Good morning and welcome to hertfordshire where the 29 leaders of the Nato Alliance are meeting at this luxury hotel, set amid 300 acres of grounds and well away from any protestors. Its the 70th anniversary of the alliance founded after the second world war, but there are more recriminations than birthday celebrations with bitter arguments over how much Member States spend on defence, over turkeys intervention in syria and over the french president s remarks that nato has become braindead. And in the last four years, we have implemented the biggest increase of our collected defence in a generation, we have stepped up in the fight against terrorism and we are investing more in our defence. Since 2016, european allies and canada have added 130 billion to their defence budgets. This is unprecedented. It is making nato stronger. Nato remains the only platform where north america and europe discuss, decide and take actions together every day to protect almost a billion people so whatever our differences, we will continue around our core task, to defend one another. We see Renewable Energies are definitely picking up but they are not picking up nearly as fast as necessary to really offset or two really change the dynamics of the fossil fuel sector and fossil fuel emissions are still going up will stop where coal has declined, natural gas is taken over and that is really worrying. Are there things that people can do themselves . I know it sounds remote from peoples lives, there are questions about car ownership, things that people can decide that i have an impact in what goes into the atmosphere. There are the things that you as an individual can do. 0ne that you as an individual can do. One of them and speak to the power and talk to your policymakers, say that you care about it. Simply in your day to day life, you can limit the amount of energy you use, you can leave the car at home, take the back. You can change your diet to low carbon ways. You can decide to ta ke low carbon ways. You can decide to take the train instead of the aeroplane. There are so many other ways. At the Grantham Institute, we have nine ways that individuals can actually, we have a list of nine things that individuals can do to change. Is there an optimism head that we are slightly turning the oil tanker away . More than 100 firefighters have been tackling a major blaze at a hotel in west london. The fire broke out at around three oclock this morning. The latest is it is now under control, as you can see the members of the fire brigade still on site, damping down a few remaining pockets of fire and trying to recover some of the possessions. There was a huge presence earlier in the day in the early hours of the morning, with around 100 firefighters and those 15 fire engines. Mercifully, no injuries reported for any of the 160 guests, but it was a rude awakening for them at 3am. Here are two death guests who found them out on the high straight in the cold and dark. Hazel you say you would work with labour on green issues, the conservatives have promised to resurrect abandoned rail lines to provide trains for better transport links would the Green Party Work with them to take this forward . We will always work where there is Common Ground with any party for the good of the country. We are making a very decisive change from all the other parties and saying we wouldnt do hs2, and that is £80 billion, a colossal amount of money, almost a year of a Green New Deal, and we put that into opening new lines but also electrifying existing lines, putting east to west, not just electrifying existing lines, putting east to west, notjust north south as hs2 would do. And that is very environmentally destructive project, hs2, destroying ancient woodlands, concreting over large areas of the woodland, and wouldnt be Carbon Neutral for ages. Everett from bideford would the greens fund the defence of britain to a level that guarantees our place in nato . Current funding from britain is 2. 1 . We are saying we were but we wa nt to 2. 1 . We are saying we were but we want to re purpose the defence. We need to move it into the 21st century, recognise the real threats. We are investing in the network of charging points, for example at motorway services, but weve also been clear this is a bridging technology, we cant just been clear this is a bridging technology, we cantjust replace all gas guzzlers with electric cars, we will still get all the congestion. We will still get the particulate pollution that kills people. From tires, from the brakes, thatis people. From tires, from the brakes, that is really dangerous. We have to think in new ways, so big public transport revolution, so people can get out of their cars, putting on new routes to communities that dont have services, additional bus services, slashing fares. And also the sharing economy, we look at what has happened with isabella and others over the last five years, people recognise that even an electric car sitting by the side of the road, it takes one to 12 tonnes of carbon to produce. Its not a very efficient way of living, not an effective way of tackling the car met emergency. Soap making the sharing economy