Are lower than others, you can see that overall cases continue to go up and down in a similar rate as in midmarch when the shelterinplace order began. Of the six counties, the latest numbers show Alameda County currently has the highest number of positive cases with 3,049. Marin county currently has the lowest case with positive 420. In both county, the demographics of who is testing positive is strikingly similar. According to public data, in Alameda County, there were more male cases than female. The largest number of cases were between the ages of 18 and 30, and the largest racial group by far is latino. In marin county, public data also shows more male cases than female. The largest number of cases between the age of 35 and 49. And again, the largest racial group, latino. In fact, latinos make up 52 of marin county cases, despite making up just 16 of the countys population. But its not just about the number of cases in the county. The case rate, which shows cases per capita, is also significant, and the numbers show the virus is still prevalent. Of these six county, San Francisco has the highest case rate followed by San Mateo County and then Alameda County. And whats interesting is that marin county actually has less cases than sonoma and solano counties, which are moving faster, but marin has a higher case rate. The big takeaway, even though there is more testing happening which leads to more case, the virus is still here, its just counties are more ready to respond to it because of testing and Contact Tracing that was the county with the highest number of cases in the bay area at the beginning. Where do things stand there now . So Santa Clara County has now the second highest number of cases after Alameda County. Again, that could come down to the fact that there is more testing happening. Te place you really see the progress in Santa Clara County is that their case rate is lower. Its the fifth highest now, even after marin county. So thats some good news for Santa Clara County. But its still relatively high when you compared to say napa county may be double the case rate of napa county, which is one of the county here is in the bay area moving faster. Live in marin, liz kreutz, abc7 news. Liz, thank you. On midday live, we asked abc7 viewers what they thought about Governor Newsoms reopening plan so far. The vast majority, were talking 72 said its going too fast. Also on midday live, we interviewed oakland mayor libby schaaf and asked her do you think the state is moving too quickly. You know, i do. I think that people have got to take doctors orders, and that is to remember we dont have a vaccine. We dont have a treatment. All we can do is continue to practice social distancing, washing our hands, covering our faces, and staying home as much as possible. The mayor talked about going to get a coronavirus test recently. She called the process fast and easy, although a little bit uncomfortable. She tested negative for coronavirus. Another voice saying the state is moving too quickly, dr. Sara cody, Santa Clara Countys Public Health officer. She helped start the shelter in place orders back in march, which at the time were among the first in the country. Chris nguyen has some perspective from the south bay. As california moves to reopen parts of the economy on a county by county basis, there is growing concern that it could be happening a little too fast. Santa clara county Health Officer dr. Sara cody shared her opinion tuesday night at a Virtual Meeting with the board of supervisors. The state modifications are being made without a real understanding of the consequences of what the last move has been, and with the possibly serious effects for health and possibly serious risks of an exponential growth in cases. Dr. Cody says a full incubation period of at least 14 days is needed to effectively gauge the impact of each step of the reopening process. The state hasnt been adhering to that timeline when it comes to monitoring cases and hospitalizations. We know that there is a lot of the virus in the community, and we know that its going to spread because people are relaxing shelter in place too fast. On wednesday, county officials echoed dr. Codys concerns, while stressing the need for volunteers to help with the countys Contact Tracing program, which can be done remotely. Having a robust system in place, could help the county reopen sooner. Heres what were looking for. More testing, contract tracing, social distancing, wear your mask, wash your hands, dont touch your face. Lets make sure we keep doing that here. Across the country, a consequence of covid19 has been a dramatic drop in Emergency Department utilization for heart attack and stroke. Preventative care has also gone down during the pandemic. Things are going to open so rapidly, that people are going to forget paying attention to the essentials that kept us largely safe in Northern California from a big surge. Dr. Robert haerrington at Stanford Health care says theyve implemented universal masking, social distancing, and extra hand