The issue with the Detroit Police department in the 1960s and 1970s are legendary. I would encourage you to read that history. They were tremendously abusive of black detroiters for a long time. The police chief is doing the hard job of trying to reform that department. I would encourage you to look at the history of that department. I did my graduate work in criminology. 10 ,es recently suggest 10 to 15 of a Given Department is likely to be abusive and problematic. You have 10 to 15 of a Given Department likely to be courageous and confront that pattern of abuse by one out of 10 or one out of eight of their peers. In the middle, the vast majority of the department wants to go along to get along and not rock the boat. That is the code of silence we talk about. We do have a problem institutionally in departments across the country. Friends whog to two are mayors. One of a large city and one of a small city. The one in the small city said for six years his department use outonality tests to weed officers likely to be abusive. Who 75 of the applicants met every other measure of fitness in the last six years failed the test. Just a reminder we have a deep problem, and we need to make sure all of our departments have a High Standard to how officers are trained, behave, and that they weed out the officers who are most likely to be abusive. One thing i would say is we look at officers most likely to kill done by professor philip g , what you find is even more important to whether or not a officer is racist and would kill a black how authoritarian they are. That is why President Trumps call to the most authoritarian in departments is so dangerous. We have to deal with history of racism and this cross current of authoritarianism. One out of 10 if you dont obey them, that could be the end of your life. That is what we saw recently in atlanta at the wendys. A man was running away from an officer with a nonlethal weapon and was killed. There is no way the officer felt his life was threatened. The protests and everything going on, i have noticed when they had it on tv, almost all of the National Guards were white americans, almost all of the state troopers were white americans. Also, when you talk about the congressman from South Carolina, or wherever, guest senator scott. Caller senator scott, im sorry. He has to walk a fine line. We know republicans are not going to stand up for anyone who makes a misstep. When i recognize all of this, and i would like for you to comment on, why am i seeing so many of the National Guard, state police, and police by americans . Are black americans not applying for these jobs . Our black americans not qualified for these jobs . Whats going on here . Away withhave to do the way officers are recruited. What you will find is there are things that have nothing to do with being an officer. Lots of departments will use credit scores. Not highcore is enough, they wont hire you as an officer. With the credit score correlates most closely with is your net worth at birth. If you were born into a family where the family has a positive net worth, the credit score is likely to be higher because if you have an emergency, you have the resources to handle that emergency. A white person has 4000, and a black person has zero. That is related to the legacy of slavery. Selecting officers is frankly part of the systemic racist pattern network we are talking about. Dois has nothing to with how well that person is going to serve their community. Similarly, the use of pot. It is constant across all racial groups, yet historically young black people have been prosecuted at a much higher rate, then young white people smoking a joint. That will disqualify you from becoming an officer. It is pattern of enforcement who determines who is prosecuted, not pattern of use, which is constant. Those are the types of barriers keeping young people out of departments. One thing we are doing in baltimore better than most other because we have been dealing with a huge pattern of corruption and taking them on headon. One of the smart things one of the chiefs did in the last five years is we will no longer consider past use of cannabis whether or not you can be an offier an officer. More young black folks were able to apply, because that history of discriminatory Law Enforcement was no longer keeping people out of Law Enforcement. Host lincoln, nebraska. Les andve their ma councilman all controlled by blacks. Yet, the culture of policing has not changed enough. There is all kinds of reasons for that, including going back to some of the patterns we talked about. One of the biggest one is too ors, politicians of all col in both parties have been unwilling to take on the hugely problematic, dangerous, and deadly culture of Public Safety in our country. With the young people in our country are demanding, and people of all colors and both parties are demanding in this moment, is we finally transform Public Safety to take our cities, counties, and states to a place where we can all feel safe. We are all paying taxes, sales tax, income tax, we are all paying taxes. We all deserve to have Police Officers, Public Safety officers who defend all of our lives, who respect all of us, who work for all of us. I studied criminology in england. In england they have principles going back to their own struggles with the oppression of the northern irish. They decidedh even though most officers dont carry guns, they will train them every six months and how to use force and deescalate situations. That means in a 30 year career and officer in england would be usened 60 times on when to force and went to deescalate. Their understanding would evolve over time, including with new technologies. In the United States we have give or take 16,000 different Law Enforcements, and they are able to determine their own standards for training. The most common standard is one day at the academy. 