The east Contra Costa Fire Department is facing underfunding and firefighters will not be able to respond to all calls. Joining me to talk about this. Thank you for joining us. I understand starting july 1st, the district will only send firefighters inside a burning building, if human life is at risk. Is that right . Reporter thats correct. Can you explain the factors behind that decision . Absolutely. There are many factors that brought to us this decision point. I will tell you, ive bebl a fire chief here since 2017 and this is by far the most difficult decision that ive had to make as a fire chief. We are a very underfunded Fire District west dont have the resources to adequately do our job to protect the communities we have. We put undue strain on our outside Fire Departments to support us on a daily basis. I do not have the resources to protect my members when they respond to the fire. For that reason, we have to fight fires from the outside in. And we cannot call Additional Resources, and lean upon outside agencies, under my direction. Unless there is life safety. So in addition to the safety of your staff, what about for businesses and residents . What does that mean for them . That sounds like in some cases, it will be a, let it burn. Negative. We will never let it burn. We are not trained. We do not have the intent to let anything just burn. Well always do the best with what we have. The intent with the direction im giving to all our members, they respond with three fire engines. Everyone throughout the bay area responds with no less than five fire engines. When we arrive at the seasonable because we only have three, they have to handle the incident with the resources they have at time of dispax. Historically, if we had smoke and names showing, we would call for Additional Resources and lean possible outside agencies. I need to make sure that the agreements we have with other agencies are sustainable. Right now we are leaning on a lot of other agencies. For that reason, when we arrive at the seasonable. If there is smoke and flames showing, theyll do the best they can with what they have. Theyll call for Additional Resources. But theyll work to fight the fire the best they can with three units. The only time theyll consider calling for Additional Resources is if they cant keep it to the additional building. I understand. Youre trying to be fair to your mutual aid partners. But tell me why youre so underfunded. Is it because of the state or your own district rejecting. At a measures . I would say it is a little bit of both to some degree. I would really actually say, look. The Fire District has been underfunded historically. This is not a new issue. The Fire Department has been challenged with and hand really addressed growth over the decades. So right now we have an existing they have station deficit of not putting the appropriate mitigation measures. Right now were making sure weve corrected that issue. We know we can fully fund in the future but we have a threestation deficit here today. So we do need the citizens and the businesses and our Community Members to support potentially something the district puts on in the future. Right now, the board is considering what to do. But there will be no decisions made until the vote in november. Thank you. Good luck to you. I know it could be a tough fire season ahead. Best of luck. Thank you. Please stay engaged. Its day 17 of protests across america with thousands of demonstrators calling for an end to systemic racism and Police Brutality. George floyds brother joined demonstrators yesterday in washington, d. C. After testified before congress. Today minnesotas governor endorsed a package of Police Reforms that included revamping oversight in disciplinary procedures. In alameda, dozens gathered on oak street. The were serth crowdbo and Police Brutality. On monday reverend Jesse Jackson wrote an article calling for police reform. He joins us now live to talk about the problem and the solutions. First of all, thank you for joining me. Can you hear us okay . Indeed i can. How are you . Thank you for coming on. I want to get to the specifics of what you talked about in this very article. Let me begin with a more broad question. How would you describe where america is in this moment when it comes to the black lives Matter Movement and Racial Injustice . Well, the injustice is longstanding. How long its been brewing. A pandemic of police violence, targeting black and brown people. You have poverty and covid19, a hostile president. Those things make it. Today President Trump went to dallas. Police chief black, district attorney, black, we had all white officers. When it comes, you have been at this your entire adult life. Your first public activism was in 1960, july 16, about a month from now when you participated in this sitin in your home town of greenville, south carolina, while back in college. You have literally been fighting this fight for 60 years. Did you ever think it would go on this long . Yeah. Ive seen the highs. We talked, the day dr. King spoke in washington. The right to vote. [ inaudible ] we were making progress. Even now, dr. Cleveland. Now, dallas, houston, new new orleans, selma, montgomery. We are making progress. Reverend jackson, you wrote this article that was published on monday and you asked the question, as to whether the outrage that is being felt around the country over the death of george floyd will result in action. Lets talk about the action youre calling for specifically when it comes to Police Departments. You talk about, and weve heard a lot about qualified immunity is something that needs to be addressed within Police Departments. Give us a sense of why that is so important. In chicago a few years ago, a guy was shot and killed. Police say he was approaching them, attacking them. It came ohahey lied. The police were convicted. When the police was arrested for killing george floyd last week, in the last five years. You have dressed up, disguised as police men and they run away with their power. We need police who care and who live in the community. They are strangers. Detroit, baltimore, police should be next door neighbors. You mentioned Police Vigilantes describe, the militarization of the Police Department. You just spoke about residency requirements. That is certainly an issue in california, particularly in San Francisco and very expensive cities. The thinking is sometimes Police Officers cannot afford to live in the cities they police. Thats not the case everywhere around the country. Why is it so important for police to live where they work . Because you become, better to police in the community, you know people, you care for people. Theyre your neighbors, your friends. Police in health care and education, employment. Police are the outer layer. Residence is bone deep. White race supremacy, the existence, made racism officially until 1954, and then to this day. So were deep into race supremacy in every level of life. Its employment, education, health care. We live in silicon valley, wall street. You see patterns of discrimination. Not saying nothing. Reverend jackson, order the years weve seen great change. And yet clearly where we are at this moment in america, it exposes a raw wound that makes it very clear, there has not yet been change enough. You mentioned in the article, there is great reason for skepticism. After the death of george floyd, we will see meaningful change but there is great reason for hope. Describe the hope. What is your hope tonight . People marching all around the nation. People believe something can haen. Theyre fighting covid19, fighting response, fighting poverty. Full of hopeful and those who think otherwise are cynical. We will change for the better. So you are he said couraged to see so many people taking to the streets. And across race and religion. You see small towns marching for black lives matter. All lives matter but blacks have been the object of these killings. Trayvon martin, Michael Brown. The good news is that Michael Brown was killed a few years ago, now there is a black female mayor. A congressman from iowa. He was defeated last week. So while we focus a lot on the negatives, there is a lot, people fighting back at every level. Thats good news. I see a black man in birmingham, in montgomery, richmond, virginia, the head of the confederacy. And there is reason to hope. The codes of distancing and sanitation. I fear that a wave of covid19 will be devastating to those who march against code blue. Please be careful as you march. Well said, and a good warning. And reason to hopeful reverend jackson, youve been fighting for change for 60 years and that fight will continue. Thank you for coming on. You heard reverend jacksons call for social distancing while protesting. In fact, covid cases are on the rise once more. What could be behind theend . More than a dozen states are showing new highs in the number of positive cases or hospitalizations. The increase in cases comes after nearly every state lifts restrictions.