washing stations throughout the facilities, protective measures that are meant to encourage people to come in now to help ease the system if another wave were to hit. Were creating a safe environment for you, for your family and for us as the collin initiatives working to take care of you. The south bay taking a slow yet steady approach to keeping people healthy. We are going to keep at it. We are going to suppress the level of transmission to the lowest levels that we can with every ounce of our energy, and we are going to stay at it. Were going go slow, and were going to be safe. And were going to protect the people that most need to be protected. In Santa Clara County, chris nguyen, abc7 news. And by contrast, Solano County is the most advanced in the bay area in phase 3 of reopening. Abc7 news was in fairfield this morning when the solano town square reopened for business. Masks are recommended but not required inside the mall. Solan county announced hair salons and barbershops can reopen as long as they make modifications to keep staff and customers safe. And with the warmer weather, some may be tempted to seek out local pools. But today while answering questions from the community, contra costas countys Health Officer explained why thats not allowed right now. Even though the water itself, chlorinated pool helps kill the virus, but people congregate around pools, people change in changing rooms. Until the state moves to allow swimming, the only swimming allowed in contra costa is in a child care setting. And some state lawmakers are urging Governor Newsom to take quick action to help nail salons reopen. Theyve been hit so hard. Assembly member david chu joined us on our 3 00 p. M. Broadcast. I think we all want to see a resolution on this as soon as possible. Weve asked for a working group so that we can figure out clear guidance that is in language with Technical Assistance to help nail salons open safely. The governor announced today that guidelines for gyms and Fitness Centers will be released in a week or so. But the iteam has found one gym owner that hasnt waited to reopen and he is about to receive a visit from the Pleasanton Police. Dan noyes has the story only on abc7 news. 42yearolts was used to the spotlight in his years as a professional tennis player on tour. Are you zoltan . But he would not stop to answer my questions this morning. He reopened his gym ten days ago in violation of alamedas shelterinplace order that clearly says gyms and Fitness Studios not allowed to reopen at this time. But hites website features a full schedule of classes for today, and i watched his clients come and go. None of them wanted to comment on camera. Some told me off camera theyre thrilled to be back in the gym and theyre not worried about coronavirus. A member here tipped me to the story out of concern for the spread of infection. They provided an email from zoltan hites that lays out his position and his plans. In the email dated may 13th, hites writes it is clear to us and the federal government that the immediate threat has passed. He says reoping is the only way to ensure the future of cfp. He lays out the schedule and adds masks are up to users discretion. It is your right to use it or not. And i hope businesses actually encourage people to wear masks rather than saying hey, its at your own discretion. I showed the email to abc7 special correspondent dr. Alok patel. When we have that message out there, alongside National Leaders not wearing a mask, this is just a setup for people to kind of underestimate how effective they are and ultimately set up for another outbreak. Dr. Patel was impressed with the steps hites is taking, sanitizing equipment between sessions, limiting the number of clients. All of this is a really important for all businesses, not just a gym. But for restaurants, salons, malls, every single business opening up needs to Pay Attention to the density of people in there. Even though he has reopened his gym early, i learned today that zoltan hites wont face serious penalty. Its up to Pleasanton Police to enforce the penalty here, and a spokeswoman told me issued a single ticket to a business that broke the rules. She said police will visit hites, urging him to close. Also today, Governor Newsom held what he called an economic recovery listening tour for gym and Fitness Center own. Were not going get back to where we were at least for a year. And he gave them the news they had been waiting to hear. Gyms will be cleared to reopen very soon. Within a week or so, we believe well be in a position to make public the guidelines in your sector. The story did start with a tip from a member here. If you have something i should investigate, call me at 188840iteam or email me through the iteam page at abc7news. Com. Abc7 News Reporter c telyyorealone. The system has been carrying essential worker my trains have been rolling empty. Our ridership is starting to come back right now. Police tell us the shooting happened just before 1 00 this afternoon after neighbors called to report a man in