easier for people. So to make it clear, in terms of getting people to switch to low carbon cars, would you have incentives and grants . Absolutely, alongside scrappage schemes. When ca rs alongside scrappage schemes. When cars come the end of their life we wa nt to cars come the end of their life we want to put a course. I would love to be able to afford electric car but i cant on my salary. I am one of the people who would benefit from it. But its about saying this is not just a it. But its about saying this is notjust a silver bullet, just making lots of electric cars available, we need to think differently about transport, make it different, more effective so people can make the choices they need to make. David from cambridge if a consequence of brexit worldwide trade deals result in more goods travelling greater distances will this not result in even more Carbon Emissions . Yes, we want to remain in the eu. This is the Biggest Issue for us, the climate emergency, but a central pa rt the climate emergency, but a central part of being effectively tackling thatis part of being effectively tackling that is to remain in the eu. To work with our partners as we are seeing right now with a summit going on. We need to work closely with other countries also committed to the paris agreement, but also recognising amongst that that we need to buy more self sufficient as a country. Why didnt the green party put up more candidates . You are putting up 498. Thats more than we did in 2017. We are working with other parties that want to remain in the eu. We feel the most effective way and a broken little system of getting more green mps in westminster and at the end of the day the people who vote green want to see more green mps in the house of commons, taking us down the right path, so that is why weve done that arrangement in some seats and a very small number, 50 seats, to set aside and another ten seats where others parties have stepped aside for us. Even so, is it still effectively fought the majority of people who will vote green, a protest vote, because we when we look at what happened at the last election 1 million votes were cast for the green party and that resulted in one mp . Every single vote for the green party ta kes mp . Every single vote for the green party takes us one step down that path towards tackling the climate emergency. We have seen the green party absolutely transform the agenda of british politics, whether it is the time it emergency or air pollution. Talking about issues that we re pollution. Talking about issues that were not fashionable for other people. Now every other party is falling over themselves to move into our territory. Now every time we get a green vote its another vote the parties have to come and get back from us, they have to change their policies, they have to transform what they stand for. We are setting the agenda in this election. A green vote right now is the most powerful vote right now is the most powerful vote you can cast. Suami is there a green Party Strategy to tax pollution so those who pollute more can be charged for it and encouraged to find greener alternatives . Yes, we want to introduce a carbon tax, we have been clear on that. But also re purpose that money that comes from it to support people who are the poorest who need to help, so we dont want to penalise those at the sharp end. But we have to face up the sharp end. But we have to face up to the fact that when we pollute there is a cost for everyone, it isnt just there is a cost for everyone, it isntjust an there is a cost for everyone, it isnt just an individual cost, there is a cost for everyone, it isntjust an individual cost, it is a cost affecting everyone in the country on the whole planet. The uks population of atlantic grey seals has reached record levels increasing from a few hundred last century to more than 120,000 today. John maguire reports. Its seal pup season and here on the farne islands, around two miles off the northumberland coast, everywhere you look there are grey seals with pups in their thousands. These two young pups here still with their white baby fur are only a few days old. You can still see the umbilical cord just on the front of them. Amazing. Theyll be some of the pups that are born this season, perhaps as many as 2,700. Thats how many were born last year a record year for the islands. Its a frantic time for the seals as this is mating season, which means potential partners seeing off rivals. The islands are now closed to the public until the spring, but the rangers who look after this Conservation Area are flat out counting and marking the pups and theyve noticed the population is increasing. Weve seen this over the past ten years or so, the likelihood is this is the result of a lack of predators, abundant food as well, because the seals will eat pretty much anything in the sea, lots of different fish species. Despite this they are increasing. But there is a mortality rate of 50 of the pups. Only half of them will actually survive their first year. The fame islands are also renowned for their sea bird colonies. So what about a birds eye view of the grey seals to help the rangers