9 00 to 5 00, one day. A big part of what we are dealing with is we have to break get to a place where we have the highest standards, most professional Public Safety offers in the country. The way there is to stop for a second and say what if george floyd was your son, if Breonna Taylor was your daughter . What would you want to see happen. Day, everyof the young person killed by the police in this country regardless of their color is an american child. Mothees son, father, daughter. We need to think about this as americans committed to making sure every american, every person in this country feels safe when they interact with someone carrying a badge. Reclaiming my time. I think its clear my colleagues on the others would like to put up a strawman to not have the uncomfortable conversation we need to have about race. Typically in Police Shootings most of the focus is on the conduct of the officer and we never get to the heart of hearts about the systemic issues we have in our country. No one is disputing what the officer did with mr. Floyd should be defended. We have to have the harder conversation about systemic issues and policing. Instead, we get this strawman of you are trying to defund the police. Nowhere in this legislation is anyone seeking to defund the police. Until you are willing to get rid of the strawman, the confusion, the tactics you are using to avoid having a hard conversation about race in america, we arent going to get to where we need to have equality, not just in black lives matter. Like lives do matter. Unequivocally. Lack lives do b do matter. Every life is precious. Yesterdays House Judiciary Committee, we covered all 12 hours of that debate. We marked in gold stars some of the key moments. You can watch the highlights of that Committee Hearing yesterday. Police. Ing the house democrats, Senate Republicans, and the white house lay down markers on what they want to see in overhauls to policing practices in the United States. Banned chokehold. The senate bill conditions certain federal Law Enforcement grants on states and localities putting in policies severely restricting the use of chokeholds in situations except for deadly force is authorized. President trump conditioned certain funding on use of force policies that prohibit the use of chokeholds except for situations where the use of deadly force is allowed by law. One of the big sticking points we have learned is qualified immunity. The house bill illuminate qualified immunity for Law Enforcement to allow individuals to seek damages in civil court when they believe their Constitutional Rights have been violated. The senate bill this not alter qualified immunity, and neither does the president s executive order. The White House Press secretary was asked about whether or not the president would sign a bill that included qualified immunity. Qualified immunity is a complete and total nonstarter. Qualified immunity would really enable the police in this country to do their job. That is in the democrat bill. Democrats say defund the police, and you hear that from congresswoman a khizr khan 10 and congresswoman omar and others. Coggeshall and a khizr khan from congressoman Ocasio Cortez and congresswoman omar, and others. Our streets would not be saved. President tom has worked with Law Enforcement to ensure the bad cops that exist are pushed out of the system. The overwhelming majority of cops are good. We have got to address the handful that are bad. Which i think the president s order has done. Taking away qualified immunity would make the streets of this country a lot less secure. Look what happened when we did not have adequate Law Enforcement. A church burned in multiple Law Enforcement officers injured. Host what Police Reforms would you support . Lawink the key in enforcement reform is to focus on the Job Description that normally comes with Law Enforcement. There is too much of a them versus us culture. Whenever you have anything that theystemically focusing on creation of a subculture of a them versus us mentality that you see in Law Enforcement, you are going to have a marginalization of different groups. I think that is what blacks are feeling. Desperation is the in the message of black lives matter. If you want to address that problem, i think you have to address the Job Description that comes with being a Law Enforcement officer. If you knew going into it that you were going to be involved in Community Outreach programs, you were going to be involved in Community Improvement programs. Your job was not simply going to be carrying a gun and walking around. It would be part of the job to protect the public. He would also be enforcing the part of the job where you serve the public. They will be ineligible for some federal funding if they do not. The president directs the attorney general to create a database tracking terminations, come convictions of officers. To me, when they talk about it as a libertarian here, it seems like there is a whole collapse of our authoritarian system. It goes to a family where kids do not listen to their parents. When i grew up, my aunts, uncles, anybody could tell us what to do if we were doing something wrong. Now the parents sometimes you are not allowed to tell the kids what to do. They can stand up and do whatever they want. We are teaching kids that they do not have to have any respect for authority. So we have a cultural problem with that, i think, that i see more than just the police. Of course, we have to correct the bad actions that police do, but i think it goes beyond that and goes into our culture. It has changed a lot since i have grown up, to where people do not respect any kind of authority, be it teachers, parents, or anybody. That is what i have to say. Number two, i feel like it is a Human Resources problem we have here. I feel that every Police Officer should be psychologically screened before the point of higher, and they should be screened regularly afterward, to make sure that the stress of the job is not causing them to be more aggressive.
