Abc news has learned at least two other staffers got positive test results in the recent days but mcenany never quarantined, even briefing the media yesterday after removing her mask. Sources tell abc news mcenany was pulled from the president s trip to bedminster, new jersey last thursday because of her proximity to top aide hope hicks who also testified positive. President trump violating the health agencys recommendation during a surprise driveby to wanch to his supporters outside the hospital. The president , who Health Experts believe is still contagious wearing a mask, but protected against chemical attacks, meaning the air doesnt circulate. The white house saying in a statement, appropriate precautions were taken, including ppe. The movement was cleared as safe to do by the team. Any movement of a hospitalized patient outside their room should only be done for medically essential purposes. And we should remind everybody that the white house does have extensive facilities inside for medical care, should the president need it. And obviously the president has access to a team of doctors and experts who can guide him through this situation. And if he needs to return to walter reed, presumably they will do that, but will continue his recovery at the white house. Kristen . Yeah, so what does he face there, larry . Abc 7 news special correspondent joining us now to talk about President Trumps covid battle and progress. Thanks for joining us, dr. Patel. Good to see you. So we just saw the president leave walter reed to head back to the white house. He just landed there. He walked out, gave a thumbs up, walked a few steps on to marine one. Does that suggest anything about his progress . I mean, its reassuring. He did not need assistance. He was able to walk on his own. You know, i still dont understand the timeline of being hospitalized and getting these iv medications, things like dexamethazone and remdesivir which are given with an iv, not like go to the hospital, get it and leave. Him leaving to go back to the white house, that doesnt make any sense to me. And i think thats the underlying visual were seeing. Is he trying to appear like hes stronger than the virus or is there actually a medically indicated reason for him to leave . Hard for you to answer those questions without seeing the charts, of course. Dr. Sean conley says the president is doing much better, but hes not out of the woods yet. So when would he be out of the woods, based on the timeline that we know about covid. Well, based on the timeline we understand, we usually see the worst of symptoms if its going to happen at the five to seven, even tenday mark. The timeline changed on friday, President Trump tested positive sometime around thursday, either in the morning or the evening. So still a couple of days where his symptoms could get worse and we dont understand, like, how low his oxygen saturation really got or what his condition looked like to warrant those medications. But number one, he has a worldclass medical team watching over him 24 7, but also and more importantly, we want to know that hes going to keep everyone around him safe and stay away from them, which it at the white house in terms of the quarantining, the treatment and the monitoring . Well, based on what we saw last week and even him getting into that suv, it doesnt look like theyre really practicing the type of physical distancing they should be doing. According to the cdc, they will only transport a hospitalized covid19 patient for a medically indicated or necessary purpose. I dont know if going back to the white house fits that bill, but aside from President Trump, i really, really hope all the other people who are infected, the ten others near him, and everyone else potentially at the rose garden, is doing their best to keep everyone around them safe and there is Contact Tracing involved. I was just going to ask you, what do you know about their Contact Tracing . Given the increasing number of cases. We havent seen any official reports yet. About Contact Tracing efforts. I mean, everything weve looked at from the Public Health department in d. C. , theres theres no clear information. Im not saying its not happening, but i think it would be really reassuring to all of americans to know that theyre taking this extremely seriously. His situation is not comparable to what we saw in so many people who were infected by covid19, including the 200,000plus americans who died. Reporter this afternoon an encouraging announcement from Santa Clara County as it moves closer to the orange tier as part of the states reopening framework. We want to align more closely with the California Department of Public Health to make things simple and to prevent any confusion. But we also want to reduce the chance of yet another swift spike in cases, which means that we will continue to move slowly in two key areas. Reporter under the countys revised Risk Reduction order, Indoor Dining as well asndoor and outdoor gatherings can resume as early as october 15th with 25 occupancy limitations assuming the county continues to trend in the right direction. If as we move slowly forward we should slip back into a previous tier, that