Lewis hamilton will start the us formula one grand prix in fifth on the grid, but is still poised to win the world drivers championship. And click checks out what made in taiwan means in the 21st century. Thats in half an hour, here on bbc news. The leader of the brexit party, nigel farage, has announced he wont stand as a candidate in next months general election. Speaking on the andrew marr show, he said that instead he will be campaigning across the country against the prime ministers proposed brexit deal. Ive thought very hard about this how do i serve the cause of brexit best . Thats why im doing this, not for a career. I dont want to be in politics for the rest of my life. Do ifighta politics for the rest of my life. Do i fight a seat or do i serve the cause better traversing the length and breadth of the United Kingdom supporting 600 candidates because mike andi supporting 600 candidates because mike and i decided the latter course is the right one. So you wont stand yourself . No, it is difficult to be ina yourself . No, it is difficult to be in a constituency and out fighting across the uk. It comes as the Election Campaign gets into full swing, with labour and the conservatives making big spending pledges. Borisjohnson has confirmed the benefits freeze in place since 2016 will end in april, whilejeremy corbyn is proposing to insulate almost every home in the uk, which labour says will create hundreds of thousands of jobs. And of course, last week was the week we were meant to leave the european union. Our Political Correspondent Jessica Parker spoke to me a little earlier. Borisjohnson said famously that he would rather be dead in a ditch than ask for a delay. He blames the delay on parliament. Parliament would say he needs to take ownership of what happened. He has been speaking in an interview about whether he has been sorry to miss that deadline. Will you apologise to those members who voted for you because they thought you would take them out of the eu on the 31st of october . It is a matter of deep regret. What we need to do now is get on and do it. That was Boris Johnson speaking on sky. Labour have been talking about their offerfor this general election. What have they been promising . We will hear lots of offers from the parties in the coming weeks, but they have been announcing a major Home Improvement programme, including a £60 billion scheme for Energy Saving upgrades for low income households, things like loft insulation and double glazing. They say it would create jobs, cut Carbon Emissions and energy use. They have been talking about the nhs. Labour feel like they are on good territory talking about the nhs, and they have been vocal against what they say is the privatisation of the nhs under this government. The shadow chancellor this morning seemed to suggest they would try and take private contracts back in house. Lets listen to what he was saying. These contracts should be brought in house because we believe in a democratic nhs, and we believe we shouldnt be allowing people to profit from the nhs. At the end of a labour government, no commercial involvement . We will see how those contracts run out. We will protect the patients and get a better service. The general public feels we shouldnt be pouring money into the pockets of profiteers. Lets talk about the lib dems, because they are pretty angry that they havent been invited to this tv debate. What isjo swinson saying . The they have lodged a formal complaint and they are not happy that this head to head is happening withoutjo swinson. The lib dems want to be involved and that is not particularly surprising. The snp have said they think this kind of debate could be misleading, so we will see how that one shapes up. As you know, around elections, there is always a thorough debate about tv debates, who should take part and how they should be run. Meanwhile, a lot of discussion about the so called remain alliance. This idea that certain parties could stand aside in certain seats to get a candidate who supports remaining in the eu and benefit their chances of getting into power. It is something that has been put to jo swinson this morning. I wouldnt necessarily assume that the numbers are accurate, but we have been having those discussions because there are people in those different parties, parties that want to stop brexit and remain in the eu, and we have found that in the brecon and radnorshire by election at the beginning of august, we had a successful example of where two parties stood side by side with the lib dems and we were able to win that seat and return an mp who would campaign enthusiastically to remain. I think those discussions are ongoing. Yesterday, news emerging that there was the potentialfor a remain alliance in the isle of wight and in broxtowe. They will have to conclude those conversations soon because nominations will have to be in, so the discussions are ongoing. It looks like there might be something of a remain alliance in some seats, but the question will be how widespread it is and how effective. Meanwhile the Scottish First minister has said that the issue of who decides scotlands future is one of the central questions of the upcoming general election. Nicola sturgeon insists that if the snp wins the most scottish seats in the election, and mps stand in the way of a second independence referendum, it would be ignoring the democratic wishes of scotland. Lets discuss this in greater detail with matthew goodwin, professor of politics and International Relations at the university of kent. First of all, nigel farage saying he wont stand as an mp. How big a role do you think the brexit party will play in this election . Potentially they will play a big role, even if nigel farage is not standing himself, he made clear this morning that he will be supporting potentially hundreds of Brexit Party Candidates across the country, and we re candidates across the country, and were those candidates to