Millions of these jobs overseas. Your vote will decide whether we protect lawabiding americans for whether we give free reign to violence anarchists and agitators and criminals who threaten our citizens. Paul lets bring in our panel wall street journal columnist and deputy Editorial Page Editor dan hand injury and columnist mariana stacy and board member cant help peterson. Dan after the Democratic Convention was clear they want to make the election about a referendum about trumpery did trumps exceed in response here to making it about something broader a broader Electoral Choice in what choice did he frame . Well i think he and the republicans did indeed succeed at that wall. They watched the Democratic Convention and they recognized it was loaded up almost entirely on appealing to voters on the basis of the president s personality and the democrats these are political events in the target certain slices of you left it at the democrats it was Younger Voters and thats why they adopted much of Bernie Sanders agenda. Minority voters they need them to when and suburban mites to serve at the president s personality but i think the president and the republicans saw that all of this created an opening for them. Over four nights many speakers described the president and the administrations and governments accomplishments and great detail. Much of that has been buried the past years over things like russian collusion mole investigations and impeachment and gave him an opportunity to talk about things that perhaps he bled not heard about it again the urban violence in the protest connected to black lives matter that is what is new in his campaign. I think with republicans and President Trump did was try to emphasize that this is a view of america that is out of sync with the way a lot of traditional voters think about the country. They indeed push that theme very hard and again is because the democrats gave them the opening to do that. They are two different visions here. Paul some of the tv pundits criticized the speeches but i talked to trumps advisers who said look at had to be long because we have explained what we had done in the first term because very few people actually know what that is because of the reasons that dan suggested. Part of the purpose here was educating voters. How successfully did they do that this week waxed i think he did a very good job not just in the threeday reporting but also when he spoke because he had to do two things. He had to talk about the government and he had to do that . A lot of that is his own because of the way he communicates with the American People and has government really been about donald trump. And the way he attacked opponents and they had to show and they had to be successful about things like cutting taxes on the economy and playing against the administrative scene and so forth. I think they did a very good job about that. A variety people they brought to the convention these first three days and then when he spoke i think a lot of the critics are disappointed because he didnt give them a lot of red meat. He sort of controlled the inner donald trump and i do think that the speech was too long but i think that it was measured and thats whats important. Paul a lot of things people have said about this convention and the speech was it needed to show voters a second term agenda. Dont just elect me on the past to give me a forward looking agenda and what will happen in the next four years. Was there enough of that in there . You mentioned it that was there enough . There was some. I would always like to have more details. He said in a speech he was going to cut taxes vary substantially and as a taxpayer id like to know whose taxes are going down and by how much and how much thats going to cost but it was focused more i think on explaining the policies that they have undertaken over the past four years an alternative to specific swing states. The second Congressional District trump got one electoral vote last time and i lost count of the number people were talking about the good things that were happening in wisconsin states are won by 23,000 votes last time, there was a smalltown mayor from the iron range in minnesota which is a historically democratic area and the state the trump lost but only by 45 dozen votes so i think there was more policy than the Democratic Convention but it was mostly looking backward instead of forward. Paul dan you heard pence and trump time in the speech talking about it. They turn the tables on the public narrative . That was the primary point by the democrats to be sure. They at least made an argument the way the democrats didnt talk about the protest, the republicans did indeed talk about the problem the handling of the coronavirus. Paul again we will see how that plays. When we come back republicans making a direct appeal to women and minority voters at this weeks convention is Trumps Campaign attempts to expand the president s appeal beyond his base rate so, will it work . Ig o. You were thriving, but then. Oh. Ah. Okay. Plan, pivot. How do you bounce back . You dont, you bounce forward, with serious and reliable internet. I am the proud daughter of it indian immigrants and the people of South Carolina chose me as their first minority and first female governor. America is a story that is a work in progress. Paul ambassador in South Carolina governor nikki haley making an appeal to women and minority voters on the first night of the Republicans National convention as the Trump Campaign in the gop seek to expand their base of support. Mary what did you make of the pitch from nikki haley and a whole slew of speakers across the four day is . I thought nikki haley hit it out of the park that i was very touched by alex johnson who had been in prison for a nonviolent drug offense and donald trump talked about that and it was really very moving. I think basically donald trump is obviously looking at apple ground states and