will be Northern Ireland seen the showery rain, elsewhere will have the dry and fine weather and the art shower popping up weather and the art shower popping up with the fair weather cloud building but it should be fairly light, few and far between and it should feel warm in the sunshine in between. Sunday, a greater risk of that showery rain coming in, so again are not a complete wash out as we have seen in some areas, but still a lot of rain, potentially for any individual shower occurring in northern and western areas, perhaps the south and east are staying largely fine and dry. There is a met Office Warning still in force until this evening for the showers in central and other parts of england and that has resulted in a Severe Weather warning, and more details on our website. This is bbc news our latest headlines. Police are evacuating thousands of people from Whaley Bridge in derbyshire where a dam has partly collapsed. The government is to spend another £2 billion to prepare for a no deal brexit including the recruitment of more border staff. Sport now on afternoon live. Good afternoon. It has been a great day for england. The australians are all over the shop, on the first day of the opening ashes test. They chose to bat, but lost both openers early. England asserting their dominance on the australian middle order, as the wickets tumble the tourists in a dreadful position. Well, we can cross now to our reporter adam wild. He is at edgbaston for us. Sensational day for england. Absolutely first up much of the talk in the build up to this test match, to the series, and there was plenty of talk was about the fragility of both sides batting line up and the strength of the bowling line up and that has certainly been borne out today here at edgbaston for the first couple of sessions of this opening ashes test. Australia won the task, they put themselves into bat i think many would say that england would have chosen to bowl anyway, so that seems to have gone nicely and australia very quickly where regretting that decision. There are two open is both dismissed quickly after being introduced to raucous, rowdy reception because of their part in the ball tampering scandal stop stuart broad with both of those early wickets. Australia on the backs from the very beginning, and when khawaja went, he was the third batsman in, he went before lunch, australia were really in trouble. They managed to pick up slightly a Good Partnership from steve smith, rescued things just slightly for australia, but after lunch, england have been tearing through this australian batting line up. Chris woakes, three wickets for him. He is local knowledge, he plays here for warwickshire. This is his home ground. I dont know if you see behind me the big posters featuring him appealing for wickets. We have seen plenty of that from him this afternoon to stop australia currently 153 8. The saying goes, you can never judge currently 153 8. The saying goes, you can neverjudge a pitch, judge a game until you see both sides bat, england, well, they could be batting before the end of the day. Indeed. Also a slight problem with gwen with one of the key bowlers . Problem with england. James anderson, their greatest ever wicket taker, he only managed four overs this morning to stop you did field for the rest of the mining session, but he left the ground at lunchtime to go and have a scan on a tight calf muscle. We are not expecting him to bowl again today. Indeed, his place in the rest of the test matches up the question. He was a doubt coming into this match, his fitness has been a question. He has been that he is now 37. It does indicate to playjeffrey archer again because had he got injured as well, england would have been in serious problem four. But chris woa kes has serious problem four. But chris woakes has managed to pick up some of the slack. Three wickets for him, far far fourfur stuart of the slack. Three wickets for him, far far four fur stuart broad. They have just stopped for step you can see the rain has started, so it is hopeless to show and hopefully over by the end of t. Things are very much go englands way so far. Thank you very much for that. Lets hope the rain doesnt stop play for too long. 0n bbc news, you may have seen the story of khadijah mellah, the 18 year old riding at goodwood races, and the first uk jockey to compete in a hijab. 0n bbc news, you may have seen the story of khadijah mellah, the 18 year old riding at goodwood races, and the first uk jockey to compete in a hijab. Well, this afternoon shes won her race in the all female magnolia cup. You can see her here in the white helmet coming up right on in the inside track, she took the win by the narrowest of margins. But look how much it meant to her. Khadijah trains at the Ebony Horse Club in brixton which gives inner city youngsters the chance to train as jockeys, and she hadnt even sat on a horse before april this year. I didnt really realise what the magnolia cup was so i was like, yeah, sure, sounds good. A race . Love that. Ebony horse club were like, we support you and stuff, and ijust like. I cant even explain. Ijust started riding out, it was really difficult initially, racehorses are very difficult, i had quite a few mishaps. But as soon as i got the hang of it, i started enjoying it loads. I want to continue riding out, and i love it. Thats all the sport for now. You can find more on all those stories on the bbc sport website, where theres the latest, on the final womens major of the year the open. Thats bbc. Co. Uk sport. Police have announced the evacuation of thousands of people from the town of Whaley Bridge in derbyshire, afterflooding caused the partial collapse of a dam wall at a nearby reservoir. Emergency services are working to secure the dam , and members of the public are being warned to stay out of the area around the toddbrook reservoir. The Environment Agency says there is a danger to life. Flood warnings remain in place across parts of Northern England. A little earlier, i spoke to simon perry who lives in Whaley Bridge he told me more about the situation there. From wwhere i can see, they have just established a cordon around the dam, obviously, a few passerbys are quite interested in whats going on. My understanding is that most premises in the village have now been evacuated, notably, the ones that are below the height of the reservoir. Im just wondering, what sort of impact this Evacuation Order has. Does it spread panic, or are people going to be fairly sanguine about this . The people i have seen have been fairly sanguine. I know some people have been offered temporary accommodation up at Chapel High School a couple of miles away. But i have not seen any panic, no. 0ur helicopter has just arrived at the scene, it looks fairly calm from where we are. We can see the engineers on site, just examining the damage. The rest of the village is just hoping, at this stage, i guess . The rest of the village is a bit like a ghost town, its pretty much deserted at the moment. I have seen drones flying over whether that is a camera or engineers assessing the damage, im not entirely sure. It does look as though there is a bit of debris just below where theyre looking, where part of the dam does seem to have already collapsed . Thats right. The dam is quite a deep wall and quite a shallow slope, actually. Its kind of capped with huge concrete blocks. About three or four of those have been dislodged, exposing the foundations underneath in one corner. I suppose the concern is that if those caps across the rest of the dam go, theres not a great deal holding all this water back. We are looking at the far end of the reservoir, water is overflowing there as well. Is that where you are . Im right by the sluice, which is where toddbrook stream which fills the reservoir, runs parallel to it. The excess water is usually taken away to the river goyt, but of course, the river is full from all the rain from the last few days. Im not sure how quick it is keeping the levels down of the reservoir service. I believe there is more rain forecast for later, so we will have to wait and see. We are looking one of the relief areas there, the water is flowing very fast. Have you ever seen it like this . Occasionally in the winter, but is usually fairlu short, doesnt last very long. Im watching the Derbyshire Police website and lots of people are messaging them and asking for the risk to people downriver. The police have said that the canal trust are working with them, they have blocked a certain feeds into the river so there is a live update on twitter and we will keep an eye on the starry if the situation changes, we will bring you any news was up at the moment the evacuation seems to be going on track and as planned. Its one of the music industrys most unlikely comebacks. No, its not bros, but the humble cassette tape. Sales have hit a 15 year high, reaching their highest level in the uk since 2004. The resurgence of cassette tapes has been driven by mainstream artists like Billie Eilish and the 1975 releasing their albums in the format. Tallulah webb runs the independent cassette label sad club records, and also works at Rough Trade Records in brick lane. Shejoins me now. There are some people who say, what on earth is a cassette . Lets talk about why the sudden resurgence. I think about why the sudden resurgence. Ithinka about why the sudden resurgence. I think a lot of it is to do with the heightening Vinyl Production costs a nd the heightening Vinyl Production costs and it is unbelievable now, you cant really is a diy artist release your vinyl if you dont have the support of a major label. It is kind of £10 to produce it and it is unbelievable and you cant do 300 copies and sell them a lot. I thought as an old fogey, everyone was downloading, live streaming,. But you want your music in physical ways and solid gigs are like that. So the presentation of a cassette box, like this, and the art that goes with it, these are all parts of it . Yeah, it is fantastic to hold, you can look at it, you can do the artwork yourself, it is a new level of music. Just spotty fires enough. People want to know what this is, but if play this. What about the quality of the sound . This is a very unfair example. We quality of the sound . This is a very unfairexample. We are quality of the sound . This is a very unfair example. We are all familiar with the noise when you play a cassette. I play a lot of my old cassette and it definitely has that noise and hiss, which isnt great, but you have good equipment, like spending £50 plus, which isnt a lot in a cassette player, then it wont be like that style, it is perfect, sounds the same as a cd full stop so people come to you and say, what have you got . What sort of music is finding a resurgence on this format . It is everything for i put out a p0p it is everything for i put out a pop, lo fi music. I dont know what is bedroom pop . Indeed. Especially electro scene, thatis indeed. Especially electro scene, that is really going well with cassette. Is it cassette. Isita cassette. Is it a bit like final, that a lot of us through our throughout our hifi is. Are they making a comeback . Definitely, but i dont think it is the old people that lived through the old people that lived through the cassette revival. Of the old people im feeling really good here. I dont think they are generally the ones who buy it. It is. It isa ones who buy it. It is. It is a new audience . It is a new audience . It is a new audience . It is those that laugh at it and think it is not great and have that hiss and remember it, it is the people who want to promote the smaller diy artists and are in that scene, about 20 years old. There are some artists that think the sound on a cassette is still better than something that is digital. Yeah, of cars, and it is the same with vinyl and it really annoys me when people come in and they say they love the hiss of the vinyl. That shouldnt be right. Thats not right clean your record player. But, no, ithink right clean your record player. But, no, i think the sound is fantastic. If you are looking for 100 , then go to tidal,. I have no idea what you are talking about. Tidal is. . About. Tidal is. . Can about. Tidal is. . Can you wests streaming service was extremely good. When you said you are going to set up when you said you are going to set upa when you said you are going to set up a business selling these things, did people say you were mad . Of course, that i am lucky that i work ina of course, that i am lucky that i work in a record shop i see people coming in and buying cassette every day. And it is not these nostalgia effect . No, there are some people who go, oh, used to listen to them when i was younger. But, no, it is the younger people who come in and think it is really cool and interesting. Also it creates so much more diversity in our shop because all of these Small Artists are able to show their music. How much of it is also people coming in and saying, i remember that cover . That is the one thing you dont get with the download. Imean, a dont get with the download. I mean, a lot of it is with vinyl and they put it on their wall. People come out and buy frames for their final people come out and buy frames for theirfinal and it people come out and buy frames for their final and it is very odd. People come out and buy frames for theirfinal and it is very odd. I dont think it will get up so much with cassette is because they are way smaller. Well, it is going well for stop we wish you well with it. Are you surprised that these figures that show it is going up so much . Iam show it is going up so much . I am surprised by the figures, but i am also, my figures are going up, i dont really know. It is great for me. Many congratulations i wish you well to stop a really good to see you. Thank you. Nice to see you. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. Heres our correspondent, Andrew Harding well, theres a lot of speculation. First a look at the headlines on afternoon live. Police are evacuating thousands of people from Whaley Bridge in derbyshire where a dam has partly collapsed. The Environment Agency warns lives are at risk. It follows heavy rain in recent days which caused damage to toddbrook reservoir. These images yesterday show the sheer scale of water. The value of the pound has fallen against the us dollar again, making overseas holidays and imports more expensive. Its dipped below1 dollar 21 cents in trading this morning. A month ago it was worth 1. 26 but has fallen as fears grow that britain will leave the eu without a deal on october 31st. Rather downbeart munbers from merlin it runs alton towers will stop when you think of the file in the pound, it should be bringing in a lot of tourists. We had figures on the number of tourists come to the uk and again at night is brilliant. We can talk to the head of tourism at visit britain. These are not good figures. You would expect better figures. You would expect better figures with the pound as cheap as it is. I think there are numbers of factors was doubly figures you were part up is quite a one, we know the weather is quite a one, we know the weather is not at its best then and then that does have an impact on the domestic market. In terms of the International Trends were looking at, we know that we are coming into 2019 off the back of to make record breaking years, 27 team is the all time record braking year where we have seen huge growth from a lot of our overseas markets, particularly the long haul ones. And a question, supposing you had £1 billion to spend on terrorism in this country, what would you do with it . We would plan a successful spending review, but if we had that we would continue to look at the type of Product Development that we have been doing through the discovering when to fund a project but we know that the government has backed terrorism just recently with this landmark Tourism Sector deal which is about investing in the industry beyond london, so looking at the nations and regions at what it can do to improve productivity in the sector and that in turn will. Right across the country. Im afraid we have run out of time. Thank you very much. And outto fight a time for a look at the weather. Hello there. There will still be further showers as we continue through this evening, there could be the odd rumble of thunder as well. They are more likely from north west scotland through Northern England, down