Kreutz abc 7 news. Liz, can you talk about the mood there . Are people excited about this race . Reporter yeah, i think enthusiasm it kind of varies. Theres a poll out that shows that only a third of San Franciscoen approve of the work shes doingment ev. In terms of the election overall, right now its a little quiet. There was a huge rush just a few minutes ago of people dropping off their ballots after work. People excited to be part of the process, make their voice heard. I think its safe to say were not going to see the turnout that were probably going to see next year in the 2020 election. Back to you guys. Thank you so much. The race for San Franciscos District Attorney is between four candidates. Susie loftus is running for a full term after being appointed to the position by the mayor. Also running, nancy tung, and chrks there you see her family. She says voters have been telling her theyre concerned with core issues ranging from serious crime in the city to quality of life in their neighborhoods. Whats coming up the most is people are looking for someone who cares about San Francisco, whos going to address the things how it feels to live here. Car breakins tripled in the past three years. Theyre looking for someone who cares about them and is committed to enforcing our laws and doing it in a way thats fair. Loftus says one of her thrills is watching her mom and family getting to cast their voetss. San francisco voters have four propositions to decide, proposition a would create 600 million in bonds for repairing and building Affordable Housing units. The measure would allow up to 2,800 new Affordable Housing units within existing buildings built within four years. Prop b would make minor changes to the citys aging and Adult Services department. A yes vote will change the name and add requirments to its sevenmember commission. Proposition c would overturn the citys ban on ecigarettes and vaping products. A no vote on c would uphold the ban that would go into effect early next year, and proposition d would add a tax to ride share fares. The tax would be 3. 25 for private rides which make up most rides, and 1. 5 for shared rides like uber pool. The city expects the tax to generate 30 to as much as 35 million a year. So lets get an insiders r perspecti perspective. Long time columnist and abc 7 news contributor phil matier, what do you make of some of the races . Mayor london breed looks like shes going to be a shoe in for the election. But she is playing a high stakes game tonight, one that could win big or lose big and dictate the setting of the city for years to come. In particular its the race for District Attorney and the race for her old seat in district 5. This is why those two races are key. One, if she gets a friend on the board of supervisors, which she badly needs because while she might be popular with voters, she doesnt have even close to a majority there. The progressives are ruling the roost there. She needs that. The District Attorney is going to be critical for her because if she gets her appointee, susie loftus, its a win. Shed put her name on the line. If its lief or nancy tung from alameda, shes still going to get someone from her wheel house as far as law and order, to drunkenness and quality of life crimes and auto breakinsment if the public defender winds up being the next District Attorney its going to turn the whole game around. Thats why i asked london breed earlier this afternoon what she has at stake in this election. Heres what she had to say. Time to get to a better place, and lets talk about that. Before i took office, the large tent encampments are everywhere. Look at whats happening at division and 13th under the free. You dont see those massive tent encampments where they used to be. There is change, but it does take time, and it takes the right investment, and it takes your leaders in San Francisco working together in order to accomplish the goal. A little bit defensive as well trying to lay out what shes done already and making the case. She got a lot of heat on that center for the homeless. Theres been heat about the ongoing car breakins which are still at 70 a day, all that is on her shoulders. And she has got to make improvements. Weve talked in an earlier show about how voters tend to like her, but only a third think shes doing a good job. She does have name recognition. She has that. Quick word, proposition c was going to be a big draw for the ballot, that went up in smoke or up in vape, when vaping became such a National Juul just was backing it with millions and then said were done. It was going to be one of the most expensive races in the country, and then they pulled out. The other one i find interesting is you guys spent a week looking at ride shares in the city. Remember the whole issue about whether we should be doing them or not, you did a great job on that, and they come up with a thing called prop d, which is if you cant beat them, tax them. Yep. Its true. So theyre taxing them to get 32 million in what they hope is relief for congested streets. Remember that, give me liberty, give me death, to be or not to be, if you cant beat them, tax them. Words to live by, right . Thanks, phil. And phil is the San Francisco chronicles insider with columns running every wednesday and sunday in the