these groups of people both women and minorities who dont particularly care for him or not polling well for him and i think he made a lot of progress with these testimonies but the other thing that he tried to do and we will see how effective it is is worn these people, both women and for example in the suburbs but also minorities, how bad things might get for them under a joe biden presidency. The effectiveness on both counts i think could help him. What he needs is turnout of people who will vote for him, not just a shift in sentiment but real serious turnout. I think what hes counting on is that he can energize people who are worried about a biden presidency while people who are biden supporters may be become less. Paul kyle a big problem out of the 2018 election was the abandonment of a lot of voters of republicans in the suburbs particularly women and College Educated voters and that was a conscious effort here to try to appeal to them and both on the Public Safety point but on education and Economic Security and just with the faces. They said look Diverse Party and it was woman after woman minority after minority making very cogent and personal cases about their experiences and why policies matter to them. Right in the outreach to black voters played out in the suburbs. Suburban women dont want to vote for somebody who is lot of as a racist and thats why a lot of democrats say that President Trump is and so the question is, i mean those moves are healthy reaching out to constituencies where the gop has struggled trying to make politics less polarized by race and by gender pay President Trump is being criticized for division and give them credit for trying to close them. Paul and the School Choice issue i have been struck about how prominent it is in this convention in particular from the point of view of minority parents and their children. Why do you think this is getting so much salience nallen so much attention this year . Well probably in part because life in the inner cities is so unsettled since the coronavirus and indeed the urban violence. One of the big issues out there is whether Public Schools are going to reopen at all. Parents, working parents are trying to figure out what to do with their children. Teachers unions basically are pushing back against the idea of going back to school but it was really quite striking how often don jr. And others mention School Choice, using tax dollars to allow minority parents, blackened the spirit hispanic parents to send their children to private Parochial School and the basic leave as many of these parents are trying to rethink their commitment to the Democratic Party, the schools they are in right now im looking for real alternatives or their kids but this was a very big deal in the convention a commitment to School Choice, no question about it. Paul married the best light at the convention at least my preference was tim scott when he said his family had gone from cotton to congress in one lifetime, his grandfathers lifetime. Extraordinary statement about aspiration and upward mobility in america. Its really in contrast to the democrats who said we are systemically racist country where you cant rise. Do you agree with that . I agree with that and i think its very adjusting there was a repeated theme about how the democrats had taken minority voters for granted and minority should stop automatically voting democrat. Some important theme. Paul still ahead with the conventions behind them joe biden in all trump gear up for the final sprint to november. That is the reality of america right now. A reality completely absent from this weeks Republican National convention. Paul that was democratic Vice President ial nominee Kamala Harris delivering a. Bottle to President Trumps speech at the Republican National convention. The Biden Campaign strategy is the president ial race heads into the final stretch. Harris criticizing the president s handling of the coronavirus pandemic saying he failed to protect the American People and thats an argument that will resonate with undecided voters but is the president and ceo of the parents group, great to see you. So you have the framing of the democrats, i would call it character Donald Trumps and covid19 versus what the president tried to do which was to expand it into a choice about your vision and the two different visions of america. Who has the better argument . Well i think what you are seeing is biden playing to daschle numbers. One of the things we have seen we have talked about this before in your show is there is a quarter of the american electorate and half of them being republicans have of them being independent voters who do not like the president s character his personal but like his politics and thats where you see an ebb and flow over time when theres a focus particular on Economic Issues the president does very well with those voters and when its his persona they fall back on that later position. A further reason some of the National Numbers last month we have seen the president on the ballot versus bidens that he threw the pandemic, through the social unrest for a variety of Different Reasons not on what he will do about the economy as we move out of this pandemic. So i think the Biden Campaign was correct going after character. That is the weak point of this president. But on the other hand i think the president did a much better job than i expected this week particularly in the first half hour in the speech. Dealing with policy without showing that part of the persona that people react to. Paul did they reframe the election enough on that point driving home the policy in presenting the contrast on the economy, on policies and social order in the streets and so want to really change the narrative of the race . I dont know whether they it certainly its the position they had to go towards and address the issue of showing trump differently than when he strained to motivate his base if