his 60s riding a motorcycle while chasing someone and banging on doors in the neighborhood. Officers say they shot the man when he came at them with a weapon. He was taken to the hospital. There is no word at this point on his condition. This spacex rocket is still on the launch pad. Todays liftoff was scrubbed because of the weather. The next launch window is on saturday. Among those keeping an eye on todays scrubbed launch were more than 2,000 researchers in Nasa Ames Research Center at moffett field. They played an important support role in the spacex project. Abc7 News Reporter david louie joins us live with a look at its role to get the two astronauts to the International Space station. Hi, david. Hi, ama. These are exciting times. The Space President has entered a new phase from being governmentrun to a commercial partnership. One thing hasnt changed, though, federally funded Research Done at nasa ames. Scientists and engineers at nasa ames have made significant contributions to the Space Program for decades. Back in the 1980s, it developed the heat shelled that protects returning spacecraft from burning up upon reentry. Its called pica, the material is now manufactured by spacex, the private Company Started by elon musk. Nasa ames works in partnership with spacex as astronauts return to space for the first time from american soil in nine years. In recent years, american astronauts were launched by russian rockets after the Space Shuttle program ended. They also conducted tests on spacexs crew dragon capsule that will carry the astronauts to the International Space station. Wind tunnels and our computational tools have been utilized to look at the aerodynamics of the vehicle itself, and also the aerodynamics associated with the abort system if thats needed. Even as the Space Program becomes a Public Private partnership going forward, nasa ames will still play a vital role in conducting research as experiments are transported into space. The study of cell and tissue Growth Continues to be of interest in low gravity environments. We will take advantage of this capability to launch both people and cargo to station where we will have our payloads taken up and payloads returned after the experiments have been done for further analysis by our scientists. Nasa ames leaders say the shift to commercial partners in space does require more care in the transfer of technology and intellectual property. Over the past 18 years, spacex has gone from a scrappy startup to a company that routinely performs other Critical Missions for the military and nasa. Dragon spacex, unfortunately were not going launch today. Only the weather can sometimes put a hold on its well laid plans to return astronauts to space. This is a great time for space exploration, and were very excited about this. Well, the Space Program is no doubt getting a lift by all the excitement generated by the falcon 9 rocket launch. Some people dream. Others make those dreams a reality. Were live. David louie, abc7 news. So true, david, and its wonderful to watch those dreams become reality. Abc7 has made a commitment to building a better bay area, looking for improvements to the issues that we all face living here. Some have gotten worse with the pandemic, like the number of homeless tents on the streets of San Francisco. Joining us now is abc7 news contributor and chronicle insider phil matier, whose newest column is on this topic. Phil, you zeroed in on the hate specifically this time. Thats right. But its a problem weve seen around the city, and in part even in the bay area. One of the unfortunate side effects of the coronavirus pandemic was a virtual shutdown of the shelter system in San Francisco. It was decided that these big places that housed up to 200 people, the cots were too lows, there was too much interaction. It just wasnt safe. So they shut them down. Where were the homeless to go . That was the question. Nonprofits banded together. They collected money and they started handing out tents, between 800 and a thousand of them so far. And those tents have wound up on sidewalks all around San Francisco, including the haightashbury, which is known for peace and love, but now residents are also saying its known for peace, love and tents. They wanted something done about it, but what to do . The quick answer it turned out from city officials point of view was to set up a safe sleep encampment. Take over the lot of an old mcdonalds and allow for 40 campers to set up their tent theres where they would get service and also where it would be clean and there would be sanitation. That, however, is not going over well with the neighbors and the merchants. They say its right in the heart of our district. This is something that were having a tough enough time with the virus right now, let alone the economic implications on our commercial district and youre dropping this on us right now. As a matter of fact, this afternoon in a little bit of latebreaking news that. Filed suit, some of them in federal court, seeking to block that. So dan, it just goes to show you how you can have unintended consequences that can make simple things like where someone is going to sleep tonight a complicated thing. 