Williams said the 150mile distance was chosen to incorporate areas where locals often travel, such as the Central Valley and southern california. It is measured as the crow flies, the distance is measured by the raids you of 150 miles, regardless of how long it takes to drive that distance, and voluntary compliance is still the key. But just like our expect takes around face coverings, just like our expectations around social distancing, we absolutely need to all do our collective part. It looks bad because i guess if theyre, you know, setting this example and telling us all that we need to crack down, which i totally agree with, that they ought to lead by example. My first reaction wasnt censure, it was actually empathy, because it really shows how hard it is for all of us. Reporter dr. Peter chin long, an Infectious Disease expert at ucsf says his overall measure is not to think politics, but what we can do to stay protected. It is what it is. We are all human. And lets move on. Concern tonight in the east bay over a covid outbreak at school just days after students and teachers returned to class. It happened in a San Ramon School district special education class. Nbc bay areas Jodi Hernandez has the story from danville where the outbreak is raising eyebrows as the district plans to open even more classes after christmas. Reporter this high school in danville is all set up to keep kids safe. Theyve got plexiglass and hand sanitizer, but when they reopened their classrooms last month, a handful of teachers and developmentally disabled students tested positive for covid19. The sad part for me is my class and myself, we were all guinea pigs. Guinea pigs on a system that did not work. In our special ed classroom. Reporter autism specialist jan jimenez says shes disappointed and upset. Jimenez returned to her classroom on november 17th as part of her School Districts phase ii reopening only to get covid19 along with nearly all of her students and fellow classroom staff. Reporter in contracosta county, Jodi Hernandez, nbc bay area news. Something for us all to think about there. As we hit record numbers statewide and across the bay area, are we headed to another statewide lockdown. Lets bring in the Infectious Disease expert at ucsf. Well do it the Old Fashioned way with your phone. What concerns you the most about these next few weeks here, doctor . You know, it is true that were in a surge. Its true that we are having increased case rates. And increased hospitalizations. But i and i think it has to do with the seasonality of the virus as well as people being together more. Its not just this is actually what we see with seasonal viruses. We see these increases in cases, and we also see that its become more transmissible with time because of the newtation. So this is definitely happening and its been a concerning time. Dr. Gandhi, the vaccine is almost here. Is there a false optimism, though, that this will be all be over by next february or march . I dont think its a false optimism. February or march is very, very soon. So its not going to be over by then, but it isnt its true that this will be over. And the most important thing i want to say is that these vaccines are incredible. Their efficacy is so high. No safety concerns so far. Just got approved in the uk, the pfizer vaccine. They are going to be rolled out and life will get back to normal. Until then, if we can just hold on with these nonpharmaceutical interventions, this masking, distancing, ventilation, hand hygiene, everything that were doing, and february and march is early, but we will get back to normal. Think about it more in the summer. We are almost there. Doctor, how much damage to our Mental Health, especially for teenagers and people who have just lost their jobs. I mean, i think that that is were going to be writing about this for years about the terrible impacts of isolation, loneliness, and especially teenagers and kids who dont, cant have been in and out of school. It has been a terrible time and i think we dont message enough it will be over. I wouldnt have said that a month ago before the vaccine came out with this degree of efficacy. It would have been like, im not sure, im not sure. This is wonderful. These vaccines are amazing. They are going to work. We are going to get there and you will have people will have a normal life. I dont know how to explain it. Its gonna happen. We asked you this back seven months ago. Ill ask it again as we wrap it up. Are the doctors and Health Care Workers specifically at ucsf doing okay . There is some burnout there. We have been more spared in the bay area than anywhere else. We definitely have increased hospitalizations, but its not to the levels that you see in the midwest, not to the levels in the dakotas. Were lucky that way, but, yes, people are tired. They are completely tired. We snap at each other a little more readily. People are a little more irritated and cant wait until this time is over. Thank you for your candid responses and wish you the best. Thank you, doctor. Thanks so much, doctor. Well, lets check in with chief meteorologist jeff ranieri now. Jeff, weve had lots of cold mornings and sunshine and no sign of rain. Yes, and, you know, its really made it pleasant to be outside and getting some of that fresh air, even though we definitely need that rainfall. So ill take you outside to that live highdef information Sky Cam Network right now. We do have great visibility here. No fog as of yet, but do i think tomorrow morning with temperatures dropping down to the 30s and 40s thats gonna help some areas of fog to develop. Then by tomorrow, we get some more sun back for the afternoon, and some moderate air quality. So i think were looking good here through thursday. And ahead breezy conditions sunday and monday, likely increasing our fire danger. For tomorrow morning, start off with chilly morning temperatures, take your jacket. And then through the day, we dont see much differences here as you move around through the bay area. Lots of mid to upper 60s for the daytime highs. My extended forecast stays dry over the next seven days with a chance of a little bit of wind here, 10 to 25 Miles Per Hour in the hills by sunday