you will. His bases there and they are intended he needs to concentrate on the quarter for americans where he is ebbing and flowing depending on did they like what they see in the personal or didnt like what they were hearing in terms of his economic holidays. I think it was a good step. I think think what we will see over the next week to 10 days is the impact of the two conventions particularly with half of that for being republicans has he pulled them back the one question in terms of what eide did at the convention with the democrats in the convention is they avoided the split that may be there between the more moderate democrats in the progressives. Its the one thing from this convention that i thought perhaps they went too far and applying them in the several campus opposed to aggravating that split that there and i think we see maybe a different approach as we get closer to the election. But that is kind of the sweet spot if you will on the issues and talking about biden. Paul on the covid19 question both the Vice President and the president s address in detail what they had done to fight the virus. I guess the question is probably at this stage given the polling numbers in the Public Perception they cant win this argument but maybe they can help neutralize is some or is this simply going to be decided as an issue based on what happens in the fall on the numbers . I think quite frankly they have tried to move on from that because the way the president has handled out publicly has not served him well and has aggravated that question about his persona. I think he can talk about what has been in a critical credible we endure without yelling or screaming and using a more bully type approach on how he talks about it. The key is and its one of the things we saw in our recent polling that we did on the president ial race is that what has occurred during the last five months is that his big advantage with this group of voters on the economy has gone from 828 to 25 pointed and its to being barely above water on if you approve or disapprove of the economy and thats the thing he asked to get back to that will give him a chance to get close enough to be able to win it. Paul what about this outreach to africanamerican voters and winning back women voters . On have a lot of time but is it realistic to improve the standing with black voters more than he did last time . The think it was 9 or so. I think one of the things he saw and one of the best things i think we saw this week in the elections are everyday people and talking about their cases. For all the talk that he has no empathy at least by putting that front and center helps with that to a certain extent but more importantly what we have seen in the polling is the biggest decline that we have seen in his support has been amongst white middleclass voters and that message will play very well with those voters who in fact as someone mentioned earlier on your show will address those suburban women that dont like independent state races and that is the target as much as anyone. Paul ed goeas thank you for coming in. Too many heroes have died defending our freedom to see American Strike each other down. We will have law and order on the streets of this country for every american of every race and creed and color. Paul Vice President like pencil at the Republican Convention calling for an end to the violent protests that included several American Cities this summer most recently in kenosha wisconsin. Riots erupted there following last weekends Police Shooting of a 29yearold black man jacob blake. A 17yearold was arrested wednesday and charged with the Fatal Shooting of two people at the protest and wisconsin governor tony ifrs authorize the deployment of the National Guard to kenosha in the wake of the violence. Democratic president ial nominee joe biden condemning the right in a video message. Protesting brutality is a right and absolutely necessary but burning down communities is not protests. Its needless violence. Violence that endangers life, violence that shutters businesses that serve the community. Thats wrong. Paul we are back with Dan HenningerKyle Peterson on wall street journal editorial page writer julian melchor. Youve been following these protests. Who is behind the kenosha protest in particular or is this mostly and other spontaneous group of . Well these are spontaneous persons. They are rallying around the cause of black lives matter but what is so in some ways difficult about maintaining order around these protests as their leader lets it happen in a spontaneous way so theres no topdown approach and Little Organization and oftentimes this is people hitting the street. Some of the people are protesting but many of them looting and starting fires and destroying property. Its very difficult to deal with. To their credit democrats come out and say we cant tolerate this kind this order and like has happened in seattle and portland. Paul what speaks the end of the damage. Ive seen some businesses burned to the ground. Earlier this week kenosha news was reporting 30 businesses have been damaged or destroyed. This is a town of only 100,000 but thats significant. Ive got to give jacob blakes mother a lot of credit. This is not productive and to pray for healing. You mentioned the governor e. Verse called on the National Guard but it was a too slow to do that . The he had a relatively small number of the guard commander first night but now they are more. Correct. They are bringing them in from other states. This happened at the request of local politicians and i think this is important because people are concerned about what happened and its certainly disturbing. There a lot of details emerging around this but when you looting and rioting and arson it only makes it more copper catered to investigate much less pursue justice and protesters made a wrong move by targeting the kenosha courthouse is the symbol of justice. Paul gillian tett