Williams have you been able to find an opportunity to let us in congress and know how the influx of migration is impacting . I very thankful for the opportunity to speak before you to bring to the attention the intent of our National Parks. Thank you. You represent districts in new york. Please elucidate for us beyond the National Park issue i am reading reports one of the reason o of these hearings is to get firsthand accounts from folks on the ground and throughout the country. What is happening to Small Businesses around the hotels where migrants are being housed in tourism is being displaced . Small businesses around inside the hotel or closing very quick so what scale what are you seeing . Are seeing a large scale. They have been reporting on the local news they just cannot function because of a lack of tourism and the fact there so many migrants on the street and in the hotel. Thank you. Miss williams what you think along those lines . What other social Committee Impact i assume the National Park was not our first option where to put hordes of migrants. Where else have they been put in one of the Community Impact spends a farou in your . [inaudible] i did it again, sorry. I heard this on the news there was no prior communication for the powers that be. It was very concerning for our community. I have to say the district is a very peculiar district is a residential area. We do not have a train going through our community. Our community has some of the most spaces in new york city. So housing the migrants of their is almost two 3 miles from anything possible. Those people that run that mall are concerned because as the colder months come by darkness comes earlier. People are very concerned. Small businesses are concerned. The district wheat represent isa very residential one. Of safety concerns. How about food outlets, services, jobs. Like a seventh 2mile radius or where they will be placed. There is no jobs there. There is no food there. Institution like aviator and French Meadow farms for recreational purposes. All of these things will have to be brought in for them to travel they would have to travel out of Floyd Bennett field to go into the bigger population where they can seek those amenities. Do we have a food desert. We have a jobs desert we have snap cards and work visas will not remedy these factors easily. We have a transportation problem. We dont have Public Transportation set up to where they can be productive or participate in the economy. So what is the endgame . This last month led to a 30,000 new crossings documented on the southern border plus cutaways. In my district weve got neighborhoods formed as refugee camps around california for the model as came and parked and people started living there and know it got neighborhoods not quite 100 years later at 90 90 s later. They have never been incorporated there never was a solution. And now its got the ongoing problem of the communities dont have ang plan. How do you see this ending . Rex i just want to add as you sit endgame. Atherton and insight. However, whatds i do know that needs to happen that every part of government federal, state, and city have to be in communication. You cannot ignore the local government for the local representatives that represent. These decisions cannot be made at such a level that local elected read about it or hear about it over the news. Have the star anyone asked you from the federal government for other places how they would just supplement the tax t base t for their demands have been put on your give you additional revenue to handled the Public Safety or the lack of tax base coming with the new demands . Council member we are very interested in learning more about Public Consultation for migrant camps that Floyd Bennett field for just two weeks ago the oversight investigation subcommittee heard testimony from the democratic witness about how important it was to quote facilitate meaningful Public Engagements in decisionmaking and especially in communities of color low income communities during the process. It will lead to quote better decisions for the entire community. Councilmember, please briefly describe the Public Consultation process to hold thousands of migrants at Floyd Bennett field. There was no Public Consultation. There was a letter written to sthe present by our governor asking for Floyd Bennett we then asked for a meeting with the noGovernors Office. The Governors Office did comply. Meeting was held the governor isnot presently sent questions beforehand. None of the questions were answered. We followed up two weeks later for another meeting that was ons a thursday. They told us no changes have happened we do not need another meeting. That does not sound to be very meaningful in terms of Public Engagement or decisionmaking. Then, other communities of color low income communities in the area around Floyd Bennett field and Gateway NationalRecreation Area that were consulted . Know there were no areas at all. Whether areas of color, low income, middle income. No areas, note communities, no elected officials we found out like everyone else did. Acrosstheboard the bite administration is totally failed atad communicating and working with the community to address the crisis the bite administration isit created, is that fair . It is fair to say actually visited our city flew in and out without meeting with the mayor or visiting and shelter. I would say he is not engaged in meaningful Public Engagementb process. In the process it seems to me the bite administration is also failed to engage with local communities of color as weve already discussed. And other groups thatse are impacted by this throughout the area, set also fair . That is correct. As a result of the bite administration not engaging in a meaningful consultation process they reached aadn decision that harms your community has caused great suffering for not only your