I just talked with the man by the name of sergey who was inside when that car came crashing into the consulate. He said that he was just there trying to get his visa. So he can go visit china. Now, i do want to go straight to some of the video that he shot earlier. People running for cover after the car crashed into the consulate. Sergey tells me chairs went flying and the man driving got out yelling a curse and looking for the, quote, ccp, which is the abbreviation for the Chinese Communist party. Sergey says there was a confrontation after the man tried to reach for something in his car. The man was shot by Police Officers a short time later and died at the hospital. Were you scared . Well, definitely, yeah. It was very scary moment like when i saw him, especially when i didnt know what he like, whether he has any like like guns, like, you know, and whether he is going to shoot us or Something Like this. I didnt know. Police havent said if the man was armed after all this happened. We were there when officials were dousing their eyes with water. Usually we see that after pepper spray, mace or tear gas is used. Police wont say if any of that was used inside either. Now, i talked with sergey there for a good while this evening. Its actually his birthday, and hes just very grateful to be okay after this ordeal, youll hear more of what he had to say tonight at 11 on abc seven news. Reporting live in San Francisco, j. R. It is lit up in blue and white lights, which are the colors of the israeli flag. President biden says he will address the situation in israel and palestine tomorrow in an afternoon speech. Thats according to a white house official. The president says at least 11 americans are among the dead in the fighting, at least 100 people have been taken hostage by hamas and the group has warned it will begin executing them if israel continues shelling gaza neighborhoods. Israel says its death toll is at least 900 victims, a number that is expected to rise. And the Gaza Health Ministry says at least 680 people have been killed in gaza. And as the death toll has increased, there is no end in sight. And now it looks like israel could be gearing up for a Ground Invasion as hundreds of thousands of troops gather at the gaza border. Abc news chief Foreign Correspondent ian pannell is on the ground with a look at the conditions there tonight. Tonight, israel is on a war footing. 100,000 reservists are massing in the south, moving towards gaza. This conflict looks set to enter a new phase, a Ground Invasion could be imminent. Were starting to see large scale movements of the Israeli Military throughout this area in the south. Now these are armored personnel carriers essentially heading up towards the front line with seeing a lot of men, a lot of munitions, lions and a lot of movement. This is starting to look really like a country at war. And now gaza, one of the worlds most densely populated areas, is under relentless bombardment. But many civilians are being caught in the crossfire. The over 680 People Killed in three days, 140 of them children, according to gazas health ministry. For parents on both sides of the border, the grief overwhelming and whole neighborhoods are being wiped out. A frantic scene as rescue workers dig for miracles. Is there anyone alive . This man shouts. And from this pile of debris, six month old samah alwadiah pulled out. Still alive. And even today, hamas still hitting israeli cities and civilian areas. We witnessed it firsthand. Just hearing a sound of we just had the air raid siren go. You can hear the sound of the explosion overhead. Can see some smoke up there. Sounds like the noise of an intercept, perhaps from the israeli iron dome defense system. And thats what people here have to live with. All the time at the now. It turns out hamas had been planning its shock attack on israel in secret for months now, releasing this video showing the fighters training on motorized paragliders, practicing their descent into israel. How this all began 48 hours ago, but the hell hamas unleashed for so many may only just have begun, now spilling back into the gaza. Large swaths of the south of the country are now looking like a major staging area for a significant land operation. Men munitions and logistics all moving into place. Its entirely possible that were only just seeing the start of a much larger war. Ian pannell, abc news in tel aviv, israel and here in the bay area. The Israeli Community at uc San Francisco held a vigil this afternoon at the mission bay campus. People came together to mourn and to honor the victims of the hamas attacks. They joined to sing prayers, put up photos and images of those lost and condemned the ongoing violence in the country. Local local, jewish synagogues, Community Groups and israelis in the bay area are banding together to fundraise and build support. Yeah, many of them have, of course, direct ties to friends and family in israel who have been killed, taken hostage or injured. Abc seven News Reporter Leslie Brinkley has more on how the war in israel is hitting home in the bay area. Israel is a small country. Everyone knows someone. Rabbi berkowitz is knitting together support in the contra costa Jewish Community in the face of what he called horrific attacks. Im getting news that people that i know personally know now are no longer with us. They were brutally murdered, brutally slaughtered. And the news just keep coming. This is the 911 of the israelis. This is the 911 of the israelis. I was raised and grew up in ashkelon, the city that right now is under trauma. And this attack of missiles and my parents right now and my mother in law are in the shelters. We are not there. We