seems to be resonating around the country more than say the protests even in seattle or portland in the sense that it seems to be forcing a political conversation. Why do you think that this one is making a difference collects portland and seattle are known for their progressivism. They are known for being a little liberal sometimes but when you have a town of 100,000 in a state thats not known for being super far left seeing this happen shows it could happen in any community and i think they are rightly concerned about it. This is something democratic politicians have been slow to condemn and appoint the republicans have brought up. Paul Dan Joe Biden you saw spoke up in Kamala Harris spoke of. Are democrats figuring out that they may have a vulnerability about not saying a word about it at the Democratic Convention . The i guess so. I mean they do have a full mobility. I have to say paul i was pretty astonished that we got all the way through the Democratic Convention without a single speaker addressing these urban, not only the violent urban protest at the extraordinary rise and lack on black crime in innercity neighborhoods and murders for instance. They didnt bring up any of that and now kenosha is on fire and there was looting in minneapolis again in the last several nights sachs and nordstroms and target were hit in minneapolis and its kind of a day late and a dollar short for the democrats especially joe biden to be criticizing it. I think they have been afraid somehow with the rise of the left in the Democratic PartyYounger Voters the black lives Matter Movement in which they have affiliated themselves they were going to somehow alienate this section of the democratic race. I think that his calculation. I think they will probably pay a price for it. Its a little late at this point to finally say you are condemning this extraordinary violence. Paul kyle let me ask you about another band which was the harassment of senator rand paul and his wife when they left the white house after the thursday convention. What do you think the residents of that is politically . I think theres huge political resonance. There has been a trend in protest in the last few years to harass people who are in restaurants and politicians and i think that grates on people and reducing videos of protesters up in the faces of u. S. Senator oren the faces of elderly women who are leaving an event. Paul you will be fascinating to watch out how this plays. Democratic presence in nominee joe biden says hes prepared to shut down the country again in order to stop the spread of coronavirus but is there a growing consensus that lockdowns just dont work quite as a closer look at the evidence, next. With serious and reliable internet. Powered by the largest gig Speed Network in america. But is it secure . Sure its secure. And even if the power goes down, your connection doesnt. Im declined to do whatever it takes to save lives because they cannot get the country moving until we control the virus. That is the fundamental flaw of this administrations thinking to begin with. Would you shut it down . Shut it down. Ever listen to the scientist. Paul i was democratic presence nominee joe biden in an interview with abc news and hes repaired to do whatever it takes to stop the spread of covid19 including shutting down the country again for the former Vice President saying he would listen to the scientist that the World Health Organization warned against new lot down to some European Countries see a spike in cases and one of the United Kingdom government cheese chief advisers has described the coronavirus locked in is quote a monumental mistake on a global scale. We are back with Dan Henninger a wall street Editorial Board member alicia. What is the trend of the infection rate in the United States . The bypass the big spikes in the south and the west . Overall in the country we have seen a decline in cases by about a third. In the south and west cases have gone up and down depending on the day of that if you look at hospitalizations arizonas hospitalizations are now down below where they were around the morro bay when cases started to rise so 75 below and in california they are down 40 and in texas they are down 60 . Most other places in the country never really saw a surge like they did in the south and the west. But youve also seen cases falling at hospitalizations falling since last month. Paul what is behind this falloff . The is a personal behavior, since some of the partial lockdowns . Why visit . I think its a combination of one reason you saw the surge earlier in the summer was you had memorial day followed by fathers day and a lot of graduation parties worth of july. People were gathering in large numbers across the u. S. And the protests may have contributed to so we saw hospitalizations rise to her three weeks after the 4th of july and now they are starting to come down and his people are becoming more cautious and not going out as much so you are seeing this across the country which seems to suggest its just a matter of people pulling back a little bed and not gathering as much and its important to note that the it infection rate in households is 10 times more than you get a going out and about to the store. Paul this really relates to lock downs and this changing consensus is fascinating to watch. When we wrote in march 19 at the government had to rethink the lockdowns strategy we were ridiculed and said we didnt care about people and it was all about money but now theres a consensus emerging that lockdowns really were a bad idea. How is that changing . Is based on new evidence or what . I think you are starting to see the Public Health costs which are going to be longterm. Since we are getting more data, the cdc had a recent report that 50 of 18 to 24yearold reported depression and anxiety and a quarter reported considering suicide. The scene increases in broken heart syndrome which is basically induced by increased