At noon it is 71 degrees. Well talk about how warm it gets coming up. And mike is looking for the tuesday commute. And the last 90 seconds we didnt have it and now the fast track lanes suddenly show slowing. I did see a huge car carrier with a dozen cars on the back go through that toll plaza so everything moving smoothly but more traffic flow. Well see the build through contra costa but not right now. No slowing on the sensors only at the toll plaza so that is a good start. Back to you. Thanks, mike. New this morning a chaotic scene unfolding in San Francisco. Police say it started with a hitandrun and ended with suspects actually striking a Police Patrol car. Pete suratos live for us where the whole thing ended on twin peaks. Now what are Police Telling us about this . Reporter well, we know that it involved multiple scenes as you mentioned but were just arriving in the twin peaks area and the scene is still under investigation. In fact were talking about the patrol car that was hit, it is right down there down this hill off of crown terrace. That is where this chase ended. But lets go ahead and show you more soed more video of how thissin folded because it did involve multiple scenes. Police got the raul around 9 30 of a white suv driving recklessly in the Haight Ashbury air and people were yelling toward homeless folks in the area before driving on a sidewalk and hitting two homeless individuals. The injuries are nonlifethreatening. While they were trying to get away or the driver was trying to get away they say the driver struck a building in that area as well. And then about ten minutes later police get a call about shots fired in this area where were standing in the twin peaks area off of crown terrace. Here is what unfolded next. Wild they were driving on the street here on crown terrace, they spotted a car coming towards them at a high rate of speed. The officers attempted to get out of the way, but the car accelerated and made contact and actually struck the front of the patrol car. Reporter now as the suspected tried to get away, police were able to catch them and take them into custody and at that point they realized it was the same car from the hitandrun incident in the Haight Ashbury area. Right now there were no injuries to the officers but as you see behind me this incident is still under investigation. Reporting live, pete suratos for today in the bay. Glad they were able to get the suspects. Thank you for that update. Well developing this morning, an allout search for the driver who struck and killed a 12yearold girl. This is in the east bay. And then took off. That incident left many people shaken up in castro valley. Bob redell is live there at the scene. How confident are authorities that theyll be able to catch the person who did this . Reporter marcus, chp tells our own Terry Mcsweeney that an arrest could come at any time because they have excellent images from a nearby surveillance camera that clearly identified this vehicle whiches as you could see on your tv screen is a black ford pick kwup truck. Ill have more on that and the description of the suspect if a moment. This collision happened yesterday afternoon behind me at the intersection of crow canyon and manter road in castro valley. A 12yearold girl and her sister were on the crosswalk within eye sight of their home and when the truck ran over the 12yearold girl. Surveillance video shows the crash and see the driver stop and look back and flee down crow cannon toward 580. This intersection and crosswalk has been a problem according to people would live nearby. Youre always late forring so you are driving too fast and you cant not paying attention and they dont know there are kids walking around. Reporter as you could see in this surveillance image, the suspect vehicle, again, a black ford f150. The license plate clearly visible. It is 5 08, new video documenting the survival of a bay area couple as they were rescued after being lost for a week in marin. Help was nearly lost for Carol Kiparsky and ian irwin. This is new video posted by the marin sheriffs office. One of them being lifted by helicopter after they were found on saturday. Rescuers say the couple survived by drinking from a muddy puddle and eating fern froms. And a point of view from the rescue team as well. They used a search dog to find the couple and they cant believe it when they heard the couple scream for help. Well there are new concerns this morning about the south bay water supply. Not that federal regulators have ordered Anderson Reservoir to start being drained by october. That is a surprise order that came down yesterday in the wake of a series of concerns that the dam could fail in a major earthquake. Engineers believe if a collapse happened at full capacity it would flood the valley down the monterey bay and north of san jose. Now some People Living below that dam worry about closing down what is the only bay area most popular boating spot but they agree that the feds assessment, they agree with it. If it is a safety hish then it must be done. There is no question. Safety is paramount. The construction project aimed at making Anderson Reservoir safe is still set to break ground next year. Santa clara valley Water District is now looking at boosting water storage elsewhere and acquiring more water from the delta. Right now while we dont have a lot of rain as the time to get some repairs done. Here is a look at our state wide reservoir levels and what were seeing, a lot of them, some of the biggest only at about 70 to 80 of capacity after all of the rain last year. Some really nice weather. Here is a look at our high temperatures reaching into the mid70s. Yes, 75 degrees in East San Jose and a breezy wind in the east bay as well as the trivalley as with we reach up to about 74 in livermore. 