community but the people they are bringing in, isnt that true as well . Yes itin is. Quoted theu handbook where it says that actions taken in response to an emergency are not exempt from review. Now, as for the attorney i dont agree this is the way it should be. I think there are many situations. In my home state of wyoming we could have prevented a wildfire a catastrophic wildfire for example if we had not been held up by the process. I think it is worth highlighting the double standard we are seeing here in relation to the invasion on the southern border and the invasion of our cities such as in new york. Food to respond to emergencies related to immediate risk of fear forest fire the devastate commuters and people throughout my state we cannot expedite the process. Yet the politics of the situation is ad magnified enough of the world to see the disaster that has been created by the Biden Administration than what happens . Exactly what happened with the National Park service and what youre suffering through new york. How do you see the politics treating a double standard for the National Park service particularly as it relates . I think they have given it no thought, no cause in her talk about protecting people but they are not protecting people they want to place on Floyd Bennett field without having the safeguards in place. One of the things that has been so shocking as watching the invasion on the southern border. In the Southern States arizona, texas, california and even in my area have been dealing with this crisis for quite some time. It is now visiting upon other areas exploding across our country. It is not just affecting National Parks is affecting every community is affecting every state it is affecting the nation as a whole. For itstearing apart the fabricr society because of the failed policies. I am sorry for the vitamins ration is done to you and i am m sorry for the vita administration is on to our country. There is no question from everything we have heard today and hearings that we have had across capitol hill over the last month President Biden failed immigration policies. As dereliction of duty alongside etthe secretary has led to an unprecedented crisis at our border. Debit unprecedented crisis in our border is no longer just our border. It is at states throughout this country. Like the great state of new york and what baffles me the most is during the campaigns of mayor adams and governor they praise the fact certain areas or sanctuary cities. They were going to welcome everyone with open arms. And now we realize there is no plan in place to be that sanctuary. It was complete pandering of their base. There is no plan in place to have migrants sheltered correctly. There is no chance of migrants leaving their homes, risking their lives coming to this country for a better way of f life. Coming to this country to achieve the americans dream that so many of our parents and grandparents and greatgrandparents have achieved. They never thought theyre going to come into this country and that American Dream was going to be living in a vacant hanger at jfk airport. That is not the American Dream. What we have seen as there were no plans in place. And now panic has set in. Just a few weeks ago for the first and last thing mayor adams that i will ever agree on he said thisai issue the migrants coming into new york city could york. Destroyed new in essence the light dimming on broadway. And now what we see is you have a letter that many of you have referenced. Let it elope on trent letter to President Biden asking for the use of places, National Parks. Theres also been talk of using military bases to house these migrants. Now prior to becoming a member of congress i was proud to serve as a member of the greatest Police Department in the world, nypd. I look back now on my brothers and sisters in blue who essentially their office. Aviation, scuba, members of special operations. Different specialized units within nypd protect and serve the constitution who took an oath to stand that line between good and evil. Not only did new york states on the democratic policies of this country a legitimate take the handcuffs off of police off of criminals and put it on police but now they want to cut the budget. And now they have to share an officere with migrants at Floyd Bennett field. Mayor adams of said 15 over the next nine months. And agencies that are dealing with the migrants the most. I was just asked and i apologize but what do you see, ms. Williams what do you see as results are gonna face in new york city as a result of these budget cuts and the changes being made in new yorkk city because of the unprecedented levels of migrants because the failed policies of joe biden and secretary orcas . 50 cuts youve spoken about between now and april were reduced our services nypd, education, all the Different Things we need to keep our city going. If we do not have nypd and we do not have overtime we dont have extra patrolsls because we havea diminished police force but we do not have overtime for the firefighters we dont have firefighters on every shift. We have a very big problem with the migrants they are on their motors coders with their batteries for a. I dont cut you off but one last thing my time is running out for it is estimated in 2024 and i believe this number is going to be higher its going to cost the city close to 5 billion with the beat dollars for migrants. That numbers going to be higher its h going to be close to 8 billion. We had a Homeland Security hearing im sure that some members of this committee those numbers are higher than their entire states budget. It is a baffling mayor adams is rights. This issue, this problem has been created by President Biden is going to destroy it new york city and many other cities throughout this country. Every single week from people finding dead bodies on their ranches and yet we sit by