China has picked up the tempo of that. Theres all of the incidents in the South China Sea and east china sea, invasion of taiwan. Beijing is lashing out. Xi jinping, chinese ruler is looking for a victory, he will probably end up with a string of defeats and thats when china becomes more dangerous. Although diplomats can talk the reality is that jinping is pushing the world in a very, very dangerous direction. Maria so what could come out of the talks, gordon, whats the point of having the diplomatic talks when we know about the the dictatorship and the behavior of the Chinese Communist party . Is pompeo really going to be able to contain any of this . Gordon i actually dont think but the one thing that secretary pompeo can do which hes good at doing is making it clear to china is what the consequences of their actions will be. He has been extremely stern and he has taken measures instead of talking about this so i think that the chinese will at least at the diplomatic level will take into account what secretary pompeo is saying, but the problem is its not the chinese diplomats, the problem is xi jinping, the chinese ruler. Maria yeah, is there any pressure that he could face in terms of the people revolting. Lets look at this indiachina conflict, for example. Is this going to take us back a few steps . Well, obviously you have to be concerned at any coronavirus spike. One is we are doing more testing and we will see more cases, secondly, theres an interesting statistic as where people come back to do elected procedures they are being tested for coronavirus, so youre going to see more coronavirus cases in hospitals as a result of all this, so i think we have to focus on the death rate. I think we have to focus on the death rate and the vulnerable. I dont think the country will have an appetite to do complete shutdown again and i think the market is showing us that thats what it believes as well. Well, maria, i think where you have to understand that we will be living with this pandemic for a very long period of time that you have to remember that theres only been one viral disease totally eliminated from the face of the earth and thats smallpox, we have the rest with us. Even if we get a vaccination we are still going to have to understand that this is a new disease that we will have to deal with for a long time so its changed our culture. Maria and so how do we deal with that, just what we are doing in terms of the guidelines, masks, gloves, anything else that we should be doing knowing that this is here for some time and a vaccine doesnt happen overnight . , no it certainly doesnt but we have to appreciate that 80 of the deaths have been in people who are over 65 years of age and if youre under 65 years of age the risk of diego of Covid Infection is about the same as your risk of getting in a car accident and drive to go work in the morning so its really very low and particularly low amongst young children, so thats a fortunate thing for younger people, but we have to protect older people and the way you protect them is you dont put them in large crowds, you dont have long periods together with people and those are the things that protect people over time. Maria so its really one of the reasons Vice President mike pence wrote an oped this week saying theres no second wave, hes touting efforts by the administration to expand testing and research. Yeah, i think that we really have to begin to think about technology helping us understand the opportunities there are from these huge data sets and ai i think is going to be enormous opportunity to do that and the use of the huge data sets that are being accumulated now through Electronic Medical records. I think its possible to have privacy and also use those, that data to improve the quality of care for people and be great for predicting of disease propensity. This opportunity is to do this is enormous and we are seeing all kinds of interesting ways to begin to track the testing using your cell phones and technologies. This is great opportunities and i think technology is going to explode. One of the things that has taken off is through this whole epidemic is the use of telemedicine. Telemedicine went from 2 to 75 of the visits. 94 of diabetics were treated this way. I could imagine now that youre no longer no longer need to go to the hospital to get your Blood Pressure checked or your Blood Pressure taken, it all can be done from home and regulated much more efficiently than it ever has in the past. This is a whole new world thats opening up and how you treat patients and i think people will be moving increasingly to outpatient and to homecare as a result of this. Officer devin bros nan was charged with aggravated assault. The officers have until 6 00 p. M. Tonight to turn themselves in. Attorneys for both men say theyre not guilty. Newly released body camera video shows the moments officer rolf attempted to perform cpr on brooks. Mr. Brooks. Keep breathing. Mr. Brook, keep breathing for me. Maria meanwhile, the Atlanta Police Department Addressing rumors officers are walking off the job in response to the charges. The department tweeted that that is inaccurate. However, there have been more callouts than usual. Protesters in seattle block a highway overnight. The governor of the state of washington is weak and the mayor is weak and what theyre doing is setting a precedent thats never been set before. Maria the gop legislation narrower in scope than what House Democrats have proposed, set up a political clash. All of this as the fired Atlanta Police officer who shot Rayshard Brooks has been charged with felony murder. Joining me right now is former new york city mayor, Rudy Giuliani. Rudy, its always a pleasure to see you. Tough days these days, thats for sure. Lets talk about what took place with rayshards death and obviously the Atlanta Police department denying reports of a police walkout. I want to get your take, first, on what took place with this felony murder charge. Well, its an outrageous charge. I cant figure out what the felony is that the Police Officer was committing and