and monday. I want to focus real fast, though, on the larger problem, and thats the lack of rain. Now, we have la nina developing. When you see la nina phase developing like we have right now, this generally brings an area of High Pressure that can keep the storm track off to the north. That is exactly what were seeing now. What we need is that storm track to lower a little bit in order to give us these rain chances. Ill talk more about those rain chances ahead and how long we may have to wait. Well check in with my viewer mail and well share a really Beautiful Tree photo. Ive been asking for those. Lucys over here. Weve got a jampacked hit coming up in about 25 minutes. So see you then. It is lucy wednesday. Well see you shortly. Thanks, jeff. Well, much more to come in the next 40 minutes. Stay home for the holidays. Warnings from the cdc. Also no longer 14 days. The agency reduces the number of days you should quarantine if youve been exposed. Plus, where did all that ppp loan money go . We investigate and track down who benefitted the most from the government program. And what does san joses mayor have to say for himself . Our Investigative Unit sits down oneonone with the mayor following his thanksgiving day dinner that was not covid friendly. Well be back in three minutes. In just a few months, weve learned a lot more about the covid19 virus. Its real. And its dangerous. So, on behalf of all of us working on the front lines, please take it seriously. And while we dont yet have a cure or a vaccine, we do know how to keep you and your loved ones safe. Wear a mask. Wash your hands. Stay six feet apart. Do your best to stay out of crowded spaces. And get a flu shot, its even more important this year. We can do this. If we do it together. We have the power to harness californias Abundant Solar and wind energy, but its not available all day long. Use less energy from 4 to 9 pm for a cleaner california. It continues to grow. A new turn in that public corruption and bribery scandal in San Francisco. City administrator naomi kelly is taking a leave from her job. Naomi kelly is the wife of harlan kelly who was the general manager of the San Francisco Public Utilities commission. Hes already stepped down from his job after federal prosecutors accused him of trading Insider Information for a paid vacation. Today naomi says she needs to help him and her family get through this tough time. She is not accused of any crime, and city supervisor matt haney says taking a leave from her job is the right thing to do. We cannot have a situation where that individual is either under investigation or, you know, hugely distracted. So i do think for restoring the public trust and for her own personal wellbeing, makes sense for her to take a leave of absence. A key witness in the corruption investigation who is cooperating with the fbi claims that he paid for harlan kelly to vacation in china in exchange for getting Insider Information to help him bid public works jobs. Naomi kelly insists her husband paid for that trip. Well, the pandemic has hit so many people so hard, and now one south Bay Community is doing what it can do to help. The agency also changingis guidelines when it comes to how long you should yaurnt. Also, who got those ppp loans and how much did they get . We investigate and track down the money. Right now at 6 30, the cdc is changing its guidance on how to quarantine. Instead of the standard 14 days for people who may have been exposed, the cdc says you only need to isolate for ten days and if you test negative, you can shorten that to seven days. Expected that reduction in quarantine time, along with urging everyone to avoid traveling altogether for the holidays. Well, so how are bay area travellers handling all this news . We sent nbc bay area scott budman to sfo to find out. Reporter yeah, most travellers here we spoke to say theyll take the updated guidelines seriously, telling us the recent spike in covid cases has made them rethink Holiday Travel plans. Admittedly, if youre already here at the airport, you have a reason to travel. I mean, just for me personally, like, im from new york, and my parents live here. And im going to come here and see them for christmas, too, and im not going to selfquarantine the whole time. Not really because were working from home anyway. So we have to go back home and work. Reporter but the new cdc warnings along with the recent spike in covid cases have hit home for many travellers. I think that probably would change my plans. If i was, you know, told i had to quarantine when i get back. And its probably safer to stay home anyway. Reporter and as for shortening the amount of posttravel quarantine time, most dont think it changes much. They tell us theyll take the risk but try to stay safe. I think if youre traveling by car 150 miles and youre social distancing, i dont think thats necessary, personally. But, again, i dont make the rules. Reporter if you are going to travel, despite the warnings, the cdc recommends getting tested both three days before and after your trip and avoiding nonessential travel for seven days afterwards. Add sfo, scott budman, nbc bay area news. A dubious milestone today in california. Over 20,000 new cases confirmed. That blows away the states previous records. This graph shows the daily number of new cases across the state. Check out during the july surge. On july 21st, we had a record 12,800 cases, and then look, tick downwards and then this huge uptick in the month of november. And then today the state confirming a record 20,759 cases in one day. It shows us just how serious this winter surge is becoming. And one bay area county in the midst of all of this has managed to stay in the red tier. Were talking about marin county. Take a look at this map. Its surrounded by all the other counties in purple. Its the only county in red. So how has it managed to stay out of purple . County Health Officers say its a combination of factors. First, the county is more suburban than urban. Therefore its easy to social distance and work from home. Second, marin county has been ranked as healthiest county in california several times over the past decade and Health Officers believe people