here and do nothing with this current administration. Never in my life have i had a problem and i did not see an ending to and i do not see an ending to this. This issue will destroy new york. Next up the governor for the great state of new york. December 2021 the governor said and i quote as you know the statue of liberty is described in it says if youre tired, your poor, your huddled masses, you are welcome with open arms and we will work to keep you safe. Give me your tired, your poor, your huddled masses riches send these, the homeless to me i lift my lamp be on the golden door. Thats actually what it says. I know it by heart because i learned it when i was a child. That is what this country is all about thats actually what i fought for. So please know i am not xenophobic for i love my country, i want to die for my parents took him into the statue of liberty may be memorize that. This is not that. This is a disgrace. Do not tread upon this office if this is ellis island people are trying to come to this country to find a better way for them self because right now we and got it. Dont do that to me. Do not insult my intelligence and dont assault the intelligence of the american people. Now that we have these people coming here in mass its, go somewhere else. Cant stay here at seeds taken for it all the sudden the governor turns into forrest gump that seems to me for him life is like a box of chocolates. You never know what you are going to get. That is the weight were governing our country right now but we do not even know were going to get. But now the governors saying ig theyre thinking of coming to new york their outer space. Went to leave their country to go somewhere else. This is what happens when we dont hide by the law we have set in ourur country. We are a sovereign nation or not . Are we a nationn of laws or not . If you cannot see the dichotomy between what weon are saying on this and our colleagues on the left, Pay Attention mama. I wish this was not a political issue to be honest with you i wish we could all agree that having six and half Million People it enter our country illegally is not a sustainable model. We cannot afford it. We bring in five chile dollars if the american taxpayer the hardworking american taxpayer we are spending 7 trillion to bring in 6 Million People that we cannot afford. Enough is enough. And that is why we have hearings like this to let them know we are fighting tirelessly just for our country we are not xenophobic. I would agree there are more people included in the conversation then that could been a better solution. Do you agree with that . One 100 . The power is really at that local level, right . Yes. And doesnt come from the federal government does not come from the senate comes from local people that makes a big big difference. I think theres so many opportunities we never get a chance to see because we dont go through the consultation process. Talk to about a process of naifa and yet we dont want to do that here the federal government to throw a bunch of people on the tarmac so to speak at a National Park. Its really, really sad. One of the things i wanted to ask it was you saw a lot of this rigmarole going on. If i asked you what was the one question you wish you had been asked and its answer would you please give me that and assemblywoman all the way down the line. Go ahead. I wish i would have been asked why and the letter i said did not approve of temporary Work Authorization because they would have said it is because there are tens of thousands of immigrants who are here now who have been waiting for years to get the Work Authorization so they can work and pay taxes and become of our economic while and tac while who have been pushed back others have now jumped the line. I agree with my colleagues said line. I agree with my colleague said. That poses a very big thing youre putting one against the other. This is not what we stand for. And also, to not have public hearings. Not to have local governments and myself the councilmember at the table when it is in our backyard and we are very, very concerned this is an issue when there is no communication. Thank you. I wouldve liked to have had a chance to talk more about how getting Work Authorization to asylumseekers and migrants can make a key difference and it wil in the coming weeks we will see as more and more people have access to these work permits and itwill be a boon to new york ci. New york city is not going to be destroyed i live there, my grand parents were immigrants that lived in new york city. I have faith in new york city will totally be fine. Mr. Anderson . Thank you sir. My question would just be for the National Park service the department of interior why we really were not invited to the table . Planning the lawenforcement, any of the lawenforcement aspect that went to the mall 61 pages is at least one time, they say we are going to be the sole responsible the Law Enforcement action on our my question is why parkways are. Have you seen adult male actually works very well. Ive never seen that. We aint never seen anything go like that and the playgrounds and the fields, theres no way in hell you can actually work. Thatsou why i came back to my first. Good process, good policy, the froth doesnt do any of that. One last thing i want to point to on these work permits, very few people go in front of the line. You have here coming legally. They should have the first say in that aspect. A lot of these people have been waiting over months, years to try to get the work permits. So when you see people going in front of the lines, wrong answer. I dont think it helps anybody. It causes mischief and causes disparaging comments about each other. Every city in america has become a border city, drugs and criminals including hundreds of terrorists are pouring in our backyards, our schools and hospitals are overrun with illegals and are