stress and the people who are suffering the most are minorities. People who lockdowns are supposed to protect. We have also found sweden has had fewer cases percapita than new york and it was never locked down and has managed to basically keep death to one or two a day just by sheltering the Elderly Population and protecting nursing homes. Paul dan just a political followup here do you think joe biden made a mistake we saying he will go with shutting the country down again . Reporter can try to mention that at the convention. I think he absolutely made a political mistake paul. Joe biden has these politically correct ideas in his head and given the opportunity he outputs them as alicia was describing. There is a much more sophisticated new once you out there right now about the degree of locked down if the virus comes back in the fall of the winter. Joe biden did not reflect that at all by simply restating the absolutism of the early days of the virus. Paul thank you both. Paul russian prosecutors said thursday they saw no need for a criminal investigation into the suspected poisoning of kremlin critic Alexei Navalny said they have found no sign that any crime had been committed. That only fell into, last week during a flight from siberia to moscow. Evacuated to berlin were doctors say his illness was likely caused by a nerve agent. The case pits a disturbing pattern of targeted killings and assassination attempts against figures to challenge russian president vladimir putin. The german chancellor and lamarck abridged Prime MinisterBoris Johnson secretary of state mike pompeo have all called for a full and transparent investigation. Lets bring in cliff may president of the foundation for defense of democracy. Cliff its good to see you. Thanks for coming up at allowed that things seem to happen in poisonings in particular to opponents of vladimir putin. Is there any doubt in your mind that thats what happened here . Theres not any doubt. As you say there has been a long pattern of this and there was a british report on assassinations and assassination attempts the russian dissidents in exile. Its quite revealing and as you said in this case we have somebody whos an opposition figure who was a rival any drink some tea and these poison in the next thing you know know hes in a comment. Supporters say we dont want him treated in russia. We dont trust that. They managed to get them to berlin. It looks like the suppression of any opposition by the most lethal means possible and putin has a long record of this. Paul how important in russian politics is no balmy and why target am now quite shes been around for a number of years. Hes is as important as any but when the opposition rises to a certain level they are a danger and they end up fleeing the country to get them out of danger or Something Like this happens. There have been protests against putin over the summer not the least in siberia and the far east. I dont know that this helps putin except that it shows people you do not stand up to me and any sincere way or you are going to be in serious trouble. I doubt that putin is about to be toppled but again political analysts and intelligence operators and astrologers are wrong about these things. Paul look if you are putin you are saying okay Angela Merkle gives me a slap on the wrist rhetorically but she still buying on nord stream. Macron wants a normal trade relation and donald trump wants to bring them back to the g8 so if you are putin you think i can get away with anything even if they disapprove rhetorically. You can until somebody is willing to stand up to him and i really do hope that this is instructive to President Trump had also to our european allies germany and france whose basic alosi towards russia or china towards the republic of iran has been accommodation and appeasement and it continues to be. This make it more difficult because we have located via revolution taking place next door in belarus and putin has said he may bring in what he calls Law Enforcement teams to maintain order. The eu is now considering 20 individuals for sanctions not including the big hitter alexander lukashenko. Hes been the dictator for 26 years and thats longer than putin has been in power but yes its going to be interesting to see how this plays out. I do think its important that the u. S. And particularly our allies begin to stand up to authoritarian and repressive regimes which they have not been doing. The e3 in germany and others essentially voted against the u. N. Security council essentially voted for the republic of iran to the leading terrorists in the world to buy any conventional weapons it wants. That is an absolutely ridiculous thing. Theres a procedure called snapback based on the Security Council resolution or the u. S. Is the right to snapback sanctions and impose an embargo and other allies are supporting or most of our allies are not supporting us as ever. Paul i want to get to belarus for a bit now. What are the stakes here . The putin doesnt want a country on its border to move away but ella reuss does not want to join the eu and doesnt want to join nato so is this a local rebellion . How large are the stakes . I think the stakes are large larger than people may recognize. The protesters and the demonstrators and an interesting woman who is the wife of an opposition figure who is in jail who couldnt run. Lukashenko didnt take her seriously, shes just a woman. We believe she won the election but from an American Point of view i have to say with we cant export democracy but we should be rooting towards supporting democrats. These people are marching the streets by the thousands. Peacefully marching. There has been a brutal crackdown credible reports of torture by the hundreds. A journalist there. I think its an important thing and i think its a difficult choice he has to make you think its important for europe and important for russian should be a minute important for america.