conduct their account using state of the art surveying technology . Its assisting the rangers by doing a lot more islands in one day. So i can cover a lot more space in the time it takes them to do a foot count. Itll never replace the foot count, because my photography has given me numbers to give them, but not the different ages or the mortality rate of the seals. The pups spend just the first three weeks of their life with their mother, fattening themselves up. Eating just this rich, fatty milk, which is more than 50 fat. And that once the mother leaves thats it fending for themselves, learn to fish, learn to swim, learn how to be a seal, essentially. And these swimming lessons are vital. These days they have no natural predators, but there are threats to them from ocean plastics, debris, and the hostile north sea environment. But safe havens such as these and protected status are helping seals notjust to survive, but to thrive. Although clearly some days are better than others. Trevor phillips is the former chairman of the equality and Human Rights Commission and chairman of green park recruitment consultancy which wrote todays report. According to this report, across all ftse100 companies there are only four chief executives who are black asian and minority ethnic and only bame people working in any top leadership role ethnic and only 10 bame people working in any top leadership role why are those numbers so what is also concerning is why are those numbers so low . Weve made certain progress in relation to gender, women are at least cracking the glass ceiling, not through it but cracking it. Whereas minorities seem to be glued to the floor. We think there are a number of reasons for that, the principal one of course is thatjust as it was for women ten years ago, i think chairs and chief executives did not really imagine when they thought about who their next hire was going to be that it would be a woman shaped, and i think though they have changed that a bit, even though women are still at the foot of the table as nonexecutive directors, they still havent got their heads around the idea that their heads around the idea that their next hiring could also be a person of colour. And in fact even though the knobs of women have increased, one of the striking things is the proportion of women of colour has reduced. Amongst all women, a year ago, the proportion of women, a year ago, the proportion of women of colour was 11. 7 , now it is 9. 796. Women of colour was 11. 7 , now it is 9. 7 . Boardrooms have to start thinking that they can have people of colour in the boardroom who arent there at 5am with a vacuum cleaner. The there is also the non pace of change over the past six yea rs. So we arent seeing the progress despite the fact that youve been highlighting this for years. Business leaders have not got a sense of urgency over this. There is one piece of research that has come out of the us which i think they should Pay Attention to, failures in this area were assessed by a big american consultancy over 2017 and 2018, and what they show is that after every big issue like somebody has done something wrong in a shop, the company has put out an advertisement which somehow degraded people of colour, theyve shown that on average Companies Lose 7 of their market capitalisation after such a blunder. Now, the Smallest Company in the ftse100, 7 of their market capitalisation is 250 million, the largest, shell, if they make that sort of blunder its an £11 billion mistake. What we says Companies Need a sense of urgency about this and think about it in the same way as if you are an Energy Company and had an oil spill or if you were a finance company and had a data breach. This is a big risk for companies and they need to get a sense of urgency about it. So it really needs to be a root and Branch Cultural change at many of these ftse100 companies. Good afternoon and welcome to hertfordshire where the 29 leaders of the Nato Alliance are meeting at this luxury hotel, set amid 300 acres of grounds and well away from any protestors. Its the 70th anniversary of the alliance, founded after the second world war, but there are more recriminations than birthday celebrations, with bitter arguments over how much Member States spend on defence, over turkey s intervention in syria and over the french president s remarks that nato has become braindead. Donald trump has said that claim is disrespectful and insulting. Well, the leaders are talking now in a three hour session opened by the nato secretary general and the Prime Minister, whos hosting the event. Boris johnson welcomed his fellow leaders and reminded them of the alliances principle of one for all, and all for one. 70 years on, we are rock solid in our commitments to nato and to the giant shield of solidarity that now protects 29 countries and nearly a billion people. The fact that we live in peace today demonstrates the power of the simple proposition at the heart of this alliance. That for as long as we stand together, no one can hope to defeat us and therefore no one will start a war. This essential principle is enshrined in article 5 of the north atlantic treaty. That if any