All sanctions imposed on turkey over its offensive in kurdish held areas in Northern Syria will be lifted. We are going to go and see if we can get inside. Republican lawmakers in the us have disrupted the democrat led trump impeachment inquiry, as a Senior Pentagon specialist was about to testify behind closed doors. A good night for english teams in the Champions League as chelsea and liverpool both win away. And at 11 30pm, well be taking an in depth look at the papers with laura hughes from the Financial Times and broadcaster eve pollard. Good evening. 39 people have been found dead in the back of a lorry in essex in an incident described by police as an absolute tragedy. The container is thought to have crossed the English Channel from zeebrugge in belgium. A 25 year old man from Northern Ireland has been arrested on suspicion of murder. Police say that identifying the victims is the first priority, but they say its likely to be a lengthy process. Ed thomas reports. Just before 1. 40am, paramedics call police. The doors of the lorry container had been opened. Inside, 39 bodies. 39 lives. People with hopes and ambitions. The youngest was a teenager. Thats tragic. Absolutely terrible. Yeah, such a shame. Obviously trying to get over here for a better life. It is heartbreaking for me. Feels very sorry for them. Its horrible. Its quite difficult to believe thats happening quite close to the place where you are working every day for many years. Weve obtained this cctv from i. I3am this morning. Close to where it was found, the lorry passes at speed. The final moments before its journey ended. When paramedics arrived, all 39 people were pronounced dead. The trailer is believed to be refrigerated, with temperatures as low as minus 25. This is as close as the police will allow us to the lorry, and all morning forensic teams have been coming and going from that tent. We still dont know who put these people on the lorry. We dont know exactly how they died. All we know is that the lorry was found here in the early hours of this morning. We know the truck was registered in bulgaria. Police said the trailer arrived, on a ferry from zeebrugge in belgium, into purfleet on the river thames, docking just after midnight. The driver of the lorry has been named in Northern Ireland as 25 year old mo robinson. He is being questioned on suspicion of murder. This matter has attracted national and international interest, and its absolutely imperative that the operation is conducted with the utmost respect for the 39 people who have lost their lives. Grays is at the centre of a huge haulage network. Where the lorries are stopping overnight and people are coming out of them. Some here are shocked, but not surprised. This cabbie says he and his colleagues are often approached by desperate people. All they do, is they come up, they cant speak english, they hand you a phone, you speak to someone on the other end of a phone, and they ask you to take them to an address. Its normally round by london. Ive seen six people getting out of the back of a lorry in the same location. This man didnt want to be identified. As has my best friend, seen people running out of a lorry, and scattering in all directions. He walks past the place where the lorry was found most mornings. It seems everybodys had experience, that i know, especially in that area in particular, and itjust seems to be a thing that no one seems to care about. Today, the Prime Minister and labour Leaderjeremy Corbyn spoke of their shock and sadness. This is an unimaginable tragedy and truly heartbreaking. I know that the thoughts and prayers of all members are with those who lost their lives and their loved ones. All of us should just think for a moment what its like to be a Police Officer or a firefighter, to open that container and have to remove 39 bodies from it, and deal with them in an appropriate and humane way. Tonight, the lorry and the people still inside have been taken away. Police said their dignity and finding their loved ones comes first. Ed thomas, bbc news, grays. Well tonight the belgian authorities said theyll be carrying out a full investigation, our europe correspondent has been in zeebrugge, where its thought the trailer left from on its way to britain. What we heard is from the prosecutors here in belgium, the federal prosecutors have opened up their own inquiry now and they are in contact with the uk, with police in the uk and they are beginning their inquiries. What they say is that they do believe the truck, or the trailer, came through here. What they do not know is where it originated, where those people might have gotten on board and whether that was in belgium and how long it spent in belgium. All things they want to try to identify but to give you a sense of what they are trying to deal with, we have been here this evening and we witnessed, i think we have pictures of this, four migraines trying to come down here to the port, looking for a way into the port and were trying not to be seen and they went down the road looking for a way into the Ferry Terminal and the port authorities reacted quickly, then the men then left the scene. This site here is a giant port and there has been real pressure in recent months, as places like