take as little as five or 6 of the vote, that would have a Significant Impact on borisjohnsons that would have a Significant Impact on Boris Johnsons ability that would have a Significant Impact on borisjohnsons ability to win the majority he wants, so the brexit party will be a big factor. In what sort of seats do you think the brexit party will be a particular threat to the conservatives . brexit party will be a particular threat to the conservatives . I think the first thing to say is, we have got to see what the strategy is. I imagine the brexit party will not stand candidates against eurosceptic politicians within the conservative party, and that would be a return to ukips strategy in 2010, when they didnt stand candidates against politicians that wanted a referendum on britains eu membership. But if they were then to stand candidates in the all important marginal seats where the conservatives are only a few points behind the labour party, thatis few points behind the labour party, that is going to cause a big problem for borisjohnson because the overwhelming majority of brexit party voters back at the european elections in the spring were former conservative voters. Nigel farage is saying most of his vote comes from labour voters. That may be true in some northern labour seats, but overall, the brexit party is going to primarily hit the conservative party. How sophisticated a Campaign Machine do you think the brexit party have and how well will they be able to fight this election . Party have and how well will they be able to fight this election7m party have and how well will they be able to fight this election . It will bea able to fight this election . It will be a significant campaign. A few things to keep in mind nigel farage has won many Election Campaigns before, many of the people helping him at this campaign went through the 2015 campaign with him, when, of course, ukip polled a significant level of support. Its also just been revealed significant level of support. Its alsojust been revealed in significant level of support. Its also just been revealed in the last few days that the brexit partys using voter targeting technology from the us and is mainly going to use that to target conservative cat might leave voters. Thats not going to matter in lots of safe conservative seat in the south eastern sum along coastal england, but if the brexit party we re england, but if the brexit party were to take a significant chunk of the conservative leave electorate in marginal, more competitive constituencies, that could make a really big difference. I think this is where the conservatives now are going to ask themselves how they can navigate this threat and keep squeezing that brexit party vote. There is all to play for in this campaign. What are your wider thoughts on what sort of election this is going to be . To what extent will it be dominated by brexit . Will other issues like the nhs and so on come to the fore . It is already clear that this is not simply going to be the brexit election we were all told it would be. The big story has been the nhs, labour claiming it will be privatised, that the us will look to increase the cost of drugs. The conservatives say they are the best party to run the nhs. Then there are parallel issues around schooling, police, the economy, that will feed into this election debate, so one will feed into this election debate, so one thing to keep in mind is, we went into this election perhaps thinking british politics begins and ends with brexit, but it may be that at the end of this campaign we realise that those traditional questions in british politics economic redistribution, Public Services are actually stilljust as important as the europe question in our political debate. Good to talk to you, matthew. Matthew goodwin, professor of politics at the university of kent stop members of the Vietnamese Community have gathered in london for a vigil in memory of the 39 people found in a lorry in essex. A service last night was attended by more than a hundred people and more are expected to pay their respects at another memorial today, as Richard Lister reports. This congregation feels the migrants deaths more keenly than most. More than 15,000 londoners were born in vietnam, forming the largest Vietnamese Community in britain. Some gathered at this East End Church last night to commemorate their countrymen who died trying to reach the uk. 0ur sympathy to the people who have lost their lives on the way for the seeking of freedom, of dignity and happiness. And we ask god to welcome them into his kingdom. People here have been following news of the investigation closely. Essex police are slowly identifying the victims and there are families in this congregation who have told father simon that they too may have relatives among the dead. I think the more information that we get, you know, the quicker the investigation could become. So i encourage them if you could, you know, provide. And so far about eight families have come forward to give me information and i have passed on to essex police. Footage has emerged of the lorry shortly before its terrible cargo was revealed. Vietnam has called for closer International Cooperation to combat migrant smugglers and human trafficking. Police believe that trailer may have been rented by ronan hughes, on the left. Theyre still searching for him and his younger brother, chris. It may be some time before we know the names and stories of all those who died, but this congregation is keeping them in their prayer. And there will be another service for them this afternoon. Richard lister, bbc news. A man has been arrested on suspicion of murder after a car drove into a pub in essex. Police said a 36 year old man died when the vehicle hit the spinnaker inn in colchester in the early hours of this morning. Two other men and one woman have been taken to hospital one of the men is said to have sustained life changing injuries. Airbnb