one of us is attacked, all of us will go to their defence. If nato has a motto, it is asjens says, one for all and all for one. And this doctrine of coming to one anothers aid incarnated by nato provides the single most important explanation for why the british people and hundreds of millions of our friends live in peace and freedom today. Everything our peoples hold dear. From liberty and democracy, to theirjobs, homes, schools and hospitals would not be secure and could not flourish without the peace that nato is designed to guarantee. But history shows that peace cannot be taken for granted. And even as we celebrate this anniversary, we must ensure that our deeds match our words. They appear to be talking about his impromptu press conference, as they discussed why the french president was late. Perhaps a rather undiplomatic conference. There is a lot of talk about Division Within the alliance in this, its 70th year. Does that concern you . I think it cannot get worse. Usually nature you have one member state who is being difficult. This time you have three of the biggest members of the alliance who are at loggerheads against each other and also against institution. Donald trump on one hand, who is saying that nato is obsolete and is not standing enough, you have Emmanuel Macron who called for the brain of nato, and then you have erdogan he is having pretty defensive planning on the eastern flank. Ido planning on the eastern flank. I do not think it could get worse than that. Is turkey of particular concern . Turkey is asking nato states to condemn the kurds that it is fighting as terrace, president macron says actually these cats are the people who helped fight islamic state, he stood shoulder to shoulder with western countries among these kurds are the people. Turkey raises the fundamental question, whether they come to the rescue and support Turkish Operation in North Eastern syria . Support Turkish Operation in North Eastern syria . Nato, it has been around for 70 yea rs, nato, it has been around for 70 years, it was founded in 1949, a delhi market was against the soviet bloc, against stalin, it is more complicated, facing threats like cyber warfare, talking about events in space as well and the chinese, the rising military prowess there. Do you think it will be around and another 70 years . I think it depends very much on what leaders want. I said when i was at nato, when there isa said when i was at nato, when there is a political world as a way for nato. It has been shown to be adaptable. I took on a mission in afghanistan that it was not cared for and has been staying there for close to 20 years. I think the nato institution as fine as long as the leaders around the table agree that they want to invest the political capital, but also the Financial Resources and the armed forces to make it real. It is not the institution that is the problem, it is with the leaders and especially today with the three leaders who clearly have issues. Has it become too big in some ways, do you think . I do not buy this argument. Some like to put it as buy this argument. Some like to put itasa buy this argument. Some like to put it as a way not to enlarge nato. I looked at which other countries that are blocking nato decisions in the past 15 years, and the countries blocking decisions are not the new numbers. They are the old traditional and often the largest members like france, turkey but also the United States. I do not think these small or new members are really the problem. I think it is much more with the historic members who are not directly about what they wa nt who are not directly about what they want out of nato. Let me ask you about money. That is one of President Trumps main concerns. Nato Member States are not pulling their weight, freeloading, they are not contributing enough of their spending power on defence. Things have improved quite dramatically since Vladimir Putin decided to invade ukraine and tried to ta ke decided to invade ukraine and tried to take over with some pretty loud tweets, putting extra pressure on europe allies. I think the difference is pretty good sense and the years and i think we are in the positive. The question is whether europeans can spend better . Can they come together and incorporate more so they can get more value out of what is essentially vague fragments of different spending across europe. I think that is a question that macron was rising, that he needs to raise are not just macron was rising, that he needs to raise are notjust outside nato by trying to be another nato, but also inside nato. I want us to get to net zero as quickly as possible, i want us to take carbon out of our society and our economy as quickly as possible. The campaign bus is an electric vehicle, it has been pointed out. Shadow chancellorJohn Mcdonnell is in birmingham making highlighting the scale of inequality in the uk. Mr mcdonnell says the party wants to reduce the cost of living for the majority and eradicate poverty. The shadow chancellor has accused the conservatives of creating a cost of living crisis. As you say, the real focus for them to do is on the cost of living and what they see as a