Into a desert as we did have those temperatures as you can see in some places that were in the triple digits around the bay numbers out toward livermore. You can see up towards santa rosa similar. But look at San Francisco. 100 degrees. 105 in san jose. Most places almost 30 degrees warmer than average. At this hour, were still in the mid to upper 80s inland. So the temperatures continue to stay quite hot. That is the issue. In addition to that, we continue to see issues with the excessive heat warning. And a red flag warnis ends at 9, fire danger starts to ramp up. Dry north winds making very challenging conditions for firefighters especially across the north bay. Dropping down to Single Digits on tuesday. Well talk about when cooler weather will arrive and when this cooler weather will end. Sounds good, rob. Thanks a lot. A saturday Night Beach Party in the middle of a pandemic complete with djs and bonfires. The mayor warned not to hold a second one tonight. Sergio at ocean beach with the latest. Reporter the dj is gone tonight, but there is still lots of bonfires out on the beach. San Francisco Park rangers are here on patrol. Dozens of people crowding around several bonfires. Park rangers are patrolling, but the beach itself is federal ict any National Park police on patrol tonight. So the party continues. With everything going on today, i think it is a good idea for folks not to gather in such mass crowds if they dont need to, if it is not a necessity. Reporter it is a different scene than last night with dance music and glowing bicycles and what looks like hardly any physical distancing. This burning man inspired beach party led to anger from the mayor. Last night over 1,000 people crowded on ocean beach to celebrate burning man. This was absolutely reckless and seven irk. You are not celebrating. You are putting peoples lives at risk. San francisco has been making real prokbres as one of two bay area counties in a less restrictive reopening here. Some people have been complaining of a lack of enforcement of covid19 rules. They knew Something Like this was going to happen. They knew it. And yet there has been no communication. Theyre simply ignoring the problem. And so this is what we ended up with last night. Reporter mayor breed warned anyone planning a second party to reconsider. She ordered beach parking lots closed. But with triple digits temperatures across the state, the beaches are packed this weekend. And people say closing the lots only pushes traffic into neighborhoods to find parking. Lets take a live look at san jose tonight where thankfully you see the lights are still on. The threat of rolling blackouts is over at least for tonight. The system was strained, but it did not have any orders for any outages. Pg e tonight is putting out a warning they may be forced to shut off power over the next few days. There were 18 counties being warned. The goal to keep the equipment from possibly starting a wild fire as the combination of heat and winds provide a serious threat here in the bay area and beyond. The power shutoffs are different than rolling blackouts which had to do with statewide energy usage. Two bay areas on those watch lists sonama and napa. Record setting temperatures continued in the trivalley today with livermore being one of the hottest places breaking 110 degrees with unhealthy air quality. While others chose to stay indoors and away from the temperatures. The heat and air were no match for those who wanted to shop. Reporter julie and ernie purposely did not make it outdoors until the temperatures dropped. When it did, they decided to enjoy the sce livermore with the cooler 90 degree weather. It was very hot. It was definitely 100 degrees all day long and i did not want to leave the comfort of my airconditioning. In stockton it was really hard. I work in a restaurant and it severely hurt business. Reporter but the heat and air quality kept customers from outdoor dining, it did not keep shoppers from outdoor shopping. Those looking for labor day deals patiently braved the heat to wait in lines outside the stores. Livermore reached a high of 111 degrees with unhealthy air quality. It was very hot when i got here. Reporter but the heat and air werent deal breakers for this woman. It bothered me more in the house than it does right here. Reporter advertised labor deals of up to 70 . Some stores have lines to keep with social distancing. Thats keeping it safe. But other than that, the sales are worth it so far. We got a couple good things. Particularly in bay area hot spots like the tri valley where consumers and businesses alike are looking to adjust to this temporary normal. In livermore, nbc bay area news. New tonight the governor has issued a state of emergency for fresno because of the creek fire. San bernardino fire also under a state of emergency. San diego county with the valley fire. The creek fire has triggered evacuation orders for several communities and part of yosemite. Here is a look at exactly where that fire is. Northeast of fresno, which is an incredibly popular getaway spot. Nearby, a remarkable rescue playing out overnight. Air National Guard helicopters evacuate campers. This picture shows the incredible scene playing seemingly everywhere. Here is a picture from inside one of those helicopters. Big helicopters air lift everyone from fresno. Planes cutoff access to the other road out forcing campers to go down to the water and wait for help. Video to show people arriving at a safe location. We spoke live earlier tonight to a Southern California man who was on one of those choppers. Some people were in the water. Some people were in the rvs. We had no idea that we were going to be evacuated. We were between the it was about a five hour difference by the time the last vehicle made it to the late to when the evacuation helicopter showed up. It was hectic. Everyone got out alive, but there was a lot of injuries and many of them serious. 