paper. Tonight were hearing from a survivor of that halloween night shooting at an airbnb in orinda. The shooting left five people dead, and its prompt the city to consider a ban on airbnb rentals. Abc 7 News Reporter vic lee is live at the library where the city council will meet tonight. Vic zplo vic. Reporter youre right. That is the main item on the agenda, putting restrictions on shortterm airbnb rentals, and that survivor we interviewed earlier today, he was having fun on halloween night, dancing, chatting with a girl and sudden ly he went into survival mode. Rapid shots going off, everybodys screaming trying to save themselves. Reporter 18yearold brandon dckworth, he was among a crowd estimated at r more than 100 at the orinda home on lieu sill way, a home rented on hall weeb night and promoted on social media as a mansion party. Then suddenly he was running for his young life. Everybody, falling and stuff like that because there was champagne on the floor. People slipping and falling. Today duckworth came to the gates of the house where family and friends and strangers have paid their respects to the five who died. Law enforcement sources tell abc 7 news that the halloween shootings may have a connection with a brazen shooting that happened some four years ago in San Franciscos haze valley neighborhood. Four young men were in a parked car. Their executioners walked up to them and fired at close range. Some of the victims were identified members of the mac block street gang. Those same sources were looking at members of a rival group the paid street gang as the possible killers. One of the victims of the orinda shootings is 22yearold tyone far lee, he is the half brother of lee farley jr. Farley is currently awaiting trial. Investigators want to know if the orinda massacre was a retaliation for the haze valley shooting. Another victim on halloween night, 23yearold raymond hill jr. , tyone farleys childhood buddy. Hill had recently been patrolled after serving time in prison on a firearm conviction. Police are also looking to see if he may have been a target. That is one direction investigators are taking. There are other possible leads as well. Now, sources tell us no suspect has been identified. No arrests have been made. Vic lee, abc 7 news. Okay, vic, thank you. A diamond in the rough. Thats one way you could look at car pool lanes along crowded freeways. Next, a live update on action taken today that could complete a 65mile long car pool lane all the way from Santa Clara County to San Francisco. Its part of our commitment to building a better bay area. Im spencer christian, forecast calls for a oneday cooldown and then quite a do you recall, not long ago we would walk on the sidewalk all around the wind blows we would only hold on to let go blow a kiss into the sun we need someone to lean on blow a kiss into the sun we needed somebody to lean on all we need is someone to lean on heres a live look outside at commuters along three bay area bridges. The main ones we often talk about, the golden gate, the bay bridge and the san mateo bridge. As you can see on this tuesday, hey, isnt that nice to see . Smooth sailing on all three of those spans. Traffic is one issue that we are focusing on to build a better bay area. How would you like to see more car pool lanes . Would that make a difference . A vote took place today to complete the last part of a 65mile long continuous car pool lane between mor begganegaganega francisco. Kris reyes is live with the results. Reporter how would you like San FranciscoTransportation Authority says thats a good idea. Not all drivers agree. 280 at mariposa, freeways in and around the bay area, truckdriver steve mccoy has driven them all and then some. Countless hours a week. How to solve the congestion problem . Heres his idea. What they should do is widen the lanes on the freeway. As you know up and down 101 theres not enough effective merge lanes on 101. So to take away a lane and put a car pool lane is not effective. Reporter as San Franciscos Transportation Plan gets approved in about five years on this very stretch of 101 he could be traveling on an express or car pool lane right into the city, and for a price. Ultimately our goal is to move more people in fewer vehicles. Reporter but is this the solution . The lanes would start at sfo and get right into the city at 5th and king. If the lanes are approved, it would connect to a Network Already under construction in san mateo and Santa Clara County where the charge for the express lanes could range from a few dollars to 10. We asked drivers. Theyre not convinced. I think its going to increases traffic because its going to take up a whole lane of traffic, and theres not going to be enough car poolers just like it is in other parts of the city. Reporter the plan is to move slowly starting with a new study. Theyll look at where to put potential toll revenues and how to limit the impact on those who cant afford to use the proposed lanes. Theres job growth. Theres population growth, and with that comes more vehicles. So doing nothing on our freeways is going to mean more congestion in coming years. Reporter especially since this project is just getting underway. We asked you to join the conversation, you can do that on abc7news. Com. Tell what you say you