cost of living crisis since the conservatives went into government in 2010. Just to unpick some of the details in his speech this morning, he talked about scrapping universal credit, that i did to package together a series of benefits under one umbrella has been widely criticised as leaving people in dire financial straits as they transition onto the benefit. Labour are committed to scrapping it. Mr mcdonnell talked about package of fixes immediately after it was scrapped but there is not a detail on what the long term placement will be. There is talk of a real living wage is £10 an hour straightaway, which they say would be a significant pay rise for up to seven and a half million people. The focus, if you like, the slogan today is talking about what they see as rip off britain under the coalition and then under the conservatives since 2015. Their argument is that they would do something to address it. Interestingly as well, theres a real focus on the personalities here. John mcdonnell has talking about his best friend Jeremy Corbyn, saying that throughout his life, mr cohen has taken a stand, then denounce, proven right mr corbin. People saying he will be annihilated in the 2017 general election, the message from mr mcdonnell and both of these incidents, mrJeremy Corbyn was able to prove his critics wrong. It gives you some sense of where we sit in this campaign, with opinion polls suggesting that conservatives are in the lead, the underdog is being deployed from the tee by mr macdonald. Bbc news has learned that the London Bridge attacker, usman khan, attended two Counter Terrorism programmes that had not been fully tested to see if they were effective. Khan, who was convicted of a terrorism offence in 2012, killed 23 year old saskia jones and 25 year old jack merritt on friday. He had completed two rehabilitation schemes during the eight years he spent in prison and following his release. The government says such programmes are kept under constant review. In washington, the House Intelligence Committee says there is overwhelming evidence that President Trump placed personal political interests above the National Interests of the United States, by putting pressure on ukraine to investigate his rival, joe biden. Its approved a report that now goes forward to the house judicisary committee, which will consider whether formal impeachment charges should be lodged. The bbcs nada tawfik is following the story and joins us live from washington. How much is in this report . This report by the democrats essentially lays out a narrative. They say one that shows a months long effort by the president with overwhelming evidence to try to get ukraine to investigate the bidens. It is interesting because in this report, they also reveal new evidence that had not been discussed in the hours of public testimony, phone records from President Trumps personal lawyer, phone calls to not only the office of budget and management that put that hold on the assistant to ukraine, but also calls to and i dated associate of the lawyer who prosecutors who are looking into his influence when it comes to ukraine and the trump administration. It is interesting because democrats think they have a very strong case that republicans put out their own report before the democrats, essentially index completely different, saying it was a sham process, take democrats have not heard on the presents intent was the concern about ukraine corruption and this discredited allegation that ukraine interfered in the 2016 election. Theyre all goes today to the judiciary committee. They are the ones who can actually draw up those articles of impeachment. They could be hearing today from four legal scholars, three of which the democrats have called, won the republicans have called to testify. They are going to be asking them about past impeachment efforts, whether it comes to president andrew johnson, richard nixon, bill clinton, they will be asking whether President Trumps alleged misconduct rises to the level of impeachment. This is going to be a patterssen event because impeachment is a political issue, but it will be interesting to see what the legal scholars say about the justifications for impeachment. Thank you. A Study Suggests Global Carbon dioxide emissions have risen slightly this year, despite a drop in the use of coal. The report issued at the Climate Change conference in madrid, says the overall rise in Carbon Dioxide levels will be 0. 6 this year, down from 2. 