Every bay area county but one moved into a more restrictive tier. The only one that didnt is Sonoma County and thats because its already in the most restrictive one. With just over a week until thanksgiving, not great news from Governor Newsom. Covid19 cases in california have doubled in just the last ten days, and on sunday the state reported over 10,000 cases for the First Time Since august. This is simply the fastest increase california has seen since the beginning of this pandemic. Reporter because of that, newsom says the state is pulling the mj brake. Today he announced 40 counties are moving backwards in a more restrictive tier. In the bay area, all counties are now in either red or purple, the most restrictive. Every age group, every demographic, racial, ethnic, in every part of the state we are seeing case rates increase and Positivity Rates increase as well. Reporter the statewide 14day Positivity Rate is now 4. 6 , still much lower than the nationwide average, but a significant increase from a week ago when it was 3. 7 . The rapid rise in cases is illustrated on this map. 41 counties making up 94 of the states population are now living in the purple tier with widespread transmission. California health and Human Services secretary dr. Mark galley said social gatherings remain a major cause and concern, especially ahead of the holidays. In red and purple tiered counties, we are strongly urging do not gather indoors with other households. This is the type of gathering that is highest risk. Reporter at todays briefing, Governor Newsom also apologized for his recent attendance at a friends 50th Birthday Party at napa county restaurant french laundry. A decision that went against his own state guidelines of limiting gatherings to three households. I made a bad mistake. Instead of sitting down, i should have stood up and walked back, got in my car and drove back to my house. Instead, i chose to sit there with my wife and a number of other couples that were outside the household. You can quibble about the guidelines, et cetera, et cetera, but the spirit of what im preaching all the time was contradictive and i got to own that. So i want to apologize to you. Now, newsom said he is considering enacting a statewide curfew. Nothing announced officially on that yet. He also said the state is changing how its going to announce county tiers. So theyll no longer wait every two weeks, but instead assess it on more a weekly basis. He said there could even be more rollbacks this week, dan and ama. Its moving so quickly, liz. Maybe every week makes more sense. Right. How does california when you look around the country compared to how other states are doing. When you look at the big picture, california is doing relatively well. Our Positivity Rate is 5 . The nationwide Positivity Rate is 8. 9 , according to john hopkins. When you look at specific states, ones in bigger trouble right now, like south dakota, for instance, there is a Positivity Rate there of 58. 4 . That means our 5 seem good. Grant colfax explain that San Francisco is in the midst of a major surge. In order to avoid a citywide shutdown, dr. Colfax urged san franciscans not to travel for the upcoming holiday. Colfax also urged residents not to use testing to determine whether or not they can travel. He explained a negative test does not mean youre not harboring the virus. Advocates in a san jose neighborhood with high infection rates are already working on a priority plan. Community leaders told abc 7 News Reporter david louie why theyre raising their voices now. Its part of building a better bay area. Reporter East San Jose neighborhoods rank among the highest in the county for covid19 cases. Community groups are representing many latino and vietnamese residents hope that will be factored in to planning the distribution of vaccines. We want to have a seat at the table, just so that whatever plan theyre putting out reflects the cultural background of our residents. Reporter luna or latinos united to a new america is one of seven Community Groups meeting weekly to formulate recommendations to county leaders. Many in East San Jose live in cramped housing or in extended family households so the groups see access to vaccines and educating the public about their safety as an important mission. They know that we have their best interests in mind. And who better than these organizations to, you know, talk to people about whether they should trust the vaccine or not. Reporter county Health Officials indicate heres who will set priorities for access to vaccines. At the federal level the cdc has an advisory committee. California has a working group that will set state guidelines. Santa clara county says it will work with local community partners. Local groups say they had to lobby to get covid test sites in East San Jose early in the pandemic. They dont want the same thing to happen for access to vaccines, given the high infection rate. The testing sites didnt go to those communities right away. And so i think that we learned from the mistake. We learned from what we didnt do right. And we tried to not do it again. Its not just because its been 170 years that we havent had representation in the senate, its because we are california and california is latino. The speaker right there also made a not so veiled threat towards the governors reelection hopes, hinting their support could hinge on his senate choice. As weve reported, the california edd has shut down 350,000 unemployment claims, trying to weed out fraud. However, its inadvertently cut benefits to legitimate workers all over the state and they say their only source of income has been locked up for months. Many had nowhere to turn except 7 on your side. Michael finney has the story of one struggling mom. I went to go and get groceries for myself and the kids. Roxanne macon provided inhome care to the elderly until the pandemic hit, all but ending home visits. Thankfully, Unemployment Benefits kept her going until now. We were in walmart and my transaction declined. Reporter her edd account still had 9,000 in it, but when she tried to use it, she saw this message. Your account cannot be accessed. I called them at the counter while i was there at the counter trying to pay for food and the bank of america told me that my account was closed. Reporter edd finally told roxanne she had to verify her identity to unlock the account. I uploaded my drivers license and a utility bill. And they said, oh, it will take three or four days, and you should be able to use your card. Reporter but a week later her account was still locked. She called the edd. And she says, well, you didnt upload your Social Security card. I said they told us not to send in our Social Security card. Said, well, yeah, thats the problem. Got to do it all over again. Reporter roxanne uploaded more documents, but her account stayed locked, and the rules changed again. The gentleman says, well, did you write your Social Security number on the papers . I was like, no, i didnt. He said, well, thats the problem. Reporter roxanne uploaded four more documents but no response from edd. I probably called maybe about 3,200 times, yes. Some people said its going to be after the new year. Check back after january 2nd. Some says they dont know how long its going to take. You know, do i understand that there is a lot of fraud out here, but what about those legitimate people . What about those legit claims . It seems like they cut everyone off and it the just not fair. Reporter money quickly ran out. I had a yard sale. I had to sell some clothing and stuff to try to get food so my children could eat. Reporter it wasnt enough. How do you tell your kid, no, you cant have anything to eat. No, we dont have enough noodles we dont have any noodles. Its a hurtful thing for your kids to go to bed at night and not be able to eat anything. Reporter if only the edd would unlock her account. I called these people all day long. They yell at you for calling every day. We got your notes. You just have to give us time. How do they expect for us to live . Reporter roxanne sent her children to live with their aunt. Its sad. They just went behind everybodys back and just, like, shut down all these accounts. Its very frustrating, i have to say. Reporter we asked edd about her case. A spokesperson said its heartbreaking to hear any kind of story like this. Its why we are prioritizing efforts to quickly authenticate legitimate claimants. Records indicate that this claimant was sent at least a couple of emails and a text message. That doesnt help roxanne.