think the best solution is. Live from 101, im kris reyes, now back to the newsroom. We want to hear your ideas about building a better bay area. Share them by joining our better Bay Area Group on facebook. Wildfires and power shutoffs were on the agenda between governor newsome, pg es top executives and attorneys. He reiterated his frustration with pg e and pushed for a resolution that results in a transformed utility. Ceo bill johnson defended last months blackouts as prevents more catastrophic fires. Ten years well be done with psps and there will be fewer every year, and eventually well get out of it. I think there will be fewer next year, were going to do things to sectionalize the system, im hoping we get there much quicker than that. The Governors Office said newsom spelled out in vivid detail what the blackouts and the utilitys longterm neglect of safety investments cost californians and threatened the state will intervene if a swift resolution isnt reached before next fire season. A coalition of mayors and supervisors has written a letter to the state Public Utilities commission to consider making pg e a customer owned utility. Abc 7 News Reporter david louie talked to san joses mayor whos the leading advocate for the proposal. Hi david. Reporter hi, no question about it, the future of pg e is very complicated with the Bankruptcy Court involved, the governors intervention. Hedge funds interested in buying the utility and now this, should customers own pg e. If were going to be paying for it in higher rates, we better own the company. Thats the approach im advocating. Reporter the idea has a lot of moving parts but boils down to this, buying out existing pg e shareholder with bond money that customers would pay off over time in monthly utility bills. Mayor liccardo did not know how much it would cost, but one estimate has surfaced suggesting 50 billion in bonds might have to be sold. He and 21 other mayors along with five county supervisors off the plan in this letter to the sates public utility commission. Support has come from as far north as redding. The hope is that it would be considered as part of the bankruptcy. Freeing up capital to do maintenance and safety improvements to the power grid. Customer owned utility is not required to pay dividends to shareholders. Its exempt from federal taxation. It may be except from other taxes as well, and that enables it to focus its scarce dollars on badly needed capital upgrades. Reporter two hurdles would have to be overcome. Private hedge fubds have indicated interest. Pg e says its facilities are not for sale. In a statement, pg e says its convinced that a government or customer takeover is not the optimal solution that will address the challenges and serve the longrun interests of all customers in the communities we serve. It argued that changing the structure of the company would not create a safer operation. Reporter the Consumer Advocacy Group turn base instead San Francisco, which has been very critical of pg e says it has not studied the mayors proposal but would welcome a plan that puts customers first. If you have a fast track account, you can rest assured that you will not get a ticket for toll violenooilgss will you an east bay man was stunned when he got a ticket even though hes a fast track customer. Hang on, what seemed like a simple mistake turned into a real head scratching mystery. Fas track insisted this viewer was the owner of huge pickup truck that zoomed across the Richmond Bridge without paying a toll, and he kept telling everyone thats not me. George feraso knew it was a mistake. Its just that no one would believe him. I probably would have had a better shot talking to a robot because the Human Interaction was worthless. It began when he got this ticket from fas tr track for crossing a bridge he never uses and a truck he doesnt own. Thats not my license plate, simple mistake. The license plate that that does belong to is a dodge ram truck. I dont have a dodge ram truck. What he actually owns is this snazzy white sports car with this personalized plate. However, fas track didnt see it that way. I called fas track and let them know i dont own this vehicle. They said yes you do. Fastrack insisted he owned that ram. Theyre basically calling me a liar. Nobody cared what i said. They stuck to their guns. He thought about paying the 30 fine before more penalties added up. It didnt seem fair. What if this thing keeps happening. What if whoever owns this vehicle keeps getting more tickets. Pay up or it will go to collections. I spoke to five people, everyone stuck to their guns. The decisions final and thats it. My options were pay the ticket, let it go to collections and then i thought of 7 on your side. We reached out to fastrak and found out how this happened. It turns out a car dealership mistakenly typed the vin number of georges car on the registration for the dodge truck. George was mistakenly listed as the owner. Fastrak wouldnt say how often it happens, however, it canceled georges toll violation. The dmv fixed the vin numbers and george wont get somody ag i wasnt aware anything like this could happen. Without you guys, i dont know what i would have done. That is why we are here. The dmv tracked down the real owner of the pickup and cleared up all the mistakes.