which allows people to rent property online says its banning bookings for so called party houses. It follows the death of five people in a shooting in San Francisco on halloween night. Heres our north america correspondent chris buckler. Parties have been a big issue for the company for a long time, but what has led them to act was a party thrown at a home in 0rinda, which is an affluent suburb in San Francisco last week. Now a woman rented that house, claiming she wanted to find a place to allow her asthmatic family to escape from the smoke from the california wildfires. In fact, she threw a Halloween Party in which 100 people turned up and it descended into violence. In which there were shootings and five people died in their 20s and late teens. Now, airbnb has said thats completely unacceptable and they say they are going to put in place new policies that will ban party houses. Now that might prove difficult to do, but brian chesky, who is the co founder and chief executive officer of airbnb has set out a number of things that they are going to do. He says theyre going to create a dedicated party has Rapid Response team and that theyre going to screen high risk reservations among other things. Hes pretty blunt in this post on twitter. He says we must do better and we will. The headlines on bbc news the brexit party leader, nigel farage, says he is not going to stand as a candidate in the general election. The government confirms the benefits freeze introduced by the conservatives three years ago will end next april. Labour promises to make every home in the uk more Energy Efficient if it wins the election. Sport, and for a full round up, from the bbc sport centre, heresjohn watson. Lewis hamilton could write himself into the history books by taking a 6th world title if he finishes in 8th place or higher at the us grand prix which takes place later today. Hamilton finished 5th in qualifying yesterday, with mercedes teammate Valtteri Bottas taking pole. But hamilton is still posued to take another title and that would leave him one short of Michael Schumachers record of seven world titles. The german won his seventh when he was 35, hamilton whos currently 3a, will move clear of argentinasjuan manuel fangio, with both drivers currently on five. Former england wing mark cueto says this england team may never get a better chance to win a world cup than the opportunity missed against south africa in yokohama yesterday. They went down 32 points to 12, in what was their World Cup Final appearnce since losing to south africa in paris in 2007. The frustrating thing for me, in 2007, we got beaten in the final. We did well to get to the final considering what happened prior. This team will never have a better opportunity to win a world cup. On paper, they are the best team england has had for a long time. The performance last week against new zealand, the best, most complete performance we have seen, for ever, probably. I dont think it will ever hit home. Even for me, it sounds ridiculous, but it is 12 years on. The first time england got to a World Cup Final was yesterday since 2007, and i am sat in the kitchen, and it was bringing back some crazy memories. It almost sank in another couple of inches for me. World cup winning captain Francois Piennaar believes the achievement of this south african team is more significant than his sides historic triumph in 1995. They won the title again in 2007, but peinar who stood holding the trophy alongside Nelson Madela on home soil 2a years ago, believes this tops them both. It is better than 1995. His story, coming from a township and what he has done. He has come for the first time in his life, his father, to watch his son play. Just a week before the two title contenders face each other at anfield, Manchester City manager Pep Guardiola says liverpool players will dive to win games. Jurgen klopps side maintained their six point lead at the top yesterday after a late 2 1 win at aston villa. So city remain six points behind leaders liverpool, manager Pep Guardiola playing mind games after the match ahead of that clash with liverpool next weekend. It happened many times, liverpool has done it in past years. Sometimes it is diving, sometimes scoring an incredible goals in the last minute. He isa incredible goals in the last minute. He is a talent. Rory mcilroy has won the world Golf Championship in shanghai after a play off. Mcilroy beat the defending champion Xander Schauffele after the pair were tied at 19 under par after four rounds. In the first play off hole mcilroys birdie was enough to secure his fourth title of the year after the american could only make par. I played very patient golf, notjust today but over the weekend. I was bogey free over the weekend, which was nice to do. If someone had told me that on friday night, i wouldnt have thought i would have needed a play off to win. Zander played great and it was a great final round to be and it was a great final round to be a part off. A part of. There was play off drama too in the latest womens lpga event in taipei. American nelly korda won a three way play off to successfully defend the title. Englands charley hull was the highest placed briton who was tied for 11th place. Thats all the sport for now. Ill have more in the next hour. Lets get more now on the governments confirmation that the freeze in benefit payments is to come to an end next year. The department for work and pensions said working age benefits such as universal credit and jobseekers allowance will rise by 1. 