are here. And we hear all the sadness and all the scariness from our friends and family. Sienna was supposed to fly to israel with her daughters yesterday, but she says her airlines canceled their flight from sfo to tel aviv and she knows people are stranded there as well. Locally people are concerned. People are very worried about about secure city. This is locally, this isnt in israel. People feel like there is a anti semitic undertone. And of course, were in touch with with the law enforcement. Were in touch with security companies. And so on and so forth for the coming, you know, couple of weeks in the past, i used to say im proud. Im israeli now. Im kind of scared to say fundraisers are underway. Support networks are growing exponentially as vigils and rallies get planned. A walk of support for israel is set for tomorrow evening, 5 00, starting here at the walnut creek library. That march will continue down broadway and main street. Organizers are asking people to wear white and carry israeli or american flags in a show of support against terror ism in walnut creek, im Leslie Brinkley, abc seven news. The big three us airlines have canceled all flights in and out of tel Avivs Ben Gurion airport today. Delta said it will be at least november before it plans to resume flights to israel, giving us an idea of how long it expects the conflict to run. United and american have canceled flights through the end of the week. United is the only airline to operate a nonstop between San Francisco and tel aviv. That flight is on hiatus. Run for president as an independent candidate. The announcement ends his challenge to President Joe Biden for the democratic nomination. He plans to campaign in texas, florida and georgia later this month. In a joint statement from some of his siblings, they call his decision to run against biden, quote, dangerous to our country. Here in california, Governor Newsom signed several bills into law, but its the ones he vetoed that have many people talking. And now some political experts believe it might be a sign hes preparing to run for president. Abc7 News Reporter ryan curry explains. As Governor Newsom vetoed a large number of bills over the weekend. Among the items vetoed a bill that would have made condoms available for state public high schools. A bill that would decriminalize certain psychedelic drugs and a bill that would have allowed for amsterdam style cannabis cafes. Abc7 news insider phil matier says it could be part of newsoms long term political plans if he wants to run for president. You know, its tough to go down the middle in california because the world swerves so much. What we see here is pretty much down the middle. Somebody in ohio is going to say how far to the left can you get . The governor has not formally announced any plans to run for president in 2016. Governor newsom was a strong supporter of the proposition that legalized Recreational Cannabis use. Now, he stopped the advanced usage of cannabis in the state. Mateer says it is about his image outside of california. When gavin newsom does Something Like this, you look at what the impact is on the state, but also what the states image is and his images in terms of the United States as a whole. Lets not be shy about the fact that theres a president ialeleca statement about the psychedelic dr, bill, newsom said california should immediat begin work to set up regulated treatment guidelines replete with dosing information. Unfortunately bill would decriminalize possession prior to these guidelines going into place, and i cannot sign it in regard to the bill on condoms in high schools, the governor says the state doesnt have the funds. Other political experts say newsom has to be balanced in a state that leans very democratic. Hes he really has to be consistent and that means saying, no, Governor Newsom did sign bills dedicated to workers in Certain Industries and fighting climate change. Popular topics among californians and democrats across the nation. Political analysts say newsom needs to keep up the balancing act if he does want to run for president. But as long as he can say you dont want to vote for this other guy or this other party because im closer to what you want than they are. Ryan curry, abc7 news. Governor newsom has signed off on a plan to make over to San Francisco. Piers. The senate bill will revitalize piers 30 and 32. State senator scott wieners legislation calls for repairs and mixed use redevelopment at the piers. Some of the amenities will include pedestrian promenades, a floating Swimming Pool and a market hall. The Golden State Warriors have agreed to pay for some of the cost. California is now the first state in the nation to codify President Bidens federal nutrition guidelines, which reduce the amount of salt and sugar added to school meals. The governor also signed the california food safety act, the first law in the us to ban for harmful chemicals from candy cereal, soda and other processed foods. Another new law bars willful defiance, suspensions in school. Now, those suspensions typically come from low level disruptions, such as a student wearing a hat backward or falling asleep in class. Seven people were hurt when the gripman on the San Francisco cable car they were riding activated its emergency brakes. The car was heading down washington street near taylor when witnesses say a black prius turned onto the tracks right in front of the powellhyde street car. The gripman hit the cable cars emergency brake jolting the 14 passengers on board. But avoiding a collision. Some lost their footing and fell. The guy, the operator, he actually pulled on like a special brake and everybody went forward like it