Eclipse visitors were supposed to overwhelm Texas and its roads. Where was everybody?

Predictions for the eclipse had over a million out-of-towners visiting Texas to rubberneck in the path of totality, but initial reports appear to show that much fewer came to see the eclipse on Monday.