calais, the security has improved and that is 100 km away and hear 4000 trucks and trailers that they go back and forth to the uk so it is a pretty difficultjob to keep the security here going. There is cooperation at the minute, already between the uk authorities and the belgian authorities but the Motorway Network extends here into the port, the traffic is through here, and despite all of that effort to increase security and increase intelligence gathering, the trade as we have seen today continues. Borisjohnson has held talks with the labour leader, Jeremy Corbyn, to discuss the deadlock over brexit. Last night mps approved the Prime Ministers brexit deal but rejected his 3 day timetable for rushing it through the commons. Theres been cautious support in the European Union for granting the uk more time to try to approve the deal. But borisjohnson has told the European Council president , donald tusk, that he doesnt want any further delay. 0ur political editor, Laura Kuenssberg reports. Forget all westminsters flurry its up in the air. Will we leave the eu before christmas or be back at the ballot box . The Prime Ministers attempt to walk his brexit deal through the commons stalled last night, so delay is on the cards and it is not in his hands. They said we couldnt get a new deal, and we did. Then they said wed never get it through parliament, and they did their utmost, didnt they . They did their utmost to stop it going through parliament, and we got it through Parliament Last night, mr speaker. Mps did agree the Prime Ministers deal to take us out of the eu was worth talking about, but they did not pass it, not at all, and kicked out the governments timetable, so the brakes are on. He threw Northern Ireland undera bus, he ripped up protections for workers rights and environmental standards. Does the Prime Minister accept that parliament should have the necessary time to improve on this worse than terrible treaty . In truth, therell be no Big Decisions at home until other choices are made elsewhere. Its for ireland and the rest of the eu to allow the uk more time or not and under what conditions. My bags are always packed for brussels, and packed they are again. In writing, if theres agreement around the continent, or at a summit on monday. If there is no consensus, we will have to convene a meeting of the European Council to discuss whether or not to grant an extension to the uk, for how long and under what conditions. Until there is a Firm Decision from the eu, this place is in limbo. The Prime Minister and Jeremy Corbyn met in here this morning to discuss whether there was a way through, but at a slower timetable. But they agreed nothing, and the Prime Minister claims if there is a delay of months, he would rather go straight for a general election. Yetjust as some in number ten are gung ho for the ballot box, there are some ministers in the cabinet who visibly disagree. With an agreement that has a chance of being approved, some ministers are arguing to agree a new timetable, a Programme Motion, and try again. I want to listen to Northern Ireland mps, get a Programme Motion that is to the satisfaction of a majority of people in this house and resolve the situation. That is where i feel our responsibility lies, and we can Work Together to address many of these issues. 0ur politicians have a patchy record of that, but the politicians agree a delay must be granted before they will permit an election. It should notjust be long enough to scrutinise a bad bill for a week or two longer. It should in my view be long enough to allow a general election or a referendum. It may only be a few days before that choice is made, but in political terms, a long walk yet. Laura kuenssberg, bbc news, westminster. All eyes are again on the European Union and how the 27 eu leaders will respond to the request for a delay to brexit. So what are their one possibility is a short extension of just a few weeks, potentially giving the government enough time to pass the deal. Another is a longer extension, to the end of january, thats the date requested in the legislation as agreed by parliament, though there could be an early exit, if the Prime Ministers deal is ratified. 0ur europe editor, katya adler has been in brussels this evening. She says eu leaders are expected to give an answer on the extension on friday. Brexit fatigue eu leaders say they wa nt to brexit fatigue eu leaders say they want to try to avoid coming back here to brussels for another emergency brexit summit so we are expecting at the session probably and writing rather than in person and writing rather than in person and again from conversations i am having here, it seems although it could still change and france is not quite onboard but the eu is really thinking about granting the three month brexit extension mentioned in the Prime Ministers extension ladders but and brussels it is dubbed a flex extension because the uk would not be bound to the eu for the full three months at the new brexit deal was ratified beforehand, it could leave at any time before. If it is really as sort of as clear as this, why are we not hearing from eu leaders yet, why are they keeping them and suspense . Three main reasons, first of all because the president of