is going to be disruptive for everybody. So as a community, weve got to work together. Reporter parents waved to their children as they entered the school nearly seven months after it was shut down due to the coronavirus. Filled with joy and excitement and also that uneasiness of how are things going to go . Reporter the superintendent assured us theyve been preparing for this day since st. 86 of the families opted in. Weve han trainings here on site with staff. Weve had trainings with students through videos, trainings with parents through videos. Reporter some of the classes were held outside and inside desks with plexiglass are expected to keep students safe. This week they will learn in a hybrid mode to get ready for the following weeks. San francisco unified and their unions are still in negotiations and in the process of both reviewing resources and facilities to make sure they can reopen safely. Leeann melendez, abc 7 news. Some students in the San Ramon Valley unified School District are eager to return to oncampus learning. So eager, in fact, they tried to put pressure on the school board by staging a sitin. Abc 7 News Reporter Julian Glover has the story and the superintendents response. Reporter about a dozen and a half San Ramon Valley students showed up for a sitin outside of district headquarters. They were here for about an hour and a half, quickly moving out after that, asking that the School District allow inperson learning to resume. Several cars driving by honked at the small group, seeming to show support for the students demonstration. Holding signs with the message back to school now and back to campus. The group of mainly High School Students want to be back learning inside of the county now that Contracosta County has moved from the red tier on the states covid watch list. The superintendent of san marrone County Schools actually came out to speak with students. He explained, though, there is a plan in place to bring students back to the classroom starting in january and families will actually get to choose in november whether returning to the classroom or continuing to learn remotely is best for them. All that were saying to our community now that we are in the red tier is we get it, we understand it and were going to try to figure it out fast. Its not fast enough for some. Its too fast for others. Its way harder to learn on a computer screen. I cant ask a question as easily. I cant go after class as easily. I cant see my counselor as easily. The centers for Disease Control said theres increasing evidence to suggest children and adolescents can efficiently transmit covid19. They point to an investigation where 13yearold was the source of an outbreak at a family gathering. She had been exposed to a confirmed case before the gathering and tested negative via a she shared the house with 13 relatives. Six relatives visited and stayed outside and maintained social distance. They did not contract covid19. The cdc says rapid antigen tests have a lower sensitivity and people should quarantine for 14 days regardless of test results. Works underway to keep crowds from congregating at night in the east bay hills. Crews are chaining logs together to block all the dirt turnouts along grizzly peek boulevard. New signs have been posted alerting drivers that stopping is prohibited from 9 00 in the evening until 6 00 in the morning to produce fire danger. Complaints have risen in recent months over large crowds gathering at night shooting off illegal fireworks and even having bonfires on grizzly peak and skyline boulevards. This is abc 7 news. The First Official day of early voting got under way today in the bay area with a lot of voters eager to get their ballots in. The experience differed depending on the county but the sentiment was the same across the board, everyone is taking this seriously. Here is abc 7 News Reporter chris reyes. Reporter the very image of election 2020. The enthusiasm from early voters undeniable. Nothing was going to stop me from coming out and voting, even if i had to crawl over some covid glass to get here. Im more concerned about making sure that the post office get it is here and i wanted in right away. Want to make sure that i make it clear that were voting and were voting as early as possible. And so this is an extremely important election. And want to make sure that it gets done now. Reporter in San Francisco the outdoor setup had some voters praising the process, quick and simple. Were ready. We practiced. Weve got the weve got the materials and supplies in place. Again, when people vote here, well process those ballots today or tomorrow. Reporter in Contracosta County, some voters were ready to vote as soon as this box was supposed to open at 8 00 a. M. , only to find them locked. I was a little angry with all this hype about voting boxes arent open when they say they are open. I will, however, apologize to contracosta voters we didnt have them open. We should have because thats what we said. Again, i would remind them they have their ballots early and people have never used ballots on the first days. Reporter the 37 boxes were unlocked by noon. Contracosta county Officials Say they