They seek leadership and President Trump delivered. This weekend President Trump took executive action designed to provide the relief democrats have denied through four executive orders. On the payroll tax he deferred payment of the employee portion from september 1st through the end of the year. States will provide 25 cost sharing, or 400 per week on unemployment, through the end of the year. He extended the eviction protections. If actions presenting from Financial Hardship of the virus, those renting and homeowners are protected. On Student Loans he extended 0 interest and extended payments to the end of the year. These actions will help americans. President trump is for the American People and democrats failed to deliver. Earlier this year hundreds of americans, working men and women, were told they would lose their jobs to lower paid, Foreign Workers imported from abroad and suffer the further indignity of Training Foreign replacements. President trump boldly and resolutely intervened, rallying to the case, and taking action to restore their jobs. He invited laidoff workers and representatives to the white house and fired the chairman of the board and when other member. President trump an ultimatum firing would continue unless the cruel decision to fire hardworking americans was reversed. They did reverse. Workers have been rehired. In the words of the president of the in Engineering Labor Union representing the 2200 skilled professionals employed, the president s personal intervention saved these jobs, restore the workers to their rightful place, and set tba returning to service to the workers and the people of this country. We hope to see it quickly and close to immediately. I do not have an exact readout, but this will depend on states and then applying. It is 75 federal government and 25 the states. They can use cares funding or existing unemployment funds. It will require an application. Given that part of it is up to the states is it possible there will be a delay in some individuals will not see this at all . We will be working aroundtheclock to make sure there is no delay, but any delay that does exist it is important to know where that rests. Nancy and Chuck Schumer were offered an extension, 600, and it was rejected by democrats. Just to be clear, you are saying youre are going to work around the clock. Are we talking weeks, months . Can you pinpoint the timeline . I cannot other than we work around the clock and we encourage democrats to come back. Secretary mnuchin said he is willing to review any proposal because the American People deserve better than the games and partisanship they have seen from nancy pelosi, Chuck Schumer, and democrat colleagues. Is there a mechanism by which the federal government can provide the 300 immediately even if states do not provide 100 . It is required by statute 25 of that money be provided by states and 75 is what we can do. I would note states can look to the cares act funding as a way to bring that 100 forward and look to the general fund. We will pursue every creative way possible to make sure the preeminent priority prevails and that is making sure this money gets to american workers. The orders the president signs does not just funding for businesses, schools, or stimulus checks. Does he want legislation to address that in his he willing is he willing to negotiate with democrats . He has been for a second round of direct payments and School Funding is important. We encourage democrats to negotiate with us and so far they have not done so. Moving further away from us actually. Negotiations work by coming toward one another. They came down from 3 trillion to 2 trillion. Is the white house going up to 1 trillion . They claimed to have come down, but they went up and they wanted 100 billion in School Funding. We get them 105 billion and they said that was no longer acceptable. And number of democrats are suggesting these actions are unconstitutional. Can you walk us through the legal rationale for the president stepping in and would you be able to share that . I absolutely can do that. What we are doing is entirely within the executive capacity of the president on student loan section 2a to the student act of 2003 authorizing the secretary to waive or modify provisions of student aid to make sure that those affected are not worse off financially. There is also another statute of the Higher Education act of 1965 which gives Broad Authority to the secretary. The stafford act says the president applies for it and can provide assistance to people who have been adversely affected by a major disaster. These are often known as other needs assistance. On payroll tax authority, authorization of treasury secretary to provide any taxpayer affected by federally declared disasters with extension of up to one year. This was used when the secretary extended the individual filing deadline for 29 taxes from april to july 2019 taxes from april to july. Hud can consider whatever legal authorities they have to protect americans and the president merely instructed that we do everything within lawful capacity of the executive branch to protect americans from evictions. On china, is the administration going to respond to the sanctions announced this morning . I will not get ahead of the president on any actions, but we are aware of the announced sanctions. Instead of taking meaningful actions such as repealing the National Security law and stopping the systematic repression, the Chinese Communist party responded with a symbolic action and a growing number of nations are demanding real action from beijing. Does that mean he