Reporter listen, were going to see the president Layout A Comprehensive Gun Prevention Violence Strategy to address the surge in Violent Crime that happened over 2020 and appears to be continuing into 2021, with experts warning of a potentially dangerous and violent summer. Were going to hear the president sign some new Executive Actions on gun reforms. Hes also going to Push Congress once again to enact gun control laws. Press for the confirmation of his atf director. This will all follow a meeting between the president , his attorney general, and several mayors and chiefs of police as well as Community Violence intervention experts here at the white house. This is all to show that the president is indeed taking this rise in Violent Crime across the country and in major American Cities seriously. Now, as far as the plan itself, there are five main pillars at the white house. Senior officials laid out for us last night. One is to stem the flow of firearms. Thats going to create a zero tolerance. Supporting local Law Enforcement with tools, investing in Community Violence intervention. One of the real interesting things happening on the Community Intervention front as well as the broader Law Enforcement funding is the administration wants to make clear those funds from the American Rescue plan, those Coronavirus Relief funds, those state and local funds from that bill can, indeed, be used to help communities that are dealing with the surge in violence related to the pandemic to bring up their Law Enforcement staffing, to invest in some of these Community Violence intervention measures. That is certainly something were going to hear President Biden highlight today. Again, this is all showing this intense concern inside the white house about this rise in crime because of the impact it will have, not only on lives lost, but also on the economy. And there is, of course, always politics at play here, and that is an attempt to prebutt some of the arguments weve heard in the past and we will surely hear from republicans ahead of the 22 midterms, that biden is soft on crime. They want to make clear, the white house wants to make clear President Biden and his administration are taking this seriously, and there is an interesting marrying hereof some of those efforts to combat the violence and also to attack the Gun Violence Problem in america. Jeremy diamond, thank you. Well wait for bidens remarks a little later this afternoon. The president s announcement comes as statistics show homicides continue to rise year over year. In many of americas biggest cities. And a new York City Police man had taken guns off the street in a faster pace, were joined by shimon perez. Community leaders told me what they call an iron pipeline. Guns coming from states with lax laws. I wonder how that factors into the numbers youre seeing. It factors greatly into the numbers in Law Enforcement and New York City. Also other parts of the country are seeing. Thats why were seeing as part of this announcement from the president today that hes announcing that the atf, Police Officials in new york, chicago and l. A. , and others, washington, d. C. And san francisco, where they are seeing an increase in gun violence, specifically gun violence they are seeing an increase in over the last 18 months. Theyre stepping up this task force to deal with gun trafficking. Its basically whats going on, that people are leaving their cities like new york and going out of the state where there are lax gun laws, buying the guns and bringing them into New York City, selling them in New York City, and also sharing them. There is a big problem with gangs and crews that are using these weapons that theyre buying out of state. We see the numbers here in new york. 2,169 guns have been seized in really the First Six Months of this year. The n. Y. P. D. Said they are seeing the numbers bigger than they have seen in almost 15 years. The numbers are continuing to rise. Its a great concern here in New York City, as well as in chicago. In chicago they have now seized ne nearly 6,000 guns. Chicago police saying they have seized 5,556 guns. Thats a thousand over the same time period last year. These are all very troubling numbers. Police officials from all across the country have gone to the department of justice, have gone to the white house and have said, we need help. So perhaps this is the first step in that. The other thing, jim and poppy, what youve been focusing on, the bail reform laws. A lot of times whats happening, people arrested with mere gun possession, thats a big deal. They are being let out of jail. Meaning they dont have to spend any time except that one night in jail. In many cases what the n. Y. P. D. Is seeing is those folks are out there carrying guns and getting arrested and also involved in shootings. So theres a lot of things going on here. The first steps were going to see from the Biden Administration are going to be helpful to Law Enforcement. One of the cops we spoke so the other night said folks are relieved before they even finish the paperwork for that arrest. Thank you very much. Jim, you got out there and you saw what the cops are dealing with. The most urgent thing that can be done is one step President Biden is taking. Solidify the position in the atf. I believe its chipman. Get the local agencies to work with the federal agencies. Figure out who is who are the worst individuals on the streets driving the violence and then have the locals with the feds work to subtract them Constitution Tally from the crime equation. The politics of this,s tom freidmans article today is really important in the times, talking about his Home City Of Minneapolis where they have seen city wide crime up nearly 90 compared to the first half of last year. He