the European Council has not spoken to every single one of the 27 eu leaders and do not forget each one has a potential veto on the extension. Secondly while borisjohnson on the extension. Secondly while Boris Johnson and his on the extension. Secondly while borisjohnson and his government may be in borisjohnson and his government may beina borisjohnson and his government may be in a political hurry to hear from the eu, the eu is not under a similar hurry and that is also because of reason number three, they wa nt to because of reason number three, they want to send a message to the uk not to ta ke want to send a message to the uk not to take rolling brexit extensions for granted. The eu would love to attach a condition to the extension, to try to ratify the new brexit deal. But legally and practically that could prove rather difficult. President trump has announced that all sanctions imposed on turkey over its offensive in kurdish held areas in Northern Syria will be lifted. It comes after russia agreed with turkey to deploy troops to extend a ceasefire along the syrian border. More than 170,000 civilians have been displaced since turkey began its assault on kurdish fighters. In a televised address, mr trump said turkey had assured him that the current ceasefire would be permanent. 0ur north america correspondent nick bryant reports. On a day that donald trump claimed an american diplomatic triumph, the facts on the ground contradicted his words. These were Russian Forces consolidating their power in Northern Syria, in an area that, just weeks ago, was home to a key us base in the region. And these were turkish soldiers and turkey backed Syrian Rebels unveiling their flags in triumph in a border town theyve now taken from the kurds. Americas forces have been continuing their pull out, much to the fury of their kurdish allies in the fight against islamic state. These images have come to define a major power shift. Departing us soldiers, former brothers in arms, pelted with potatoes. In washington, the president tried to turn whats been condemned as a tale of american betrayal into a story of personal success. Todays validates our course of action with turkey, which only a couple of weeks ago was scorned, and now people are saying, wow, what a great outcome. Let someone else fight over this long bloodstained sand. But the great outcome is for president erdogan of turkey and his russian counterpart, vladimir putin, who met yesterday in sochi to shape the endgame in syrias eight year civil war. America is no longer a significant player in determining syrias future. From capitol hill, the president has been pelted with criticism, and its come from senior republicans. If not arrested, withdrawing from syria will invite more of the chaos that breeds terrorism and create a vacuum our adversaries will certainly fill. The withdrawal of most of americas forces from syria means a waning of us influence in the middle east and maybe beyond, but this is a commander in chief who campaigned on disentangling his country from costly and unending conflicts, and many of his supporters will see this as he does, as a case of mission accomplished. It is approaching 11 17pm. The headlines on bbc news. Essex police are investigating the deaths of 39 people, whose bodies were found in a lorry container. Borisjohnson and Jeremy Corbyn meet to try to find a way through the brexit stalemate. President trump has said hell lift the sanctions he imposed on turkey, after it halted its military action against kurds in Northern Syria. And coming up have traditional computers had their chips . Google claim their quantum computer can now perform tasks at a fraction of the time of its conventional counterparts. Republican lawmakers in the us have disrupted the democrat led trump impeachment inquiry, as a Senior Pentagon specialist was about to testify behind closed doors. The group barged into a secure us capitol meeting room delaying the testimony of a pentagon official, the latest witness in democrats investigation of possible abuse of power by trump over his Pressure Campaign against ukraine. Earlier i spoke to our correspondent, Chris Buckler whos in washington and described what happened on capitol hill today. Donald trump had told republicans they needed to get tougher and to fight back against the democrats and this was the response of some republican members of congress. They essentially force their way into this closed door a meeting that was taking place and they went in there shouting, screaming and posting on social media, deliberately attempting to disrupt these proceedings. In fact the Capitol Police had to be called in order to clear the room and just to give you an idea these impeachment inquiries are happening behind closed doors and republicans feel very strongly that there is no transparency to this process but that also means that it this process but that also means thatitis this process but that also means that it is held in a very highly secure facility and as a result they had to make their way and there and put on this show and to some extent it is going to lead to something of a backlash from congressional officials saying is this appropriate to do . They feel strongly there should be more transparency