toward the wash, but there is just the outside chance of one across the West Midlands as well. It will feel warm if you are in the sunshine. Northern ireland, mostly largely dry. Might have the odd shower across the southern counties of england as those showers continue into the evening before they fade away throughout the night time hours. In their place, we will see some mist and low cloud, this time for the east coast, perhaps a little mist and fog inland. But it will be a fairly close of us, still with the humidity after the showers. The low pressure is still with us, meandering around the southern north sea throughout the day on friday, still influencing our weather, and it will bring some showers again. Probably fewer than today, but still, the same areas parts of scotland, parts of Northern England, across central and eastern areas. But in the sunshine 24, 25 is on the cards. Hello, youre watching afternoon live im simon mccoy. Today at 4pm police are evacuating thousands of people from Whaley Bridge in derbyshire, where a dam has partly collapsed. Police have announced the evacuation of thousands of people from tx the town of Whaley Bridge in derbyshire, afterflooding caused the partial collapse of a dam wall at a nearby reservoir. Emergency services are working to secure the dam, and members of the public are being warned to stay out of the area around the toddbrook reservoir. The Environment Agency says there is a danger to life. Flood warnings remain in place across parts of Northern England. We can speak now to the the chair of Whaley Bridge town council, martin thomas. What is happening right now . Hello, simon. As you said, Whaley Bridge has been evacuated. I think the police started that process around 11 30am this morning. The place is eerily quiet because there is no traffic or trains, either. The canal and river trust to own the reservoir have pulled in forces to try and stabilise the dam and save it. The slipway has lost several segments, though, and the clay underneath has been undermined in some way, such that the water was escaping. From the side of the wall. An engineer was on site and he declared the dam is at risk. That an evacuation process has been in full force. There are lots of police here and volu nteers there are lots of police here and volunteers as well, helping the canal and river trust as well as their own staff. Now we have a helicopter view of whats happened, is this worse or better than you we re is this worse or better than you were afraid of . The situation is an u nfortu nate were afraid of . The situation is an unfortunate combination of circumstances. You have been saying on your weather reports, we have had a lot of wet weather recently, the ground is saturated. The reservoir was already full. Toddbrook goes from an extensive area from macclesfield, so the rain has gathered over a huge area. We had some significant cloud bursts across high peak and poynton. The effect of thatis high peak and poynton. The effect of that is watery still making its way down this valley. There are little la kes down this valley. There are little lakes that have formed every bridge all the way down, so as fast as water comes out im sure its coming in at the far end. Its a big job the canal and river trust have got here. And very worrying for anyone who has a home or business that is in the path of this was to give way . Yes. As you report, Whaley Bridge is a town of 5000 or so but most properties fortunately are above the level of the dam. Even those beneath it are level of the dam. Even those beneath itare on level of the dam. Even those beneath it are on steeply inclined hills that lead away from the valley floor. Nonetheless, there are some communities and a school immediately beneath the dam wall. Unfortunately, circumstances like this creates fear in the minds of the population and. Something weve previously looked at is a as a benign leisure facility becomes a real mortal danger. I know there will be people who have evacuated their homes and be in the nearby school and in other areas. They will probably be watching you right now because it is the only way they are going to find out whats going on. They have seen the pictures we are looking at. You talk of fear and worry, but theres not much you can say to anybody who is looking at a dam which looks as though it is under severe pressure . Yes, im sure thats the case but everybody is very calmly going about their duty. I sincerely hope this will be, this disaster will be averted. This evacuation was a necessary precaution. I think the next 12 hours or so, precaution. I think the next 12 hours orso, im precaution. I think the next 12 hours or so, im no expert, will tell us whether it can be saved. It is obviously going to be an expensivejob, repairing it, and an awful lot of water has to be emptied out of it in the meantime, which burdens the existing river system in stockport and other places. As well as looking at the dam, looking at the sky the forecast is not great, is it . Nothing compared to the downfalls in the last few days, it was absolutely torrential. Yes, we have had another shower this afternoon but im pleased to set passed over quickly. Lets hope we dont have any more like that. We share your hope. It was really good have you tojoin share your hope. It was really good have you to join us. We hope very soon people will be able to return to their homes. 0ur correspondent Angus Crawford is following the story. We can get an update. Where are we right now . I think the key word to ta ke right now . I think the key word to take from that interview there was precaution, precautionary. We have two issues. According to the Environment Agency, they have issued their highest level of alert, a severe Flood Warning, meaning a potential risk to life. Why . You have the river goyt that bisects Whaley Bridge. That is already really very full, running very fast and you also have the reservoir above. That has been pouring water into the river goyt itself, so you have the threat of the river rising in the potential instability of the dam itself. As you have seen from the images from helicopters, it is clearly had a major structural breach on the right hand side. That is on the spillway. Spillways are an integral part of the Safety System of the reservoir. Water when it gets too high, spills over. What appears too high, spills over. What appears to have happened here is it has undermined the vital concrete wall at the front of that spillway and thatis at the front of that spillway and that is why we have this image you can see now, of this broken concrete and the earth underneath. Where are we . There is an evacuation ongoing at the moment. Police say everyone has to leave their homes within Whaley Bridge itself. They have to be outside the cord and they can go to Chapel En Le Frith nearby, where they will get more information. The police cant say how long this will last that are advising people to ta ke last that are advising people to take all their medication with them. Not too much on the way of belongings, but an overnight bag at least. This may last several days, they think. They have said it is not a decision they have taken lightly. They appreciate it will have a Significant Impact but they describe this as an unprecedented, fast emergency situation. We have been talking about other areas around here in the last 24 hour is. It is just that intensity of rainfall in the last day that seems to have caused this problem . That is exactly the problem as your previous interview he said, water doesnt instantly arrive in the reservoir. It is coming down from the high peak and slowly percolated into the rivers and streams and into this reservoir. So the maximum moment of danger may not yet be passed. There is more water to come through the system into the reservoir, into the river goyt which is why workers from the agencies, the relevant agencies, are busy in effect trying to bail out the reservoir. There is a relief channel to the side of the reservoir itself which is very full, very fast flowing. That is key to try and relieve the pressure off the reservoir itself. That in itself puts per water in the river goyt. It isa puts per water in the river goyt. It is a very careful balancing act they have to do. I know you are busy on the phone is, i will let you know, thank you. Will let you go. The met office said the rainfall total at leek, the closest weather station to Whaley Bridge, shows 112. 