was a horrible sound. I actually thought we hit the car, but they did not. Six of the seven injured were taken to the hospital. Were told the injuries are mostly minor, thank goodness. Witnesses tell us the prius drove off. All right. Lets switch and get to our weather. Yeah, big change today, obviously, from the warm weekend. Meteorologist sanjay patel is here with the forecast sandy. Yeah, dan, and we had a double digit drop in temperatures for inland areas today. Forget about 80s and 90s from the weekend. We had 60s and 70 and some showers. Lets take a look at a live picture right now from our sfo camera. And heres a look at the rainfall so far. The north bay got some of the higher totals. Rio a quarter of an inch, two hundredths in santa rosa, 13 hundredths in mill valley. Youll notice, though, some showers have made it all the way into Half Moon Bay, 100th of an inch, even into the east bay. Orinda in moraga measuring 12 hundredths of an inch. Other areas have had trace amounts, so just enough to dampen the ground but not measure from napa to sfo, oakland, hayward, concord. It has been one of those days where you need the wipers off and on. Heres a look at the live doppler seven right now. And although youre not seeing any moisture up above, there is moisture down below the radar beam. Were seeing some wet roadways out there due to some drizzle as well. The cold front that came through today has pretty much fallen apart, but we do have a lot of moisture just left over. So dont be surprised if you do need to use those wipers again. Heres our next system thats coming in and thats coming in quickly for tomorrow afternoon and evening, which will bring us another round of some wet weather from our kgo roof camera. There are some wet roadways along the embarcadero here. San francisco, oakland in the 60s, mountain view, 68 degrees. Still pretty mild in san jose, 70 degrees. Palo alto, 66. And from our Oakland Airport camera just about an hour ago, you actually had some damp runways out there, low to mid 60s from santa rosa to novato. 66 in napa and concord and livermore right now. And heres a live view from our san jose camera where the clouds are still pretty stacked up. Areas of drizzle and fog overnight. Another round of showers tomorrow afternoon, evening and sunnier and a little warmer for your midweek time period on our storm impact scale for tomorrow afternoon, we have a light level one coming in with those scattered showers, slippery roadways. It will be breezy in spots and there will be areas of low visibility. So plan accordingly tomorrow morning. We begin with the fog and some drizzle. But its tomorrow afternoon that that next front comes in 2 p. M. As we look at the timeline, those showers develop in the north bay quickly sliding by 5 p. M. During the evening rush. Well be seeing those scattered showers right across the central portion of the bay area. And by 7 p. M, already sliding down to the south and the east bay, its pretty much winding down other than a few isolated showers by late tomorrow night. Now rainfall estimates could be anywhere from zero to a few hundredths of an inch, but there will be some spots that could pick up up to about 15 hundredths of an inch. Your morning will begin with the fog and the drizzle. 40s to 60s on those temperatures. So kind of all over the board. But most of you in the 50s tomorrow afternoon, its a breezy one. There will be some showers first developing in the north bay. High temperatures will remain below average with low 60s to the mid 70s. Now, if youre waiting for the sunshine and the warmth to return, wednesday is your day because temperatures begin to come up 60s and 70s. It will be a little breezy on thursday. Even warmer weather with 80s showing up in our inland communities. Heres a look at the accuweather seven day forecast. And you will notice that we do have another round of wet weather. Its a level one for tomorrow afternoon evening and then we dry it out for a couple of days late friday night into saturday. There is a chance of seeing a few more showers. Thats not a done deal, but its something to keep an eye on. And then well be bringing you back the milder weather again. But for october, its nice to see alma and dan that we have a little bit of rain coming in just to help with our fire danger. Yeah, tamps down a little bit. Thanks, andy. San francisco has the potential to lure much needed foreign businesses to its downtown town, where one third of the commercial space is vacant. The opportunity to have International Folks here, folks from china, korea, right from japan, people who are not who are only hearing the stories and not seeing the reality of investment, to see the opportunities to invest in here and the path forward, we think is a real strong point where were going to showcase our cutting edge thinking on Artificial Intelligence and on biotech and Everything Else thats out there. Autonomous vehicles. Were going to be a big showcase on all of that, like everybody that comes to visit, we think theyll get excited about it and might want to come and expand and be part of what weve got here that can really help our economy transform. San francisco has just one month left to prepare for. So far, the city has raised 20 million to make it an extravagant event. But also make it clean and safe. Right before his big dreamforce convention. Admittedly salesforce Ceo Marc Benioff became the squeaky wheel , suggesting he might leave if San Francisco didnt clean up. It worked. Everything is perfect. Spiffy cleaned up nice. I mean, i went, no, its like i went down howard street. Im like, what did they do, pour fresh cement . I mean, its like everything like people you can