reid and the idea of a tax -- binding tax reform, military base closure commission and some cuts on top. that's a plan that can get through this united states senate? >> i think it can get through the senate. i'm not sure it can get through the house. i think we're in much better shape than we were a few days ago when wurp talking about the post limit deal with nothing, possible default or on the other hand, not having any cuts at all and simply allowing it to be extended. it looks like we're back on track to have some meaningful, credible spending reductions which is all the credit agencies and outside experts are calling for. in the same context, putting together something binding over a short period of time to deal with longer term problems. >> you are comfortable with the idea of the up or down vote, no amendment. what will the makeup of this tax reform, we're supposed to call it a joint committee, you don't want to use the commission word.