4 millimetres. The average rainfall for the month ofjuly is 68. So about1. 6times for the month ofjuly is 68. So about 1. 6 times the Monthly Average has fallen in the last week, underlining what angus was saying about the amount of rainfall that has been falling over the last few days. I have been speaking to the former conservative mp, Edwina Currie who lives overlooking toddbrook reservoir. It was built in 1830. It was renovated and dealt with again some yea rs renovated and dealt with again some years ago. Weve always seen this as being extremely safe but what happened yesterday was the rain was so torrential, the reservoir was so full that it overflowed and in overflowing, its knocked a couple of the concrete plates that cover the main sloping part of the dam. Thats opened up a hole and the rain in the water has been going into the hole and presumably doing some damage inside. That is serious, that is an emergency. What has happened is an emergency. What has happened is this morning at about 11 oclock, the Police Closed the main streets in Whaley Bridge, right in the path of the dam and have now been evacuating people, local residents to the next door village in Chapel En Le Frith and telling them to go to Chapel High School. A matter of great concern. That is the area where all our local businesses, shops and restaurants are. Basically people coming home from work today are coming back to the station, because it doesnt look as if Northern Rail has caught up with this, the station still seems to be open, will find it very hard to get home. Just looking at these pictures from our helicopter, you do us, what on earth can they actually do . The damage has been done. The water is still piling up behind that wall. And the fear must be that itjust colla pses . And the fear must be that itjust collapses . Well, as i said, its been there a long, long time. Our victorian and previous ancestors know how to handle the power of water. 0n the other hand, the difficulty, the obvious thing to do is try and empty the dam that given that the river goyt downstream has been flooding areas in bramall and poynton and manchester already, you really have to be a bit concerned if a lot of water was let go. That is the obvious thing that has to happen for that dam to be made safe. In the meantime, i dont think the police have got any choice. I think evacuation is absolutely necessary. People are being, i think they are being advised wisely not to take any risk there. We have had people wandering around trying to take pictures. Please dont it is not really very safe at the moment. We are genuinely worried about it. Im just looking from the helicopter now, there are a large number of houses and businesses in the direct path of any water that does come down . That is absolutely right. Its all part of the canal system which was developed here 200 years ago, which has been the prosperity behind Whaley Bridge and neighbouring towns for a great deal of time to stop now, of course, its mainly leisure. I was walking along the canal this morning, the canal looks safe and is not too high but it wont take an enormous amount of water. They are going to have to empty the dam, the reservoir, in order to fix the dam. But we have to hope that this will happen as the rest of the flood water goes down elsewhere. There are a lot of businesses affected. Its a very prosperous little area, a commuter area for manchester, for the airport, for all the area around there as well. So we are concerned, definitely concerned. Realistically all you can do at this stage is hope . Realistically, you leave it in the hands of the police, the canal and river trust and the agencies that are responsible and. I think know their business, at least we have to hope so. The first thing you worry about, of course, is loss of life. Evacuation, ithink, is the only answer to that. The second thing you worry about is loss of business. But who really dont want to be trying to look after your business or your home, when you put lives in danger. I know that sounds a bit pessimistic and it sounds a bit alarmist. The dam has not collapsed. There are reports on bbc website that the dam has collapsed, that has not happened. It is part of the facing of the dam that has opened up a big hole, which therefore is a potential weakening foran therefore is a potential weakening for an important therefore is a potential weakening foran important dam therefore is a potential weakening for an important dam holding many millions of litres of water. That was Edwina Currie talking to me a short while ago. Bbc Radio Manchester will continue to have updates throughout the evening. Huge travel implications. Trains disrupted. Youre watching afternoon live, these are our Headlines Police are evacuating thousands of people from Whaley Bridge in derbyshire, where a dam has partly collapsed. The Environment Agency warns lives are at risk. It follows heavy rain in recent days which caused damage to toddbrook reservoir. These images yesterday show the sheer scale of water. The bank of england cuts its forecasts for uk growth over the next two years, and warns that a no deal brexit would hit the economy even harder. And in sport, england are dominating the first ashes test at edgbaston. The wickets are tumbling as australia struggled to make an impact with the bat. The latest to come. The final womens golf major of the air. Charley hull leading the way for the brits so far on five under. Georgia hall the defending champion also going strong. And if there is a ukjockey champion also going strong. And if there is a uk jockey to compete champion also going strong. And if there is a ukjockey to compete in champion also going strong. And if there is a uk jockey to compete in a head jab has won the all female magnolia cup this afternoon foster she had not even sat on a horse until april this year. More on those stories in 15 minutes time. See you then. A countdown clock has been delivered to downing street and, with just three months to go until the uk is scheduled to leave the eu, it will be displayed in the Prime Ministers office. If its next to a tv thats all borisjohnson will need to see just how much the pressure is building on his brexit planning. In a press conference this lunchtime, the bank of england outlined its projections for the uk economy. It cut its forecasts for uk growth to 1. 3 this year, down from a previous projection of 1. In the event of no deal, its probable cpr inflation would rise in gdp growth would slow. For example, our agents surveyed for businesses find most companies now report that theyre largely ready for no deal. However, just a fifth described themselves as fully ready whilst three quarters of respondentss say they are as ready as they can be and despite greater preparedness, businesses still expect their output, employment and investment to fall by about 1 3 over the next yearin fall by about 1 3 over the next year in the event of no deal. Mark carney. Earlier i spoke to our economics correspondent, Dharshini David who explained more about the banks projections. That man and the people who work with him are responsible for setting our Interest Rate so we do need to worry about what they think because it affects our cost of borrowing. What they are saying is even with a deal, we are still talking about a one in three chance of the economy shrinking over the next year. Why . Because of the weight of uncertainty and that has hit Business Investment and that has hit Business Investment and spending. At the same time, concerns about a no deal pushing the value of the pound down and pushes up value of the pound down and pushes up the cost of living. But that is with a deal. Even the bank of england says, we think realistically what the scenarios we are looking at right now, what happens if there is ano right now, what happens if there is a no deal . The good news, they say, is their own Research Shows businesses are more prepared. They know what they are doing, to a greater degree. There