1 in 2018. But experts are warning that the drop in coal is offset by the strong growth in natural gas and oil consumption. Our environment correspondent matt mcgrath is at the conference in madrid and has more and has been speaking to Climate Change scientists about the findings. Theres a lot of complex factors that go into the Global Climate estimations of emissions every year, whether its a warm winter or a cold winter that influences how much coal and gas is burned. And monsoon in india influences how much electricity is made the from hydropower and coal. And the number of cars that people buy all around the world, whether theyre suvs or otherwise, that all influences the global emissions of Carbon Dioxide. The figures vary from year to year, to try make sense of them, im joined by drjoeri rogelj from the Grantham Institute of Imperial College in london. Dr rogelj, thank you forjoining us. Youre welcome. Is there something we should be concerned about on a year to year basis, theyre up one year, down another, whats the underlying trend here . The underlying trend is still really worrying and that is that the emissions are still not going down. Every Year Emissions are still slightly creeping up, and with every tonne of c02 that we put into the atmosphere, we add to warming, we add to ocean acidification, and with that, we also add to the extreme events, the flooding, the heatwaves that people are experiencing around the world. One of the things that is in the report is the sense that coal has declined use quite substantially, despite the efforts of President Trump and the us, it is down by 10 and europe as well. But oil and natural gas are replacing it. Is natural gas a good replacement . Does it make sense for countries to do that . Natural gas is only a replacement in the sense it emits a slight bit less of Carbon Dioxide for the energy that it produces. But in the end, because every tonne of c02 continues to contribute to warming, we need to get to zero emissions. So even gas is a temporary plaster on this problem and we really need to phase out all emissions of all fossil fuels. The countries came to this convention in paris in 2015, they signed up to do great things, making Renewable Energy more successful. How is that going versus what we see from these figures today . We see that Renewable Energies are definitely picking up but they are not picking up nearly as fast as necessary to really offset or to really change the dynamics of the fossil fuel sector and fossil fuel emissions are still going up. Where coal has declined, natural gas has taken over and that is really worrying. Time for the weather. Good afternoon. We have a whole other week to go and its often in the last week we see the most advertising take place. Liberal democrats have consistently had the most ads and spent around the same as labour. Labour has just passed in terms of spending. They dont have as many ads but they are spending that as much. We have been wondering where the conservatives have been, but now they have begun. Since sunday weve seen thousands of adverts hit facebook and instagram. These are the types they are going for. You may notice these are the most controversial policies. Another was the 40 new hospitals. We have seen lots of these popping up and its everyday. We are now going to see, according some experts, an onslaught of conservative adverts. They have that very war chest of money to spend, and last election they spent a lot more than they already have. We havent seen much from the snp, but this has popped up yesterday. It has also been posted to their facebook page. Its doing pretty well organically. In scotland you wont really see these adverts from the snp main party, all the campaign pertaining is being done at candidate or local branch level. Generally speaking their social Media Campaign has been punching above its way to cross this election. The last i wanted to show you was from the labour party, which is kind of spelling the end of the election. They are already getting the message out to try and get people to plan how they will attack voting day. They are looking ahead to next thursday. We have more than a week to go, but the labour party have started this and we are looking at some of the targeting and this is mainly going to young people. Perhaps it is getting that core vote of theirs, reminding them that polling day is coming so they can start thinking ahead. And this is an advert, but its great. Coders for labour have launched a mobile game called corbyn run which is an update on a 2017 game. The imagery is quite amusing. They say the game is all about getting people playing but also getting the message out for the labour party, and the tag line is. JoinJeremy Corbyn to chase out the tories and tax the rich be very interested to see if this works as a tactic, but clearly they have put the effort in. Race equality campaigners say voters from black, asian and other ethnic minority communities shouldnt be underestimated in next weeks election. The Runnymede Trust has calculated about a third of uk constituencies will have at least a 15 population made up of these groups by 2021. Our Community Affairs correspondent Adina Campbell reports from west london. Kensington. One of the most closely contested seats in the last election, with a high number of ethnic minority voters. But how significant will their vote be next week . Is their power in the ethnic minority vote . 