but democrats feel very strongly that they are trying to intimidate witnesses. Unbecoming behaviour at like you said but why on earth would they be able to storm a hearing like that . If you think about it, they are all people who are elected and they are known around congress and they are known around congress and they have badges to take them wherever they want but it is true that they barged their way and there and ultimately that is something thatis and ultimately that is something that is going to be reflected upon, i suspect though that democrats will not want this event to take away from what they regard as the main event, at that impeachment inquiries that are taking place. Yesterday was a big day and senior diplomatic official in ukraine for the us gave testimony, that suggested donald trump did suspend military aid to try and push the ukraine into launching an investigation into his political rival, something that the president has denied time and time again and we are about to hear before all of these delays from laura cooper, she is the us defence official who oversees you cane ukraine and russia defence polities. Policies. It is behind closed doors so we did not know what is being set in there but the reality is it could be interesting material that democrats are waiting to make public at some stage. Chris buckley speaking to me from washington earlier. A deal to save British Steel is in danger of collapsing, after a Turkish Company ataer holding, named as the preferred bidderfailed to reach an agreement to buy it. Since may, British Steel has been kept running by the government as it seeks a buyer. Some 5,000 jobs are directly at risk and another 20,000 in the supply chain. Universities have done too little to tackle racism on campus according to the equality and human rights commission. It suggests a quarter of black and asian Students Experience some form of racial harassment and that universities are reluctant to face up to it for fear of damaging their reputation. Universities have described the report as sobering and shocking. Heres our education editor bra nwen jeffreys. Universities, places of learning but not always tolerance. This t shirt, worn to a student event this term. Leicester university has disciplined the students involved. I met a recent graduate were calling angela. She was in a lecture at a medical school. Instead of talking about afro caribbean women, the senior tutor repeatedly used the n word. Everyone was very shocked. You kind of hear everyone gasping. There was an audible gasp in the lecture theatre. For you, as a black student, what was the emotional and psychological impact . It makes me feel quite left out and segregated and kind of like i dont belong. For some students, the effect of racism is devastating. We have real concerns in particular about the impact it has had on peoples mental health. We have around 8 of those students who told us about experiencing racism telling us they considered suicide as a response to that. We heard around one in 20 had dropped out of their degree courses altogether. Universities worry about their reputation and thats got in the way of taking racism on campus seriously. Students will only come forward if there is a safe way of reporting their concerns and if they know they will be acted on. Manchester uni has pioneered this app. It has encouraged more students to report. No one wants to think that theyre in an institution that is seen as sexist, racist or anything else. Absolutely, there is always a tension and nervousness. It is making everyone sit up. There were lots of people who were surprised and shocked at what is coming forward. Unless you hear it you dont know. Is this something thats going to be happening on every University Campus . I think if ijust think about manchester, we are a microcosm of society, no doubt about that. Within every institution, i would be incredibly surprised if there arent issues in every single institution. Universities say the report is sobering. They are promising urgent action. Brangwyn jeffries, bbc news, manchester. Researchers claim to have achieved a milestone in quantum computing. Using specially devised google hardware, they say their machine completed a mind boggling calculation in just over three minutes that would take a conventional super computer ten thousand years to process. But what is quantum computing . Our technology correspondent, rory cellan jones, has this report. How does a quantum computer work . Drill down into a conventional computer and you will find the bits, the basic unit of information which is either a zero or a one. Think of it as a switch which is either on or off. But at the heart of a quantum computer is the cubit, and the magic here is that it can be both one and zero at the same time. The switch can be both on and off. This supercharges any computer programme, making impossible problems easy to solve. We could find answers to Climate Change, make rapid progress in artificial intelligence, and break encryption secure codes would be simple to crack. Earlier i spoke to christopher monroe, a physicist at the university of maryland and co founder of the quantum computing startup ionq. I began by asking if google had really achieved quantum