is only so much you can prepare for. When you hear what mark carney said in that press co nfe re nce , hear what mark carney said in that press conference, he said we will see growth taking a bit of a knock and information being higher than otherwise. Shall we believe him . Thats the question again, but even if we dont, and they do turn out to be right, it does highlight an issue here. What do you do with Interest Rates if you are the bank of england and all that happens . If prices are going up, inflation is rising, you would want to put them up. On the other hand, if activity is slowing down, you want to reduce them. A bit ofa conundrum. Down, you want to reduce them. A bit of a conundrum. Like the rest of us, they are waiting to see what happens next. That man might not care too much, he finishes the job in january. He will still care. It was put to him one of the benefits of a no deal brexit is at least it is the end to the uncertainty and we will know what were dealing with . At least we will know what we are dealing with and we will perhaps have Something Else to deal with. That is when you look at where we are now compared to what the bank was saying. I was sitting on the bank of england a few months ago and they were saying actually the outlook was a bit rosier than we are talking about now. Whats happened in the interim . More uncertainty. Companies dont know what to do, whether to invest, stockpile, they dont how to prepare, consumers confused as well. All that uncertainty does have a cost. Is no deal better than perhaps prolonging this even further . That is one for the politicians to make their minds up the politicians to make their minds up on but everything has a cost right now. Well, the government is setting aside an extra £2. 1 billion to prepare for a no deal brexit. The money will be used to recruit hundreds more border staff, improve infrastructure at ports and carry out a Public Information campaign. Labour has described the plans as an appalling waste of taxpeayers cash. Helena wilkinson reports. As time ticks away towards that 0ctober deadline, the government today ramped up preparations for a no deal scenario. At a port in essex this morning, the chancellor sajid javid said they had to be ready. Look, in 91 days, we will be leaving the eu. We want to leave with a good deal, something that abolishes the undemocratic backstop, but if we dont get that good deal, we will be leaving with no deal, and since i arrived at the treasury, i have turbo charged our preparations, both at the treasury and helping across government, to prepare for no deal not because we wanted, but because we have to be prepared because we will be leaving on october the 31st. The chancellor has announced £2. 1 billion to go specifically on no deal planning, on top of the £4. 2 billion of brexit preparation money already allocated when theresa may was in charge. From the money announced today, £344 million will be spent on upgrading border and transport infrastructure. More border officers, 500 of them, will be recruited. Another £434 million will be spent on making sure vital medicines are available, and £138 million will go on a Public Information campaign. The previous chancellor already committed £4 billion to prepare for brexit, whether it was for a deal without. What i think the current chancellor is doing is buying an insurance policy, which is if we do end up with no deal at the end of october, we will need to have made some preparations. In the end, we might not need that insurance policy, in which case a lot of this will have been unnecessary but if we do need it, we will have been glad to spend it. But how much we can achieve in three months has to be open to serious question. The money announced today comes despite Boris Johnsons suggestion the chances of ano johnsons suggestion the chances of a no deal exit from the eu are vanishingly small. The shadow chancellorjohn mcdonnell says preparing for a no deal scenario is an appalling waste of taxpayers money and the watchdog which looks into parliaments spending says it will look into whether todays cash announcement is value for money. We have to call it out for what it is, its bluster, megaphone diplomacy to brussels, spending taxpayers money like water to do so and we will be looking closely to see what the taxpayer gets from this. If it is just money. You have to prepare for no deal but if that is still on the table, thats a Political Choice, so its irresponsible, but its a lot of money and i dont know, im yet to be convinced that this will actually deliver anything long term and meaningful for the british taxpayer. With three months to go until the deadline, the new Prime Minister and his team were once again sending a clear message to brussels, that they are serious about leaving on the 31st of october, with or without a deal. Labour have described the governments announcement as a appalling waste of taxpayers money. Heres the shadow treasury minister, clive lewis. I think most people listening to this news will wonder where that do billion pounds comes from. Wejust had nine years of austerity, cuts to the health service, Mental Health, to elderly social care, to Children Services and all of a sudden weve just found 2 billion to prepare for a no deal brexit that should never be happening. I know that no one voted for a no deal brexit back in 2016 in the referendum, yet thats where this government is now trying, deliberately, to take us and it is com pletely deliberately, to take us and it is completely unacceptable. Voting is taking place in the brecon and radnorshire by election in mid wales, which was triggered by a recall petition. Six candidates are standing. The polls will remain open until 10pm tonight and the result is expected in the early hours of tomorrow morning. Returning to events in Whaley Bridge, fears a damn good burst after it was damaged in flooding. We can talk now to Melissa Welliver who lives just above the reservoir area in Whaley Bridge. Thank you forjoining us. Looking at the pictures, just how worried are you . I mean, we can see the reservoir from our house. Are you . I mean, we can see the reservoirfrom our house. Its are you . I mean, we can see the reservoir from our house. Its a real worry, not for us, we are incredibly fortunate to live just behind the barrier and up the hill a little from the reservoir but we are very worried about friends down in the village and all the businesses they are, for sure. Its like something out of a movie, isnt it . Looking and worrying that could break at any moment . It really is, yes. Whaley bridge is a ghost town, so quiet here is that my auntie, who has lived in chapel keep saying all they can hear is sirens racing pass, thatis they can hear is sirens racing pass, that is where the high school is where everyone has been evacuated. We have seen rows and rows of ambulance and fire readyjust in case. Its a bit of a waiting game now, its very quiet. Lots of people gathering at a nearby school, waiting for news, as everybody seems to be right now. Where you will wear in the last 24 hours that we were looking at an exceptional circumstance in terms of the weather . I mean, yesterday, i posted some pictures on my twitter yesterday. All the pavements in whaley burst open with the force of the water. Yesterday, the water in Memorial Park was raging down, which we have seen before in the winter but i never expected this. And the last couple of days, what is the rainfall been like . Its been atrocious, much worse than today, which is what almost feels eerie about it. It feels quite dry at the moment. Its all run off from the last couple of days but it had been hammering down, almost hailstones pretty much all day every day the last couple of days. It has been so wet we actually didnt go out with the dogs this morning into the park as we usually do, as its on our doorstep, because we thought parts of it might be flooded. But we had no idea how bad it was. In the past, have there ever been concerns about this particular part of the dam . |j mean, weve never seen anything. Ive lived here 15 years and never seen anything like this. My mother has lived in the area her whole life and she has never seen anything like this around here. We