The metropolitan police has apologised to the family of a teenage boy after an officer mistook his water pistol for a real gun. The 13 year old whos black was surrounded by armed police and handcuffed while playing with his sister injuly. The boys mother says she felt his treatment would have been different had he been white. Our Community Affairs correspondent, adina campbell, reports. Hackney, east london, the focus of another Controversial Police incident involving a black child. This time a 13 year old boy handcuffed and detained by firearms officers. Shortly before he was arrested the boy and his sister had been playing with Water Pistols when an unarmed officer mistook his water pistol for an actual handgun. This is what the family say the boy was holding at the time. Former superintendent leroy logan was previously in charge of policing in this borough. He believes Excessive Force was used. In another sign of britains housing problems, a council on the south coast says it could go bankrupt as its having to spend so much of its budget on providing temporary accommodation. Soaring rents and a lack of Affordable Housing mean over 100,000 households in england are living in temporary accommodation, costing councils £1. 7 billion in the last financial year. Well, now Hastings Council says spending a quarter of its budget in this way is unsustainable, as Michael Buchanan reports. Ignore the name the cafe is friendly and much needed. Half the eight staff here live in temporary accommodation, both working and homeless. 19 year old keira lives in a one bed flat with her 19 month old daughter. Its a bit tight for space. We stay in the same bed. She cant have her own bed because theres not enough room. We share the same wardrobe because theres not enough room. Im never accepted for a property anyway. Theyll give me a viewing, ill view it and then theyll say to me, weve passed it onto someone else, so ive never gotten anywhere. Finding somewhere affordable is next to impossible. Nicola skinner was made homeless in april when her landlord sold the property. The 33 year old, her partner and four children couldnt find anywhere affordable in hastings. Rental prices are so high that finding somewhere you can afford, even working and with a top up of universal credit, it so hard. Of universal credit, its so hard. And theres so many loops you have to jump through. A few of them were incomes of 30 times the monthly rent, which is impossible to try and reach. There are more than 500 families in temporary accommodation in hastings. Soaring Property Prices mean theyre in one of englands poorest towns. Increasingly, families cannot afford a home. Providing its homeless residents with a property is costing the Council Millions of pounds. A quarter of the councils whole budget is being spent on temporary accommodation. This could bankrupt the council. Its a strong risk, yes. We cannot make our budgets stack up if we continue to spend this amount of money on temporary accommodation, so that is a significant risk that the council faces, yes. A major problem here, as elsewhere, is that Housing Benefit Levels have been frozen for three years while rents have rocketed a point i put to the Secretary Of State for work and pensions. Most, if not all, Housing Experts say that your decision to freeze local Housing Allowance is a direct contributory factor to the number of people in temporary accommodation. There are local funds that local authorities administer so that they are on the ground can identify people that need additional support, and we have put additional funds into that to extend that scheme until the end of march. These are all matters, including benefits, that i will review in the autumn. With no immediate government help on the horizon, hastings and scores of other areas will have to struggle with the fundamental reality of Modern Britain for too many years weve simply built too few houses.