therefore he committed murder in the commission of the felony. The Police Officer was trying to execute a quite lawful arrest and it was quite calm until mr. Rayshard brooks became violent. You can see that. Police officers did nothing to him. He went into a rage. And then he started hitting him. I count five crimes he committed. He punched a Police Officer. He resisted arrest. He stole the Police Officers taser. He hit a Police Officer with a righthand punch. And then he shot at the Police Officer with the taser which would seem to me to completely justify the Police Officer taking out his gun and shooting him. If that taser had hit the Police Officer, the Police Officer would have been incapacitated. This man was so violent, you could predict that he would take the gun and try to kill you. Remember, what has been denied the American People is the truth about this. None of the liberal newspapers print mr. Rayshard brooks record. This man was a violent criminal. Had quite a long history of being a violent criminal including assaulting children, assaulting women, being engaged in major crimes. The man had a violent temper. If this man had just submitted to arrest, none of this would have happened. Its not the Police Officers fault. Its his fault. He was arrested for maria thats the issue. Rudy, you can see this all on the video. Its very clear that rayshard of course you can see it all on the video, its an outrage. Maria he takes the taser, tries to shoot the cop with the taser and the whole while the Police Officer is saying dont resist arrest, dont resist arrest, calm down, stay there. Dont resist arrest. But he does resist. He steals his taser. And he shoots the taser. And now the officer could see the Death Penalty or life in prison. The problem is, this is happening at such a sensitive time in our lives, when there was the wrongful death of george floyd and there is a tone in what does this have to do with this. Maria i know. Youre right. Im looking at the video and its clear what has taken place here. So how does this play out . Hes being charged with felony murder. Well, if they really mean no justice, no peace, if youre going to try this man for felony murder, when he didnt do it because theres a tone in the country, are we really a democracy . Or are we some kind of a mobruled society that only has emotions and no logic or fairness . I mean, this is a turning point for america. I looked at the earlier killing and im capable enough of looking at that and saying the Police Officer was totally wrong and should be tried for murder one. But im also capable enough and fair enough to look at this and say this was completely caused by the perpetrator. And by the way maria this is also this is consistent with his conduct over 27 years. This is no angel. Maria he goes on and tries to give him cpr by the way. Hes a violent criminal. This is an outrage. Its an outrage for justice. Maria i understand. The Atlanta Police department is denying reports of a police walkout to protest officers being charged in the shooting of Rayshard Brooks. Mayor, your reaction to the fact that the police do not feel any support because of all of this, theyre walking out. Theyre resigning. And then youve got havoc going on in places like seattle and atlanta. Well, i mean, how can you blame the Police Officers . A Police Officer can do exactly what hes supposed to do and he can be charged with murder in the first degree. I mean, what kind of world is that . Remember, the District Attorney in this case is under investigation for a major fraud and hes in a very close election. That hints of duke, by the way. Remember the duke case . That turned out to be a total fraud by a da who wanted to get reelected. I dont know if we learned from history. If you want to talk about the reforms that senator scott has suggested, theyre all things. Theyre all things i did with the new York City Police department. We had a tracking for a Police Officers conduct. We looked at it carefully. We tried to get rid of them early. I fired Police Officers that i thought might be a problem. They hadnt even been a problem but we thought they might be a problem. We tried to anticipate. You cant always do that but we tried. Maria when does the federal government, the ag get involved in some of these situations like, you know, chop, and chaz . I mean, where youve got protesters taking over parts of the city. Does the attorney general get involved . I mean, is this so separate, state versus federal, that theres nothing to do with protesters taking over a portion of the city . Well, i would say, you know, look, the president has to be careful because of states rights and because states have a great deal of discretion in dealing with property law and things like that. But you do have dep pr dep deprivation of property. This is not peaceful. Its a very, very unruly situation, a situation in which businesses are being crushed there. And the attorney general may have a role in this shooting. Also in georgia. Because looks to me like these Police Officers may be the subject of a false arrest. Maria real quick you dont get arrested for doing your job. Maria your comments on former National Security advisor john boltons new book. Youre in it. He pointed to serious accusations of President Trump. Your reaction . Hes a total backstabber. Ive known him for 10 years. He says all kinds of things about me in that book. He never was man enough to ever come up to me and raise that with me when we were in the administration. When i was representing the president. If he had a problem with my representation of the president or of legal problem that the president had, as the president s lawyer and as his friend for 10 years, you think he would have been man enough to come and tell me . Well, he wrote that in order to sell books. Maria does the president want to sue him personally. If the president would like to sue him, i can prove that what he that he never discussed what he says about the ukrainian thing about me and i dont know, i mean, he calls me a hand grenade. I kind of feel really, really complimented by