had no idea that this could happen. Were not quite sure. Im not a Structural Engineer but i didnt think this could happen, no. I dont know if you can see the Television Pictures we are looking at now from the helicopter. The damage looks fairly severe. Yes, i have seen the images. I also went down around lunchtime when they said we have a lot of Community Facebook pages, trying to help each other out and offer homes for people with pets. They said they might need some water down there and when i carried some down, the police we re when i carried some down, the police were clearing the way and it looked bad then. Quite worrying. Worrying because all you can do is watch and hope, isnt it . Absolutely. Nothing we can do, it is so quiet. At least we can do, it is so quiet. At least we know some of our friends from the village, the local pub on the canal, the goyt, they evacuated to Chapel High School. Thats all we know, what we can find out online because a lot of the roads are closed. We are looking at pictures, it is a ghost town. It is. Its not like that normally, such a busy place, a great place, lots of shops and restau ra nts a nd great place, lots of shops and restaurants and houses. A word about the Emergency Services who seem to have acted quickly . That has been amazing. As soon as it seemed to break, it seemed to be police already there. We have seen lots of fire. We have a small fire station in the village and i believe they have been moved in case they are in the path of where the water will go. But yes, we have seen already so many different. And people in chapel. 0r many different. And people in chapel. Or you can hear is sirens. It seems they got here as quickly as they could. Good to speak to you, melissa. Im glad i got your name right in the end, thank you for your time this afternoon to stop thank you. Thanks. Youre watching afternoon live. We might have the odd shower across southern counties of england as though showers continue into the evening, before they start to fade through the night time hours. In their place we will see mist and low cloud for the east coast, perhaps a mist and fog in man, cloud for the east coast, perhaps a mistand fog in man, but cloud for the east coast, perhaps a mist and fog in man, but it will be a fairly close night for most of us, still with the humidity after the showers. Latest from gavin on the cricket, and the smile says it all, for the england fans. England are firmly in control on the first day of the opening ashes test. Australia came into the match with a terrible record at edgbaston and if things keep going as they are, it looks set to continue. The aussies suffering a collapse in the afternoon session, after choosing to bat first. We can cross now to our reporter adam wild. The teams are back out after tea. Fantastic the teams are back out after tea. Fa ntastic start the teams are back out after tea. Fantastic start to this test for england, wasnt it . It certainly was a very good start. The weather has been glorious for most of the day at edgbaston. As you can probably tell, and the last hour or so, the rain has really started to fall. The players had to come off a couple of times. The covers have been on. Most of the rain came over the tea break so we have not lost too much play. Back play has been pulled back slightly, and if it carries on we may have more delay. With the good weather came the good fortune for england. They started very, very well indeed. A huge, raucous reception for the england side, booing and jeering for the australian batsmen after they came out after winning the toss, putting themselves in to bat. Cameron ba ncroft themselves in to bat. Cameron bancroft and david warner, two of those involved in the ball tampering scandal, the first time they played together in a test match since their bands for that. They wear booed and jeered, and both were dismissed by stuart broad before making double figures. Usman khawaja, numberthree ina figures. Usman khawaja, numberthree in a batting line up, did not last much longer. At that point australia where in some pretty deep trouble. They were bailed out and in many ways continue to be by steve smith, the third member of that triumvirate of players involved in that scandal in south africa. He is still there, going on nicely on 67 but he has kept that innings afloat whilst all around him wickets have continued to fall. They are now 168 8. Lots of wickets falling in that middle session. Chris woakes the man doing much of the damage. You can probably see me on the billboards behind me. He places county cricket for warwickshire so he knows the conditions on the ground like the back of his hand. Stuart broad doing much of the damage, four wickets for him so far. A lot of the talk is about the umpiring decisions. There have been some curious decisions overturned by drs, lots of people unimpressed with the standard of the umpire so far in this the first of the ashes tests. England very much on top so far, on day one. Just a bit of bad news for england, one of their key bowlers has had to go off. A bit of bad news perhaps an understatement. James anderson, englands greatest ever wicket taker. He was a bit of a doubt going into the game. It was a risk to play him. He managed four overs in the opening session. He fielded for the rest of the morning. At lunchtime he was taken off to get a scan on his stiff calf muscle. So what part he will play in the rest of this test series, we will wait and see, but at this rate the way australia are going and if the rain holds off, england could be in to back very shortly. Theres been a major blow for wales ahead of the Rugby Union World cup with their their number eight Taulupe Faletau ruled out of the tournament. Faletau suffered a collarbone injury in an innocuous Training Ground incident and will require surgery. His career has been blighted by injury recently and he last 0n bbc news, you may have seen the story of khadijah mellah the 18 year old riding at goodwood races, and the first uk jockey to compete in a hijab. Well this afternoon shes won her race in the all female magnolia cup. You can see her here in the white helmet coming up right on in the inside track. She took the win by the narrowest of margins. But look how much it meant to her. Khadijah trains at the Ebony Horse Club in brixton which gives inner inner city youngsters the chance to train as jockeys, i didntity youngsters the chance i didntity yoi realise. The chance i didntity yoi realise what hance magnolia cop was. I thought sure, it sounds good. And then they said, we will support you and stuff, and i just started riding out and it was really difficult initially, the racehorses were very really difficult initially, the racehorses were very difficult. I had quite a few mishaps. But as soon asi had quite a few mishaps. But as soon as i got the hang of it i started enjoying it loads and i want to continue running out, and i love it. Thats all the sport for now. You can find more on all those stories on the bbc sport website where theres the latest on the final womens major of the year. Georgia hall is on three under and charley hull on five under. Now on afternoon live lets go nationwide and see whats happening around the country in our daily visit to the bbc newsrooms around the uk. Lets go to Stuart Flinders in salford. Hell have the latest from Whaley Bridge in derbyshire. Amelia reynolds is in norwich. Shell be telling us about the 11 Year Old Girl from essex whos become a World Champion bmx racer. These pictures from Whaley Bridge, looking terribly worrying. What is happening at the moment . You may never have heard of Whaley Bridge before, a small town 60 miles south of manchester in the derbyshire Peak District, and Derbyshire Police are urging everyone who lives there to leave. The toddbrook reservoir nearby has been damaged, looks like theres a big hole in the dam wall, and the question is, will it hold . After a dry start to the day it is raining again. The reservoir has an overflow but that has already been com pletely overflow but that has already been completely flooded and they are now diverting thousands of gallons from the reservoir to the river goyt being flooded, and that runs through the centre of