100 . Yes. We shape the culture. We are literally the culture. We change the way people even talk, which is the way people even speak, we change the way people express themselves musically, through literature, through so many other things, so why can we change our politics is . These young londoners have mixed views. We have seen is how much we can push things through social media, so why are we not using the programme there were platform that is us to push the message . Do you honestly believe that your vote will make a difference . Every vote counts. I want to say yes, but i dont think so. Just because we are in london, doesnt mean anything. I understand saying it will make a difference, but i am also on the side of saying, what difference will my vote make . And race equality campaigners say it is important not to forget the impact these votes could have on who forms the next government. There are approximately 4. 8 million ethnic minority voters in this country. That is bigger than the size of scottish voters. There are only about 4. 1 million scottish voters in this country. So can you imagine ignoring scotland . It is places like this where the ethnic minority vote really matters. Kensington and west london has more than 30,000 people from these communities. But it is a marginal labour constituency, one in the last election by just 20 votes. What does it for you, then . Is at the politician, the way they connect with you, or is that the policies in their manifestos that matter the most . Its one thing to have a manifesto, but at the same time, what are you doing before that manifesto to show us . For me, i dont want you to tell me what i want to hear. I want you to tell me what youre going to do, and what youre going to do to better the country. We dont actually see People Like Us who are in leadership as well. Very true. We dont see people who are like us, so how are we meant to relate and gravitate towards them . Does that raise questions about trust and confidence in politicians . Yes, because, like, stick by your word. If you cant stick by your word, how are we supposed to be confident in new . That, and tell us the truth. Be honest. Dont sugar anything. Tell us what you want to do. I dont want to hear the politically correct version. You cant insult the intelligence of young people. We are a lot more grown than we were when the last election happen. Deliveroo said the advert was about emphasising choice. But this is the second time this year that the asa has banned a deliveroo advert. Miles lockwood is director of investigations at the advertising standards. So why did you decide to ban this advert . Its quite an unprecedented complaint for us because its rare for us to have so many complaints about misleading advertisement. We usually see lots of complaints for harm and offence issues. 300 people complaining about it being misleading is unprecedented. The recently banned it was because the ad gave misleading impression that you could go on the deliveroo app and obtain different types of meals from different restaurants, when thatis from different restaurants, when that is not the case. The second problem with the ad was it didnt make clear that in doing so you have to make separate orders which incur a delivery fee which can be up to £5 99, i believe. So forall a delivery fee which can be up to £5 99, i believe. So for all these reasons we found the ad misleading and told deliveroo not to make the claim again. Deliveroo say the ads daily dell were clearly stated on screen that separate orders must be made for each restaurant. Was that not enough and why is this the second time this year that deliveroo has fallen foul of your rules . The small print in the ad appeared for a few seconds in the context of an ad lasting much longer. But despite that, it was our view that the overall ta ke that, it was our view that the overall take out of this advertisement was that you could order different types of food in a single order, and when you do that by putting a contradictory message ina by putting a contradictory message in a small print its not going to get you out ofjail free. Our view was that there is no real way you could qualify this advertisement in the way that deliveroo wanted to do so. It is the second ad with band this year from deliveroo, so. And what is it you look for in adverts, obviously not just from deliveroo, but all television adverts, what are you looking for . Because two of busy lee bannon advert is quite an extreme measure. It is. We dont take it lightly. It should be clear and if you are making an objective claim it should have the evidence and they should have the evidence and they should be easy for consumers to understand. Consumers should not have to be playing detective with advertisements to work out what an Advertisers Service or product is really all about. So we have very strict rules in place, most advertisers successfully navigate those rules but we do have to step in from time to time to ban advertisements where an ad is misleading the public. Four years ago the British Film Institute launched its britain on film project which put about 10,000 localfilms from across the country online and free to access. Now, to celebrate 25 years, the bfi have put together the top 10 most viewed films by region, which they demonstrate a colourful picture of britain from the last 120 years. Earlier i spoke to the comedian paul merton who has been involved with this project. This whole thing, the britain on film on the bfi player has been sponsored by the national lottery, which is 25 years old this