supremacy on this. Well, it is a tricky metric because anything in quantum is actually hard to prove that it is useful or so far that you can do something that you could not do otherwise said this achievement, it is a pretty serious technical achievement on par with lots of other things going on and so the good news is they built a system thatis the good news is they built a system that is programmable, more programmable than past systems, have shown similar handset supremacy but the problem is the problem they choseis the problem is the problem they chose is really useless and it has a feature that allows them to run the computer longer than you would normally, for any useful computation. A bit of a mixed bag but progress continues. It has been compared to the Wright Brothers and flying and essentially we are at the point where they have prove the point, nearly a0 years on, how long do you think before it becomes applicable to real life situations . That is a tricky one. I asked that question all the time and i think in the three to ten year timeframe, we will see applications that are one of a kind type things and there will be solving a problem that its actually useful for somebody in logistics or financial mock comic market models or chemistry, learning and calculating the structure for incense, and there are many different technologies right now and ido different technologies right now and i do not think it is clear, what the Winning Technology or what the Winning Technology or what the winning application will be yet. Very quickly, there is a lot of talk of being used in Climate Change but a key problem here is encryption and national security. China and the us are watching this very closely. One of the long term applications as both sides of security, encryption you can use quantum states to encrypt because when you look at a quantum system you destroy it and you can also use that as i said earlier you could use Quantum Computers to break codes and it turns out that application is very ha rd turns out that application is very hard and requires systems that are way bigger than what we have now so thatis way bigger than what we have now so that is probably at least a decade away and maybe a few decades but you have to be on top of those applications very early on and if it is something coming in 25 years that impact security, you have to deal with that now. And a reminder well be taking another look at the papers with our reviewers laura hughes from the Financial Times and broadcaster eve pollard thats coming up after the headlines at 11 30. Now its time for the weather with susan powell. Hello, no shortage of wet weather across the uk so far this month, and some of us, set to be above average amountand some of us, set to be above average amount and terms of rainfall and parts of england and wales and can get us into the weekend. Wet weather around to the west of england and across wales for the first thing on thursday but that will drift eastwards as the day goes on and the north and west, abandon of punchy showers living across Northern Island and western scotland, accompanied by squally wins. Though showers move through and some air behind with eric stomach pressure from the north and where the two meet for a friday a weather front which will push into the course of the day to england and wales, low centre further north continues to be showers the northwest of scotland and airas welland showers the northwest of scotland and air as well and there is a chance of some snow across the tops of the mountains. For south the rain had a particularly for whales and we could even see a little snow. A contrast in temperatures across the ca ke contrast in temperatures across the cake in single figures in the north and up to 15 in the southeast. Defrank continue sneaking away across england and wales all the way through friday night and on into saturday. Before it will slowly pull away southwards and had some concerns with the amount of rainfall could cause localised flooding with difficult travelling conditions. Here is saturday and not a pretty picture across much of england and wales but it should become increasingly dry with writer spells. And again there are some quite keen squally winds and actually feel to the evening with cries ofjust eight or nine. Still clinging onto 1a in the southeast. 0vernight into sunday and do not two separate forget to set the clocks back and a change in the weather. Finally the front will pull away into the continent and the pressure builds and from the west and it will like to stay into next week. It will also introduce some chillier air with a northerly airstream. A change and a tunnel weather, and a crisper and chillier condition then overnight frosts. Sunday we should see some decent spells of sunshine across the uk but it will feel cooler with top temperatures at 11 or 12 degrees. I think quite an extensive frost as we go to the early part of monday. For next week, quite a significant change to what we have had, a dryer story for the coming day and it will feel different as well. Here we go, sunday into monday and the area of High Pressure extending across the uk and one thing we are watching closely as the low to the south, just some uncertainty that may