Whaley Bridge, but the other danger is to the reservoir boards themselves which might give way which will also hit the town badly. The entire town now being evacuated. Residents are being urged to go to the homes of friends and families and for those who it is not an option, the high school in the neighbouring town of chapel le frith is preparing to provide shelter to people. It has been raining heavily for a couple of days and weve been getting stories like this for some time. It is notjust Whaley Bridge, we we re time. It is notjust Whaley Bridge, we were talking about this last night. We had a Major Incident declared in poynton, another small town in cheshire about 11 miles south of manchester. Widespread flooding there, and bridge collapse, stockport, bramall, cheadle hume, all affected. In derbyshire beyond Whaley Bridge, residents in buxton and the high peak are being urged to have a flood plan in place. Some roads are closed including the major route between buxton and bakewell, the a6, but the real concern is the reservoir at Whaley Bridge in derbyshire. The town being evacuated with a real fear that the walls of the reservoir may not be able to hold. When they have stories like this it will be a major story, but so many angles to cover on this one. 0ne so many angles to cover on this one. One of the big problem is weve got is logistics because, just as the authorities are trying to control those areas and control access, which they do if it could be dangerous, it is a problem for us to get camera crews and reporters at live links there, but we want to bring our view is the story of what is difficult, not just for bring our view is the story of what is difficult, notjust for the residents but for us also, but the priority for the authorities is the people who live there, to make sure that they are safe. Thank you very much, stuart. Now in essex an 11 Year Old Girl has become a bmx World Champion freia started riding a bike aged just two. So what makes her so good, amelia . She is incredible. She is unbeatable in her age category. Lets show you some pictures so you can see what she does. She is in the start gate. When she is out, the way to tell which one is freia is by looking at the person in front. Her coach met her when she was five years old. He said it wasjust her when she was five years old. He said it was just a couple of sessions and he knew that she had something special. He talks about how great technical ability, but thatis how great technical ability, but that is even more than that, the absolute desire to win, which he says you did not often see just that com plete says you did not often see just that complete desire and someone so young. She is just complete desire and someone so young. She isjust back from complete desire and someone so young. She is just back from the bmx World Championships in belgium. She won all of the heats and all of the knockout rounds on the way to the top. It is a pretty full on sport, there are some falls and bumps and bruises, as she told us. It was really hot at the end of my semi. I thought i was going to faint and i had a whole bottle of water poured over me, but after that, in the pens in the final, i knew that i was ready and i just wanted in the final, i knew that i was ready and ijust wanted to get it done. And she did, she got the world title. So what is next . Bmx racing became an olympic sport in 2008, the year that freia was born. She says her ultimate ambition is to take pa rt her ultimate ambition is to take part in the 2028 games, so she has a few years, but she says she will keep writing, keep focused, and as you mentioned there is a rather proud mum in the background she will keep riding. To me shesjust a normal 11 year old who loves being on her bike, she is very driven in herself. And she just loves being on a bike. She started riding a bike when she was two. She was naturally mischievous, climbing trees and on her bike, and she isjust that sort of way inclined. I am going to sound like an old grump, but how does she fit in school at . Shesjust finished primary, start secondary in september. She was worried about how to fit in all of the extra homework, but i think shes going to manage. She is a pretty determined young woman. Indeed she is. Plenty more coming tonight on look east on that later on. Thank you both, and more on those floods in derbyshire on north west tonight at 6 30pm. Police in madagascar say a british woman who fell to her death from a plane in mid air opened the door herself. 19 year old Alana Cutland a student at Cambridge University was on an internship on the island. Heres our correspondent, Andrew Harding. Theres lots of speculation. The police have confirmed to me that alana opened the plane door herself after it had taken from a remote airstrip in the north of country. They are investigating multiple theories as to why she may have done that. There were at least two other people on the plane including the pilot. There is speculation that this might have been some sort of suicide act. There speculation, and her body is still missing, so it is ha rd her body is still missing, so it is hard for police to do much in terms of forensic investigation, but the other theories they are working on was that this was some sort of mental crisis, and that this crisis could have been triggered by, its thought, antimalarial drugs that she may have been taking. We know that some of these drugs have been connected to psychotic episodes, and there have been reports in some newspapers that she had in the days running up to this incident last thursday been having some sort of psychotic episodes and Mental Health troubles in that period. A sixth person has died, after eating hospitalfood linked to an outbreak of listeria. The bug was linked to sandwiches and salads supplied to eight hospitals in england. Its understood the latest patient to die was treated at the western sussex trust. Public Health England say there have been no further cases reported and the chances of more people being affected are getting smaller. Two people have been injured as scaffolding from a large building collapsed onto a main road, in reading. Firefighters are using thermal imaging in the search for anyone who may be trapped in the rubble. South Central Ambulance service say they are at the scene and assessing two people with non life threatening injuries. The sale of single use plastic bags in england has fallen dramatically since a 5p charge was introduced four years ago. Government figures suggest that the seven biggest retailers including asda, sainsburys, and waitrose sold 90 fewer plastic bags than in 2015. John mcmanus reports. Single plastic bag use has dropped significantly in england since 2015. The information relates to the seven major retailers in england, as marks spencer, morrisons, sainsburys, the co op, tesco and waitrose. They have recorded a staggering reduction of 90 since a 5p charge was introduced. In the last year alone there has been a 47 decrease of single bag use. That means the average personjust single bag use. That means the average person just buys ten single use plastic bags a year compared to 140, five years ago. Plastic bag use has dropped in scotland also and the holyrood government is now pushing ahead with a Deposit Return Scheme for some plastic and glass bottles and cans. Some critics say that ditching single use plastic bags means switching to heavy duty bags for life which can often contain more plastic, but at a time when consumers are being urged to go green, this is one issue that campaigners will feel has been all wrapped up. In a moment well be hearing whats hot and whats not in the business news. First a look at the headlines on afternoon live. Police are evacuating thousands of people from Whaley Bridge in derbyshire where a dam has partly collapsed. The Environment Agency warns lives are at risk. People have been taken to an Evacuation Centre in a nearby school, in chapel le frith. And i woman has been convicted of killing her two young daughters aged just three and 17 months. The value of the pound has fallen against the us dollar again, making overseas holidays and imports more expensive. Its dipped below 1. 21 cents in trading this morning. A month ago it was worth 1. 