who live in marin county are taking the pandemic very seriously as a whole. Thirdly, the county has the oldest population in the bay area, and most of them are just staying home to stay safe, but the countys red tier status could be shortlived. Health Officials Say they could move into the purple tier next week. Yeah nell, lets talk about some money here. Were Small Businesses shut out. Tonight were getting a complete look at who got a big chunk of that 2 trillion federal stimulus package over last summer. Our Investigative Team got some answers thanks to a lawsuit filed by several news organizations, including nbc. Senior investigator Stephen Stoch follows the money. Reporter the biggest part of this stimulus package went to help Small Businesses survive this pandemic. Its called the ppp, short for paycheck protection program. More than 522 million of your tax dollars went to help more than 5 million businesses nationwide. From robert a. Bofman construction in santa clara to Quantum Corporation in san jose, from Shoe Palace Corporation in morgan hill to United Mechanical in san jose. 24 Different Companies in the bay area got a 10 million loan each from the Small Business administration. To help them pay workers and stay in business. The maximum single amount distributed under the sba Program Given to about 5,000 companies nationwide. The smallest amount given, 1. What this tells us is a little more detail on exactly how much each company got. Reporter mark goldwine is Senior Vice President of policy at the committee for a responsible federal budget or cfrb, based in washington, d. C. We werent trying to pick winners and losers based on which industries are best for the economy or most important for the recovery. Reporter the for the most part, the recipients fell into a few specific categories, construction companies, medical practices and restaurants. Restaurant chains such as black angus steakhouses, lazy dog restaurants, rubios restaurants and kings seafood here in california all got the 10 million maximum ppp loan. It shouldnt be a surprise to us that restaurants were a big recipient. For two reasons. First of all, there are tons and tons of restaurants that are independently owned. But secondly, theyve been the most affected. Reporter local art institutions and universities also got large loans. Like the San Francisco opera association. Californias academy of sciences. And the San Francisco symphony. As well as the citys Ballet Association and Golden Gate University and the museum of modern art. We can argue whether the program was designed right, whether we should be having such a universal reach. But this was the goal of the program as it was stated. Reporter whether or not all of this money is enough to keep Small Businesses open is currently the debate going on in washington. About whether to pass yet another massive spending bill. Im stephen stock, nbc bay area news. President trump tonight is threatening congress over big tech. He says he feels embattled but does not believe he or his family have done anything illegal. Up next, they boarded a fly to sfo knowing they had the coronavirus. The punishment now for this couple from hawaii. Frustrations and resentment about officials breaking covid19 guidelines. Were hearing directly from San Francisco mayor sam liccardo about his thanksgiving dinner that prompted him to give a public apology. Our Senior Investigative reporter broke the story that mayor liccardo had hat holiday dinner in saratoga with family from five different households. As you may know by now, state gatherings are banned from more than three households. I know the rules are hard to follow because i broke them, and i failed at following them. Did you not know about the state Health Guidelines or did you know and just decide to break them anyway . I rationalized and believed, well, if im outdoors and only with Seven Members of my family and were all sitting at three different tables and spatially distanced and all wearing masks, i rationalized it would be fine. And what i should have done is looked at the rules. There are families, people you represent, who have made the decision to stay away from aging parents, from newborn babies, weddings, funerals. What do you say to those who chose to miss out on a lot of important life moments when you, yourself, did not . This is brutally hard. These rules are tough. I know i broke them. So i know how tough it is. To follow the rules. Im grateful for the many residents who recognize how important following these rules are to saving lives. And ive got to do better and im going to do better. Again, we just did that interview a short while ago, within the hour. We want to point out the mayors press agent originally told us he was going to spend the holiday at his home. To their credit, his office called us on their own, thanksgiving day, to correct that and let us know he had gone to his parents home instead. They just wouldnt say how many people attended that gathering. They boarded a flight to sfo at sfof to hawaii after they tested positive for covid and tonight theyre in big trouble in hawaii. Police arrested a couple at the airport in kauai when they got off the plane. Leslie and courtney tested positive at sfos quarantine station, before they departed, and then they disobeyed instructions to isolate and not travel. Theyre not charged with Reckless Endangerment and child endangerment because they were traveling with their 4yearold child. All right. The rules have changed on the slopes. If youre thinking of a lastminute trip to lake tahoe, think again. Resorts are banned from selling day of tickets. You got to have a season pass or make a reservation in advance. Skiers and borders must wear a mask and social distancing at all times while going down the slopes. Riding a chairlift or trams or gondolas, you can only ride with members of your household. Resorts are being asked to discourage all group activities, that means ski lessons and Training Classes could see changes as well. So you can still ski, but you just got to plan ahead before going up to tahoe. We need some fresh powder. Right, lucy . Wouldnt you say, lucy . We do. Nice to see you both. She would love the snow.