that. Because hes a hydrogen bomb. I mean, the statements this guy has made over 10 years and hes calling me a hand grenade . The do you havdow and s p yestea winning streak. Joining me now is Merrill Lynch Wealth Management president , andy seeg. Its amazing to look at the markets trading where we are. Were seeing markets near record highs. Youve got Real Relationships with your clients. Tell us how clients are doing throughout the pandemic and are they still buying stocks and wanting to look at equities even as were seeing the coronavirus spikes . Well, maria, i think its overall a pretty encouraging picture. I think that investors by and large are realizing weve just experienced something akin to an economic blackout essentially and theres a bounce coming off that bottom. When they look at where we are today, theres an enormous amount of fiscal and monetary stimulus of course in the system. They also see Companies Getting back on track. The entrepreneurial spirit of the american economy, the ingenuity of businesses across sectors is showing itself and i think markets are seeing that and reacting to it. Now, last thing ill say, we dont see our of clients today operating in a way that is particularly bullish. Our cash levels remain very high. So when you actually add that to the equation, if youre a contrarian, which i am, i think that speaks to the fact were not in late stages of the rally. Were actually i think were actually putting a base in here for what is going to be a pretty encouraging run for stocks. Maria wow. And what will drive that . Youre overseeing over 2 trillion in assets at Merrill Lynch and youre given advice to clients in terms of longer term. I know youre not looking for the kneejerk reaction. How do you allocate capital if you are looking at this longterm bull market in place . Well, of course youve got it exactly right. We need to build portfolios that are consistent with our clients plans and generally those plans are medium and longterm in nature. So we watch the markets every day. But you dont readjust portfolios every day. You adjust portfolios based on five, 10 of, 20year time horizons. When we look out through the medium term, theres very exciting things happening in the u. S. Economy. Think about this topic of on ofshoring. During this economic blackout we learned a lot about the risks of having Global Supply chains. Over a medium term basis we expect to see Companies Across a wide range of sectors bringing jobs and factories back into the u. S. And that Capital Investment in the u. S. Is going to be very powerful for us. Our economists think that one manufacturing job essentially has a Multiplier Effect in terms of creating seven additional jobs in the u. S. At the same time as that manufacturing moves back, we expect to see r d spending kicking up, a dollar of r d investment equals 9 of gdp. So these are powerful forces. And again, finally, were resting here on a Bedrock Foundation of the dynanism and strength of the u. S. Economy. When you look at the way our Capital Markets operate, there is no economy in the world like the u. S. Maria and theres no liquidity like the u. S. The deepest, most liquid markets in the world. Youre at bank of america spending 3 billion a year on new initiatives. I know technology is also being used increasingly for clients portfolios. Tell us what you use in terms of technology and also what kind of moves are made in the average portfolio during this pandemic . When you look at the first and second quarter, have investors wanted to stay put . Have they used technology to change anything . Tell us what theyre doing as theyre staying at home. Well, i mean, first of all, with regard to our technology spend, this is a place where the Merrill Lynch business has benefited enormously from being part of bank of america. And being able to take advantage of this Enormous Technology spend of bank of america. It put us in position as the pandemic broke to be able to move over 20,000 employees from Merrill Lynch to work at home mode and not miss a beat in terms of serving clients. The connectivity was there, the trading capabilities were there. Today, our Client Satisfaction is at alltime record levels for us which i think speaks volumes. In terms of those conversations with clients, they resulted in frankly what we hoped which was first and foremost preventing panicked selling during those very difficult, ferocious even weeks in march. The reassurance that came from advisors reaching out to clients caused people to hold on at times that their emotions were telling them to sell and head for the hills and because they did that, our clients have been able to see the recovery in the Market Impact their portfolios by and large and so were very, very proud of that. You know, again, as i said earlier, we still see cash levels very high, so clients remain relatively conservative in their positions and again, we think this is a bullish sign in terms of where the markets go from here. Maria is there anything that you worry about that with everybody having such high exposure to stocks as well as cash . Do they have enough wiggle room if theyre thrown a curve ball . Well, i mean, this is, again, the strength of the Financial Advisor model is the fact that when this pandemic broke, our clients had been in discussions in most cases for years with advisors about their objectives, they built diversified longterm portfolios and part of those conversations was ensuring that the right liquidity was in place so that you didnt find yourself up against the wall, having to sell into a crisis. So i do think the i think the flexibility is there. The trades that were seeing right now are not generally shifts in asset class positioning. Theyre more likely to be shifts between individual security exposure versus etfs. In the last couple of weeks weve actually seen as the markets have rallied weve seen our clients stay exposed to equities but sell some individual stocks and move into some etfs to have a more broadbased exposure to indices and those have been good trades. The legislation spearheaded by South Carolina