calls defund the police for some democrats political dynamite for them. Is it . Im not going to defend the premise of the column. Thats not the argument i think i see from the reporting. We see Police Departments that have experienced a decline that experience an uptick in crime for a lot of reasons, including some that have seen Mass Resignations or folks leave the force since george floyd. Weve seen some Police Departments be financially ham strung. We have seen others where they have actually increased the budget that went to the Police Departments locally and that still has not resulted in a prevention of crime. So i think its kind of simplistic to look at one notion. We also speak to the politics. Its not as if donald trump did not try to drive the increase in Crime Numbers against Joe Biden Last year. That was something that we saw being successful. But it could be different in the midterms, right . Donald trump is a specific person who is not making that argument in full. If this is a referendum as joe biden and the democrats, we could see a different type of backlash, particularly in those Gerrymandered Suburban House districts. The politics here is complicated. We know the solutions are also complicated. And i dont think it will be helpful for anyone to say that is specifically tied to one specific movement, particularly when we havent seen that lead to a very large scale local defunding of police. I dont think that thats a one to one comparison. Commissioner barksdale, when i speak to cops, they say they need help with guns. Straight up, theyre too easy to find. High capacity magazines they run into, highpowered weapons. You know the politics of gun control in this country. I want to ask you a basic question given your experience of someone who led a police department. Can you do crime prevention, can you address this rise in crime without addressing the prevalence and availability of guns . Jim, i believe that you can do both. You can focus on guns, but at the same time, it takes a human hand. It takes a person to pull the trigger. Who are the worst . Cops need better intelligence so they can know who theyre confronting and focus their efforts. Thats what we did in baltimore. This isnt about stats. Theyre seizing guns all day now, all day and all night. What are the results . But if theyre flooding in at such a rate, which they appear to be, dont you need a National Effort to make them less available, lessees i to get . Absolutely. And President Biden focusing on atf is an excellent step forward. What im saying is on the ground level, the cops need they do need federal partnerships so when they do Grab Somebody with a gun, that person goes federal instead of getting released overnight. Whats interesting about what biden is going to say this afternoon, there is a lot of history here for him in terms of Crafting Bills to combat crime. Im talking about the 94 crime bill specifically. And there are parts of it he has disavowed and said he was wrong on. There are parts that he stands by and they remain today. How do you think that shapes his fight on this fund . Yeah, i think its critically important. I remember going to wilmington, delaware, to write a story how joe biden, the 27yearold fresh face to congress made biden a focus to his letter to the senate. That is something he wanted to be looking at. We know how that kind of played out. Not just the 94 crime bill, but the decade leading up to that. He worked with republicans like Strom Thurman to take punitive measures. He thought thats where they needed to be to politically insulate themselves. The tension of that bill has not gone away. He sees it as something to stem the root cause of crime or a reactive measure to listen to Law Enforcement sources to increase their resources. That is going to be still a question about, we dont know kind of where joe biden has moved. The biggest portions of the party have moved on those questions, but they have elected someone who has been somewhat resistant to doing that. And i think, again, it comes up with a filibuster thats going to stymy every piece of legislation the democrats put on the table. Its where is the president individually and where is the party going to deliver on this issue where they know republicans will try to use it against them. One of the key findings from countries where the Delta Variant is spreading rapidly is that people have received two doses of the vaccine are largely still protected from getting it even though its much more transmissible. In addition, those who do get delta who have been vaccinated typically get much milder disease. We have the tools available to us even though it is spreading rapidly. So, when you look at our National Vaccination rate at this point, we talked for ages about getting to herd immunity. Were not there yet. We are above 45 fully vaccinated. And among adults, were in the high 60s or will be in the high 60s for adults having at least one shot. Is that Vaccination Rate high enough, in your view, to prevent a big surge in infections as a result of the Delta Variant . Its a really good question. It depends also on the region you live in. For example, right here in new england in particular, we have very high Vaccination Rates and the state of vermont is astoundingly high. There the combination of the people who have been vaccinated in certain parts of the country and the people who have already recovered from covid19 means we arent going to see the kind of surges we saw either in the spring of 2020 or the winter of 20202021 which over hemmed hospitals. However, there are parts of the country where Vaccine Rates are really much, much lower and there are still a lot of vulnerable people. They might be lulled, the difficult situation going on the better