is going to play a larger role in this process Going Forward or is this going to still be secretary mnuchin . They speak on his behalf. He has been engaged in negotiations and working closely with the chief of staff ammunition. Democrats and secretary mnuchin. Democrats should come to the table. The president says they would like to meet halfway, but those are empty words. If you want to meet halfway they have gone in the other direction. Has anybody reached out to him . If so, will the president raise that with putin . I would refer you to the state department. That was a New York Times story. That was negotiated within one week of first drafting enactments. President obama had the american recovery act and took three months from inception to enactment as well underscore party control. This president pushed the cares act through divided government. The deal the president announced late last month to make new drugs in the United States is on hold amid allegations of Insider Trading. Is the president concern that his infrastructure is being misused . That the defense protection act funds are potentially being misused . Would he pull the plug on the kodak deal and what does it say about the safeguards you have in place that this potentially could have resulted in Insider Trading . The president will always act in the best interest of the American People. I spoke with him just before walking out here and he would like to see College Football safely resume their sport. As he mentioned in that tweet these College Athletes work their whole life for this moment and he wants them to live out their dreams. After they leave, do you have any reaction to the resignation of the Prime Minister in lebanon . The president is aware, but that was breaking as i came out. So i have nothing to add. Other than our heart is with the people. Is the administration concerned the blockading fema could leave the government underfunded for Hurricane Season . Secondly on the housing provisions, why did the president extend the moratorium [indiscernible] the president took four strong actions and the Eviction Moratorium there was a temporary moratorium put in place by the cares act. The president did with an executive capacity taking all lawful measures to prevent residential evictions. Number two instructing cdc and hhs to take measures to temporarily prevent restrictions. Prioritizing federal funding that could be used as Financial Assistance and had working with the grantees hud working with grantees to make sure owners were not forced out. The Surgeon General can make and enforced regulation as in his judgment necessary to prevent the introduction, transmission of communicable diseases. There is the snapback provision that if fema gets below a level, that money will snapback. We will make sure americans get paid, but there is also funding to go for Hurricane Season. There was no therapeutic we knew of to work with coronavirus, but this president worked and there were 210 clinics to be on pace to be completed by the end of the year. Ebola took four years to go to completion. This president is securing a vaccine at the fastest rate ever for a novel pathogen. This president has a historical response. Going back to hhs and executive orders, is there no real solution than people who may be facing eviction by the end of this month or september . There is a solution. I have mentioned the four things we have done, but the real solution rests with congress and nancy pelosi and Chuck Schumer coming to the table. This president instructed his administration to find every way possible that, without democrats, who have been unrelenting and lacking in any care or empathy for the amerco people when it comes to negotiating, if they are not going to act and care for the American People, he would. He instructed this administration to pursue every legal avenue and done just that. With the president bypassing democrats how pressing is it actually having annexed phase bill . It seems the executive orders he just signed was kind of a wish list of items he wanted to pass. How motivated is the white house to push for a next phase stimulus bill . The white house is still motivated. The president would love to see direct payments to americans, the School Funding, there are items we would like to see happen, more relief for the American People and those in need. This president has taken action to alleviate some of that burden, but make no mistake, there is much more we would like to accomplish, but that includes having willing negotiating partners in congress. So far, we have none in the democratic party. Finally, one thing i want to leave you with is that 18 days ago ted wheeler tweeted what i saw last night in portland was powerful in many ways. I heard and stood with protesters and saudi means when the federal government unleashes saw what it means when government unleashes on protesters. He called us Paramilitary Forces and federal officers were facing rioters, barricading officers inside the courthouse, trapping them inside, launching of commercial grade fireworks, a federal agents hand was impaled, three officers were temporarily blinded in a laser was put in their eyes. This is been an ongoing tactic. That was 18 days ago when mayor wheeler stood with the rioters against the paramilitary it appears mayor wheeler had a change of heart. Local officers took over the situation in portland. Believes when you commit arson with an accelerant in an attempt to bring that a building occupied by people who you have intentionally trapped inside, youre not demonstrating kamaishi you are attempting to commit murder.