7 from april 2020. But labour called it a cynically timed announcement ahead of the general election on 12th december. Im joined by torsten bell, the chief executive of the resolution foundation, a think tank focusing on people on lower incomes. Thank you for being with us. For people on lower incomes, is the end of this frees good news . Its good to have a confirmation that the benefits freeze is being ended. We have known for four years that it would come to an end this april, and the government isjust would come to an end this april, and the government is just confirming that, but clearly it is welcome. Just describe what this freeze to benefits, how long it has been in place and what it has meant for people affected by it. It has been very bad news indeed. George osborne announced that all benefits, income replacement benefits that you get through the week and lots of others, would be frozen from 2016 to 2019. Those four years have passed, so next year is the first year the go up. They go up in line with prices, so up. They go up in line with prices, so still more slowly than earnings. They are going up 1. 7 . Yes. Which is better than nothing, obviously. The work and pensions secretary is saying, we are clear that the best way for people to improve their lives is through work, but we know that some people require additional support. Our fiscally approach that some people require additional support. 0urfiscally approach has made a strong economy, and that has allowed us to bolster the safety net by increasing benefit payments. Lets focus on the big picture. They are not going up, they are just keeping pace with prices. What is continuing are the cuts that have been in place. The freeze is coming to an end, but the effects will still last. Peoples benefits will still be 6 lower than they would have been if they had been frozen, and that comes on the back of a tough time for everybody over the last decade. It is hardest for those on fragile incomes. To what extent do you think this will be an election issue discussed during the campaign . If you look back to the 2017 election, you had a conservative party that wasnt announcing more benefit cuts but was planning to go into a government rolling out benefit cuts announced prior to 2017, so it was still a benefit cutting party, and the labour party didnt want to talk about Social Security very much. The conservative party now wants to take credit for bringing a benefit cut to an end. That is a big shift from the last election. The conservatives would say that times have changed and there was a need for austerity because of the financial crisis and so on. Because of the financial crisis and so on. Now there is less need for an us so on. Now there is less need for an us for austerity. So on. Now there is less need for an us for austerity. It is pushing the word news to the absolute limit. It is better than no rise at all. 0ne it is better than no rise at all. One of the things going on is that the conservative party is going into this election not wanting to say that there are tough choices to come and instead started announcing increases in spending. Those are going into things like the nhs, Public Services, and they are talking about big tax cuts to come later in this campaign. It is not about spending more money on benefits, it is just going about spending more money on benefits, it isjust going up in line with prices. Thank you very much indeed. Thanks for your time. A three hundred year old violin, valued at a quarter of a Million Pounds, which was accidentally left on a train in london last week, has been safely returned to its owner. The instrument was handed over in a supermarket car park to its owner Stephen Morris after secret negotiations. The man whod taken the violin said hed made a mistake and apologised. Earlier i spoke to the musician Stephen Morris he told me more about the 300 year old violin. It was made in 1709, the same year that samueljohnson was born. It was made in rome, by techler. Sorry. Dont drop it im struggling for words because im still getting over the shock of getting it back. It is 300 years old and worth £250,000. Tell us the story you lost it on a train . I was tired, finished very late at night at abbey road studios, and when i got off at my local station, i got off and left the violin where i had put it. And i didnt realise until the following morning that it was missing, which was a terrible shock. That is a heart attack moment, isnt it . It certainly is how did you go about trying to find it . First, i had to make sure i had a violin to play on tour, i was on tour with bocelli, and my wife lent me a violin. The btp took control of the search. The british transport police. Thats right. Their amazing team ran the search. And then you found it, and the person who had taken it gave it back. Tell us a bit about how that happened. I got a message on my newly created twitter account to say that somebody knew somebody who had the violin, and a few phone calls later, we managed to negotiate a location to return the violin. You must have been gobsmacked, thrilled, delighted. All those things. A lot of prayers answered. Lets hear a bit of that beautiful violin, because you were playing a little bit earlier, and it makes the most amazing sound. Thank you. Plays Amazing Grace that is sumptuous. Is it fair to say that you will be a lot more careful with that wonderful violin . Thats a fair comment maybe just chain it to your wrist when you are next going on a train. I think a tracker is probably in order. But you are grateful to everyone who helped. Hugely grateful. Mike pannett, the author, who was the engine room of the search, what a hero. Couldnt have done it without him. Stephen morris with his £250,000 300 year old violin. We will talk about Something Else worth a lot of money now. Earlier this week, we told you about a Charity Fundraising auction held by the actor and singer Olivia Newton john, whose best known role was of course sandy in the film grease. And the skinny black trousers she wore in the film were the star of the night being bought forjust over three hundred and fourteen thousand pounds. Shes previously said they were so tight, she had to be sewn into them for each day of filming. The identity of their buyer remains a secret but the auction raised rounghly 1. 9 Million Pounds in totalfor 0livias Cancer Treatment centre.