situation we have in the summertime, they can be lulled into a false sense of security. Yeah. Today there is a really important meeting, thats the one with the cdc vaccine advisers. There are going to hear more detail about people who developed Heart Problem after the covid vaccination. Is there a causal link or incidental . How do you determine that . In the United States we have One Of The Best safety Monitoring Systems for vaccines actually in the world. And were the envy of many other countries. As a result, theyre going to look at the data carefully, try to provide some sort of clear evidence, whether theyre linked 0er not, and come up with recommendations. Data from Johns Hopkins University Shows deaths are less than a tenth what they were at the peak of the pandemic. Still, 300 americans are dying every day and some groups remain at risk more than others. Cnn medical correspondent Elizabeth Cohen has been following it. Elizabeth, tell us what the latest data shows. Reporter so, cnn has done an analysis of cdc data, jim. Unfortunately what we are seeing is a continuation of whats been going on since the beginning of the pandemic, which is that people of color are disproportionately affected, in fact, more so now than ever. So relets take a look at what r analysis found. Black people in the United States are 25 of the population. You would expect they would also be around 12. 5 of deaths. But throughout the pandemic they have accounted for more than 15 of deaths. And if you look starting in may, black people accounted for 19 of deaths, even though there are theyre 12 of the population. Now lets take a look at an age trend thats going on. Throughout the pandemic the majority of deaths have been people over age 75. But in may a majority of deaths were people under age 75. A big reason for both of these things is that black people as well as young people are not vaccinated at the same rates as other groups. So unfortunately, just the uptake, vaccine uptake among black people also among young people has not been as high as its been for other folks. And so there is a great effort now to convince those, both of those groups to take up the vaccine. Great strides have actually been made with the black community. We have seen changes. There need to be even more. As far as trying to get young people to take the vaccine, dr. Fauci at the age of 80 is doing something new. Hes going on tiktok. No one in the room can necessarily agree on how much each of these provisions actually raises. How much money you get out of tax enforcement, for example. Republicans are arguing its under 100 billion. The democrats are saying its more than billions of dollars and going further what the Senate Number might be. Thats what the hold up is. Were told yesterdays meeting didnt yield anything. They met for two hours on and off. They came to the white house in the evening. They had another meeting. Still no agreement. Meanwhile democrats are trying to fast track this proposal. You saw the Budget Committee chairman Bernie Sanders put in a blueprint. Also related to changing the Immigration System through reconciliation. So very Significant Developments of what democrats are eyeing in their go it alone reconciliation package. Poppy and jim . Tea tell us the time line. If compromise fails again how quickly and democrats move on and get a bill, will get a law, Infrastructure Law passed, both signed by the president for reconciliation. It does sht seem to have changed the calculus, though. That hasnt really moved. Theyre hoping to use this as a political issue, as a way to bludgeon republicans going into the 2022 midterms. Youre starting to see that with democrats, theyre going to hold Field Hearings outside of washington, d. C. Where democrats and republicans are dug in where they stand on this issue. Senator manchin said, look, im going to keep talking to my republican colleagues. If you talk to many republicans, most would argue there was nothing in that massive Voting Rights bill. Even if you broke it appears, that they would make that pass on a republican vote, they have to use it as a messaging discussion in the midterms to say this is why we need more democrats in the u. S. But essential to the question of how central is Public Safety in this race, it was the dominant issue which is really striking. What has been striking is a year after the rise of defund the police movement, which was quite influential in New York City, we saw consistently in polling throughout the New York City mayoral primary that crime, Public Safety the top issue for democratic voters. We saw a lot of support for adding more police to patrol. Eric adams was perceived by some voters as having some real credibility on a fairly urgent issue. He is someone who had a complicated relationship with the police unit, Longtime Police captain. Misconduct from within the department. So youre talking with a lot of voters, he was seen that could speak with some credibility on this issue. Its also fascinating to compare what happened in New York City and the top choices here with what just happened in buffalo new york. Much to the surprise of the incumbent there, india walton, a remarkable story. Cnn has not called the race, but appears to be on her way to winning the primary there. I think it is important to note also she has not embraced the defund the police movement. She is a socialist. How do you square the two . They are still counting for sure in the New York City measure. This may end up being a different discussion in a couple weeks. We have sharply divergent views. Two cities in new york, this comes at a time of National Debate the Democratic Party should head. Of course, President Biden is empowering, at the local level and some places across the country.