76 in walnut creek. Oakland today reaching 72 degrees. 65 at Harvey Weinstein. And 72 in san mateo. And the north bay up to 78 in napa and in santa rosa. Very warm and due to dry conditions our winds starting to blow off shore. A broken line of close of clouds. This will bring us slightly cooler temperatures. But still no rain. As we see the warm weather dominating across the region. Next week there is still the slight chance of rain but well see things changing going into next month. The Climate Prediction Center putting out their outlook for march, april and may. Still showing below average rainfall expected and well below average rainfall for far northern california. So that is something that well be watching going into next month. As we go through the forecast, once again, still looking pretty dry here. As we see our temperatures warming up into the upper 70s by the end of the week. And mike is tracking a crash in dublin. It is at the the critical dublin interchange. Just shy of it. I have pointed out that dublin b. A. R. T. Station is by dougherty. No flashing lights but slow lane blocking with four vehicles involved. One individual may be stuck in the car. On the left you see what were facing and on the right a live look outside in san jose and San Francisco. Lets get right to kari hall tracking how long this little hot streak will last. You may look at the numbers thinking 77, that sounds great. But think about this. It is midfebruary. Okay. So weve had some really warm temperatures. And here is a live look outside in san jose with our temperature trend in campbell, we should be in the low 60s for a normal high temperature. We know it has been dry. Also as we go into the rest of the week, it is been a good 27 days since weve had a pretty even just a little bit rain and so this is the tenth longest dry spell and the driest february weve had since 1864. Well talk about if there is any rain chances not forecast. Mike is tracking two delay points. Looking over here. Green sensors around the bay. One critical point in the trivalley. West 580 at the dublin interchange just shy of the interchange, a crash and im told blocking the right three lanes by a number of vehicles. Three tow trucks heading out to the scene and the back up for west 580. And dublin boulevard is a surface feet past the scene but it is a surface street. There are signals there. Getting toward the bay bridge, the signals there are the metering lights and we have the backup kicked in there as welcome. Back to you. Thanks, mike. New overnight, a chase spanning the bay has a lot of damage and a driver in police custody. Lets check in with kris sanchez with new video on 880 and how it all started and ended. It was crazy. Reporter it was a wild night. But the driver who created this kay kwos is off the streets. This is the scene as the chase started near vallejo where Police Officers were responding to reports of a shooting and a vehicle possibly related to that. But when Vallejo Police tried to pull the driver over she refused to stop and instead she hit the gas. The chp picked up the chase as that driver hit i80 westbound into oakland with where the driver hit surface streets before getting back on to i80 on to the bay bridge and into San Francisco. She exited this street and ultimately crashed her vehicle at third and folsom. At this point we dont know what the driver was arrested for. But the chp said it was on several felony warrants. Were trying to find out. Kris sanchez, today in the bay. Thank you for that. Well San Francisco police are now looking closely at this hard to watch video recently posted on social media. You see it there showing a man violently slinging a stick toward an elderly asian man who collected recyclables. It has profanity and hateful words directed at the mans race crying as he tried to retrieve his cart. At a safety meeting last night supervisor Hillary Ronan talked about the response. This is outrageous. Well not tolerate this type of violence and disrespect. Now police are still trying to work out a lot of details here including identifying the people, deciding if a hate crime did occur and learning how recently this this all happened. San francisco Corruption Scandal at city hall has leaders rethinking city funding and policies. Federal prosecutors last month charged public works director Mohammed Nuru in connection with handing out city contracts. He had since resigned. Two separate reports in the examine suggest