want to assure voters no one was denied their right toe vote. They were just delayed in opening the boxes, taken by surprise at the demand for early voting. They are now unlocked 24 hours a day until november 3rd. At the post office this morning, we picked up 50 trays of voter ballots. Totally unheard of. Her reason for showing up so early. Ive been waiting on this day for 365 days. I mean, i thakt back, ive been waiting on this for four years. Reporter chris reyes for abc 7 news. Its the first time all registered voters in the state are getting vote by mail ballots, so when should everybody see the ballots in their mailboxes . We were actually having this discussion in the newsroom last night. Some people had received. Some people had not. Right now its a great question, and its a good reminder because today is the deadline that counties had to send out vote by mail ballots. So some counties ahead of the game. Some voters with ballots in hand, but some counties getting their ballots out today so they will be arriving in mailboxes in the days ahead. Let me just jump to one of the tips we have for all voters. You can go to vote. Ca. Gov, click on wheres my ballot . And sign up to receive alerts when the ballots on its way to you, including confirmations at the end of it when the county has received your ballot. Vote. Ca. Gov. Okay. You cant say that enough, mr. Secretary. Well probably do it at the end of the interview as well, just to make sure people get it. So you know questions have been raised about the safety of mailin ballots. So what do you say to assure people that their vote is going to be counted accurately and that nobody is going to be able to fill out multiple ballots and have those counted several times . Because that has been raised as an issue. Look, vote by mail has been successful in california for decades and other states as well, for that matter. Yes, it is convenient. You get to vote from the comfort and safety of your own home and it has proven to be secure. So any suggestion otherwise is, frankly, not true. And only seeks to undermine confidence in our elections. California knows how to do this. Weve been voting by mail for many, many years. In our march primary, more than 70 of ballots cast were vote by mail ballots, and i think its probably the safest option for voting during the covid19 pandemic. A lot of Safety Measures in place to protect the integrity of vote by mail, including the allimportant signature investigatio verification. When you vote by mail, regardless of how you return, by mail, a drop box or returning in person, remember to sign the outside of your envelope. The first thing officials do is compare the signature on that envelope with the signature on record as part of your Voter Registration to confirm the identity of the voter and that it was cast appropriately. We should really emphasize that because if you dont sign it and you dont include the ballot properly, its probably not going to be counted, correct . Correct. And if, look, one of two things. You know, when you send back your ballot, remember, it must be in that official return envelope, return postage is prepaid so you dont have to worry about stamps. Make sure you sign the back of the envelope and that you date it. Ballots must be post marked on or before election day in order to count. As long as they arrive within 17 days of the election. If there is any issue with that signature, if its a missing signature or a mismatched signature, the county must attempt to contact the voter to take care of whatever the issue is. For some voters maybe i forget to sign, here is my signature or my signature has changed over time. Lets update it. Obviously if the voter says, hey, that wasnt me, we may have something to look into. So one of the most important safeguards, make sure to sign the return envelope. What would your advice be because weve seen a lot of stories about the Postal Service and slowdowns there. Would you go to a ballot dropoff location to make sure that your vote is counted on time . Look, thats the beauty of how were preparing for the november election. Its up to the voter how they feel best in casting their ballot. Were encouraging vote by mail. And im encouraging the Postal Service as a reliable route to return your ballot. Thats what i intend to do as soon as i get my ballot delivered to me. Voters who feel more comfortable have the option of delivering their ballots to any ballot drop box in the county between now and election day or to walk it in in person. And, of course, we know that there are going to be some voters who need that inperson opportunity to vote, whether its to replace their ballot for sameday registration, language assistance, whatever the case may be, every county will be offering inperson early voting as well. So go to vote. Ca. Gov to see what your options are. Our recommendation is to do it early. Dont wait until the last minute. We are expecting a big turnout. You do not want to get caught in the line on tuesday, november 3rd. And sign up for wheres my ballot and get those automated alerts on the status of your ballot, including confirmation when your ballots been received and counted. All right.