63 people of the roughly 200 air lifted were take ton the hospital. Here in the bay area firefighters continue to make progress on several fires burning tonight. The lmu complex is now 91 contained. In addition, all evacuation warnings for napa county are now lifted. Containment on the smu complex. Burning along the coast, which is now 72 contained. The woodward fire is up to 95 . Now to our coverage of the pandemic. Five counties reported new positive tests and most being in Santa Clara County. 190 new cases reported today. Soounty didnt give an update. Napa county reported in new cases. The Positivity Rate begins to fall. That is the number of california testing positive. Today it is 4. 5 , slightly lower than just yesterday. You see its the lowest its been since june. During the height of the pandemic, our positive hovered at 7 . The governor says this is an important number to watch and the lower the better. Most people we talked to said they planned on staying inside for the afternoon, but the temperature in livermore was already 100 degrees by noon. It was even 100 degrees again by 8 00 tonight. Northern california beaches are closed this Holiday Weekend in an effort to cut down on the spread of covid19. As we have been reporting, there has been one exception, though. Halfmoon bay where beaches remained open and a lot of people took advantage today. Some made their way to ocean beach in San Francisco. Were watching those temperatures closely and you probably notice the air quality got worse today. We saw the numbers close to unhealthy range. Hayward down towards morgan hill. So the two are intertwined. The hot temperatures strengthening air pressure. High pressure again, that warm sinking air, helps to trap that smoke pollution, lowering the ceiling down over the bay area. So without wind to kind of vertbly mix that layer out or strong sea breeze to send it to the east, you begin to see more air quality issues and likely more tomorrow. Especially around the inland east bay. As we head to the afternoon, around the central bay and north bay tomorrow evening. A chance we might see unhealthy air. More widespread to start the day. As we take a look at the temperatures around the bay area right now, look at these numbers, 84 degrees in san jose. If you have a swimming pool, youre fine. 84 degrees in walnut creek. Notice the high was 110. The biggest number by far at this hour is San Francisco. It is still 83 degrees. All locations right now warmer than the average daytime high for this time of hour. So the spread of temperatures is pretty amazing. The only relatively cool spot right there near halfmoon bay. Well call them low temperatures, but starting off the day in the mid70s in a few spots inland. I think were bound to see a repeat performance. Were back to above 100 to about 110 around san martin. Temperatures around livermore, up towards antioch. Bay side around the east bay peninsula, temperatures another day in the mid to upper 90s, but there should be a change late afternoon. Were hoping San Francisco. That would be a cooler day in the upper 80s. If that turn out of the west doesnt happen, chances are we will see mid and upper 90s in San Francisco. Santa rosa, 106. Excessive heat warning continues to 9 00 tomorrow night. That should expire. Whats going to ramp up will be north winds here across the north bay hill top above 1,000 feet. Well see this late tomorrow night. Notice how some of the valleys may not see a lot of wind. It is the hill tops here and eventually spilling down in the santa cruz. That will drop humidity down and set the stage for increasing fire danger, even as the temperatures will try to cool down just a little bit by tuesday. More so passing the middle part of the week. San francisco, clearly you can see the cool down kicking in the second half of the week as we get a return of the low clouds. Valleys will have to wait until thursday as the winds shift out of that dry warm wind to one that is a sea breeze which will bring in low clouds on the coast and bring in a comfortable way for next weekend. Today it was 88 degrees. Only the hottest valleys by next weekend. We will see those temperatures as we do a cool down here. But tomorrow more records set to be broken. Back to you. All right. Recapping our top story tonight, fires continue to sweep across california as fire danger in the bay area continues to increase. Reporter in california, fires are burning. Residents are fleeing. That fire grew so quickly so fast, it trapped people at the reservoir up in the mountains. Reporter the fire grew so rapidly it trapped 200 campers. When they became trapped, they were doing what they could to rescue themselves and make themselves safe. Some of which resulted in injuries, including broken bones, lacerations, scrapes, bruises, those kinds of