senator tim scott includes new Training Program and wider use of body cameras, as House Democrats are teeing up their house package. Scott pushed back after illinois senator dick durbin called the bill a token approach. We cannot waste this historic moment. Lets not do something that is a token, halfhearted approach. To have the senator from illinois refer to this process, this bill, this opportunity to restore hope and confidence and trust from the American People, from africanamericans, from communities of color, to call this a token process hurts my soul. Maria joining me right now is delaware senator, Senate Small Business and entrepreneurship and Judiciary Committee member chris kuhn. What do you think of tim scotts plan . Well, i have respect for senator scott. We know each other well from the Senate Weekly prayer breakfast. Im looking over the details of his bill which was introduced yesterday. Its an important start but i am concerned that it doesnt do enough to meet this moment. In the three weeks since george floyd was murdered in minneapolis, weve seen literally millions of americans of all backgrounds in towns and cities large and small across our country take to the streets, mostly peacefully, asking for change. So im hopeful that we can come to an agreement between republicans and democrats on a list of amendments that we would debate on the floor that would significantly strengthen this bill. Maria what do you think is most important in terms of the amendment . Tell me what doesnt go far enough in senator scotts bill. Well, theres just too general buckets if i could. One is instead of encouraging, requiring a ban on chokeholds, for example, a ban on noknock warrants and more broadly, accountability. Making it easier for federal prosecutors to investigate and prosecute exceptionally sort of way out of the usual civil Rights Violations by Law Enforcement officers. There is a federal civil rights statute that right now is used about 20 times a year in police investigations. Thats because the Legal Standard is very, very high. I do think it is possible for us to come to an agreement and, frankly, given the way the whole world is looking at us and at our country, we should find a way to meet this moment with bold reforms to policing. Maria senator, how worried are you that this is going to have also too much of a going too far in one direction. Youre seeing havoc across the country. You look in seattle where protesters have taken over the streets. You look at the issue in atlanta and when you look at that video of Rayshard Brooks and how he did not you know, he resisted the police and then took the taser gun and then used the taser gun on the officer, forcing the officer to shoot. Now, the officer is getting charged with Mor Department he could actually murder. He could actually get the Death Penalty. Whats your reaction to this . Maria, we had a great hearing on the senate Judiciary Committee just this week. It went for seven hours and we heard from a dozen witnesses, from Law Enforcement organizations, chiefs organizations, civil rights advocates, attorneys who represent families like that of Ahmaud Arbery and there was i think very good testimony and a good conversation. Out of that should come this sort of balance that shows that our democracy is working. Around the world, theres a contest right now as folks look at this global pandemic, at the global recession and at our challenges with a long history of racism and inequality in our country. If we can find a way to to come together and legislate a bold response that meets this moment, i think it doesnt just strengthen us here at home, i think its strengthens us around the world. Maria i agree with you. But were not seeing that were seeing Police Officers not feeling the support so theyre resigning. Youre seeing people want to defund the police. Do you also want to defund the police right now . Well, as youve heard from a number of Democratic Leaders from congressman jim clyburn to the former Vice President , joe biden, defund the police, if thats understood as eliminating Police Departments, is not something i support or they support. If what it means is were asking the police to handle homelessness, Mental Health issues, Substance Abuse issues, and we should be providing more funding to respond to those, that frankly were putting too many social problems on the backs of police and should instead be better funding an appropriate response from Mental Health professionals or housing counselors. Frankly, the Law Enforcement officers ive met with and heard from in delaware as well as activists and community activists, all agree that would be a positive direction. Maria im trying to understand if you believe that its going too far, particularly after Rayshard Brooks . I think the fact that Rayshard Brooks was shot and killed while running away from Law Enforcement indicates there wasnt an appropriate use of deadly force in that case. But thats for the local courts and Law Enforcement leaders to resolve. Maria right. Understood. Were in the middle of three crises, one of them is a recession. Tell me more about these efforts and are you going to to be able to hit those small mom and pop businesses that cannot make it out of this, that arent even big enough to have banks. One of the ways in which ive been working to respond to calls i get every day from constituents is to authorize a second round of ppp loans to grants. Im introducing a bill today with several of my colleagues. Were working to get a republican cosponsor. Im optimistic about that. There is still 140 billion in the ppp program not yet spent. This would pry or of tie priori. It would carve out 25 billion for those with fewer than 10 employees who lost half of their revenue or more and give them a quick process for applying and getting a second ppp loan to grant and the rest would be dedicated to those with fewer than 100, recognizing that the first round which got out 500 billion successfully and put a floor under our economy, it hasnt reached those very smallest businesses. I do think this can be bipartisan.