eat off the sidewalk. Its incredible. Well, at least it lasted a few days during dreamforce. Howard street is no longer gleaming, and some of the people hanging out on nearby streets have resumed their activities as mayor london breed seemed undaunted. Whats interesting is we had about 250 delegates from around the world who are like the advance team for apec. And we took them to the tenderloin, we took them to neighborhoods and around the city. And what they said is this happens where were from, too. This is not we dont see what everyone is talking about. But when as a major city, San Francisco, just like any other major city, it has its challenges. Postnet disagrees. He says the International Media will be reporting on everything they see and counter and experience. Keep them out of the tenderloin. If they come here, if they see this, this is definitely absolutely outrageous. If you come here and if youre not prepared for that, you really think this is San Francisco . Oh, my god. San mateo County District attorney Steve Wagstaffe warns of what may follow. If we see it. You arrest them and we will prosecute them and we will lock them up. Were really concerned. Lets move back to our developing news on the war between israel and hamas. Tonight, the white house is confirming that 11 americans are among the 900 reported dead in israel and nearly 700 more have been killed in gaza. Now President Biden has joined leaders from italy, the united kingdom, france and germany to pledge support for israel in the coming days. Abc News Reporter liz landers has the very latest. As the Israeli Defense minister calling it a, quote, total siege, cutting off all gas, electricity and power to gaza. Hundreds killed and thousands injured in both israel and gaza. Both sides facing horrors of war. No one feels safe. I mean, you feel bombing is just random. I mean, it happens everywhere any time a young israeli father telling abcs david muir about the terrifying moment that he realized his wife and two young daughters were kidnaped by hamas, i recognized them immediately, and i saw the video twice in the second time. I couldnt watch anymore because i got i got i i didnt know what to do. I, i couldnt believe this is happening to me. It was it was a nightmare. It was the worst possible scenario. He has not heard from them since. Stories like this from scores of israeli families, as hamas claims theyre holding more than 100 people hostage, threatening to kill them if the shelling doesnt stop. Israeli Prime Minister Benjamin Netanyahu addressing the enemy in no Uncertain Terms as hamas terror is bound, burned and executed. Children, they are savages. Hamas is isis. Netanyahu also thanked the us for their support. President biden, who met monday with his National Security team, forcefully condemning the attack. The white house official telling abc news that israels top request at the moment is largely weapons replenishments. You can imagine the theyre going through quite an expenditure of missile interceptors and artillery ammunition, that kind of thing. In washington. Liz landers, abc news. To better understand the war between israel and hamas, we turn to a professor at uc law of San Francisco, formerly known as uc hastings, binyamin bloom was born in israel and grew up there in the 1990s. He spoke with our colleague abc7 news anchor kristen zion, getting answers earlier today to provide some Historical Context on the conflict. Land and control and sovereignty are mostly whats at stake here and this is a conflict that stretches back at least a century. It began, some would say, in 1882, but others would maybe pinpoint the aftermath of the first world war. And basically what the Palestine Authority and hamas in gaza would like is a sovereign palestinian state. And one that is recognized by the international community, one that has its own military and control over its foreign affairs. And israel is reluctant isnt to have such a such a neighbor at its borders. And so thats thats really what this war is about. So it it is about land, but mostly about control and about sovereignty over the Palestinian Authority and over over the gaza strip. I think the difference here is that weve we havent seen a quite such a hostage situation in quite a while in situations where hostages have been taken. They have typically been Israeli Soldiers in the course of their duty. And those situations that prompted negotiations is where israel had released hundreds, sometimes thousands of terrorists in return for a single or 2 or 3 Israeli Soldiers who had been kidnaped. But to have civilians kidnaped from their homes. And that is something that is unprecedented and is, i shouldnt say perhaps unprecedented. This is something that we saw in the 1960s and 70s in israel, where the plo went into into schools in israel and held hostages, airplanes. But this is something that hasnt happened in quite a while. This is a conflict where there are no heroes and no villains. There is plenty of blame to go around on both sides as those who i think the question here is, where do you start this narrative and where do you start the story . Do you start it on saturday or do you start it on the israeli with the israeli retaliation that came immediately afterwards . Do you start this in 1918, 1922 . And there have been many missteps on both sides and both sides have caused the other quite a bit of suffering. And so i think a lot of this is purely a function of what ones political orientation is and which side they would like to take. Juan carlos says hes hoping to get a permit soon and start a food business. The Public Works Department said their inspections were mandated by the health department.