things. Reporter state Officials Say there are more than 20 active fires across the state. More than 900 wild fires have erupted in the state since the middle of august. The dry landscape and intense heat. Temperatures surpassing triple digits in some parts of the state. Californias largest utility warning, they may have to cut power starting tuesday because the let and high winds could create even more fire danger. The girls dropped offhand written letters to the fire worker. France and britain are seeing spikes in coronavirus cases. Many of the new cases in younger people. The rate of covid19 infections there is small compared to here in the u. S. , but it is causing concern in europe. Matt bradley reports from paris. Reporter we are seeing a troubling rise in cases, not just here in france but all throughout europe. And the reason why is varied. We are seeing that after this quite relaxed summer, a lot of young french people went out and mixed with each other. Were seeing a lot of young people getting this disease. Also here in paris, theyre allowing for people to get tested for free. So there have been lines outside of Testing Centers with people who are trying to get tested. This is all increasing the percentage of people who have this disease. What is not following along is the number of people who are dying and the number of people who are hospitalized. The Health System here is still in pretty good shape, even though there has been a surge. Thats because more and more young people are the ones who are infected. Theyre not dying at the same rate. This is a different kind of second wave, and a lot of pol y policymakers here are wondering whether it would be worth it to actually implement new confinement measures to meet this second wave or whether or not they can just withstand this new wave. This week, more than a dozen schools in marin county are moving from online to in person. The county Public Health officer approved waiver applications for 15 schools last week. All are elementary schools, some private and some public. The question looming will the Postal Service be able to handle mailin ballots. Reporter with all the focus on vote by mail this election season, we teamed with nba and telemundo stations around the country. 12 stations in all sending more than 100 letters to see whether the u. S. Postal Service Really delivers. From our houses and offices to locations across the country, our nbc and telemundo investigative teams sent 155 letters to 23 different cities all on friday, august 14th. I filled out, hand wrote and mailed four different letters to staff here at nbc bay area. I also mailed another four of the exact same letters to my colleagues at nbc 4 in los angeles. Then i sent another four separate letters to the homes of investigative colleagues living around miami, dallas, chicago and washington, d. C. Dropping all the letters in the mail in san jose, and then i waited. We did this to simulate the delivery of november ballots sent through the mail, all because some critics of vote by mail led by President Trump have claimed publically many times they dont believe the us Postal Service can handle tens of millions of expected ballots. While many crdemocrats accuse louis dejoy of affecting the election. There is no question his policies have slowed down the mail. Reporter mark is National President of the American Postal Workers Union based in washington, d. C. He says the removal of 670 sorting machines nationwide and a reduction in overtime hours has meant a sharp dropoff in delivery service. If the mail is there to be worked and you just arbitrarily reduce hours, then guess what . The mail doesnt get worked. The taking out of some of the sorting machines is realtime because covid has affected ou out so far those issues did not impact the delivery of our mail at all. The post office advertises that first class mail should arrive within one to three Business Days and we found thats true in all but a few cases. Every letter we sent within the bay area arrived within two Business Days. From here to l. A. , the average delivery time was just over three days. And in the other 20 cities we tested, the average delivery time was just two and a half days. Of the 155 letters we sent, only two mailed across state lines, about 1 never made it. That would only affect absentee ballots for residents currently living out of state. One letter was sent to the wrong address, but that was corrected. The president of the local 193 branch of the National Association of letter carriers. The infrastructure is in place where we can pretty much get mail from the east coast to the west coast in, you know, a reasonable amount of time. Vote by mail, first of all, is safe and secure. Reporter jim oversees election where they have been using exclusively mail Ballot Systems for years now. This will be the fifth election to vote by mail. You have gotten them within two, three days, at the most five days. Surprise you . No surprises whatsoever. We have been meeting with the u. S. Postal representatives. Crews having a real tough time fighting tough conditions as they battle the woodward fire. But theyre getting some high tech help. Reporter the smokey haze clinging to the trees, flames tucked into the brush below, making it hard for firefighters to keep tabs on them. While it might be a tough task for humans, National ParkService Fire Crews