overwhelmed. Our streets are not safe, cartels are thriving. This is representative and report of, quote, Public Comments have been made on the subject of asylumseeking refugees and the border and nimmigration in general. You mentioned in your testimony that how describing migrants as threats or invaders fuels violence against certain groups especially racial and ethnic minority instead of having to fear violence, what Real Solutions should congress be focusing on and let me add to that, the alternative being proposed by the republican majority is hr2 and i believe it is the messaging bill. It has the probability of it becoming law is zero. So theres a consensus moment that we could lack at what are Common Sense Solutions on this issue. Hr2 is not a solution, its just the opposite. If people are fleeing a burning building its in the a solution to t lock the door and prevent them from fleeing. All it does is endanger lives and forcece people to start jumping out of windows. Efforts to prevent people from seeking refuge will force them to more dangerous route. The hr2 bill codify it is most terrific policies of recent bills including in effect codifying a version of the title 42 policy as well as the remain in mexico policy. Teams and researchers of my myself and weve had teams at the border in recent weeks and months. People that are w forced to wait in mexico under these policies, people who are denied access, sufficient access to ports of entry face lifethreatening conditions and being targeted specifically and the policies put them at risk by forcing them to wait in areas where cartels target them for kidnapping torture, my staff is just overwhelmed by what happens. Humanitarian workers now are endangering increasingly. The policies are not a solution. They are a problem. They are not effective from a management perspective either. They encourage repeat entries and force populations that generally went to ports of entry to cross instead. I mean, you should if you want to really lack at good solutions, look at the shift thats what happened with haitian Asylum Seekers who now are coming to ports of entry because of the steps that have been taken by the Biden Administration. Thats an example of an effective policy. I can go on and on about that. First generation american, privilege hosting in this congress and live the issue day in and day out. I dont need to go to the border to take a photoop and then say i care about the border. Fact remains that this complex difficult issue that requires courage on all sides has to be resolved and the issue in new york city is a response to an emergency, a response of not having the system in police and the resources to do this correctly. Schizophrenic policy back and forth from hardline to more humanitarian back to hard line back and forth, back and forth. Theres been no consistency as well and i blame all of the administrations for that but this issue is a precursor, i believe, very transparent that everything, all the hearings that weve seen from all of the committees including this one now on this issue is to tee up the ball so that when we finish ithe hostage negotiations and after the government closes down that some of the elements, some of the most dire of hr2 will appear as part of compromise and part of the law. Thats the strategy, its transparent. Its a mistake and once again will avoid a comprehensive complex solution that is needed very desperately. Im proud of the area i represent. Its a wonderful land, wonderful people and and we owe it to them and every citizen and every person in this country to solve thisis critical domestic issue that we are not solving. Spencer. I wish we had had a chance to talk to you last week. I think you should have shed some additional light on the issue and theres you can tell theres a lot of passion around this issue. This hearing is about building migrant camps on field but it has farreaching effects in the southern border, many parts of the government. We cant solve those issues here today. We do neglect theres a reason why theres a flood of migrants into new york city. Mr. Spencer you had been there last week and you could have added to questions that we asked when we were meeting with new york city officials and park officials the question was raised about security and safety at the migrants camps were built. I want to move over to ms. Areola for a moment. How is the funding for supplying the additional security . Where are those officers going to come from . About to be cut by 15 . Mr. Spencer, they assured us that this camp site would be secure but inn the course of conversation they mentioned something about the migrants are free to come and go. They cant be held there. So youre literally up in the control tower and you could the place they were going to build the camp and then you could look over and see the playground. I asked the question, so a migrant can walk out and these as has been mentioned single adult males, they could walk, freely walk out of the migrant camp and walk down the street and walk in the playground and i was told a hypothetical question. Had you been involved in the planning process, had nipa not been shortshut is this an issue you would have looked at and is this a hypothetical question . Thank you, sir. That question is definitely something that i would have brought up if i was able to attend last week. Those is one of our concerns. The fact that that camp is going to be put like i said before youth complex where theres going to be lots of children is definitely concerning as a Law Enforcement aspect and the fact that we also happened to get from our union anyway, we havent been given the opportunity to bring our safety concerns with the officers either. Two officers on a daytoday basis is already unsafe as it is in my opinion to monitor that area and now youre going to add 2,000 more people in a tent in probably some pretty