40 is just a drop in the bucket in terms of the need and how many people are now homeless and living in the tents. But you close down the shelters because you think its not safe and theyre out on the street in tents in close proximity. Theyre being affected by coronavirus in a significant way. It wasnt any safer on the streets. That is the back and forth, dan. They say that once these people settled in on their tents, here is the added one. It was determined through the Health Department and others that once they got in the tents, it was unsafe to move the tents. They were trying to talk them trying to get them six feet apart. But you take the tents down as they had in the past in various neighborhoods, that was not healthy. All of these are coming into play, dan. And as the virus recedes and the streets of San Francisco again get populated with the residents and the workers, theyre seeing a different street than they last saw before, including from the downtown out to the haight. What theyre seeing now are empty stores or at least boarded up stores and tents, something theyre not accustomed to, and something that theyre going to city hall and complaining about. And well, there are as you say pockets of tents, some in very large numbers. There is an area on my way in to the city every day. Ive probably stopped three or four times with old clothes and things that ive been cleaning up around the house and given them to a bunch of folks who are living in tents on the street. Very quickly, phil, once this is over and once it pass, youre going have a whole new problem with Homeless People now with tents in the city. How do you remove them . Whether are you going to send them . Exactly. Exactly. Just to show you again how complex its going get, even when this stop, we still have a homeless and a housing crisis to c contend with. So you can bet the advocates are saying whats really changed . And that is going to put even more pressure on, and maybe, just maybe this time lead to some real answers, because we are its going from the remote areas into the neighborhoods and sometimes thats what takes action. Okay. Well see. Phil, thank you so much. You can read phil matiers columns in the San Francisco chronicle every wednesday and sunday. Thanks, phil. We arent done with the heat just yet. This is the third recent brushfire at the encampment. Todays fire was contained to 15 acres. Any fire obviously a concern, but especially on a day as hot as today, dan. Yeah, no question, ama. This maybe augurs not so well for the fire scene to come. Well have to see. But at least spencer christian, were going get a little cooling coming soon. We are indeed, dan and ama. We did have two more record highs today. Third consecutive day of records. Yesterday we had seven. Today only two. So lets take a look at whats going on. Are you guys able to see me and hear me okay . Well, here we go. Oh, apparently the control room is not receiving my weather computer, which has all my graphics. Let me just tell you whats going on. Today concord had a High Temperature of 100 degrees as a new record for this date. Santa rosa, 96. It was also a record. Its much cooler right now than at this time yesterday, we have a sea breeze that has kicked in, has brought some low clouds and fog back to the coastline. So we should have a fairly comfortable overnight situation compared with last night. Last night low temperatures were in the upper 50s to mid60s. Tonights lows thanks to the return of the marine layer will be mainly lows mainly in the low 50s. So thats quite an improvement. Let me just tell you about whats around the corner. Tomorrow well have a very, very warm day inland. Our heat advisory remains in effect through 7 00 tomorrow evening through most of the bay area, and an excessive heat warning in effect for Sonoma County through 7 00 in the evening tomorrow. And further cooling on friday. Much cooler over the weekend. As a matter of fact, we expect some showers over the bay area on saturday. Possibly accompanied by some thunder. So quite a change in our weather patterns coming our way. And hopefully well have some graphics to show you a little later. And ill spell it out more clearly for you. Spencer, weather computers are for amateurs. You did fine without it. Nice job. Okay, thank you. In the north bay, it took a threatened lawsuit by an art gal gallery to force a decision about Small Business loeschs. Were covering business because theyre part of the economy which is part of building a better bay area. As abc7 news report Wayne Freedman reports, the argument hinged on two words, essential and arbitrary. Despite some very empty sidewalks, the only for busines street and napa. The latest surprised even the owner. The victory is are doors are open today. In a county some businesses are still fantasizing about reopening, they have the unique distinction of forcing napa county to relent and