26 but has fallen as fears grow that britain will leave the eu without a deal on october 31st. The slowdown in british manufacturing continued injuly. Its the third month in a row that output has shrunk. The economists behind the ihs Market Survey said that factory orders were falling because customers were using up materials they had stockpiled for a march brexit. Apart from peoplesSummer Travel plans, what are the big business stories going on . Interest rates is the big one. The bank of england, not with predictions about what the economy is going to be doing, which are not predictions, forecasts, of what the economy will be doing. They reckon growth of 1. 3 this year, 1 next year, as opposed to 1. 5, and 1. 6, soa next year, as opposed to 1. 5, and 1. 6, so a reduction in their forecast. That is pretty gloomy. We have seen some figures from the company that runs legoland, Madame Tussauds and the london eye, merlin. The figures are disappointing, outside london. And figures from shell, very disappointing, 20 down on profits, and they are aiming just a general slowdown. We can speak to the editorial director of what investment magazine. There is a feeling that the oil price is moving down, everything is slowing down around the world. Shall have been a victim of the glut of liquid natural gas that is out there. So we are not using quite as much oil and the oil produced by shell, they are finding it hard to get a return when they refine it into petrol. It has made 3 billion sterling profit so it is not an insubstantial amount of money, but for private investors it is in their pension, if they know that, many people hold it because it pays a very large dividend. It is a very important stock. It is a good bellwether for the general economic outlook. What about merlin . It runs all of these Tourist Attractions in the uk. You would have thought that a falling pound, we would be the place to go for all of the european and american tourists, you want to go abroad, but it doesnt seem to be the case. No, merlin has blamed the relative lack of success of the last lego movie out early in the year. They pulled in 190 million, a decent sum of money but when the first one came out, it pulled in 470 million and what happens is that people go off and see the movie then go off to see things like legoland, and not so much of that has happened. Merlin operates in 27 countries and is in the throes of being taken over by the owner of lego itself, a danish family, and a big private equity company. It is indicative of the general slowdown in the economy, here and in europe. No change to uk Interest Rates but it is the Economic Forecast that the bank of england put forward, but in the end they cant say much about what they expect beyond 0ctober the end they cant say much about what they expect beyond october the 31st, because they simply dont know. Yes, and they dont want to be accused of taking a position on the brexit debate. Some people have criticised mark carney the governor for being a gloomy remainer. Others have said, just get on and give the forecast, so the forecasts are, the economy will grow in the next two years but not as much as they thought a few months ago. That is the sensible view that many other independent bodies would do as well and it was not at all surprising that they would cut Interest Rates, 0. 75 , needing to hold that back for later in the year, or perhaps next year, if the economy needs a boost. Ill see you tomorrow. You will, thank you very much indeed. Its one of the music industrys most unlikely comebacks. No, its not bros but the humble cassette tape. Sales have hit a 15 year high, reaching their highest level in the uk since 2004. The resurgence of cassette tapes has been driven by mainstream artists, like Billie Eilish and the 1975, releasing their albums in the format, cassettes. Tallulah webb runs the independent cassette label sad club records, and also works at Rough Trade Records in brick lane, i spoke to her earlier about why theyre making a comeback. You cannot is a diy artist released music on vinyl if you dont have the support of a major label. It is £10 to produce. It is unbelievable. You cant even do 300 copies. |j to produce. It is unbelievable. You cant even do 300 copies. I thought that everybody was downloading and live streaming. But you do want the music in physical ways to sell at gigs. Music in physical ways to sell at gigs, and stuff like that. So the actual presentation of a cassette box like this and the art that goes with it, this is part of it. Yes you can hold it, look at it, you can do the artwork yourself, it is a new level of music, and just spotify isnt really enough. If i just play this, what about the sound quality . We are all familiar with that slight hiss when you play a cassette. |j play a lot of my old cassettes and it does have that noise and that hiss, which isnt great, but if you have good equipment, spending £50 plus which isnt a lot on a cassette player, then it will not be like that at all. It sounds exactly the same as a cd. People come and say, what have you got, what sort of music is finding a resurgence on this format . Everything from bedroom p0p this format . Everything from bedroom pop, lo fi music. This format . Everything from bedroom pop, lofi music. What on earth is that . Indie, especially the electro scene is going well on cassette. Yes. Many of us threw away our hifi is and dont necessarily have tape players. And now they are making a comeback . They are making a comeback but i dont think it is the old people who lived through the cassette revival. The old people who lived through the cassette revival i dont think they are the ones who are buying it. It is, people laugh at them and think that they are not great and have that hiss, but it is the people who, the smaller diy artists on the scene, who are 20 years old or whatever. Some artists would say that the sound from a cassette is better than digital. Yes, and the same about vinyl and it annoys me when people say they love the vinyl. And that is not right. Clean your record player. I think the sound is fantastic. If you are looking for, like, 100 , then go to tidal streaming services, not spotter five. That is the streaming service from kanye west. Not spotify. I am quite lucky that i work in a record shop and i see people coming in and buying cassettes, every day. And it is not a nostalgia effect. Obviously there are some people who say i used to do this when i was younger, that is really nice, but it is the younger people who come in and think it is cool and interesting and also, it creates a much more diversity in our shop. That was me speaking to talulah webb, being brought up to date on modern things. Now, the weather with helen willetts. The odd rumble of thunder is likely through northern scotland, north west england, down towards the worse. There is the outside chance of one across the West Midlands. It will feel warmer in the sunshine, Northern Ireland mostly largely dry with fjord shower across southern counties of england with their showers continuing into the evening before starting to fade away through the night time hours. In their place, we will see some mist and local art for the east coast, perhaps some mist and fog inland but it will be a fairly close night for most of us with the humidity after the showers. Still the low pressure is meandering around the southern north sea. 0n is meandering around the southern north sea. On friday still influencing the weather. It will bring some showers again. Probably fewer than today but still the same areas, parts of scotland and Northern England across central and eastern areas, but in the sunshine, 24, 25 is on the cards. Today at five police move residents out of the town of Whaley Bridge in derbyshire as part of a nearby dam wall collapses. The Environment Agency has issied a severe Flood Warning in the area meaning there could be a danger to life. This evacuation was a necessary precaution. I think the next 12 hours will tell us whether it can be saved. Police have told the towns 6,500 residents to gather at a local at a local school. Well talk to the local mp and to a Structural Engineer. The other main stories on bbc news at five