detrimental Living Conditions and when they are able to they come and go as they please. Thats going to be our responsibility. The u. S. Park police. Nypd were gracious enough to give some officers to take care of the inside of the tent, the facility itself but going to be the ones responsible of what happens outside of the at the present time whatever tent area. Thats going to cause concern . Thats very concerning to us. I know as a leader of the park internal order police that youre able to come and testify, do you believe theres other park Service Employees that might fear retribution if they were to speak out. You sense theres other in the park service that are not comfortable with this decision . I would imagine there are probably more employees in the park service. I can definitely tell you there are agents in my agency but fear of what will happen to their career. We visited the park and i was learning more about this and a Million People a year visit this park and looking at the map it showed the area actually where the the migrant shelter in grassland and underneath that in the map is Public Access denied. I know the autubn has done recreational work there and it bothered me to hear it was just an airport in brooklyn. I live in a National Park and that would be very offensive to me if somebody said it would be a bathhouse in arkansas. Theres a lot of pride in the local community for these parks exist but to me thats just a an indication of how this whole situation is being viewed. That its just an airport in brooklyn. Who cares if we build a few migrant shelters on it and gives the two local authorities in brooklyn an opportunity to talk about that and make any final closing. We will start with you, ms. Ariola. The comments were very, very insulting because we all love our parkland, we all love our green space and it may not look like yellowstone or anything else in any other state. Its ours and it is in the just a rundown runway, it is a place where people go and enjoy up to a Million People per day and its wherere schools go and schools have their afterschool recreational athletic fields and they play there. Its where people have a community garden, it is a place of community for the surrounding communities and theres been a lot of talk, you know, organizations doing their job and getting people asylum, you know, status but if that were the case, why is kathy hochul employing the National Guard to work as social workers to make sure that their paperwork goes through and what happened to our Homeless Population that when new yorkers prior to the migrants coming into this have they evaporated, have our veterans, homeless veteransen, have they evaporated. We are stretched so thin that we are now looking at National Parks, National Parks that are not safe. If anyone saw the video that played earlier, some remember williams was there, she was in 10inches of water. Thats not hurricane, thats light rainfall. It is unsafe to put the migrants there. It is unsafe for anyone to be there. Weve said it from the start. This is not any type of ask, this is bipartisan. This is what it should be. A republican and a democrat who are working together to make sure that the integrity of their park remains, remains what it should be as a National Park, the surrounding communities remain as they should be able able to enjoy that park and that the migrants, the homeless and those seeking asylum are tended to but we cant continue to do it because theres no more room at the end and our borders are not closing and unless they do, we are going to continue to be overrun, its not just new york, itll be every city across america, thank you for your time and thank you for seeing National Park and thank you for hosting this session for us, this hearing. Thank you for your passion to speak out on this. I didnt introduce you as a democrat member of the new york General Assembly but its been established here in the discussions. Closing remarks about just an airport in brooklyn . Thank you so much. We had to travel all the way from the Southern Side of brooklyn to hear that our National Park is just a regular runway. We heard many opinions around the room today. 2,000 plus men. We talk about protected fields there in every area of Floyd Bennett field there is signage and the signage says area closed, do not enter, its a Natural ResourceProtection Area violaters are subjected to be fined, grassland, habitat, management area, the following activities are prohibited, entry, fires, we heard mr. Spencer, two officers, how are you going to man 2,000 individuals there and to keep them off the ground. Not the mention there are other things around right across the street we have a very big area beach that is contaminated with radiation that is closed off. What is the say that they wont end up on that side of the beach . So we have to be very viligant. Myself and my colleague come in an bipartisan effort. 70 of our population is black. Another 25 to almost 30 is white. So we really need to do our homework and probably if they came into our communities to do a public assessment or to hear from individuals, you would see the diversity of our community and as taxpayers we should be concerned about what is happening in our backyard. As parents, we should be concerned about the safety of our children. So i applaud you, chairman, to having us here on this platform to talk about our National Resources and how our Natural Resources, our National Parks is being used as the pond and is not being said for what it is. We only have 3 field offices, dc, dc, new york and san francisco. How do you think it makes the Law Enforcement officers feel at gateway to hear their park called just an airport in brooklyn . I dont believe that my members who are proud new yorkers up there would appreciate that comment, but thats okay. Thank you. The Ranking Member, i believe, has an announcement.