possible changes. One is a new effort to boost supervisor subpoena power to obtain testimony under oath. The other would be adding more funding to the ethic commission. To look into potential city misb conduct. A special making it in the bay coverage focuses this morning on contra costa county. Supervisors will discuss turning a warehouse into Affordable Housing for the homeless. The warehouse is located outside of bay point. This is on over road near Bay Christian School and highway. Right now there is more than 2,000 Homeless People in contra costa county. Alameda county has about 4,000. Happening today, San Francisco teachers will gather to protest planned budget cuts after the subject sent a warning letter to staff. The district is looking to cut 26 million next school year. Each school would decide what to cut. Such as supplies, field trips, even possible staffing. The Teachers Union is currently negotiating other costcutting options. Thousand to a followup for you in oakland where school is back in session for Mcclymonds High School students but the problem is not on home campus. Students will be sent to three other campuses. This is after toxic chemicals were found in the schools ground water. Tests later found the air is not contaminated but the source of the toxin still has not been found. The district is hoping to reopen the campus next week. Happening today, San Jose Council members will vote on a new plan to expand diridon station. Redevelopment plans have been in the works and debated for months. The city recently voted to lay new tracks through the willow glen neighborhood as opposed to building new over interstate 80. It this plan is facing opposition. So much change in our valley over the years, right, mike. So much change. And everybody should use the train. Now we have to talk about the train system. And were not going to get it most likely this weekend as with we look at our sevenday forecast. Our in land temperatures will cool off quite a bit. So at least it wont be super warm. Well have more springlike weather and something closer to normal as we reach m as we reach into the mid60s on saturday and the winds pick up on sunday and only reaching about 71 degrees. So plan on cooler in some spots. Upper 50s in San Francisco. From 69 degrees on friday in muir woods to the upper 50s for saturday and sunday. Also a big cooldown and a chance of snow for yosemite this weekend. And that snow will be very light. But look at that drop in temperatures going from 52 degrees on friday to 32 for a high on sunday. Look at numbers, it is a long time since weve had weather this dry, going back to october 1995 so this could top all of the numbers because we havent measured a drop of rain and so this could be the driest february on record. Most likely it will be because were not seeing any rain in the forecast. And then as we look at our high temperatures for today, very warm. Normal in san jose is about 64 degrees. Were up to 74. 77 will be the high in concord today. And 78 in napa and in santa rosa. And as we talk about what were going to see heading toward the end of the week, also record high temperatures possible. So not only record dry but record warmth as we head toward the warmest day of the week in napa and we may said a new record of 80 degrees. Oakland also will be very close but may not set that new record. Well be watching the numbers. Livermore now the forecast on thursday is 77. But the record is about 72 degrees in san jose. May tie the old record that was set in 1992. Those are the numbers well be watching as our temperatures continue to go up. It will cool off going into the weekend. As the winds pick up. Were expecting a much cooler and windy weekend but still were going to stay rainfree into next week as our temperatures reach 70 degrees. San francisco will be in the low 70s by the end of the week. More and more whales are dying off the coast of california and as our Investigative Unit has uncovered large cargo ships arent slowing down. As bigad shaban reports, a mistake by government workers may be to blame. Here off the california coast ships are unintentionally hitting and killing whales at the highest level in more than a decade. Five yearsing ago the federal government started a voluntarily slow down of 10 knots from may to november to protect whales but most vessels arent following it. Coast guard monitoring found ships broke the speed limit 54 of the time. And that lack of compliance is largely stayed the same for three years. Of the 74 shipping companies that sent vessels into the the bay in 2018, only 23 followed the requested speed limit. Noaa, the federal agency in charge of the slowdown, said one reason for the lack of cooperation is that they may not have contacted all of the right people at the shipping companies to educate them about the speed limit. But remember, this policy has been in place for about five years. So noaa said it is now renewing efforts to reach out to who it needs to. Now the federal government has warned it could make that suggested speed limit mandatory with hefty fines but so far there are no plans to make that happen.