allow their art gallery to admit customers. They had to threaten a lawsuit to break the county lockdown this morning. They are historically unprecedented. They go beyond any past quarantine order endorsed by any court in the past. At face value, this decision only applies to art galleries, but they say that when the county forced them to close and threatened them with fines if they reopened, it was being arbitrary. The cordaires believe this could apply to other Small Businesses. This is our business, our livelihood. I think they backed down because they were threatened with a lawsuit and they didnt have received plenthat. But ay d. s tfebotwiq t think the Health Department was a little overzealous in the enforcement. They claimed all along by limiting customers and with their no touch policy, this gallery is much safer than some Big Box Stores that have reopened. They insist on their constitutional right to earn a living. I hope maybe there are lessons to be learned here. Maybe using essential in the first place wasnt a good idea because it wasnt properly defined and hopefully no one will have to go through this again. Abc7 news reached out the napa county several times today, but has not received a responsible the policy change. In napa, Wayne Freedman, abc7 news. This pandemic is causing some unexpected headaches for many who lease vehicles. Really interesting dilemma here. 7 on your sides Michael Finney tells us even after the lease expires, many manufacturers dont want to take those vehicles back. Michael, this is a really fascinating problem. Dan, this is so odd. When i first started hearing about this, i thought really . Really. Kens threeyear lease on this infiniti expires in a few weeks. Oh, my gosh, what a complete headache. Victors lease on a volkswagen ran out last month. They just told me oh, were closed. We dont serve any clients. Both say dealerships would only see them if they extended their lease or wanted to buy a new car. I dont understand. Its part of my financial obligation to pay you every month for this leased vehicle. I would think that your obligation would be to take the vehicle back. They said no, no. State attorney general xavier becerra, along with nearly one dozen attorneys general doesnt think their problem is unique. They recently sent a letter to ten major auto manufacturers, accusing them of predatory and harmful practices. The Coalition Urged them to comply with the terms of the Lease Agreement and refund any additional payments beyond the leased term. So i was surprised but not much surprised considering that we are in a very unusual economic climate here. Nobody was going to help me until i contacted 7 on your side. Infiniti agreed to take back his vehicle with no obligation to extend the lease or buy a new car. The company told us we were delighted to be of assistance to this loyal customer. As we Work Together to prevent the spread of covid19. Victor also contacted 7 on your side as well as the states new Motor Vehicle board. If you push hard enough, if you call enough times, if you trying to ultimately fulltime job for yourself, you can resolve this. Vw told us it is handling each lease on a casebycase basis, and has launched a proactive campaign to contact customers nearing the end of their lease terms to determine the best individual solution, from lease extensions up to six months to arranging vehicle turnins from a customers home. We reached out to an auto trade group, and we were told they had never heard of it either. So if this should lap to you, and four million leased cars will be returned this year, if this happens to you and you dont get your car taken back, i want you to contact me right here at the station. Just go to abc7news. Com. Dan, ama . I told you it was an odd one. Wow. Yeah, really is. All right, thank you, michael. Education is another area where were working to build a better bay area. In oakland, for example, that means a large scale effort to clean up a huge backlog of debris on its streets, most of it from Illegal Dumping. Abc7 News Reporter Laura Anthony is on the story. One, two, three. For the first time in two months, Oakland Public Works crews are back up to full staff, back out trying to catch up on a huge backlog of Illegal Dumping. We sometimes find hyper dermic needles. Sometimes we can find an unlabeled flammable agent, sometimes k. Aluae books. Like many city, oakland has long had an Illegal Dumping problem. But due to shelter orders that caused public work staffing to go down to just 30 , what was dumped lately stayed there. One of the things that we saw when the covid19 pandemic hit oakland was that our capacity for picking up and addressing Illegal Dumping on our streets got diminished significantly. There was some theory that Illegal Dumping would actually go down during the shelter order. But as it turns out, thats not the case. It could be that unscrupulous contractors are those trying to avoid dump fees thought no one was watching during a pandemic. People appreciate. I appreciate you so much. Because its so bad.