have an eagle eye view thanks to their drones. But this drone isnt just an observer in the sky as crews set fires in an attempt to clear unburned brush. Theyre using new Drone Technology to set fires from above. And its just much safer in the conditions we have than using a helicopter. Reporter the device is loaded with special balls filled with Flammable Liquids that create a reaction when dropped into the burn zone. So when it hits the ground, it can flush the ball and start a little fire. Reporter i would say we have probably been able to get about a thousand acres, if not more. With the weather too bad for choppers, it is proving effective with less risk. The fire crews getting little help from above. Joe jr. We could use some help from Mother Nature as we always say. What does it look like, rob . Firefighter wils will be gettin break. Right now its not a real relief overnight. Temperatures will stay in the 70s and 80s, kind of like were seeing right now in san jose. 84 degrees approaching midnight. A high of 105 degrees. Well show you dublin. A high of 111 degrees. 84 currently and San Francisco, no sign of actually, you could see similar temperatures, 84 degrees. It looks just like dublin right now. High of 110. 84. So we have lost the bay area micro climate. Everybody has this desert dry like air mass in place. 80s again in San Francisco. You are about to see in terms of our temperatures, we just have to head out to halfmoon bay to see the one spot in the 60s right now. Otherwise were looking at 80s inland. No wind out there. This is the most surprising stat. The humidity numbers outside are still daytime dry. A sign of strong High Pressure. A big heating we had the day before and the heat waves, sometimes they build on each other because you start the next day a little bit warmer. Thats almost the same amount of heating. The temperatures as we head to 9 00, were already jumping into the mid and upper 80s inland. By lunchtime, a chance we could break some records. All that pink showing up. 100 degrows inland. Interesting to watch. Close to 90 at lunchtime. But then the pattern changes a little bit through the afternoon. The numbers start dropping there. Thats going to be critical to see if we can avoid near 100 degrees in San Francisco tomorrow. It will be a close call. I think it will be cooler by tuesday and wednesday. One more hot day inland around the bay area and bay side. Tomorrow night we begin to focus on the change in the wind. Elevations above a thousand feet, you can see why here on the humidity numbers as we head towards Tuesday Morning, look at how those drop from before sunrise to midmorning, extremely dry conditions, even drier than were seeing right now, which will make matters worse up in the higher hills of lake county, napa county. See the areas in red there starting to pick up. That will be early Tuesday Morning and at times during the bay, you might see some of that, too. Notice how the valleys probably not going to see a lot of wind. It is the mountain tops with the dry conditions and gusty winds. So the good news for firefighters we think, second half of the week well get rid of that High Pressure and lose those north winds and then the sea breeze bounces back. That should lead to cooling and a big drop in temperatures by the time we get to thursday and friday. San francisco, we slowly drop into the mid70s. We hope for ocean airconditioning to make an appearance by the end of next weekend. And valley temperatures again breaking records tomorrow. I think well probably break a few more tuesday. Temperatures slowly cooling, but well be watching for that on shore breeze to bring real relief, hopefully arriving by this time next week end. Got to be patient. For most, city life means a trade off, space for location. So when coronavirus hit and everyone was stuck in their small homes, walls closed in fast. What was life like in your house at the height of the pandemic with home schooling and remote work . It was chaos in the house. With three children growing more restless day by day. I think they got anxiety at the end when they couldnt come out. It was like, we want to go out. We want to play. Reporter today they decided it was time to move their family out of new york city to the long island suburbs, eventually finding this house, adding a half hour to commute but lots more space. Is it fair to say you guys werent the only ones with this idea . Yeah. Sure, yeah. It was definitely not a buyers market. I mean, everybody was fighting for the houses here. Reporter the suburbs near new york are booming. In july home sales were up 44 compared to last year, while the number of Properties Sold in manhattan dropped by more than half. People are leaving San Francisco, too. There are more than double the properties on the market now compared to last year. There is no question people are definitely either moving to other areas outside the cities or theyre buying second homes. Parts of the east bay are very, very competitive. Napa valley very, very competitive. Tahoe is very popular. Reporter now the trend. We looked at a slew of housing data and concluded that, you know, the story of a mass exodus in cities is largely overblown. For many upgrading to more space in the suburbs isnt an option, especially renters who are only just scraping by. They say they feel blessed they were able to get their family out.