year. So, yes, essentially you can tap in your postal code and the chances are you will see something from your area that may be as short a time ago as the 80s or may be going back even to the sort of 1900s. Out of the top ten films here that have been the most viewed films in the last four years, my favourite one is tram ride through nottingham, which has had half a million viewers, from 1902. And it is the most fascinating. Moving through the middle of a sort of nottingham and just seeing no motor cars, all horse drawn vehicles, the fashions, everybody is wearing a hat, the huge skirts. It is extraordinary. History comes alive when you see this kind of footage. And obviously it is from the days when Something Like that was a particularly precious, it was particularly precious to record it because film wasnt used like it is now. No. So you wonder whether something as mundane as that would even be filmed now. Well, yes. And in those days, in 1902, the idea would be mitchell and kenyon who were film makers that made a lot of these films all round the country, they would advertise this film in the nottingham area, come and see nottingham on the screen, and so you would go along hoping to see yourself or your next door neighbour or Something Like that. And it would have had interest at that time, but of course now, 110 years later, the social interest in it, the social history of it is amazing because it is not a costume drama, it is the real thing. It is more than nostalgia, i think it is deeply interesting because we are able to see stuff that would normallyjust be in history books but we are seeing real people Walking Around and living that life at that time, just on the edge of the great depression, which of course those people at the time wouldnt know about. And weve got one more to look at, portsmouths charlotte Street Market in 1977. Yes, so this is one of the more recent ones. When i saw this, the thing that amused me, i dont know if its going to come up on screen, but you see a man chopping up cauliflowers and smoking a cigarette at the same time. There he is. Oh, yeah. Hes got a cigarette in his mouth. So health and safety. Then, these days you wouldnt do that because people wouldnt, you know, the health and safety aspect of it would make that kind of practice redundant. But, yeah, and apparently in that film youve got a shot of the infamous tricorn centre, which was once voted britains most hated building. Demolished in march 2004. So if you want to have a look at what britains most hated building looked like, have a look at that film. And the thing is, you can, as you say, you can put your postcode in and see your local area. Yeah, 10,000 films, completely free. I grew up in fulham, so they tapped in my postal code then and we saw footage of the Oxford Cambridge boat race from 1914. So, i mean, there is a good chance, wherever you live in the british isles, chances are there will be film of your area on this service. And, as you say, it is really about public service, putting this stuff out there. And this has all been funded by lottery money. National lottery has made it all possible, because it costs a great deal of money to do this, to digitise films is very expensive. But of course the point of an archive, the point of having films in an archive, it only makes sense if you can see the films. Theres no point in them just sitting on a shelf, so through the National Lotterys 25 years of funding theyve made all these films possible to view. Hello there. Its been another chilly start to much the country this morning, some sunshine around, some frost and also a little bit of mist and fog. Thats because weve still got the influence of High Pressure across england and wales, but weather fronts pushing into scotland, Northern Ireland bringing a very different story here. More, cloud outbreaks of rain, stronger winds too. Now this band of rain will push southwards and eastwards into Northern England and into wales into this afternoon, but it will be a weakening feature. Behind it, sunshine, blustery showers for the north west of scotland. Temperatures in double figures here, another chilly day to come for most of england, but at least largely dry with some sunshine, a bit of cloud across the south. That band of rain and mostly cloud sinks southwards and eastwards overnight. Many places will be dry and clear in the south and east so a touch of frost, blustery, windy, in fact, across scotland and Northern Ireland with lots of showers and it will be less cold here. And then it looks pretty different as we head on into thursday because weve got low pressure taking charge. Its going to bring strong winds across the whole country, but especially across Northern Ireland and scotland, where well see gales, outbreaks of persistence in heavy rain for western scotland but by the end of the day, we could be looking at around 70 to 80 millimetres of rain over the western slopes, maybe even more than that, so that could cause some minor flooding issues. It will, however, be very mild across northern and western areas. A few showers pushing into england and wales, but generally the south east should tend to stay dry with some sunshine.
